Indiana Wing Conference and Banquet by Maj Richard Griffith

This year's conference will be Saturday, March 31 2007 at the Clarion


Waterfront Hotel and Conference Center in Indianapolis. We will feature
hands on activities and seminars that will appeal to adult officers,
cadets and educators!

Opportunities this year including the chance to meet and hear our
featured guest speaker, aviation pioneer Mary Feik, participate in a
wide variety of seminars, network with fellow volunteers and attend
our annual awards banquet.

Indiana Wing Acquires New Aircraft by Maj Dave Dodson

On February 5, 2007, Indiana Wing acquired a new C182T Nav III (G-1000,
"Glass Cockpit") airplane, N894CP. It is presently stationed at South
Bend (SBN). If you have seen N738CP at Indy-Metro Airport (UMP), then
you've seen its twin. This aircraft is destined to be based at
Griffith-Merrillville Airport (05C). Transition training has begun for
the Griffith squadron. Right now, Capt Mark Floyd has been checked out
as a FITS pilot, instructor and check pilot for the C182T Nav III
aircraft. FITS stands for FAA/Industry Transition Training, a program
developed by the FAA, Cirrus and Cessna for transition pilots from
"steam gauge" instruments to Technically Advance Aircraft (TAA), which
have GPS, multifunction displays (MFD's), and autopilots. Some funding
has been provided for transition training, but it will not cover all
the expense. Initial transition training is focused on CD mission
pilots. Hopefully, all qualified pilots at Griffith will complete
transition training before the Spring CD season starts. This is another
indicator that Indiana Wing is recognized as active and contributing to
the CAP mission. If we continue our fine performance, we should qualify
for another new C182T Nav III in the not too distant future.
Cadet Training Weekend – April 13-15 by Maj Jeff Young

A cadet training weekend will be held May 13-15 at the Marine Corps
building at Grissom ARB. This will be targeted towards brand new cadets
who have not yet participated in a SAREX. First AID/CPR, B-CUT/A-CUT
and initial ground team training will be covered. The cost is $15.00
this cover food for Saturday and Breakfast Sunday. Report time is
between 1900 and 2000hrs on the 13th. All participants must bring their
CAP Form 60.

Building 330, Grissom ARB News by Michael Moran


The wing has been given permission to continue using Bldg 330 as a
Uniform Distribution point. Access has to be limited since the building
is being prepared for ‘pickling’. The combination has been changed
because the base requires notification to the Fire Department since the
fire alarms are not monitored. If you have a need to get into Bldg 330,
you will need to contact the State Director, Mike Moran at [765] 688-
2152.

There are sufficient uniform items in Bldg 330. Everyone in the wing,
seniors or cadets, should have 1-2 uniforms.

Southern Group News by Maj Brian Schmuck


Southern Group has had a successful year in 2006. We formed two new
squadrons, Jasper Cadet and Sullivan Composite. The group is currently
in the early phases of forming a unit in Seymour, IN.

Southern Group will expand in 2007 to further support the units by the
addition of a group staff. Staff openings include Safety Officer,
Emergency Services Officer, Group Deputy Commander and Recruiting
Officer.

Southern Group will host ES training once per quarter beginning in


April 2007.

Southern Group is exploring the possibility of a Balloon Flight


encampment. Personnel interested in assisting on this project should
contact group command.

Great Lakes Region Summer Encampment – June 24-30 by Maj Jeff Young
The GLRSE will be held at Wendell Ford Training Center in Greenville,
KY from June 24-30. Senior and Cadet staff should report on June 23.

Promotion News by Maj Brian Schmuck


Joe Burton, commander of the Sullivan Composite Squadron, was promoted
to the rank of Major in January 2007. Maj Burton joins CAP after a
distinguished career with the US Army and Indiana State Police. Maj
Burton currently works as an attorney with Burton Law Office.
Operations Update by Maj Dave Dodson
All missions, including check rides, must obtain their mission numbers
through the Web Mission Information Reporting System (WMIRS). All check
rides are entered as sorties under the current mission number by the
Flight Release Officer (FRO) and are completed when the sortie
completion information has been entered into WMIRS. The FRO’s will be
entering this data, INDOV needs a copy of your INWG Form 94 prior to
closing the mission number. A copy of the INWG Form 94 and fuel receipt
must also go to INDO. All these should be transmitted electronically
(fax or email). The INWG 94, original fuel receipt and, if necessary,
payment check must also be sent to INWG HQ at Grissom ARB That address
is INWG CAP, Building 151 PO Box 46, Grissom ARB, IN 46971. If a pilot
is participating in the FAA Wings Program, then a copy of the CAPF 5
and substantiation of a safety seminar must be sent to INDOV for
submittal to the FAA FSDO. All pilots are encouraged to participate in
Wings as it benefits INWG’s funding allocation from NHQ. Look for
expanded guidance on our website, www.inwg.cap.gov.

