4. EXECUTIVE SUMMARY
The BRE Environmental Assessement Method [BREEAM] provides a method of assessing the
environmental impact of a building in terms of a wide variety of categories whilst also promoting design
which creates a healthy and comfortable indoor and outdoor environment.

The BREEAM 2006 assessment is carried out in two stages, as follows;


- Design Stage - Carried out based on evidence provided during the design stage of the project, prior to
construction leading to the award of an Interim BREEAM Certificate.
- Post Construction - Carried out following final completion, gathering evidence throughout the
construction process and leading the the award of a Final BREEAM Certificate. This assessment should
confirm the rating achieved at the design stage.

There are a wide range of issues assessed under nine main category titles:
- Management

- Transport
- Water
- Materials
- Waste
- Land Use & Ecology
- Pollution

An independent assessor will assess the overall environmental performance of the building.

5. SCORING & RATING


The BREEAM rating is based on the number of environmental credits achieved under each category
multiplied by a weighting factor. The BREEAM rating is given as Pass, Good, Very Good, Excellent,
Outstanding.

The weighting factors are applied in order to account for the relative significance that each category has
on the environmental impact of the building.

The BREEAM rating awarded is dependant on the score achieved as follows;

Validation Statement
07071.GPC.SP.0002 Section Y51 & W60 confirm that the commissioning will be carried out in line with
BSRIA and CIBSE guidelines.

Appointment Documents for Commissioning Management Services states that Quantum


Commissioning Consultancy have been appointed as commissioning services management.
Quantum will be responsible for the "supervising, managing, and validating the setting to work,
commissioning, performance, integration, and environmental testing of the works undertaken by the sub-
contractors"
"The method statments shall take full account of the requirments of the various British and local
standards, CIBSE or BISRA codes, detailed in this specification and the relevenat sub-contractors
specification, as well as good engineering practice. "

Letter from Eamon Taylor [LOR] to Ben Barker [HL] dated: 27.11.09 re: Seasonal Commissioning
states [from the credit criteria]:
"Complex Systems – Specialist Agent
a. Testing of all building services under full load conditions, i.e. heating equipment in mid
winter, cooling/ventilation equipment in mid summer, and under part load conditions
(spring/autumn).
b. Where applicable, testing should also be carried out during periods of extreme (high or
low) occupancy.
c. Interviews with building occupants (where they are affected by the complex services)
to identify problems or concerns regarding the effectiveness of the systems.
d. Re-commissioning of systems (following any work needed to serve revised loads), and
incorporating any revisions in operating procedures into the O&M manuals
Simple Systems (naturally ventilated) – External Consultant/Building Manager
a. Review thermal comfort, ventilation, and lighting, at 3, 6 and 9 month intervals after
initial occupation, either by measurement or occupant feedback."

Please confirm: Specialist's repsonsibilities include the above responsibilities over a


minimum 12 month period, once the building becomes occupied.

Further Information required:


Seasonal Commissioning: Evidence to confirm the intention to continue commissioning at least
12 months after occupancy is taken up. [GPC Spec Clause 7500 - Environmental Tests does not
cover this]
Please reword the first senatce of the letter dated 27.11.09 to iclude the seasonal commisioning
over a minimum 12 month period, once the building becomes occupied.

Monitors Site Report No.2 dated 22 Sept 2009 shows a current CCS score of 37.5, achieving no less
than 4 on each section. Summary states " professional presentation and thorough approach to CCS
issues maintained, site entrance area creates an excellent impression, which is maintained throughout
all areas. Good work also being done with neighbours and local school."
Letter from Eamon Taylor [LOR] to Ben Barker dated: 17.11.09 demonstrates LORs commitment to
achieveing a score over 32 in the Considerate Constructors Scheme. Two credits can be awarded.

management, pollution and good neighbourliness.

1.[a] - LOR Letter of Appointment dated 02.09.09 confirms that LOR have appointed Mary O'Connell
as the Environmental Coordinator.
- Energy monitoring from site activites - shows a breakdown of site emissions by month in
categories of energy souce and considered against the Construction South benchmark
- CO2 emissions on site - Construction South Project Benchmark shows the benchmark CO2
emissions of LOR based on a 20% improvement on the average emissions of previous projects
undertaken up to feb 09.
- CO2 emissions by month gives a breakdown of the CO2 emissions produced from gas, diesel,
electricity powered activities on site.
2. [b] - Summary of CO2 from Transport to and from site , this includes an extensive signed log of
deliveries.
3. [c] - Water Consumption Monitoring & Targets - sets a benchmark of 8.2 m3/£100k spend [taken
from Constructing Excellence data for 2007 projects] Actual readings/usage are being compared with
Industry best practice figures. Currentl site water usage is significantly lower than the industry best
practice usage figures.

qualifications are sufficient for a SQE [suitably qualified ecologist].

Mandatory Requirements:
1. Report No. 13084/ECO/01 - BREEAM Ecological Assessment states that "all UK and EU
Legislation relating to protection and enhancement of ecology has been complied with during the design
and construction process to date on this project."

Additional Requirements:
1.An Environmental Coordinator, Mary O’Connell, has been appointed for the project. The role of the
Environmental Coordinator is to take the responsibility for implementing the requirements of the
environmental processes outlined for the project, and to have overall responsibility for coordinating with
all the project activities associated with the achievement of the required environmental standards.
Evidence of this appointment is provided in Appendix E.

2.Laing O’Rourke have in place a series of tool box talks that are given to site operatives to educate
staff on site environmental management. Several of these tool box talks focus on protected species and
habitats and outline methods of work to avoid harm or damage to protected species or important
habitats. Appropriate tool box talks have been provided to staff on this site specifically in relation to bats.
Appendix F contains an example of the information provided to site operatives.

3. The Environmental Coordinator is responsible for recording environmental non-compliances,


accidents and incidents on the site in the site Environment and Heath and Safety File. This includes
breaches to actions set out in Gifford Report No. 13084/ECO/01 and any environmental incidents such
as spillages of oils or fuels. The Environmental Coordinator will also record any environmental
constraints that may be identified during the works, such as breeding birds, and will put in place suitable
control methods to ensure that biodiversity is protected for the duration of the works. The records will be
made available upon request.

4 / 5 / 6. Two types of green roof are being used in the development. The first comprises a border of
stone ballast and timber sleepers with an extensive area of shallow sedum mat (40mm) containing 4 - 8
species of sedum. This type of green roof provides limited ecological value in early years but it is likely
that overtime wildflowers and grasses will colonise the sedum mat as the substrate matures. The
second type of green roof being installed comprises a border of stone ballast and timber sleepers, again
with a sedum mat but this time varying in depth from between 50mm to 150mm, the sedum mat will then
be seeded/planted with a mix of grasses, wild flowers, annuals and perennial plants. The technical
specification for the green roof does not include a detailed list of the species.

The report found that the most appropriate technology for the city centre site is aquifer coupling
(open loop) with a small contribution from solar hot water .the report was initially undertaken at
RIBA stage C and has been updated though out the scheme design to reflect a more detailed
design and thermal modelling.

confirmed extraction rates which have been used to calculate potential flow rates.
The report states that the Annual CWC energy use would be 606Kwh. The input from GSHP and
