Executive Summary

This institutional plan of Jalandoni Memorial National High School-Senior


High School is a road map that sets out the changes the school needs to
improve the level of student’s achievement and shows how and when these
changes will be made. It has been made to respond and to adhere to RA 9155,
also known as the Governance of Basic Education Act of 2001 which is
consistent with the national education policies, plans and standards. The school
heads shall have authority, accountability and responsibility for the following:

(1) Setting the mission, vision, goals and objectives of the school;
(2) Creating an environment within the school that is conducive to
teaching and learning;
(3) Implementing the school curriculum and being accountable for
higher learning outcomes;
(4) Developing the school education program and school
improvement plan;
(5) Offering educational programs, projects and services which
provide equitable opportunities for all learners in the community.

This Institutional Plan will help the school administrator and teachers focus
on the most relevant programs that help attain the school’s objectives. It also
encourages staff and parents to monitor student achievement levels and other
factors, such as school environment, that are known to influence students’
success.
The formulation and implementation of this institutional plan is materialized
through series of meetings, conferences, focus group discussions and assembly
of the school’s planning committee.

Introduction

Jalandoni Memorial National High School continues to uphold one of Don


Esteban Lopez Jalandoni’s mission which is to educate the children who are
academically equip and morally upright. Despite the overwhelming support
coming from its community, alumni and stakeholders, still JMNHS Senior High
School faces a lot of challenges most especially in its aim to increase the
academic performance of the students.
There are several major issues that affect the performance of the school in
the different national examinations. One of which is the physical aspects of
learning such: (1) the number of classrooms are not enough to accommodate
an ideal number of students. Some classroom are not properly ventilated, not in
standard size, not well-lighted and not enough restrooms; (2) not enough
teachers to handle the subjects;(3) poor performance in the NAT Examinations;
(4) not enough number of learning materials; and (5) lack of support from
stakeholders.
Despite the problems stated above, the administrators and teachers are
trying their best to adjust the poor situation in JMNHS. There will be a lot of
crucial cases which the school has to solve.

School Profile
Jalandoni Memorial National High School-Senior High School Department
is located in Barangay Abanilla , a place accessible to the students in Lapuz
District. It is one of the oldest public school which opened in 1995 and had a
long history of tradition and excellence. Currently headed by its Principal, Mr.
Archie O. Franco. It is a public secondary school that offers Academic Track
such as General Academic, Humanities and Social Sciences, Accountancy and
Business Management; Technology-Vocational and Livelihood Track- Shielded
Metal Arc Welding/Masonry; and Sports track.

The Senior High School building is a four-storey eight classroom situated in


front of the school gate and a four storey-twenty classroom situated beside the
Special Program for Sports. The whole school campus is sprawling 35,511 square
meter lot with under-developed athletic oval/field and various sports facility.

JMNHS is the school that piloted the implementation of the Special


Program in Sports, a program in line with the efforts of the Department of
Education (DepEd) which aims to identify/discover students with potential talent
in sport and hone their skills for higher levels of athletic competitions. This
program had been a great help for students in SPORTS track for they have used
their skills, developed by the program in earning a living.

In the past years, JMNHS unfortunately decreased its performance in the


National Achievement Test. However, JMNHS have conquered in the different
competitions like Palarong Pambansa, Dinagyang Competitions and Cultural
Contests.

Lastly, the school campus is sprawling a 35,511 square meter lot with an
underdeveloped athletic field and various sports facility such as basketball,
volleyball and tennis courts respectively.

This Institutional Plan is made possible with the effort and expertise of the
planning team headed by Mrs. Herma F. Mamon, Head of the English
Department, Mr. Efren Gimeo, PTA President as Co-Chairperson; and the
Secretariat, Mrs. Feby R. Demos, School Guidance Counselor, Ms. Debbie May
Yelo, SBM Coordinator, Mr. Roland Donald dela Torre, Student Government

VISIONING AND STRATEGY FORMULATION

Vision
JALANDONI MEMORIAL NATIONAL HIGH SCHOOL-SENIOR HIGH SCHOOL is the
leading institution in academics in the Philippines by 2030.

Mission
JALANDONI MEMORIAL NATIONAL HIGH SCHOOL-SENIOR HIGH SCHOOL offers
holistic 21st century curriculum geared towards excellence in academics geared
towards achieving honor in local and international academic competitions.

Goals
1. Promote academic excellence and equity for SHS students.
2. Capacitate teachers to become excellent in their field of specialization to
improve academic performance.
3. Foster linkages among stakeholders to support school programs, projects and
activities.
4. Promote the culture of research among teachers and students.

To realize the mission and vision, the following Key Result Areas were formulated:
1. Improving students’ academic performance

4. Producing quality students and teachers’ researches.

For Key Result Area 1, improving students’ academic performance,
several programs are initiated. Upon entering the Senior High School, students
are required to take entrance assessment test to determine their interest for
them to be properly placed in the specific track or strand. This is to ensure that
students do not quit or drop-out at the end of the semester thus reducing the
drop-out rate.

