Summary

I INTRODUCTION

Environmental problems are basically derived from human activity in the activity
does not care about sustainability and environmental balance. People have always tried to
make ends meet and do not consider that excessive activity in exploiting the environment to
meet the needs will exceed the ability of the environment to support life.
The problems associated with the change in utilization of space or less space
utilization in accordance with the carrying capacity of the environment has caused
environmental damage and loss felt by the community. In the rainy season there are some
areas that are prone to inundation and flooding. Garbage in Bengkulu city is also one of the
environmental problems. Trash enough to be a problem in certain locations such as markets,
terminals, shopping malls and other places densely populated. Problems also occur
settlement that is the high density neighborhoods that appear slums in the area around the
center of trade and services.
In order to ensure environmental sustainability and balance the utilization of natural
resources in the city of Bengkulu in accordance with the principles of sustainable
development, it is in the interests of long-term environmentally sound utilization of space
must still be addressed either by the government as well as by implementing community as
supporters and those who feel the state of the environment. Event space utilization will
affect the environment. The knowledge society needs to be known beforehand because
knowledge is a process of socialization that people experience in studying and taught, in this
case is about the space utilization of environmentally friendly. This was followed by the
advent of perception and public participation on the space utilization of environmentally
friendly in cities Bengkulu.Partisipasi community will show its existence in response to each
policy and the government's development program. Society is not only a spectator but also
can participate in development activities, especially in the use of space and environment
management.
The objectives of this research are as follows:
1. Analyzing public knowledge about the space utilization of environmentally friendly in
the city of Bengkulu.
2. Analyzing the public perception of the space utilization of environmentally friendly in
the city of Bengkulu.
3. Analyzing the public participation in the space utilization of environmentally friendly
that supports the maintenance of spatial plan the city of Bengkulu.
4. Analyzing the relationship between age, economic level, education, and the role of mass
media and disseminate the knowledge level of the community to space utilization of
environmentally friendly in the city of Bengkulu.
5. Analyze the relationship between knowledge, perception and participation to space
utilization of environmentally friendly in the city of Bengkulu.

II LITERATURE REVIEW

Utilization of space is a series of activities the implementation of development

programs that utilize the space according to the time period specified in the spatial plan
(Muta'ali, 2006). Ritohardoyo (2008) states, that form the structure of spatial utilization of
the region are influenced or determined by the distribution, level of availability, as well as
crochet hooks benefits of natural resources of an area.
Koentjaraningrat (1990) states that knowledge is the elements that fill the mind and
soul of a person's human nature conscious, actually contained in the brain. This means that
the knowledge related to the amount of information received by a person. Furthermore,
according to Soekarno (2001), knowledge is the impression in the mind of a person as a
result of the use of the five senses. According Walgito (2002), knowledge is to know a new
object hereinafter be attitude toward the object of knowledge when it is accompanied by a
readiness to act in accordance with the knowledge about the object. Someone has a certain
attitude toward an object, it means the person has to know about the object.
Perception is the process of acquiring, interpreting, selecting and organizing
information related to feelings (Sarwono, 1992). Human perception stems from the map
cognition (cognitive maps). How the human brain imaging environment is stored in a spatial
network (spatial network). This structure connects the memory / experience of the past to
perceive events, ideas and emotions today. Cognitive perception is experienced by every
person in understanding the information about the environment, whether through sight,
hearing, appreciation, feelings, and olfactory (Thoha, 2005). According to Duncan in Thoha
2005 that perceptions can be formulated in various ways, but in the science of behavior,
especially psychology, the term is used to mean the act is more than just listen, see or feel
anything.
According awang (2003), participation is active and meaningful involvement of the
mass of the population at different levels such as: (a) in the process of forming the decision
to determine the societal goals and the allocation of resources to achieve these goals; (b) the
conduct of programs and projects voluntarily and uniform distribution; and (c) use of the
results of a program or project. According Soetrisno (1995), circulated two types of
definitions of community participation (society). The first is the definition of a formal
development planners means that public participation in support of the development projects
that are designed and specified purpose by the planner. While the second definition and
universally applicable is that community participation is a close cooperation between the
planners and the community in planning, implementing, preserve and develop the results of
development that has been achieved.
Tanjung (2003) mentions non-biological resources as a component of the abiotic
environment, biological resources as a component of the biotic environment, as well as
human resources and man-made resources in the works and human initiative known as the
culture environmental component or social economic and cultural environment. This
concept states that the environment is composed by a physical, biological, social economic
and cultural component or ABC environment abbreviation of abiotic, biotic and culture
environment.
Aspects of climatology, geological, geomorphological, hydrological, biotic, and
human and socio diverse cultures studied very important in managing resources for the
2
welfare of the nation's territory. In addition to review aspects of the environment, the natural
disaster that occurred in every region of the province, district / municipality should be
criteria in regional development planning and implementation. As a tropical country, the
vision of development in Indonesia needs to establish itself as a strong agricultural country
through the concept of agro production, agro-industrial, agro-business, agro-technology, and
agro-socio-culture and tourism. This approach can reduce the risk of environmental
degradation and natural disasters invitation if managed properly in accordance with the
carrying capacity of the environment, therefore the next national development priority on
improving the quality of human resources and mastery of science and technology to life.
Resource management area/ continuous space can be achieved by considering the ecological
sustainability of economic, resource and environmental management, technological and
socio-cultural sustainability (Worosuprojo, 2008).

