IMPACT ASSESSMENT BY LEOPOLD MATRIX BEFORE AND AFTER EMP

DURING CONSTRUCTIONA AND DURING OPERATIONAL PHASES

1.1 A standard graded matrix system has been applied to assess

environmental impact both during construction and operation phase of the
proposed project at Guwahati, Assam before and after environmental
management plan (EMP). The stresses likely to occur due to different
activities during construction and operation phase on eleven
environmental parameters are assessed.
Eleven selected parameters have been provided with a relative weight on
a scale of 1 to 5 in order of increasing importance to arrive at the
Parameter Importance Value (PIV).
Table 1.1
Parameter Importance Value (PIV)
Sl. Environmental Parameter Relative Value Weighted PIV
No. weight Value
1. Topography 1 1 1/40 x1000 25
2. Hydrology 2 2 2/40 x1000 50
3. Water Quality 5 5 5/40 x1000 125
4. Air Quality 4 4 4/40 x1000 100
5. Noise 4 4 4/40 x1000 100
6. Vegetation 3 3 3/40 x1000 75
7. Fauna 3 3 3/40 x1000 75
8. Aquatic Life 3 3 3/40 x1000 75
9. Occupation /Employment 5 5 5/40 x1000 125
10. Services 5 5 5/40 x1000 125
11. Health and Education 5 5 5/40 x1000 125
Total 40 1000

The value based on weight of each parameter has been converted to a weighted value by
multiplying probability value by a factor of 1000 to obtain the corresponding value in the
units of Assessment Value Index Scale.
Depending on the degree of impact, an impact score has been assigned for each of
the project activities on all the environmental parameters mentioned above.

The environmental impact matrix has been developed with eleven activities in
construction phase and eight activities in the operation phase. An appropriate impact
score has been assigned against each activity on all environmental parameters.

1.2 Methodology

1.2.1 The total weighted impact score corresponding to each environmental

parameter has been calculated from the following formula:
n

Total weighted impact score = (PIV) i  Iij

i,j =1

where, I = the impact score (on the scale of 0.5 to 5.0 , + or )

j = project activity
i = environmental parameter; n = total number activities

The Total Weighted Impact Score is arrived through summation of all the individual
impacts on ‘m’ number of environmental attributes.
