THE SPECIAL CONFERENCE

Recognizing that education is a fundamental human right and is essential for the practice
of all other rights,

Aware that education promotes individual freedom and yields important human
development benefits,

Deeply concerned that the main barrier to education in LEDCs is due to the high costs of
providing education to the population,

Approving of the actions of the Global Partnership for Education (GPE) as the aid they
are giving to developing countries in terms of education is tremendous,

Noting with deep concern that global donor support for the GPE is decreasing at an
alarming rate and that the total amount of aid for education has gone down by 4% since
2009,

Expecting that the GPE will reach its goal of raising $3.1 billion in new investment from
donor countries into the fund, as well as increases in other aid to education,

Deeply disturbed that 95% of children with disabilities are denied access to education in
the world's poorest countries due to discrimination, a lack of training in inclusive teaching
methods and a lack of disabled accessible schools,
Alarmed by the fact that gender is one of the biggest reasons children are denied access
to education is that they are the 'wrong' gender,

Noting with deep concern that many homes are a far distance from the nearest school,
leading to education being inaccessible,

Deeply concerned that many poor families in Africa are unable to pay for school due to
'informal fees' despite school being theoretically free,

Aware that many schools in LEDCs are unable to fund proper teachers or teachers at all,

Concerned that war and conflict within a country is a main barrier to education,

Deeply disturbed that 66 million schoolchildren were malnourished in 2009 according to


the World Food Program (WFP) causing them to not take their education as well as they
should,

Fully aware the 759 million adults are illiterate and lack the awareness necessary to
improve living conditions for them and their children,

Fully aware that the region with the worst levels of education is Sub-Saharan Africa while
the country with the worst levels of education in the world is Niger,

1. Encourages member states to donate a minimum of 6% of their GDP towards


education in their own country, while donating a minimum of 1.5% of their GDP
towards education in foreign countries;

2. Calls for the formation of the International Teaching Support and Inspection
Agency (ITSIA) which will do the following:
a. Ensure that all teachers in elementary schools have a teacher's certification
in all the following subjects:
i. Mathematics,
ii. Science (physics, biology and chemistry),
iii. English,
iv. History,
v. Geography,
vi. The national language of the country,
b. Ensure that all teachers in high schools have a PhD in at least one of the
following subjects:
i. Mathematics,
ii. Science (physics, biology or chemistry),
iii. English,
iv. History,
v. Geography,
vi. Philosophy,
vii. The national language of the country,
c. Ensure that all teachers in all schools are trained to deal with children who
have disabilities and that they can teach them as a normal student,
d. Allow anyone who wishes to become a teacher have the rights, the means,
the equipment and the education to do so,
e. Perform annual inspections in all schools to ensure that:
i. Teachers are properly equipped to teach and that they're teaching
properly,
ii. Standard of health in the facilities is above-par,
iii. Student behavior is up to standards,
f. If the school does not meet expectations after the inspection, the ITSIA shall
replace all staff with new ITSIA approved staff and each staff member shall
receive a fine of anywhere between $1,000 to $10,000,
g. Ensure that adults receive an education just as well as students;

3. Recommends that all member states promote third-level education in the following
ways:
a. Televised advertisements on the national TV channel,
b. Use of social media platforms,
c. Flyers that endorse the facility;
4. Requests that member states donate .3% each year of GDP to the Malala Fund,
a charity which helps young women receive an education in places where it is
forbidden;

5. Further recommends that MEDCs invest in providing books, writing utensils and
other educational material to LEDCs;

6. Declares that the International Board of Necessary Transport (IBNT) shall be


formed which will do the following:
a. Provide transport to children who live too far away from the nearest school
to receive an education,
b. Provide transport to those who wish to leave the country due to danger,
c. Be funded by .3% GDP of the members of the G7 (Canada, France,
Germany, Italy, Japan, the UK and the US);

7. Considers informing citizens of MEDCs who have received an education of the


horrors of LEDCs where education is inaccessible for several reasons, this will be
carried out by:
a. Televised advertisements in favor of the Malala Fund and the GPE,
b. Flyers posted around public areas containing information about the
education crisis in LEDCs,
c. Hiring a spokesperson for the ITSIA which will represent the ITSIA;

8. Requests that all MEDCs sponsor the GPE however they deem necessary to
allow them to achieve their goal, the following methods are acceptable:
a. Donation,
b. Speaking in favor,
c. Promoting the GPE;

9. Asks that UN Peacekeepers be stationed in all nations of conflict to ensure the


following:
a. People are safe and able to receive an education,
b. Fear of death isn't common,
c. Riots and attacks are uncommon if not ceased,

10. Further requests that technological advancements within learning facilities be


made in the form of:
a. Computers in every classroom, as well as access to computer labs,
b. Internet access on school grounds, with the following restrictions,
i. Websites that contain pornographic, criminal or X-rated content shall
be blocked,
ii. Websites of no educational benefit shall be blocked,
iii. Social media websites shall be blocked unless school gives
discretion to do otherwise,
c. The distribution of tablets among students as a replacement for books;

11. Draws the attention to technological advancements stated above which will be
funded by the GPE and any member states who wish to do so;

12. Approves of the introduction of lunch programs in every school worldwide for the
following reasons:
a. Malnourishment has been found to be connected to poor education,
b. Providing food during lunchtimes will sustain hunger among students and
encourage attendance,
c. School lunch programs have been proven to increase the following,
i. Math scores,
ii. Student concentration,
iii. General achievement;

13. Proposes an International Teachers and Students Treaty (ITST) which means the
following,
a. Teachers from MEDCs with high levels of education can travel to LEDCs
with low levels of education temporarily to teach where a local teacher is
unavailable,
b. Teachers from LEDCs with low levels of education can travel to MEDCs
with high levels of education temporarily to be taught how to teach in the
country they came from,
c. Students from MEDCs with high levels of education can travel to LEDCs
with low levels of education temporarily to learn about the horrors of the lack
of education in these countries,
d. Students from LEDCs with low levels of education can travel to MEDCs with
high levels of education temporarily to be taught at a high standard and
encourage other students to do the same;

14. Decides to remain actively seized upon the matter.
