NBI arrests LTO man from Balulang in Agsur entrapment

THE National Bureau of Inves-
tigation (NBI) arrested an officer
of the Land Transportation Office
(LTO) during an entrapment at
the LTO office in Patin-ay town,
Agusan del Sur on Thursday
morning.
The NBI identified the sus-
pect as Gamoranao Sangcopan
from Villa Angela Subdivision,
Balulang in Cagayan de Oro
City. He works at the LTO as a
transport regulations officer with
a salary grade level of 15.
Mario Minor, director of the
NBI in Caraga, said it was an en-
trapment carried out because of
a complaint from the provincial
government of Agusan del Sur
about the activities of fixers at the
LTO. He said the capitol sent the
complaint to the NBI last month.
Minor said Sangcopan’s case
pertained to the processing of

Military raise alert after series of harassment in Maguindanao

followed by the Davon.
The suspect then went
inside his house, took a
grenade and lobbed it at
the victim.
Banggay said Escal-
lante tried to flee using
a motorcycle but met an
accident and was arrest-
ed by responding village
watchmen.
He said they are still
investigating the cause of
the argument but noted
that the two were heavily
drunk when the incident
happened.
Residents in the area
were not aware of any
standing personal grudge
between the two and the
argument could have been
due to their drunkenness,
he said.

SO... Now that we’re beginning to feel
the heat of summer, many a thought
Game On! turns to water. Wheth-
er it’s a day at the
beach, an icy cold
mountain waterfall,
the rippling rustle of
a river or stream, or
the stuff that comes
out of our faucets—
it’s the one thing
we don’t want to be

a country whose existence is irrevocably
intertwined with this magical substance,
we seem to lack the proper amount of
regard for it.
I am a water child. From as far back
as I can remember, my memories are of
life around and in water. The childhood
weekends and summers spent in Opol, at
my paternal greatgrandmother’s house
on the beach, or the other summers
spent with my maternal grandmother in
Agusan, with rivers and springs which
were part of our daily life, I’ve always
been in around water. And now that I’m
skidding on the downhill part of my life
journey, it is inevitable that I compare

an unprecedented “quo warranto” pitch
versus an impeachable officer in govern-
ment.
Nope, neither does it have any rele-
vance, in any way, with the like-sound-
ing warrant of arrest nor search warrant
– nor warranties in general, for that
matter. Really, therefore, what is quo
warranto in the first place, and what is
its essence as a writ?
Legal dictionaries refer to quo
warranto as a Latin term which actu-
ally means, “By what right?” It has its
origin in English common law as an

My image of Opol is nothing like
what it is today. There was nothing there
but people’s houses on the shoreline.
The main town sat where it still does,
the area after the river which now has a
coastal road instead of a stretch of grey
sand. Lola Nanay’s house stood where
there is a pile of rubble now, across the
street from the Opol public market. And
the market used to be the bank at the
mouth of the river. There used to be a
breakwater there, a large pile of river
rocks transported and lined up into the
sea to soften the impact of waves during
the windy season. We used to clamber
around on them, looking for the little
crabs that hid between the cracks and
crevices. At low tide, the image of sea-
weeds and small coral surfacing was a
wonderland for us. Starfish, tiny hermit
crabs, sea slugs and sea cucumbers, the
occasional bit of sea glass worn down by
the sand. There was so much to find and
discover.
The stretch of sand on the other side
of the river now lined with resorts used
to be almost deserted, with only a few

action commenced by the monarch to
determine if a person was authentically
exercising a privilege or position granted
by the crown. In effect, it determines
whether the person merely intruded into
a royal prerogative. As a proceeding, it
is an avenue whereby one could chal-
lenge another’s right to hold an office or
governmental privilege. Hence, the writ
is in essence an attack to the legitimacy
of an officer’s tenure in office. In the
same vein, it may be directed against an
association which masquerades as a cor-
poration but which is not actually duly
incorporated or authorized as such.
Section 1 of Rule 66, Quo Warranto,
under Special Civil Actions of the 1997
Rules of Civil Procedure categorically
provides, to wit:
“Section 1. Action by Government
against individuals. — An action for the
usurpation of a public office, position or
franchise may be commenced by a ver-
ified petition brought in the name of the
Republic of the Philippines against:
(a) A person who usurps, intrudes
into, or unlawfully holds or exercises a
public office, position or franchise;
(b) A public officer who does or
suffers an act which, by the provision of

that are involved in the well-being of the
people there fail their expectations.

