UNDER
SCOPE OF WORK:
ODORIZING UNIT:
Scope of work shall include but not limited to complete odorizing unit including odorant storage
container with odorant, pneumatic Panel, electronic Control Unit, dosing system with stand by
injection units (one working & one stand by), necessary pipe valves, fittings and instruments.
Scope shall start from connection of natural gas from main gas pipe line with necessary valves,
tubing, and fittings for operation of gas actuation system, PRS (if necessary), dosing point connection
tubing, valves and fittings to the main gas pipe line. Electrical / Control cables including laying in pipe
conduit, connection to control room and locating electrical panel in control room including necessary
cabling.
The distance between control room and pipeline is around 50 meter. Vendor shall also quote the per
meter price of cabling for regularization if needed.
Vent connection from odorizing unit with scrubber, flame arrestor, valves with scrubber and vent stack
3 m above the unit top also included in scope of work.
The unit shall be skid mounted and shall be complete with foundation bolts, which shall be grouted by
vendor at site.
Any additional requirement necessary for smooth operation of the system will be in Bidder’s scope.
Bidder shall provide warning instruction on each container for safe use.
Bidder shall quote for recommended spares for Two year operation and maintenance with unit price
of the each item along with the offer.
Bidder shall categorically confirm all the clauses of job specification & technical specification in the
offer. Any deviation shall be indicated with proper reasoning and if necessary with supporting
documents.
The Odorizing System should be designed with minimum operator intervention. The maintenance
frequency of the system shall be 18 months or better.
It is anticipated that the natural gas feed composition, flow rate and pressure will be fluctuating.
Hence, Vendor should design the Odorizing System with optimum degree of flexibility, reliability, and
operability to accommodate the varying composition of feed, other unexpected contaminants, flow
rate and pressure.
The Odorizing system facilities should consist of standardized modules, which are assembled into a
complete system. Each system should be designed in packaged frame, housing etc.
The design life of the odorizing system shall be 30 years (minimum).
For the Odorizer auto mode operation, flow signal shall be provided in the form of analogue 4-20 mA
from each existing flow computers/metering device by AGL. The metering system is in dual
redundant mode (Two Metering System). Hence the offered electronic control unit shall be able to
accept two nos. of 4-20 mA Signals corresponding o instantaneous flow rate from each flow
computers, Electronic control unit should be able to process the flow signals (4-20mA) from two
meters simultaneously. If the flow has been changed from stream 1 to 2 (or if both the stream
operates), the ECU should recognize the stream changes through totalizer or signal adder. Also ECU
should display the gas flow of two streams separately. The supply, laying, termination of signal
cables from flow computer panel of each metering stream to odorizer control unit is in the Bidder’s
scope.
Design Basis
The Vendor should prepare the design basis required to meet the demands mentioned in Datasheet
and liaise with AGL to obtain necessary confirmation and approval.
The design, construction, manufacture, supply, testing and other general requirements of the
odorizing system should be strictly in accordance with the data sheets, applicable codes, and
should comply fully with relevant national / International standards, Indian Electricity Act, Indian
Electricity Rules, regulations of Insurance Association of India and factories Act while carrying out
work as per this specification.
The Vendor without any additional cost and delivery implications should carry out any modification
suggested by the statutory bodies either during drawing approval or during inspection, if any.
The system shall be capable of accepting either an analog input proportional to the flow rate.
The system shall be included in a complete package which includes structural steel
skid, and odorant storage tank.
The odorant tank shall be sufficient in volume to eliminate frequent filling. Supplier
shall evaluate flow rates, and odorant injection rates in order to recommend the
proper tank volume.
The odorant tank shall be constructed to ASME SEC VIII Div.1specifications. The
tank shall have all valves necessary for proper filling, as well as volume indication,
pressure relief, and pressure gauges.
Odorant storage tank should not exceed 50 psig for normal operation.
The odorant tank shall be made of SS 304.
All interconnect tubing between the odorant tank and the system shall be of SS 316.