Framework
Urban spatial planning is a process that involves many parties with the aim to use
that space to give prosperity to the community for the sake of ensuring sustainable
livelihoods. cooperation between the government, the private sector and the community to
be important in disseminating spatial structure, so that the shape of space utilization will be
as planned. Utilization of this urban space always will be faced with environmental
problems, both environmental abiotic, biotic and social. Therefore, community activities
must also be controlled and monitored so that they take advantage of the space in
accordance with the utilization of space in spatial planning. Changes in the use of functions
that affect the quality of the space environment causes urban areas are in a condition that
threatens the sustainability of urban development. Therefore required public role in
expediting the process towards the maintenance of environmental quality. However, it is
society that occupy this space and directly or indirectly, can also damage the environment.
Besides, the community also can be a controller in activities that occur space utilization.
Utilization of environmentally sound urban space is a space that combines utilization and
consider environmental factors, as well as support in an effort to preserve the environment.
Society has a considerable effect on the utilization of space. Knowledge and
perceptions are formed will indicate participation in the utilization of space. Said to be
positive or high participation if such participation support smooth joint venture achieve the
desired goal, contrary to negative or low participation, if it becomes a burden, a barrier and
slow down activity or joint venture. Participation can be in the form of donations physical,
energy and thought.
According Notoadmodjo (2003) knowledge is influenced by several internal and
external factors. Internal factors include: education, perception, motivation, experience.
While external factors affecting knowledge includes: environmental, social, economic,
cultural and information. The public has an important role in achieving development.
According to Habib (1995), the progress of a nation is determined by the ability to form
values and attitudes and perceptions of the challenges that exist. Culture of continuous
transformation occurs. If the knowledge and perceptions of the purpose and benefits of
development activity is high enough, then the public will be more fully accepted these
activities. If the knowledge, perceptions of development activity is quite high, and they fully

3
accept the attitude of development activities, then they will participate actively in the
implementation of the development activities (Ritohardoyo, 2003).
From the above, the starting point of thinking of this research, which is to examine
the knowledge, perception and participation. Community participation will demonstrate
community involvement in supporting and helping the passage of government programs.
The higher the level of community participation, the higher of public participation in the
space utilization of environmentally friendly so that will be good cooperation between the
government and the community in realizing the of the general plan of Bengkulu. By
knowing the knowledge, perception and public participation will be found also the direction
of alternative recommendation and useful solutions for the government and the people
associated with on going the space utilization of environmentally friendly in the city of
Bengkulu.

