Plan to address economic growth and development in Walton County.

Public Notice: TDC Public Workshop: Development of
Seagrove Beach Regional Access
Please be notified that the Walton County Tourist Development Council will hold a
Regional Beach Access (RBA) Workshop on Wednesday, May 16, 2018 at 5:00 PM at
the South Walton Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Fla.
The purpose of this workshop is to discuss the upcoming development of a Regional
Beach Access (RBA) on East County Road 30A in Seagrove Beach and to gather public
input regarding the design and amenities. The parcels included in this project are 24-3S-19-
25050-000-0061, 24-3S-19-25050-000-0062, and 24-3S-19-25050-000-0060.

CAA & SWARA to Host Launch Party for the Underwater Museum of Art
– On May 10 the Cultural Arts Alliance (CAA) and the South Walton Artificial Reef
Association (SWARA) will host a launch party and press conference featuring the artists
and sculptures of the soon to be launched Underwater Museum of Art (UMA). The event
will take place at Grand Boulevard in conjunction with the opening reception of Arts Quest
Fine Arts Festival.
The event will not only feature a question and answer session with the artists and the
opportunity to see the completed works before they are deployed into the Gulf of Mexico to
serve as artificial reefs and an underwater museum, but will also include raffle items,
refreshments and live music provided by Shawn Mullins and his band, Soul Carnival. A
cash bar will be available featuring signature Art Week cocktails. Tickets are $100 for VIP
and $50 for general admission.
The UMA is the first of its kind in the USA. The museum is part of the CAA’s “In Public
Spaces” program and will reflect the mission of the South Walton Artificial Reef
Association to enhance the ecological, creative, cultural, economic and educational
opportunities for guests and locals alike.
The artists selected to create the statues for the 2018 installment each received a $2,000
stipend to create their sculpture, and $500 to use to ship the finished sculpture.
The UMA project will provide anchor points for marine life to inhabit. Sculptures are
expected to be in place for the Summer 2018 season. The sculptures will rest in about 50 to
60-feet of water on a one-acre patch of seabed 0.71 miles off of Grayton Beach State Park
that has been dedicated to the CAA for the purpose of the underwater sculpture exhibit.
Five of the seven artists whose proposals were selected for this first installation are local to

Walton County Planning Launches Citizen Serve Online
Public Portal
In an effort to streamline the Planning and Development Services Department, and to
provide the public with an easier path through the planning process, Walton County has
launched their online planning portal.
The Walton County Online Planning Portal allows for the submittal of applications, the
ability to follow and track applications through the entire planning process and provides
for the submission and tracking of non-beach code enforcement complaints.
Residents can access the portal from their home, office or mobile device.
This portal allows for a greater level of transparency, increases internal efficiency and
gives residents and staff the ability to submit and follow all planning and development
projects through the entire process.

“Eighth-graders performing at the Proficient level
should…understand the connections between
fractions, percents, decimals, and other
mathematical topics such as algebra and
functions,” says NCES. “Students at this level are
expected to have a thorough understanding of
Basic level arithmetic operations-an understanding
sufficient for problem solving in practical
situations.”
When it comes to reading, eighth-grade “students
performing at the Proficient level should be able
to provide relevant information and summarize
main ideas and themes,” says NCES. “They
should be able to make and support inferences
about a text, connect parts of a text, and analyze
text features. Students performing at this level
should also be able to fully substantiate judgments
about content and presentation of content.”
The NAEP math and reading tests are scored on a
scale of 0-500.
The average reading score for an eighth-grade
public school student on the 2017 NAEP test was
265. That was slightly above the average score of
264 that public school eight graders achieved in
2015, but slightly below the average score of 266
public school eighth graders achieved in 2013.