The odorization system shall be configured in such a manner that the controller
electronics shall be housed in a water tight enclosure.
Electrical interconnect between the electronic and mechanical enclosures shall be of
FRLS copper armored cable.
The electronic enclosures shall be constructed such that system operation data may
be read without opening the electronics enclosure.
3.0 Pump:
The system shall utilize a positive displacement style pump that is constructed
entirely of 316 stainless steel.
The pump shall have a displacement volume that is adjustable.
The pump shall be designed such that the actuation mechanism is not in contact with
the odorant.
The pump shall have inlet and outlet check valves which are designed to be
accessible and may be removed and replaced easily without the removal of any
tubing or piping.
The system shall have the provisions of purging odorant in a closed loop type during
maintenance to avoid odorant leak into the atmosphere.
The pump shall be capable of operation at a maximum rate.
The pump shall be capable of a maximum discharge pressure of 49 Bar.
4.0 Controller:
The system controller shall be powered by an onboard battery, charged by a solar
panel or external power (AC/DC converter). This battery shall be capable of
powering the system (from a full charge) for 30 days in case of solar panel or power
failure.
The controller shall have provision for programming desired injection rate in
mg/SCMH
The controller shall have automatic monitoring of system functions and have the
capability to alarm in case of system malfunction. This alarm system will monitor flow
signal, power supply, the volume verification system, and the injection pump.
The controller shall monitor system performance, and display locally, in a continuous
scrolling manner, the following information:
o time between strokes
o odorant volume injected (resettable)
o total injections(resettable)
o odorant volume/stroke
o odorant meter level
o current pipeline flow rate in %
o current odorant temperature
o alarm conditions
Contact outputs shall be present for system alarm, as well as odorant volume
injected, with a high resolution.
The System should have facility to monitor actual use of odorant compensated for
temperature variation.
The system controller shall utilize the real time odorant measurement capability to
automatically change the injection frequency to compensate for changes in pump
discharge volume due to wear. This compensation shall be operable to +/- 30% of
intended injected volume per injection.
5.0 Verification:
The system shall have an accurate means of measuring the volume of odorant
injected.
The system shall have electronic means of indicating the verification device is
working properly.
The system shall have means to test the operation of the verification device.
6.0 System Audit Trail:
A system audit trail shall be available which will record all events specific to system
performance. This data will accumulate with the use of an onboard memory device
which may be removed for remote downloading, or locally downloaded, as well as
accessible comm. links in conjunction with proprietary software.
The audit trail device shall be capable of recording system data for 90 days prior to
downloading.
The system audit trail software shall be Windows compatible and capable of handling
records for several odorant systems.
The software shall be capable of easily providing odorant record for each odorant
system. These records shall be for daily operation or hourly operation, and shall
include any and all pertinent information specific to that systems operation including;
odorant use, alarms, high and low odorant rates, parameter changes.
The system shall be suitable for Class I, Division 1. Group C/D service and shall be certified
by approval agency.
8.0 Scrubber
A Sulfa treat scrubber must be installed in Gas/Vapor vent line, to ensure odor is in control
during venting. Activated carbon should not be used as scrubbing agent.
Pipe work should be designed, tested and installed to ensure its safe operation at the
worst conceivable conditions of flow, pressure and temperature.
All high pressure SS tubing work should be fully annealed (Bright annealed)
seamless conforming to ASTM A-269, SS-316. The piping / tubing shall be of
Tubacex, Parker, Sandvik, Centravis, Hoke make, Valves shall be of Swagelok,
Parker, OMB make & fittings shall be of Parker, Swagelok, Hoke, Whitely, Cajon,
Nupro make.
The system should be “go-no-go” gauge able to demonstrate that the fittings are
properly tightened. Wherever possible, valves and control devices should incorporate
the same and connector system. The number of fittings used should be minimized.
Vendor should also include a flexible hose of 5 meters length for connection of the
odorizing unit with the odorant / loader along with necessary quick release coupling at
ends.
