The company wants to supply in 2 shipments of parcel size 50,000 MT each. As per RINL if the offered quantity by bidder is less than 50,000 MT, it should not be considered for
further evaluation.
The delivery of entire quantity shall be completed within 12 weeks from the date of acceptance of the tender or LOI. Company needs the complete material before February'18.
Only established coal producers owing coal mines and producing 'Boiler Coal' or coal suppliers offering coal duly backed by a letter of authority in original of the concerned coal mining
agency are eligible to participate in this tender.
Specification of item:
RINL has been majorly importing Coking coal for steel making operations, however it has also sourced Non Coking(Boiler Coal) from Russia and Indonesia as well.
Indonesian coal index for 5,800 GAR fell by USD 0.22/MT this week to USD 79.19/MT on account of reduced buying from Chinese buyers. While Indonesian 5,500 GAR coal was
assessed at USD 73-74/MT, FoB Kalimantan. Both these grades of coal fall under the desired range of 6,300-5,800 kcal/kg Gross calorific value(on Air Dried Basis) required by the
company.
Russian 6,000 NAR coal was assessed at USD 85.75/MT, FoB Russia Baltic.

Supreme Court Petcoke Ban Casts Gloomy Atmosphere in Indian Market

The active Petcoke market in India has come under the influence of a sudden jolt. The Supreme Court of India has banned usage of Petcoke in Delhi/NCR and Rajasthan with effect
from 1Nov'17. The ban was ordered due to the high levels of atmospheric pollution caused by burning Petcoke in industrial units as a result of the Sulphur constituent in the fuel.
The matter of the pollution caused by Petcoke usage in industrial units was taken up in the Supreme Court on 2May'17, when the court had directed the central government and the
Central Pollution Control Board to fix the emission norms in respect to Sulphur Dioxide and Nitrous Oxide emissions for 34 types of industries operating in the regions within 30Jun'17.
But, the emission standards were not fixed even after the deadline getting over. In this context, the court considered the matter as a negligence of the Ministry of Environment Forests
& Climatic Change. Following which, the court took a tough stand, banning the usage of the fuel in the regions.
But, there is also an uncertainty in respect to the ban. The court order did not make it clear whether the ban encompasses even the industries equipped with anti-pollution mechanism.
Market participants, spoken to by CoalMint, said that they expected the clarity within the next two-three days.
Expressing concern over the disruption to the user industries the ban will entail, the Faridabad Industries Association has apprised the Environment Minister of the grave
consequences of the ban, which will clinch away jobs of around 25 lakh workers as around 5,000 industrial units in the regions will be closed down due to difficulty in switching over to
alternate fuels in the very short intervening time.
Turning towards the market dynamics, there was no change in the global offers in comparison with those in the previous week. The latest offer for Petcoke (6.5% Sulphur) from USA
has remained at around USD 110/MT CFR India; while, the recent offer for Petcoke (9% Sulphur) from Saudi Arabia has stayed at around USD 107/MT CFR India.

There was also no change in the domestic ex-works prices in India.
Reliance Industries Limited (RIL), the largest Petcoke producer in India, has quoted its ex-works price at INR 8,100/MT, and Essar, the second largest producer has quoted its ex-
works price at INR 8,090/MT.
Mangalore Refinery and Petrochemicals Limited (MRPL) has fixed its ex-works price at INR 6,360/MT.
Given the gloomy scenario, alongwith the export supply resuming from USA and Saudi Arabia, the Indian Petcoke producers are expected to revise their ex-works prices downwards.

SECL Updates Coal Prices for Non-Power Sector

CIL's largest coal producing subsidiary SECL has released mine-wise coal price list for Non-power sector w.e.f. 1 Sep'17.
Coal reserves of SECL are spread over two States, namely, Chhattisgarh and Madhya Pradesh. The company had been producing coal grades varying from G3 to G17, with G3
having highest Gross Calorific Value (GCV) ranging between 6400-6700 Kcal/kg and the GCV value decreases as we move down towards G17.
However, the recent price change is not based on the grade of coal but upon the type of coal from the mine. The company has increased prices of Steam (STM) coal of various grades
by INR 90/MT and Slack coal (SLK) by INR 10/MT from the previous prices.
For instance, earlier the Base price of G5 grade STM type of coal from Kairaha mine was INR 2930/MT, has now increased to INR 3020/MT. Likewise, the price of G5 grade SLK coal
from Jhiria mine has increased from INR 2770/MT to INR 2780/MT after the price hike. While the price of ROM coal of any particular grade from any mine has remained unchanged.
The Base Price of the highest GCV grade G3 coal was INR 3480/MT for STM coal, and INR 3210/MT for ROM coal. G11 (4000-4300 Kcal/kg) was the highest produced coal grade
during 2016-17 with total value of 96.277 MnT, was priced at INR 970/MT for ROM type.
G11 grade is being sourced from the SECL's highest producing coal mines of Dipika, Gevra and Kusmunda.

It is to be noted that the above mentioned provisional prices are base price, subjected to confirmation from the particular area.
The base price shall include fixed charges (Royalty 14% on base price, NMET 2% on Royalty, DMF 30% on Royalty, Compensation cess, GST and TCS) plus miscellaneous charges
of Dump charge, Forest Tax, Sizing charge, Silo charge, Surface Transportation charge, Vikash Upkar etc depending upon the area from where the coal is mined.