Greetings from the Mayor’s Office..
This is the week for Relay for Life with the
event taking place on Saturday, May 5th, at the
Freeport Middle School a most worthwhile
cause for our community, please try and join
them beginning at 4:00 for this important event.
The city council has voted for an outside source
to complete a in depth audit for the city to make
sure that everything is in its proper place.
A continuation of the white fence beside city all
will take place in the very near future leading
back to the city pool area and replacing the
chain link fence that has served as a barrier.
The city in conjunction with The Town Planters
Society is in the process of updating the much-
needed fountain area in the center of town the
project will take approximately two weeks to
complete.
The city council has asked that I work with the
city engineers to continue the negotiations of
the land next to Marina Village and it becoming
Lagrange Park which would be a great project
that would include waterfront for the park area
and we would have another option for our
citizens use.
Josh McKay of the city Water Department has
recently passed the exam for the State of Florida
Drinking Water Distribution and he is now
certified as a Drinking Water Distribution

Donald Trump is what he is. He is still the man he
was before the election. And without guilt,
I very much admire what that salty sailor is
accomplishing.
He's not like me. That's okay with me. I don't want
to be like him. I will never behave like him. I know
we've NEVER had a man like him lead our nation.
It's crazy and a little mind blowing at times.
But I can't help admire the ability he has to act with
his heart rather than a calculated, PC, think tank-

I still believe that is WHY he became our President
and WHY he's been able to handle a landslide of
adversity and STILL pass unprecedented
amounts of good legislation for our country AND
do great works for MANY other nations, including
Israel.
I'm THRILLED with what he's doing for my nation,
for the cause of Christ (whether intentional or
unintentional, doesn't matter to me), and for the
concept of rebuilding America and putting her
FIRST. I will not be ashamed of my position
because others don't see him through the same lens.
Should it matter to me if a fireman drops an f-bomb
while he's pulling me from a burning building?
Would I really care about what came out of his
mouth in those moments?
Heck no! I'd CARE about what he was DOING.
He wasn't sent there to save my soul and I'm not
looking to him for spiritual guidance.
All I'm thinking in those moments is, "Thank
you, Jesus, for sending the fireman."
This man is crass. Okay. He's not careful with what
he says. Okay. You feel offended that he's not a
typical statesman. Okay. But he is rebuilding the
nation my son died for...the nation I feared was on

When life is a pain in the back
Heavy lifting, repetitive movements and sitting at a desk all
day can take a toll on a person’s back.
Whether it is dull and achy or sharp and stabbing, back pain
can make it hard to concentrate on the job.
Unfortunately, many occupations — such as nursing,
construction and manufacturing work — can place
significant demands on a person’s back. Even routine office
work can cause or worsen back pain.
Many factors can contribute to back pain at work.
Exerting too much force on the back by lifting or moving
heavy objects can cause injury. Repeating certain movements
can lead to muscle fatigue or injury. One’s posture is very
important. Slouching exaggerates the back's natural curves,
which can lead to muscle fatigue and injury.
To help avoid back pain at work, include physical activity
away from the office, maintain a healthy weight to minimize
back strain. For most healthy adults, researchers at the Mayo
Clinic recommend moderate aerobic activity and strength
training exercises two to three times a week. Walking and
swimming also strengthens and stretches back muscles.
At the office, choose a chair that allows both feet to rest
flat on the floor while keeping the knees level with the hips.
When lifting and carrying a heavy object, lift with the knees
and tighten the core muscles. Hold the object close to the
body while maintaining the natural curve of the back. If an
object is too heavy to lift safely, find someone to help.
Avoid unnecessary bending, twisting and reaching and if you
must sit for a prolonged period, change your position occa-
sionally. Stand up or stretch whenever tired.
Back pain can plague a person’s workdays and keep them
from enjoying life.