The vendor should ensure that personnel assembling the pipe work should be
competent in the system employed.
The preferred valve types for isolation are 1 /4 (quarter) turn ball valves. Such valves
shall have similar material as of the tube they are attached to. Ball valves must be of
good quality and be appropriately selected for frequent use. Ball seats must be
suitable for natural gas operation of the gas composition indicated.
Valves and fittings subject to corrosion must be either inherently resistant, or be
coated with a corrosion inhibiting paint or surface treatment.
End connections including fittings & Valves shall be supplied with the unit. Details are
to be confirmed at the time of detail engineering.
The Equipment shall be tested at factory prior to shipment to site. FAT (factory
acceptance test) should be carried out to demonstrate the functioning of all
equipment trips and control system.
The Vendor shall provide civil foundation drawing within two weeks of placement of order.
In case the requisite information regarding foundation and other fixing inserts etc as
required for proper installation of equipment is not indicated by the Vendor within two
weeks from the placement of order, such facility shall be arranged / provided by the
Vendor at their own cost.
The Vendor shall not vary the scope of work as detailed in tender and approved
drawings without written permission of owner.
The supply of commissioning spares is included in the scope of Vendor. Vendor shall
furnish a separate list along with offer.
After the placement of FOI, if required, a conference (kick off meeting) will be held at such date
and at such place, as may be mutually agreed upon between the Vendor and the purchaser. The
intent of this conference should be to discuss / clarify various requirements and finalize the modus
operandi for execution of the contract within the scheduled delivery period.
Operation and maintenance manuals – 3 sets all in original odorizing unit. The
instruction manual should describe in details the construction and recommended
procedure for maintaining, operating and trouble shooting of the Odorizing Unit
should also include cross-sectional drawings, exploded views of all spare parts
along with part nos., quantity installed per Odorizing unit. The manual should
provide detailed catalogues for all bought out items.
Sets of hard copies and 1 set of soft copy in CD-ROM for all the approved
drawings and documents shall be included along with supply.
Mechanical and electrical installation drawing including interconnection.
Test certificates and catalogues of all major components like valves, mass flow
meter, tubing etc.
Calibration certificates for all measuring and protection devices (e.g. Pressure
transducer, pressure gauges, etc.)
Test records of mechanical running, performance test.
Complete wiring diagram of Odorizing Unit.
Software (logic diagram) of Odorizing Units on CD-ROM with suitable
communication Protocol for communication with odorizing Unit in order to
change Odorizing Unit parameters, if required.
Certificates from statutory authorities confirming suitability of design /
construction of all electrical and electronic items for use in hazardous area
classification. In case of foreign supply, the Vendor should get all certificates
endorsed by the concerned statutory authorities, Govt. Of India within one
month of delivery of Odorizing Units at site.
PERFORMANCE TEST
The final performance test of complete Odorizing Skids shall be carried out in presence of Third
Party / CLIENT representative before giving clearance of dispatch. Vendor to have adequate
facilities to carry out the performance test.
REJECTION
Vendor shall make his offer in detail, with respect to every item of the Purchaser’s specification. Any
offer not conforming to this shall be summarily rejected.
Arrangement along with P&ID shall be proposed by vendor in the offer, as per relevant codes and
practices for supply of natural gas.
Technical literature, dimensional details of equipment (Odorizing SKIDS) shall be provided along with
quotation.
Vender has to specify the facilities available at their works for carrying out the performance test of
the complete Odorizing.
As required by the Engineer-In-Charge and without additional cost to Client (unless it can be
shown that defects and deficiencies have occurred through Client’s negligence), the
Contractor shall amend repair or replace with new materials any defects or deficiencies in the
plant and / or work which become apparent at any time or from time to time, within the period of
twelve (12) months occurring from the date of commissioning or 24 months from the date of arrival
of the material at site, whichever is earlier.