Bulk Freight Rates Likely to Fall on Waning Demand

Signs of the bulk freight rates to come down are showing. The Baltic Dry Index--a measure of the freight rates in respect to all classes of cargo vessels--has fallen for the fourth
consecutive day, being influenced by the slowing demand for Coking Coal and iron ore shipments.
Demand for cargo vessels has started slowing down as there will be 50% steel production cut to be implemented in China from mid Nov'17, and as such steel makers there have
lowered the shipments.
Moreover, the ban on usage of Petcoke at Delhi/NCR in India from 1Nov'17 has put imports of large volume of the fuel questionable.
The Baltic Dry Index has fallen to 1,546 points as on 28Oct'17 from 1,588 points as on 24Oct'17.

MSTC to Conduct E-auction of 35,000 MT Petcoke

MSTC Limited, on behalf of Indian Oil Corporation Limited (IOCL), will conduct an E-auction for selling 35,000 MT of Petcoke from the Paradip refinery of IOCL.

The prospective bidders will have to deposit a pre-bid Earnest Money Deposit of INR 10, 00,000 for participating in the E-auction irrespective of their bid quantities.
Currently, Petcoke prices are at high rates, being influenced by the international supply shortage in the recent past; post the occurrence of the Harvey hurricane in USA in late Aug'17.
However, the international supplies will resume shortly which are expected to bring down the prices in India.
The current benchmark ex-works price in India is at INR 8,100/MT; and the offers from USA and Saudi Arabia--the key international markets--are at around USD 110/MT and USD
106/MT respectively on CFR India basis, and for Nov'17 loading.
In a recent development which is expected to disrupt the active Petcoke market in India, the Supreme Court has issued an order to ban usage of Petcoke in Delhi/NCR with effect from
1Nov'17. The ban is due to the alarming levels of atmospheric pollution caused by burning of Petcoke in user industries. The pollution emanates on account of the presence of Sulphur
in Petcoke.
The fresh Supreme Court order follows the earlier ban imposed by the National Green Tribunal (NGT); and that was not enforced by the Ministry of Environment , Forests & Climatic
Change for reasons best known to the ministry.
Notably, the NGT had allowed usage of Petcoke if the user industrial unit is equipped with anti-polluting devise.
The bids will be open on 31 Oct'17 at 11 am and will close at 13.00 pm.

China: Anthracite Coal Jumps more than Three-Fold in Aug'17 M-o-M

There was notable increase in Anthracite Coal imports in China in Aug'17, and that was due to the significantly higher prices of Coking Coal in Australia; steel makers there had
preferred blending Anthracite Coal with Coking Coal in steel production to tackle the impacts of high Coking Coal prices. During Aug'17, Coking Coal was sold at around USD
192.5/MT to USD 203.5/MT FoB by Australian sellers.
In another remarkable aspect, imports of the coal from North Korea had resumed in the month despite there was a ban on coal imports from that country. For details, refer to: China

Possibly, the resumption of imports of the coal from North Korea was forced by the impact of the significantly high Coking Coal prices in Australia. Besides, the share of the Anthracite
Coal imports in the month from North Korea was the highest among the countries of import.

With the downfall in the Coking Coal prices, global offers for Anthracite Coal also have moved downwards. As a matter of fact, Anthracite Coal is often blended with Coking Coal during
the steel production process.
The latest offer for Anthracite Coal is assessed at around USD 130/MT CFR India, lower by around USD 5/MT over the week-ago rate.
In India, the demand continues to be lackluster as the users prefer alternate fuels. Due to the almost nil affinity for Anthracite Coal in India, imports of the coal have been insignificant.
During the current month, only one import consignment of 82,500 MT of Anthracite Coal was imported in India, according to the data collected by CoalMint Research. The consignment
was imported by JSW Steel.

South African Coal Prices Remain Firm

South African coal prices have continued to stay at higher end as a result of the active buying from Indian Sponge manufacturers. However, Coal Index has remained almost constant
from the previous week's level of USD 91.
South African coal index API-4 assessed USD 91.05 for Oct'17, witnessed slight uptick to USD 92.5 for Nov'17 loading.
5500 NAR coal was available at a discount of USD 9-9.5/MT to index price, against buyers expectation of USD 10.50-11/MT. 4800 NAR coal was offered at a discount of USD 14-
14.5/MT against bid of USD 16/MT to index price.
Current Offer for 5500 NAR coal was 75-76/MT, FoB Richards Bay, and for 4800 NAR it was heard at USD 61/MT, FoB Richards Bay.
4800 NAR coal was more buyable in comparison with Indonesian 5000 GAR coal (having calorific value almost similar to South African 4800 NAR coal) which was assessed at USD
67/MT, FoB Kalimantan. However 4800 NAR coal availability was limited in the market.
Indian Market Scenario:

In the period of low coal stock available to power plants, Mahanadi Coalfields Ltd (MCL) has decided to cut coal supplies to Non-power sector for the second successive month in
Nov'17.
The company has instructed its Non-power consumers to apply for 80% of their monthly scheduled quantity in order to facilitate augmentation of coal supply to power houses.
MCL has many Sponge iron and Steel plants consumers under their belt lifting coal through FSA, LOA and Linkage route, if their coal needs are not met they will be forced to meet
demand through imported coal.
Offer for Indian buyers was USD 88-89/MT, CFR India for 5500 NAR coal, while 4800 NAR coal was priced USD 75-76/MT, CFR India.
Stock and Sale offer was quoted INR 6600/MT (+GST) for 5500 NAR coal at Mundra port by a trader, who expects demand for South African coal to pick up once Brick industry
resumes their operation.