CITIZENS with a keen sense of sover-
eignty, civic responsibility, and political
authority are essential platforms for
establishing a government.
Street Talk
The same goes for
any attempt to change
the form of govern-
ment.
At the outset of
our nationhood, with
the rise of patriotism
and the spread of
nationalist writings Manny

Filipinos had already
developed enough of the sense of sov-
ereignty, civic responsibility, and the
desire for independence.
In 1991 it was the hope of many
that the same sense would propel the
post-Edsa generation to empower them-
selves and enable them to assert their
authority to establish good government
on all levels.
And so the Local Government Code
was enacted to promote responsible
citizenship and vest the people with the
means to assert their sovereignty by
governing themselves, exercising dem-
ocratic rights according to their wishes
and skills, and take their destiny in their
own hands.
With that end in view, the Depart-
ment of Interior and Local Government
(DILG) was supposed to have chaper-
oned the people towards genuine auton-
omy, the very task for which the depart-
ment was created. It was to have seen to
it that both the citizenry and officialdom
comply with the empowering provisions
of the Code.
Congruent with that goal, the DILG
was capacitated with a huge bureaucracy
so it could undertake a grand educa-
tion-information-communication (IEC)
campaign to ensure that people were
primed for autonomy.
The objective was—and always
has been—to empower the people and
their community by ushering them to
the home of People Power: their own
barangay. They were to be drilled in the
dynamics of local governance so that
they would exemplify their role as part-
ners in the task of local administration
and development.
The hope was that it would make
them participate in the governance of
their locality; that this would then enable
them to outgrow their basically mendi-
cant view, which is to merely await what
government goods and services would
go their way.
The key members of the House, in
the words of then Deputy Speaker Anto-
nio Cuenco, worked mightily to satisfy
and serve our people’s yearnings for
grassroots democracy. He expressed the
hope that this would be the fruit of the
barangay people’s empowerment: the
result of the genuine enfranchisement of
the barangay folks, making the grass-
roots communities productive political,
social, and economic units.
He had the vision that our basic com-
munities (the barangays) would assume
the personality and stature of a small
republic—with its own population of
sovereign citizens, its own territory, its
own government, and, though limited,
its own sovereignty.
It was also the hope of many that the
small barangay republics would become
the durable and dynamic anchor for the

