Respected Sir,

Vide reference above, we would like to bring the plight of sub-ordinate Engineers (SSE, CDMS, CMS, and
CMA etc.) to your kind notice.

1. The strength of technical staff is around 0.9 million which is about 65% of the total strength of
Indian Railways.
2. Sub-ordinate Engineers (Sr. Section Engineer, Chief Depot Material Superintendent, Chief
Metallurgical Superintendent, and Chief Metallurgical Assistant etc.) who form a important link
between 9000 officers & 0.9 million staff are directly engaged in day to day activity of planning,
designing and executing technical works. Their nature of duties is so much multifarious & onerous
that they are altogether a different category not comparable with employees of any other branch.
But they are experiencing step motherly treatment from their own organization.

3. Most of the Railway employees get nearly two to three promotions in their whole career, only this
category (Sr. Section Engineer, Chief Depot Material Superintendent, Chief Metallurgical
Superintendent, and Chief Metallurgical Assistant etc) join as supervisor and retire as
supervisor. In 95% of cases Junior Engineers get only one regular promotion in-spite of 3 years
Diploma in Engineering as qualification & 1&1/2 years of Training. Graduate Engineers recruited
as SSE (Senior Section Engineers) with 1 year training are not even assured of one
promotion throughout the service. Considering their qualifications, training and important role
as first level managers and multiple activities assigned to their job, it is sad that in their service
most of them do not reach at least the base level of Gazetted status. So, SSE (Senior Section
Engineers) or equivalent must be given time bound promotion after every 4 years of
service in railway and shall promote to Group A category after 10 years of regular
service.

4. Sixth Pay commissions had recommended for up grading the posts in the scale equal to the Grade
Pay of Rs.4200 and Rs.4600 to Group B Gazetted. Subsequently the Government of India
accepted the recommendations of the Pay Commissions and directed all departments of the
Government to upgrade the posts to Group-B Gazetted. DoPT vide S.O.946 (E), dated 9th April
2009 classified the posts in the scale equal to the Grade Pay of Rs.4200 and Rs.4600 to Group-B
Gazetted. All Departments of Government of India including Ministry of Defence (except Railways)
have implemented the DoPT’s order and classified the posts in the Grade Pay of Rs.4600 to
Group-B Gazetted and Ministry of Defence granted Group-B (non-Gazetted) to the Junior
Engineers (JE) in the grade pay of Rs.4200. But Railway did not implement this order. 7 th Pay
commission must implement DOPT order to all Ministry ie. Ministry of Railway.
5. Ratio of Gazetted to Non-Gazetted employees: According to the census of Central Government
Employees published by Ministry of Labour and Employment, the overall ratio of Gazetted to
Non-Gazetted employees is 1:20. However in Railways - ratio is 1:114 . The ratio of
Gazetted to non-Gazetted in Ministry of Railways should also be improved on par with other
Ministries to fully meet with the job requirements of Railways. For maintaining this ratio SSE
(Senior Section Engineers) or equivalent must be given time bound promotion after every
4 years of service in railway and shall promote to Group A category after 10 years of
regular service. So, by the experience of the railway services gained while working as
SSE and after that joining to the Group A officer’s post, quality of work will also improve
by input of his experience in railways.

6. Ratio of Minimum to Maximum salary :


The minimum maximum salary ratios in different countries are normally between 1:3 to 1:9. To
remove this anomaly the ratio between minimum to maximum salary may be kept as 1:6
(Average of 1:3 to 1:9).

7. IN CASE OF FIX ANNUAL INCREMENT DATE FOR ALL- In fact the single date increment
system has brought in anomalies, which were discussed at length at the National
Anomaly Committee, without reaching an agreement. In our Opinion, the commission
must recommend, for administrative expediency, two specific dates as increment dates.
Viz. Ist January and Ist July. Those recruited/appointed/promoted during the period
between 1st Jan and 30th June, will have their increment date on 1 st January and those
recruited/appointed/promoted between Ist July and 31 st December will have it on Ist
July next. If commission is not being agree with this then one extra increment should
be given to them who were the Central govt. employee before 01-01-2006 and
promoted between 1st January 2006 to 30th June 2006 and adopted 6 th Pay Commission
from Date of promotion, because these employee got their next increment after more
than 12 month and every year they are getting 1-6 month delay increment, except
above employees, maximum government employee appointed before 01-01-2006 had
got their next increment less than 12 month. So these employees are getting huge
financial losses.

