Overview
• High-level review of R&TTE Directive
• Integrating a radio into a product
• Article 3.2 Radio Performance
• Article 3.1b EMC performance
• Examples
• North America (FCC and IC)
• Rest of World (Global Approvals)
Aim of the R&TTE

• ‘Effective use’ of the RF spectrum

• Ensures that products placed on the
market are safe to use.

CE Marking
• Allow free movement of goods between
Member States

Article 3: The Essential Requirements of
the R&TTE

Article 3.1a (Safety)

the protection of the health and the safety of the user and any other person,
including the objectives with respect to safety requirements contained in Directive
73/23/EEC, but with no voltage limit applying;

Article 3.1b (EMC)

the protection requirements with respect to electromagnetic compatibility contained
in Directive 89/336/EEC.

Article 3.2 (Radio Performance)

In addition, radio equipment shall be so constructed that it effectively uses the
spectrum allocated to terrestrial/space radio communication and orbital resources
so as to avoid harmful interference.

Radio Module
• ETSI TR 102 070-X: Scenario 2

Product A is a product in its own right and

is placed upon the EU market in
accordance with the relevant directives.

Product B is dependent upon product A

and relies upon product A for control and
possibly power. Product B is physically
installed within product A according to the
manufacturers instruction, e.g. plug and
socket, hard wiring.

There may be multiple types of product

PC with plug-in B's within a single product A.

Function B is part of product A which was added

during design. Product A cannot be operated without
using function B.

Radio controlled light dimmer:

where the radio link is the only
means of control and where the
radio function embedded
within the light dimming function.

Single Modular Approval. Output power listed is Conducted. Separate

evaluation must be required for any portable configuration. When used
in mobile applications, the antennas shown in this filing must be
installed to provide a separation distance of at least 20 cm from all
persons. Compliance of this device in all final host configurations is
the responsibility of the Grantee. OEM integrators and end-users must
be provided with specific information required to satisfy RF exposure
compliance for the final host device. OEM integrators are instructed to
ensure that the end user has no manual instructions to remove or
install the device. The antenna of this device must not be co-located
or used in conjunction with any other antenna or transmitter.
