Olfice of the President of the Philippines PRESIDENTIAL MANAGEMENT STAFF Malacaitang PMS-BIDS AND AWARDS COMMITTEE Resolution No. 68, Series of 2016 RECOMMENDING THE AWARD OF CONTRACT VIA SMALL VALUE PROCUREMENT TO 16/35MM PRODUCTION SUPPLY FOR THE PROCUREMENT OF 10 UNITS OF PORTABLE SCANNERS WHEREAS, the PMS Information and Communication Technology Service prepared the Terms of Reference (TOR) for the procurement of 10 units of portable scanners with an Approved Budget for the Contract (ABC) of P100,000.00 (Annex A): WHEREAS, said procurement project shall be sourced from the four percent (4%) contingency expenses of the PMS Annual Procurement Plan (APP) for Calendar Year (CY) 2016 (foreseeable emergencies") (Annex B); WHEREAS, on 13 December 2016, the PMS-Bids and Awards Committee (BAC) posted/published the Request for Quotation for the said procurement project (Annex C)?. The PMS-BAC also invited the following distributors to submit their respective quotations/proposals: 1) Advance Solutions; 2) Systems Technology, Inc.; 3) Bayan PC Technologies, Inc; and, 4) 16/35mm Production Supply. Only 16/35mm Production Supply submitted a price quotation/proposal (Annex D); WHEREAS, per evaluation, the proposal of 16/35mm Production Supply is found to be compliant with the TOR, and its price quotation amounting to P98,000.00 is the most economical and advantageous to the Government, thereby rendering the same as the lowest calculated responsive bid (Annex E); WHEREAS, Section 12 of R.A. No. 9184 mandates that the BAC shall recommend the award of contract to the Head of the Procuring Entity or his/her duly authorized representative NOW THEREFORE, for and in consideration of the foregoing, WE, the members of the PMS-BAC, hereby RECOMMEND to the Assistant Secretary for Administrative Support pursuant to Office Order No. 2016-17°, the following: 1 See note of the PMS Budget Officer on the TOR certifying the availability of funds. The total amount for foreseeable emergencies is pegged at P7,642,000.00 as reflected in the PMS APP CY 2016. The RFQ was posted in the websites of Phi-GEPS and PMS as well as information/oulletin boards within the First Residences Condominium (PMS' temporary office space) in accordance with the Revised Implementing Rules and Regulation of R.A. No. £184, otherwise known as the Government Procurement Reform Act 3 Entitled “Supplementing and/or Amending the Signing Authorities for Various Matters in the PMS”. Ar(1) AWARD OF CONTRACT via Small Value Procurement to 16/35mm Production Supply for the procurement of 10 units of portable scanners in the amount of P98,000.00 inclusive of appropriate taxes and fees; and (2) GRANT OF AUTHORIZATION for the BAC Chairman to sign the corresponding Notice of Award and Notice to Proceed to implement this Resolution DONE in the City of Manila this 23" day of December 2016.