New AvCard and maintenance policies are being issued by the Wing
Commander. AvCards are specific to each aircraft and are to be used for
all fuel and oil for that airplane. No other use of an AvCard is
authorized and unauthorized use will be sanctioned. Non-funded missions
are to be paid for at the time of submission of the Form 94. The pilot
flying is responsible for paying the airplane charge plus the
reimbursement of the fuel and oil used. In addition, we are now on the
national centralized maintenance program. No maintenance is to be
performed on INWG CAP aircraft without specific authorization from the
Maintenance Officer and all maintenance movement of an aircraft must
have a flight release from Maintenance, Operations or the Commander.
Any maintenance performed without specific authorization will be
charged to the individual approving the maintenance. Because INWG CAP
has NO maintenance budget as of 1 February, all work must be approved
by NHQ in advance. This is an area that has been abused nationally
within CAP which the organization is attempting to control. Therefore,
for fuel and oil charges for unfunded missions and for unapproved
aircraft maintenance, INWG CAP will pursue immediate reimbursement from
the member incurring the costs including any necessary legal actions to
obtain reimbursement. While this may sound harsh, our budget has been
severely limited and we must take all steps to contain our costs.

With the Wing gaining more C182 aircraft, four and hopefully one more
on the way, we expect to have more pilots transitioning from the C172
to the C182 and C182T Nav III. CAPR 60-1 provides detailed
transitioning training for those pilots not “grandfathered” into HP
aircraft or make and model. CAPR 60-1 also provides the requirements
for “grandfathering” pilots into HP aircraft. Because of multiple
accidents throughout CAP with C182 transition, INWG DOV will determine,
on a case by case basis, whether a pilot meets the basic requirements
for taking a CAPF 5 in an INWG CAP C182. All pilots who can demonstrate
compliance with the transition training listed in CAPR 60-1 3-3 (3)
(b), (c) and (d) will be approved for a CAPF 5 in the C182. Because of
training budget restraints, transitioning pilots can only gain funding
for a CAPF 5 as a part of their annual Form 5 renewal. For those who
haven’t flown the C182’s yet, they are more stable and more comfortable
than the C172 and are expected to be preferred by all.
Naval Academy Appointment by Maj Brian Schmuck
Southern Indiana Group is proud to announce that Cadet Lieutenant
Colonel Patrick Spivey, RiverCity Cadet Squadron, has been accepted to
the United States Naval Academy. C/Lt Col Spivey currently serves as
the Cadet Commander of the RiverCity Cadet Squadron and will join the
academy's freshman class later this year.

Indiana Leadership Academy – May 3-5 by Maj Jeff Young

The Indiana Leadership Academy will be held at Camp Atterbury in the


Homeland Security building from May 3-5. Reporting time is between 1930
and 2000 hrs on May 3. COST is $40.00 per person. Mail check or money
order (made out to: Maj. Jeffrey Young) along with Form 31 with t-shirt
size and school requested in bottom right corner. Staff should get
their application to me ASAP. Cadet attendance will be limited to 55-60
cadets. We are going to try to get T-shirts (no guarantees.) Deadline
for applications is April 20th. NO EXCEPTIONS.

National Emergency Services Academy by Maj Mark Reeves

The National Emergency Services Academy (NESA) registration is now


open. NESA is conducted at Camp Atterbury, IN, right here at home, from
July 7-21, 2007. Courses include Advanced Mission Aircrew School for
both Mission Pilot and Mission Observer tracks from July 7-14
(tentative depending on sign ups, so sign up now), Basic Mission
Aircrew School for both Mission Pilot and Mission Observer tracks from
July 14-21, Basic and Advanced Ground Search and Rescue courses from
July 8-14 and July 15-21, the Ground Team Leader course from June 14-
21, the Incident Command System (ICS) Basic course from July 8-14, and
the ICS Advanced Course from July 15-21. While intense, NESA offers
members a chance to expand their mission qualifications in a short time

Metro-South Cadets Take To The Air by Maj Newtt Talley


Six cadets from the newly formed Metro-South Composite Squadron
(Greenwood, IN) recently took part in their first Orientation Flights
on Saturday, January 20th at the Greenwood Airport. While weather made
for shorter that usual flights, the pilot, Lt Col Ed Lange, insured
that all cadets who showed up got to fly in the Kasler Senior
Squadron's Cessna 172 airplane, which is based at the Greenwood
Airport.

National Cadet Special Activities (NCSA) Board Award by Lt Col Darrel Williamson

This year was a great year for the NCSA Board. The top scoring cadet
and winner of the TOPGUN Award is C/2nd Lt Daniel Fowl of the Anderson
Composite Squadron.

“The first cadet to recruit four new members can shave my head” said
Maj Sam Hornbuckle as he kicked off the Anderson Composite Squadron’s
fall and winter recruiting campaign. On Monday, February 5, 2007, Maj
Sam Hornbuckle, Anderson Composite Squadron Commander, kept his word
and allowed Cadet Alyssa Jarret to shave his head. To see lots more