III RESEARCH METHODS

This study will be conducted using a survey method with descriptive nature.
Qualitative approach, because the focus of the analysis on the appointment of meaning,
description, purification and placement of data on the context of each and are often
described in the words of the figure. Locations were selected purposively is deliberately
chosen. This study is located in the city of Bengkulu which is the main town in the province
of Bengkulu. The data used in this study include primary data and secondary data that
reflects the purpose of research. The population of this research is all the people of
Bengkulu. In this study a very broad sampling locations for sampling used the multi-stage
random sampling technique which of the city of Bengkulu, taken part again is based on City
Regions (BWK), then selected one district of each BWK, in this district selected villages
will taken sampling society. Furthermore randomly selected community sample (random
sampling). In each of these villages were taken 25 samples. So the overall sample in this
study were 125 respondents.
Data processing was performed to analyze the data of knowledge, perception and
public participation as well as the factors that influence people's knowledge in the space
utilization of environmentally friendly in the city of Bengkulu. Primary data processing is
done in several stages, namely: (1) Editing namely inspection questionnaire data, (2) Scoring
any data, (3) Tabulating that stage of data processing in the form of a table, (4) Data analysis
is the process of simplification of data into form that is easy to read and interpret.
Qualitative descriptive data analysis is done based on the test table or crosstab cross the
analytical method is simple but has a power strong enough to explain, then the correlation
test to explain the relationship between variables.

Participation is quite good and has a population of concern to participate in the use of space
by taking into account environmental conditions. Good participation is going to facilitate the
realization of community development, in which include the interaction of two actors,
namely the government with the community.

Relationship Between Age, Education, Economic Status, Role of Mass Media and
Socialization with Public Knowledge Level
Knowledge is influenced by several internal and external factors. According
Notoadmodjo (2003) Internal factors include: education, perception, motivation, experience.
While external factors affecting knowledge includes: environmental, social, economic,
cultural and information. Some of these factors will be its impact on people's knowledge in
the space utilization of environmentally friendly. In this research will see its influence on the
knowledge of the population is age, education, economic status, the role of the mass media,
and socialization.
The following will be discussed one by one relationship between age, education,
economic status, the role of the mass media, and socialization with the level of knowledge of
the population.

Relationship with the knowledge age population by Table 4. note that knowledge of
the population at the age of 20-34, 35-49 and over 50 years tend to be moderate with the
respective percentage of 49.1%, 62.1% and 57.1%. Highest level of knowledge of low
population, occurred at the age of 20-34 years as many as 11 residents. Knowledge of the
population are most, occurred at the age of 35-49 years were 36 respondents and most high
level of knowledge of the population, occurs at age 20-34 years as many as 16 residents.
8
Results of correlation analysis obtained correlation between age and knowledge of
the population (r) was 0.111. This shows that there is a very low correlation between age and
knowledge of the population. While the direction of the relationship is positive for positive r
value, the higher the mean age of the population, the more increase the knowledge of the
population. To Determine the level of significance was performed using two-tailed test with
a significance level of a = 5%, the test is done 2 sides. Level of significance to test the
relationship between age and knowledge of the population is known that the significance
level of ≥ 0.05 is equal to 0.219 so that it can be stated that the relationship between age and
knowledge society towards the space utilization of environmentally friendly in the city of
Bengkulu not significant.

Relation between education and knowledge of the population based on Table 5

shows that the knowledge of the population at every level of education tend to be medium
with the respective percentages 66.7%, 62.5% and 45.1%. Low level of knowledge of the
population and are mostly in the population with a high school education, each as much as 8
and 35 residents. The most high-level knowledge of the population is a population with
education Academy / University of as many as 21 residents. Results of correlation analysis
obtained correlation between education and knowledge of the population (r) was 0.234. This
shows that there is a weak relationship between education and knowledge of the population.
While the direction of the relationship is positive because the value of r is positive, it means
that the higher education of the population, the more increase the knowledge of the
population. Based on the level of significance to test the relationship between education and
knowledge of the population is known that the significance level ≤ 0.05 is 0.009 so that it
can be stated that there is a significant relationship between education and knowledge of the
