THE GENERAL ASSEMBLY,

Recalling that the first purpose of the United Nations as stated in the UN Charter
is “To maintain international peace and security”,

Fully aware of the crucial role that nuclear weapons play in the peaceful resolution
of previous conflicts,

Acknowledging that the reason for some nations to own nuclear weapons is
because they feel threatened by other countries owning them, thus the weapons
providing the balance to a potential conflict,

Emphasizing the measures in the Joint Comprehensive Plan of Action (JCPOA)


endorsed by the UN Security Council in the resolution 2231(2015) which include,
but are not limited to, the lifting of sanctions which would be applied to Iran for
the exportation of enriched uranium,

Noting with satisfaction the work of the International Atomic Energy Agency
(IAEA) in the enforcement of the JCPOA and in work towards a more peaceful
use of nuclear energy,

Deeply concerned that world’s nuclear arsenal is controlled by only nine countries
who are therefore a threat to all the other states,

Referring to the Strategic Arms Reduction Treaty (START) signed in 1991


between the United States and the Russian Federation which limits both
countries to only 6,000 warheads deployed strategically which is about 17% of
the total Russian nuclear arsenal,

Fully alarmed with the recent development of the nuclear programs of North
Korea and the example it might set to other Member States,

Deeply disturbed that the only 2 nuclear bombs to be deployed offensively caused
over 400,000 deaths and that still have implications in the cities of Nagasaki and
Hiroshima today,

Affirming that because of the technological advances which increase the range
of the nuclear missiles, more countries are under the threat of such weapons,

Expressing its appreciation with the Security Council and the resolution of 2015
which allows Iran to resume its nuclear research with peaceful purposes,

Recognizing that Iran can be a model for other Member States,

Confident that all member states desire a safer world and that this assembly can
elaborate a resolution which will directly tackle the issue,

1. Calls upon all Member States to declare their facilities which work with
nuclear materials, then this information will be given to the IAEA which, as
an independent organization shall use its means to ensure that the
activities taking place do not have a violent intent and if in fact such is the
intent the IAEA should:
a. Present the issue in the UN General Assembly so it can be debated
amongst all Member States, and a resolution can be elaborated and
if the General Assembly decides that the information should be
addressed urgently it can be moved to the UN Security Council,
b. Suggest measures to address the situation while advising how the
mentioned facilities can be turned into nuclear power plants,
c. Recommend the distribution of technologies involving nuclear
power plants as a measure to support LEDC in the terms of energy
production regarding a nation’s sovereignty and one’s right to not
implement the use of such technologies;

2. Invites the IAEA to use mass media such as TV and newspaper


advertisements in order to educate the younger generations about:
a. Nuclear Energy,
b. Clean Energy,
c. Peaceful uses of nuclear energy,
d. Research into the creation of energy through the process of fusion;

3. Draws the attention to the dangers of sharing information amongst nations


which would enable other countries or non-state actors to produce nuclear
weapons and suggests that countries who have been found to have
shared or received such information should not be able to import uranium
or other materials and it would be listed as one of the countries to which
clause 11 refers to;

4. Encourages countries to lift sanctions regarding the actions of building and


using nuclear facilities on Member States which show a peaceful intent
and who for a time of 3 years have not produced any nuclear weapons;

5. Supports the creation of a prize awarded to teams of scientists who have


innovative research in the field of nuclear energy and whose research
comes up with peaceful uses to nuclear energy. The winner would be
decided by a panel of judges elected by IAEA;

6. Further recommends the elaboration of a resolution for every country


known to have nuclear weapons with the objective of the reduction of the
arsenal, such resolutions would be inspired by the START and JCPOA
and this would provide measures specific to each country so the process
would be adaptable and thus being more effective, a resolution would
target the nuclear arsenal taking measures which include but are not
limited to:
a. Sanctions to the countries providing uranium and other materials
essential for the development of nuclear weapons,
b. The closing of facilities with the purpose of working with nuclear
materials,

c. Economic sanctions on its exportations,


d. Agreements on the mutual reduction of nuclear arsenal,
e. Scientists from that country would not be considered in the award
mentioned in Clause 5;

7. Expresses its hope that all countries will ratify the resolutions written, while
taking into consideration the well-being of their citizens;

8. Invites the creation of Scientists for Peace (SFC), a program which helps
scientists who are being pressured into working on nuclear programs by
their respective countries by providing them with:
a. A place to live for them and their families,
b. A monthly income,
c. The documents needed to travel,
d. Any needed means of adaption to the new country;

9. Creates the After-Bomb Commission (ABC), this commission will be made


up of scientists and its purpose will be to investigate the effects of nuclear
weapons, with data collected from the cities of Nagasaki and Hiroshima
and the objectives of the commission will be:
a. To spread the knowledge of the consequences of the deployment
of such weapons so that their consequences are well-known by the
general public,
b. To research how can the future consequences be avoided when
building the weapons;

10. Encourages the nations whose reason to have nuclear weapons is to


balance potential conflicts to use the United Nations as a space to
negotiate a mutual disarmament treaty, this would increase the
relationship of trust between those countries and the disarmament would
be overviewed by the United Nations in order to make sure both countries
would honor their part of the agreement, an agreement between the two
countries would eliminate clause 4;

11. Condemns nations who intend to use nuclear weapons, do research into
areas which promote violence and any nation who somehow incentives
other nations into the use of nuclear weapons;

12. Decides to remain active while being flexible and keeping constant
communication with all member states.