8. The Fifth CPC equated the unequal by allotting pay scales of Senior Section Engineers to the non-
technical cadres working under them. The Sixth CPC and the Railways have even granted higher
Grade Pays to the Nurses, Matrons, Chief Matrons, Teachers & Section Officers Accounts - who
were in lower or equal pay scales to those of the Senior Section Engineers and Junior Engineers .
Assistant Nursing Superintendents (Pre-revised scale Rs 6500-10500), Deputy Nursing
Superintends (scale Rs 7500-12000) have all been placed in PB-3. Similarly Teachers and Section
Officers / Senior Section Officers Accounts have all been given up gradation and granted Grade
Pays of Rs 5400 / Rs 4800 . Entry qualification for both the Nursing Staff and JEs are 3
Years Diploma in their respective disciplines and both have to undergo a training of one
and a half year followed by examination before absorption. A table showing the disparity in
enhancement of the pay scale from 3rd CPC to 6th CPC is as under:

So, the scale of SSE’s shall be enhanced to Grade Pay 5400, PB-3 to remove the
anomaly.

9. No consideration has been given by the Sixth CPC to the onerous nature of Duties and
Responsibilities of Railway Engineers which have increased manifold and become more onerous
over the years especially due to modernization on the Railways, indiscriminate shrinking of staff
strength and numerous other factors. The disparities have grown manifold over the years. It is high
time something is done about all this. This is bound to affect their efficiency and may indirectly
affect the growth, development and productivity.

10. Grade Pay from one level to the next did not have a uniform rise nor appropriately determined by
the Sixth CPC. For staff cadre under Group C categories, the grade pay are 1800, 1900, 2000,
2400, 2800, 4200, 4600, 4800 & 5400 having difference of only INR 100, 100, 400, 400, 1400, 400,
200 & 600 respectively. However, for Group A officers categories, the grade pay are 5400, 6600,
7600, 8900, 10000, 12000 having difference of INR 1200, 1000, 1100, 1100 & 1000 respectively.
This has led to resentment at various levels instead of promoting job satisfaction which was the
basic purpose of a Pay Commission. Placing the cadre of Supervisors and the category being
supervised by them in the same Grade Pay is against the basic management principles. In
Railways Senior Technicians working under Junior Engineers are placed in the same Grade Pay
and Chief OS working under Senior Section Engineers are placed in the same Grade Pay so
different grade pays with very minimal pay increase be abolished for the Group C Categories for
job satisfaction and growth of Railways. SSE (Senior Section Engineers) or equivalent must
be given Grade pay of Rs. 5400/- , PB-3.

11. There should be one system from top to bottom; Grade Pay at each level should be rationally and
scientifically determined with a well-defined uniform system of (pyramidal) rise from one Grade pay
to the next. Technical posts should be fixed at least one Grade Pay higher than non-
technical posts – allowing due weight age to specialized qualifications, training and skill
required for the same.

12. There is a lot of disparity in promotion aspect in different Central Government departments also.
For example, CPWD and Indian Railways, the comparison is as under: For getting promotion from
Grade Pay 4200 to 10000 five promotions/grade pay up-gradation are required in CPWD
department, however in Indian Railways to achieve the same eight promotions/grade pay up-
gradation are required.

13. To remove disparity & resentment among Sub-ordinate Engineers, in 7 th CPC, Junior Engineers
(JEs) may please be granted Grade Pay equivalent to Rs.4800 in PB-2 and Senior Section
Engineers (SSEs) may please be granted Grade Pay equivalent to Rs.5400 in PB-3 and upgraded
to Group –B Gazetted (as in other Central Govt. department.) and SSE (Senior Section Engineers)
or equivalent must be given time bound promotion after every 4 years of service in railway and
shall promote to Group A category after 10 years of regular service.