If the Contractor does not remedy those defects or deficiencies in the plant and / or work within a
reasonable time of having been given prior written notice by the Engineer so to do, the Engineer
may arrange for such defects or deficiencies to be remedied by others at the risk an expenses
of the Contractor, but without prejudice to any other rights which Client has under the Contract
in respect of those defects or deficiencies.
The expenses of such remedial work carried out by others shall be a debt due by the contractor
to Client.
QUALITY SYSTEM
The vendor shall demonstrate at the time of tendering for these works (by presenting authentic
copies of documentation) that they have in place a current accredited ISO 9000 series quality
system for their design, supply, installation and commissioning capacity.
Gas Composition
The expected gas composition is given below. The Odorizing System should be designed to meet
the changes in the gas compositions from gas fields in India or LNG as applicable.
Package Supplier shall be responsible for complete instrumentation work including, but
not limited to the following:
SCOPE OF SUPPLY
Package Supplier’s scope of supply shall include but not limited to the following
o Supply of all instruments, Valves and accessories. Supplier to furnish P&ID and List
of Instruments.
Supply of various installation material including but not limited to the following:
o Impulse piping / tubing and fittings
o Instrument valves & Manifolds
o
Junction Box, Cable Gland, plugs etc
o
Cables and accessories
The scope includes ordering, procurement, Integrating, Inspection, packing and
transportation to site.
Before ordering, approval shall be taken from Owner/ PMC for all the instruments
and materials. Any item ordered which do not conform to the Contractual requirement,
All Instruments and accessories supplied shall be from the Approved Vendor’s list
attached elsewhere in this bid document. All instruments shall be field proven both with
respect to design and materials. No prototype instrument or instrument of an
experimental nature shall be accepted.
INSTALLATION
Package Supplier shall be responsible for installation and calibration of the instruments which
includes installation of all the items.
SPARE PHILOSOPHY
The Supplier shall include all special tools & tackles (if any) necessary for the erection, testing &
commissioning and maintenance of the Instruments in their quotation. Special tools & tackles
shall also be those which are commonly not available. A list of such special tools & tackles (if any)
shall be submitted along with the bid.
INSTALLATION PROCEDURE
The skid shall be complete in all respects, ready for installation and commissioning
at the respective site. There shall be minimum work to be done at site. All field mounted
instruments shall be supplied loose to avoid damages of the same during transportation of
the skids.
All direct mounted, instruments shall be installed in such a way that they have
better readability and accessibility. All capillary type instruments shall have the
capillary supported properly and shall have protection of capillary against mechanical
damage.
All pressure, differential pressure instruments shall be provided with block and
bleed, by-pass, drain/vent valves etc. as per the installation sketches, and shall have
accessibility.
All items in the skid shall be properly supported to avoid vibration.
Special supports, as required, shall also be supplied by vendor.

All primary piping, tubing (impulse lines) shall have a slope of 10 % on the horizontal
All impulse lines shall be properly flushed after isolating instrument and the vessel/ piping.
All impulse lines shall be tested hydraulically at 1.5 times the maximum operating pressure.
Ensure that instrument and vessel/piping is isolated during this test.
In case of special conditions where hydro testing is not permitted due to service conditions,
the impulse lines testing shall be carried out by using air or nitrogen.
All instruments supplied by the vendor shall be calibrated using proper
test equipment. The test equipments used for calibration shall have the approval of National
Physical Laboratory (NPL) / Institute for Design of Electrical Measuring
Instruments (IDEMI, Bombay)/Regional Electronic Test and Development Centre (ETDC) or
Agency approved by above-mentioned authorities. On demand, calibration certificates
shall be submitted to Engineer-in-charge.
All instruments shall be calibrated strictly as per respective data sheets and Manufacturer’s
instructions. All calibration readings shall be recorded.
All instruments shall be calibrated for 0, 25% 50%, 75% 100% and vice versa.
Safety valves and relief valves shall be set/ tested by using dry air/nitrogen. Leakage if
any shall be removed by proper lapping of seat and disc.