Dangerous E.coli Outbreak In Romaine Intensifies
Fourteen more people have fallen ill with dangerous E. coli infections that have been
traced to romaine lettuce, making this outbreak the largest in over a decade.
New cases were reported in the last few days in Mississippi, Tennessee, and
Wisconsin -- three states that had previously been unaffected, according to the CDC.
The most recent illness started on April 20.So far, 98 people from 22 states have been
sickened in the outbreak, including 10 who developed a life-threatening type of
kidney failure called hemolytic uremic syndrome. No deaths have been reported.
In a press briefing Friday, investigators from the CDC and FDA warned consumers to
continue to be careful when eating romaine lettuce.
Though the growing season in Yuma, AZ, the apparent source of the outbreak, is
over, experts said they couldn’t be sure the threat had passed.
“The most important thing for people to do is to avoid eating any romaine lettuce
unless they can confirm that it wasn’t grown in the Yuma, AZ, growing region,” said
Matthew Wise, PhD, deputy branch chief for outbreak response at the CDC.
“When in doubt, don’t buy it or don’t eat it,” he said.
This E. coli outbreak is now the largest since 2006, when more than 200 people fell ill
after eating contaminated spinach.
Investigators say the bacteria that are making people sick are especially aggressive
because they produce a kind of toxin called Shiga toxin 2, or Stx2.
The toxin binds tightly to the cells that line the insides of blood vessels, and
ultimately “destroys the lining of the blood vessel,” says Robert Tauxe, MD, director
of the division of Foodborne, Waterborne, and Environmental Diseases at the CDC.
So far, investigators have

“This farm is not currently
growing any lettuce,” said Stic

All of the lettuce grown on the farm was harvested between March 5 and March 16 .
Because that lettuce is now past its 21-day shelf life, investigators say a recall isn’t
possible.
Because other illnesses have been tied to bagged, chopped lettuce, investigators say
this one farm doesn’t explain the full extent of the outbreak.
“Most of the illnesses in this national outbreak are not linked to the romaine lettuce
from this particular farm. We’re investigating dozens of other fields as potential
sources of the chopped romaine lettuce and will continue to share information as it
becomes available,” Harris said.
E. coli bacteria are often spread through the poop of animals like cows, sheep, goats,
and deer.
In the 2006 outbreak, investigators found that cattle from a neighboring farm were
free to wander into a stream that irrigated fields where spinach was growing.
Investigators say they will be looking for similar points of contamination in this
outbreak.
This is the second time in weeks that tainted romaine lettuce has been linked to E. coli
infections. In late December, E. coli infections in Canada and the U.S. were linked to
romaine lettuce, but investigators couldn’t ultimately determine the source of the
contamination.
The FDA says this new outbreak is not related to the earlier one.

The Spiritual Truth Why American Indians
Would Keep Long Hair? A Tale Untold
Society has imposed the notion that hair is a matter of
personal preference, style and/or convenience. To most
people how they wear their hair is simply a cosmetic
matter. But a curious event from during the Vietnam War,
places hair in a very different light.
During the Vietnam War, undercover experts from the
military searched American Indian Reserves for talented
navigators. They were on the look for strong, young men
who could move stealthily across rough terrain. They
were particularly interested in finding men with superior,
if not supernatural, tracking abilities. And before the
military approached them, these carefully selected men’s
skills for survival and tracking were extensively
documented. Then, with the use of the usual recruitment
tactics, some of these Indian trackers were enlisted. But
once they were, whatever skills and talents they exhibited on the reserve seemed to
vanish into thin air. In the field, recruit after recruit failed to perform as expected.
Failures and fatalities led the government to conduct some expensive research on
these recruits. When asked about their failure to perform well, the older recruits
replied almost without exception, that when they received the mandatory military
haircut, they could no longer ‘sense’ the enemy. They couldn’t access their ‘sixth
sense’, their intuition became unreliable and they became unable to read subtle signs,
or access subtle extrasensory information.
And so the researching institute recruited more Indian trackers, but this time let them
keep their hair, and then tested them in different areas. They paired men with the
same test scores, let one of them keep his long hair, and the other got a military
haircut. Then they let them retake the tests. Each time the man with the long hair got a
high score, and the one with the short hair kept failing the tests he previously aced.
Here’s an example of such a test: the recruit is sleeping out in the woods, when an
armed ‘enemy’ approaches. The long-haired man is woken by a strong sense of
danger, a long time before the enemy even comes near and produces any sounds or
signs. In another instance, the long-haired man senses the physical attack from afar,
thanks to his ‘sixth sense’, but he stays still, pretending to be asleep, surprising the
attacker when he reaches down to strangle him. The man who underwent these tests
went on to have his hair cut, and subsequently failed the tests he previously passed.
And so Indian trackers were exempt from having their hair cut, were even required to
keep their hair long. Evolution has designed the human body in such a way, that at
times our skills of survival seem almost supernatural. Everything on our bodies has a
purpose in the survival of the system as a whole, and there’s a reason for every part of
it. The hair is an extension of the nervous system, a sort of exo-nervous system
comprised of highly evolved ‘feelers’ or ‘antennae’ that transmit huge amounts of

