Dear Sir;
This refers to the Environmental Compliance Certificate (ECC) application for the
proposed BUILDCOMM HORIZON HOLDING BUILDING PROJECT to be located
atLot 4 Block 4 Phase 3, Sumilon Road, Cebu Business Park, Hipodromo, Cebu City,
Cebu.
After satisfying the requirements of the said application, this Bureau has decided to
grant an ECC for the above-mentioned project.
With the issuance of this ECC, you are expected to implement the measures
presented in the Initial Environmental Examination Checklist (IEEC), intended to
protect and mitigate the project’s adverse impacts on community health, welfare and
the environment. Environmental considerations shall be incorporated in all phases
and aspects of the project. You may proceed with the project implementation after
securing all the necessary permits from other pertinent Government agencies. This
Office will be monitoring the project periodically to ensure your compliance with
stipulations cited in the attached ECC.
SUBJECT ONLY to the conditions and restrictions set in this ECC and in the
attached document labelled as Annexes A and B.
PROJECT DESCRIPTION
The ECC covers the proposed BUILDCOMM HORIZON HOLDING BUILDING
PROJECT with an area of 11,029.2 square meters to be located in Lot 4,
Block 4, Phase 3, Sumilon Road, Cebu Business Park, Hipodromo, Cebu
City, Cebu, Region R07 with geographical coordinates, 123°90’50.02’’
longitude; 10°31’25.02’’ latitude.
PROJECT COMPONENTS
1. Three (3) Units Retail Outlets – Three Hundred Thirty Four point
Seventy Two (334.72) square meters;
2. Twenty (20) Units Offices – Three Thousand Eight Hundred Twenty
Six (3,826) square meters;

GENERAL CONDITIONS
9. The Proponent shall proceed with project implementation after securing all
applicable permits from other pertinent Government Agencies such as, but not
limited to the following: Engineering Geology and Geo Hazard Assessment
Report (EGGAR), Other Lawful Permits (OLP), Tree Cutting Permit (TCP),
Building Permit, FMB Permit, Environmental and Sanitation Permit, PCA
Permit, and Disposal Permit from Capitol; Thus, this ECC becomes valid only
after all necessary permits have been secured prior to project implementation;
10. That the proponent should ensure that whatever declared in the
attached Site Development Plan (SDP) will be followed and implemented,
especially the prescribed Wastewater Treatment Facility, Material Recovery
Facility, Cistern Tank, Drainage System, and etc.. In case of change in
engineering designs, the proponent should apply an amendment of the
11. Creation of an Environmental Unit (EU) within sixty (60) days from
issuance of this Certificate that shall competently handle the environment-
related aspects of the project. In addition to the monitoring requirements as
specified in the Environmental Management Plan/ Environmental Monitoring
Plan, the EU shall have the following responsibilities:
13. Proponent should allow entry of EMB-7 field personnel into the project
site at all times to conduct tangible monitoring and to validate project’s
compliance to the ECC conditions stipulated therein;
