Synopsis: Get rid of their econ and competition advantages! Doesn’t link to politics and many
K’s.

Counter Plan: The USFG should lift the cap on its non-investor employment-based
permanent visas for STEM applicants

Solvency
1 Solves econ/competition
a. Rate of growth in US STEM labor force is drastically going to decrease over the next
decade according to Stuart Anderson, former staff director for the Senate Immigration
Subcommittee and exec director of the Natl Foundation for American Policy. This no
solvency for advantage
b. The reason is that other countries are decreasing their barriers, while the US seems to
be increasing them
c. Provides immediate solvency -- time frame is the net benefit to the CP
d. EB visas are super effective. In 2012 they created over 43k full time jobs and that was
just because of caps.

2 Avoids politics
a. Stewart Lawrence, immigration policy specialist, said that EB visas are popular with both
parties because they grow US based business, counterbalance China, can be sold as
US competition and is seen as positive immigration policy
b. Even a Wash Post editoral loves it because it mirrors Bracero program of 50’s and 60’s.
c. President can spin as bipart win because of calls for immigration reform and CP goes
through congress