Mamma Mia! ABBA to make new music after 35 years

Here we go again":
Sweden's legendary disco group ABBA
announced on Friday that they have
reunited to record two new songs, 35
years after their last single, sparking joy
and surprise among fans. "We all four
felt that, after some 35 years, it could be
fun to join forces again and go into the
recording studio. So we did," the group
said in a statement after repeatedly vowing they would never reunite.
The new songs "I Still Have Faith In You" and "Don't Shut Me Down" were recorded
last summer, the band's manager Gorel Hanser told TT news agency.
The quartet split up in 1982 after dominating the disco scene for more than a decade
with hits like "Waterloo", "Dancing Queen", "Mamma Mia" and "Super Trouper".
"It was like time had stood still and that we only had been away on a short holiday. An
extremely joyful experience!" members Agnetha Faltskog, Bjorn Ulvaeus, Anni-Frid
Lyngstad and Benny Andersson added. The group, which sold more than 400 million
albums, have not sung together publicly since 1986. "I think it's going to sound pretty
much like their last songs from 1982, with quite a mild tempo, not like 'Voulez-Vous'
or 'Gimme Gimme Gimme'," Carl Magnus Palm, who has written several books about
the group, told AFP. "Frida's and Agnetha's voices are the same, so it won't be a huge
difference," he said. Palm said he was stunned by Friday's announcement.
"I'm as surprised as everyone else.... They've always been so adamant that they weren't
going to make new music." The news came as Sweden mourned the death of another of
its music sensations, Avicii, one of the world's most successful DJs whose real name
was Tim Bergling. He was found dead a week ago in Oman where he had been on

December, the group said. "We have come of age, but the song is new. And it feels good."
Bjorn, 73, was married to Agnetha, 68, and Benny, 71, was married to Anni-Frid, 72. The group dominated the 1970s disco scene with their glitzy costumes, kitsch dance
routines and catchy melodies. They first found global fame after winning the Eurovision Song Contest in 1974 with "Waterloo". While they have appeared in public together
on rare occasions, they have never reunited to perform as a group, and have vowed that won't ever happen.
"There is simply no motivation to regroup. Money is not a factor and we would like people to remember us as we were," Ulvaeus said in a 2008 interview.

Florala Pharmacy aims to serve
While that combination may seem outrageous to
some, a drugstore in Florala, Alabama, is building a
reputation as a pharmacy that also sells guns. And
they’re advertising it on a billboard on State Road 85
south of the border town.
The billboard displays the drugstore’s logo “Drugs,
Guns and Gifts,” along with pictures of prescription
medication, firearms and a gift bag.
Kim Matthews, marketing director for Florala
Pharmacy, said the sign isn’t tongue-in-cheek, but
advertises exactly what customers can find when
visiting the pharmacy on 5th Avenue.
“People come in just because they’ve seen our
billboard,” Matthews said. “Folks, especially those
driving down from the beach, will come in and want
to see our gun selection. It’s odd to sell guns in a
pharmacy.”
Florala Pharmacy, which opened in 1904, didn’t
always sell guns or gifts, Matthews said. In 2016,
Charles Smith, the owner since 1974, decided to apply
for a federal license and start selling firearms in the
pharmacy.
Shortly after, Matthews was hired and used her
previous experience to boost the pharmacy’s gift
selection. The pharmacy now sells boutique clothing,
home decor, baby items and more.
“I went and got a shirt made that said drugs, guns and
gifts,” Matthews said. “It stuck and kind of became
our logo. We’re supporters of the NRA.”
Matthews said the billboard, which was purchased in
2017, has attracted a lot of drivers curious about the
sign and the pharmacy.
“It’s a fun logo and this is a fun place to shop,”
Matthews said. “It’s a one-stop-shop. While you’re
buying prescriptions it’s the perfect place to shop.”