The sandy beaches were
covered with sea oat and
periwinkle just above the
high tide water line. During
very low tide when wading
across the mouth of the
inlet was possible, the long
walks towards the next river
(where Marvilla now sits)
was something we looked
forward to, made more
thrilling by the thought that
we had to get back before
the tide turned. Seashells
were abundant. Yes, the
sea water was crystal clear
except on days when it had
rained the night before. One
of the downsides of staying
at the edge of the river
mouth. I can’t remember
seeing trash as we played
along the beach. Well, may-
be the occasional empty sar-
dine can which was quickly
converted into a carryall for
our found treasures. But
plastic was unheard of, and
trash was properly disposed
of. That’s what I remember.
And our treks to Ju-
lao-julao (now Consola-
cion) to swim in the Cagay-
an river. Biking through
coconut trees and the few
lanzones trees that grew
between the palms to get
to our favorite nook, under
a large acacia tree. Yes, the
water was cool and, yes, the
water was crystal clear. And
no, there was no garbage
to be seen. There were fish
there, and the old folks used
to scare us with stories of
kids who disappeared after
an encounter with mythical
crocodiles, stories which for
some reason we never took
seriously.
And then there were the
times spent with my mom’s
mother. Butuan with it’s
yearly floods, also a city
where a river runs through
it. Swimming and playing
around the logs parked in
the Agusan river which,
come to think of it, was
quite dangerous. Gathering
water hyacinths that floated
on the water, banca rides
to cross to the other side,
fishing on the dike which
served as our walkway to
walk to our aunt’s house.
Yes, the water was cool and
yes, the water was crystal
clear. And no, there was no
garbage to be seen.
Weeks spent in the farm
in Agusan Sur were a dif-
ferent story. We had to fetch
water from the spring at
the bottom the hill. Pre-
cious water for Tr drink-
ing, cooking, washing—all
our household needs came
from there. Every morn-
ing of every day, trudging
down the slope with empty
containers to be filled and
carried back uphill when
they were full and heavy.
The cardinal rule: fill the
containers FIRST with the
spring water, before jump-
ing in and splashing around.
Or hiking to the big river
about a kilometer away, to
do the laundry, along with
all the other barrio folk.
Hardly any soap was used,
but those heavy wooden
paddles whacking away
at the dirty clothes could
be heard as we neared the
banks. Yes, the water was
crystal clear. Yes, the water
was cool. And no, there was
no garbage to be seen.
Which is why my heart
breaks. To have lived long
enough to see the deterio-
ration of our coast and our
waterways. Since when did
our best beaches and moun-
tain waterways become
available only to those who
can afford it? I remember
Boracay when there was
nothing there but fisherfolk.
No running water, no elec-
tricity, no cars, only paths
and trails under the coconut
trees that grew there. Yet
look at what it has become
now. Everything that is now
an issue with preservation
of our natural resources is
because of people’s disre-
gard and lack of apprecia-
tion of what has been given
to us.
I am often criticized
for how I am critical of the
disregard we have for each
other and, evidently, for the

share contradicting views
on whether the Solicitor
General’s quo warranto
pitch would prosper in re-
moving the chief magis-
trate, or whether it is the
proper action for such pur-
pose in the first place.
The thing is the Chief
Justice of the Supreme is
among the constitutionally
pronounced impeachable
officers who could be re-
moved from office via the
process of impeachment
only. The other impeachable
officers are, of course, the
President, Vice President,
Members of the Constitu-
tional Commissions, Om-
budsman, and the Associate
Justices of the Supreme
Court. Taking this into con-
text, the quo warranto case
may appear to be an unfit-
ting legal move to “remove”
the Chief Justice.
However, one expert
expressed his view that the
Constitution’s mandate on
the impeachability of the
Chief Justice would not be
violated. This is because
should the Supreme Court
decide in favor of the quo
warranto card, it would
not technically remove the
Chief Justice who is to be
regarded as one who merely
had no valid appointment
to office at the very start.
Accordingly, when one has
no valid appointment to an
office, taking him/her out
does not categorically con-
stitute a “removal” from an
office he/she never legally
occupied at the onset.
On the other hand, one
luminary has expressed that
“taking out” the Chief Jus-
tice via quo warranto on the
basis of an “integrity issue”
may estabish a dangerous
precedent, which could
threaten the future stability
of the Supreme Court as an
institution.
On a personal note, both
experts carry substantial
truth to their respective
opinions. Yet whatever the
outcome would be, the mat-
ter is best left to the wisdom
of the Supreme Court – be-
ing the highest court in the
land.
In hindsight, we first saw
friction between the Pres-
ident of the Republic and
the Chief Justice when the
latter criticized the former’s
serious war on drugs. Who
would have thought that
such rift would reach such
lengths as this? As the pres-
ent administration braces
to gain momentum towards
the end of the first half of its
term – for whatever purpose
it may serve – undoubtedly,
history is unfolding before
our very eyes like never
before. These are exciting
times indeed.

