A Brief Background

- Follow up from the expert missions recommendation under


national TC project INS1023 “to assist BATAN for the decision on
future operation of TRIGA Bandung research reactor”.
- The latest mission in 24-28 February 2014, resulted some
recommendations that has to be done by the BATAN in order to
fulfill all the requirement in reactor operation.
- Based on the recommendations given, the follow up project
must be proposed to fulfill all the requirements.
Problem Analysis
HISTORY :
 1965, start 250 kW
 1971, 250 kW to 1000 kW (1 MW)
 1996, 1000 kW to 2000 kW (2 MW)
 2000, start 2 MW

Latest Conditions :
- Around 2006 the license is limited to 1250 kW as a result
of excessive bubbles in reactor core
- Furthermore reactor operation is limited to a max power
1000 kW due to fuel integrity inspection result.
- September 2011, the operating license is suspended by
the BAPETEN due to FFCRs excessive burnup nearly 50%,
and the retrofitting program for the building has not
been done
- January 2014 operating license was resumed with limited
scope, i.e. CRs calibration, rod drop time measurements,
etc.
Problem Analysis cont.
Recent progress :
- Reinstallation of on-line sipping test system and
fabrication of 4 non-FFCRs are in progress.
- The retrofitting program are being held this month. And
planned to be accomplished at the end of this year
- Installment of additional safety and security
measurements is already done in June 2014
Near future plans:
- installation and cold tests of new 4 non-FFCRs
- Feasibility study of TRIGA fuel conversion to plate type
fuel in 2015-2019
- Registering for repatriation all TRIGA spent fuels to the
US at 2016

Management should decide the status of the Bandung TRIGA 2000 RR :


“Preparation for the future operation and utilization of the Bandung TRIGA 2000 has to
be planned”
Stakeholders & partnerships
1. BATAN, as owner and the operator of the RR has the responsibility to ensure safe
operation of the facility
2. Ministry of Environment would ensure that the operation option shall take in to
account the broader environmental impacts.
3. Ministry of Finance, operation option and program may require significant financial
resources, this institution shall be assessed based on techno-economic evaluations.
4. BAPETEN as regulatory body is responsible for exercising regulatory oversight and
control over the operation program of the facility. Ensure any prospective operation
options shall be considered with full observance of the regulatory standards and
requirements.
5. General public has profound interest that the facility operation will be handled in a
safe and secure manner.
Overall objective
To develop a comprehensive strategy and
program for the future operation and utilization
of the Bandung TRIGA research reactor, assist
the operator to study the feasibility of TRIGA-
fuel to plate type conversion and develop a
safety and security evaluation of the Bandung
TRIGA research reactor.

Role of Nuclear tech.
- In the short term until the end of year 2016, the reactor will
be operated by using the existing fuel standard TRIGA and 4
non-FFCRs
- the feasibility study of TRIGA-fuel to plate-fuel conversion is
also the main activity in the period 2015 to 2019
- In 2019, the entire reactor spent fuel in the Bandung TRIGA
research reactor from the USA will be re-exported to the USA.