to the pier to pick up my
wife and daughter who just
arrived from Cebu. The long
line of huge containers tot-
ing trucks made the traffic
flow like snail. Macabalan
road was littered with un-
finished road works (or are
they abandoned projects?).
The traffic flow was at its
worst and I was made to
follow the rerouting scheme
that was gone in minutes
when I was coming out of
the area. Whew, what plan-
ning they made!
Going back to anom-
alous housing project, I
wonder how it is now in
Tacloban City where thou-
sands perished and millions
of properties lost and de-
stroyed. Those who cheated
the people of Tacloban or
the Yolanda victims should
be hanged in public. If none
of them are brought to jus-
tice, then anomalies will
continue and good govern-
ment money wasted.
The unaffected will con-
tinue to keep silent and their
silence is the fertilizer that
fattens and helps the growth
of corruption. I can only
hope that when they become
victims, there would be oth-
ers to share their grief and
frustrations.
Oh, I seem to have
missed out on projects in
the city. Anyway, there is
this rumor that Ombuds-
man will come out with
their convictions on anom-
alous and overpriced school
buildings. If true, I won’t be
surprised.

became law. The trapos are
still dominant, the people

Employing dirty tricks,

laws. And so they can freely
manipulate the primal level
of the political system, the
economy, and society in
general.
It’s what happens when
the citizenry’s sovereign-
ty and power is coopted
by officials. They become
passive and dependent upon
self-serving officials who
are supposed to be their
servants.
Ask a simple question
today: is there a local gov-
ernment where autonomy
reigns? Meaning, the people
(the contituents) and not
just the officials play a role
in governing it? Is there
even one barangay that
exemplifies autonomy or
self-government? Too bad,
because the full functioning
of autonomy would have
paved the way federaliza-
tion effectively!

MOTOR vehicle sales declined
by 8.5 percent in the first quarter
of 2018 with only 86,037 units
sold from 94,026 units during
the same period last year ac-

Philippines, Inc. (CAMPI) and
Truck Manufacturers Associa-
tion (TMA).
Total vehicle sales in March
2018 alone fell by 22.8 percent
to 28,216 units this year from
36,561 units in the same month
last year, the industry groups
further revealed. Sales of pas-
senger car and commercial ve-
hicle segments both declined
last month.
Passenger cars sold 10,925
units in March 2018, is lower by
7.8 percent from 11,853 units in
March 2017. Likewise, sales of
commercial vehicles dropped
30 percent to 17,291 units last
month from 24,708 units in
March of the previous year.
Sales of Asian utility vehicles
(AUVs) and light commercial
vehicles (LCVs) both registered
double-digit decrements of
43.7 percent and 25.2 percent,
respectively, with unit sales de-
clined to 3,899 for AUVs and
12,171 for LCVs.
In truck segment, trucks and
buses categories four and five
posted increments while light
trucks declined its sales by 38.1
percent to 628 units last month
from 1,014 units in March 2017.
Sales of trucks and buses cat-
egory four increased by 15.1
percent to 420 units in March
2018 from 365 units in the same
month of the previous year.
Likewise, trucks and buses
category five sales rose 26.3
percent to 173 units last month
from 137 units sold a year ago.

With the advent of the importance of science education among countries, the need to
equip our learners to globally competitive has been the impetus of including the concept of
contextualization of science teaching through the K to 12 curricula in the Philippines.
Contextualization is a new concept in teaching and learning in the K to 12 curricula. It
is developing new skills, knowledge, abilities, and attitudes in learners by presenting the new
subject matter in a meaningful and relevant context.
Although many theoretical arguments have been put forward for contextualizing the
science curriculum, little is known about learners' response to science curriculum content and
teaching methods design to be locally relevant.
By contextualizing science in the context of where the learners live, it is hoped that they
absorb the different concepts of science in a more meaningful way.
Contextualization involves adapting science teaching to the local environment of the
learners.
For instance, contextualized lessons on circuit electricity, air, and respiratory processes
can be taught through an application-led teaching strategy. It identifies the characteristics of
the lesson materials influencing:
1. Learners' motivation and interest
2. Learners' participation
3. Concept development.
It has been argued that a continuation of a teacher-centered teaching style prevents
students from gaining the maximum learning benefits from the contextualized teaching of
science.
Contextualization can take many creative forms that will motivate the learners. These
can be the think-pair-share model, group discussions, games strategy, interviews, surveys,
model making, hands-on learning activities and experiences, and role-playing strategy.
Contextualized science teaching calls upon all educators since this method has been
deemed to raise a learner's true potential and a higher proficiency level in science.