The conduct of National Achievement Test review is one of the major


initiatives the Senior High School Department has gone through. The decrease of
the NAT mean percentage score in the Junior High School for three consecutive
years is the reason why this program is being pushed through. With the NAT
review, the school can be at least sure that competencies are meet to
satisfactorily answer the pressing problem in achievement test that the school is
experiencing.

Furthermore, based on the Enrolment data last 2016 first semester, there
was a tremendous decrease of enrolment because of the students’ absences
which lead to failure from subjects. With this sad result, the program SHS Hawak is
seen to answer the problem. Several activities and programs are expected to
be implemented to reduce the incidence of failure and drop-out.

For Key Result Area 2, enhancing teachers’ competencies, teachers are


required to attended mass training for teachers (MTOT), division level INSET
training, school level INSET, and other seminar workshops conducted by private
institutions and SUCs. In this regard, teachers are empowered to deliver the best
teaching strategies, techniques, and methods learned during the training.
Moreover, since everybody is given the chance to attend seminars and
trainings, they too become trainers or mentors to other teachers. They are now
equipped to impart to their fellow teachers the learnings and skills they acquired

during the training. This program will also contribute to the increase of the NAT
performance of students.

For Key Result Area 3, fostering linkages among stakeholders, the SHS
department believes the importance of the stakeholders as partners in
delivering the best and quality education to learners. Their support and
contribution are very significant in the implementation of the activities and
programs of the department. Furthermore, they are also become the strong
foundation of the department because they can help the school in achieving its
vision, missions and goals. Thus, the department sees to it that it establishes a
good rapport and an open communication to them.

For Key Result Area 4, produce quality students and teachers researches,
this area will improve the research capability of both students and teachers. The
culture of research is now part of the curriculum for students because they have
two research subjects, qualitative and quantitative researches respectively. With
the passage of Basic Education Research Fund for teachers, they now have the
avenue for research production because DepEd has strengthened its research
area by providing and granting teachers’ research fund which motivated
teachers to conduct research.

MONITORING AND EVALUATION PLAN

This institutional plan had developed four major programs which would
respond to the prevailing problems in school. Each of the program has a
corresponding task geared towards the implementation of the said program.
Hence, these programs will serve as the guide in the overall goal of the Senior
High School Program.

Entrance Assessment
Each school year, Senior High School Grade 11 students will take the
Entrance Assessment Test/Examination to determine the right track or strand
based on the result of their assessment.

It will also be the basis of providing the students the substantial


understanding about their interests as the test will assess what career that the
student is considering. This is useful because the students might be taking the
wrong career path which will eventually lead to confusion and failure. Likewise,
the giving of assessment test becomes a very integral program of instruction, as
it determines whether or not the goals of the institution/school are being met.
The expected output of this program is the correct placement of students of the
track/strand they choose and based on their actual interest.

National Achievement Test Review (NAT)

Every year, students are required to get the achievement test. Therefore,
a review session is a matter of importance since this will gauge if instructions
were delivered properly and competencies are met. Why students are
subjected to review? According to Edward Bolles, he said that we remember
what we understand only what we pay attention to; we pay attention to what

we want. Review session or classes ensure more effective learning and memory
with what the students study and learn that matches with the educational goals.
They will learn enough terms and important details through review. Conducting
a review classes in preparing for the NAT is very helpful to students and to the
school as well since the NAT is one of the basis assessing the performance of the
school. The main output of this program is to increase the performance of the
school in the NAT.

Teachers Training Program


Being competent and well-performing teacher is one of the most important
resources in any educational institution. The teacher is considered the professional
agent and the most directly responsible person in the process of learning; he is the one
in charge of making/helping students learn and benefit or suffer from the quality of his
teaching. Given this, the teacher and the quality of his teaching are always under
discussion and receive prevalent importance in education (Boudersa, 2017)

Teachers in all subject areas need to be trained especially in the Senior


High School Program. Although there were several training conducted already
but this is not enough to ensure that teachers are well-equipped with the
sufficient knowledge in their specific field. According to Edutopia, great
teachers help create great students. In fact, research shows that an inspiring
and informed teacher is the most important school-related factor influencing
student achievement, so it is critical to pay close attention to how we train and
support both new and experienced educators. The best teacher-preparation
programs emphasize subject-matter mastery and provide many opportunities
for student teachers to spend time in real classrooms under the supervision of an
experienced mentor. Just as professionals in medicine, architecture, and law
have opportunities to learn through examining case studies, learning best
practices, and participating in internships, exemplary teacher-preparation
programs allow teacher candidates the time to apply their learning of theory in

the context of teaching in a real classroom. Hence, the major output of this
program is for the teachers to teach the students well and to impart their
expertise to students to avoid failure and increase the school’s performance in
any national achievement test given by DepEd.

Research on Call
Senior High School students are taking two major research subjects, such
as Qualitative and Quantitative Research in order to prepare them for thesis
writing when they proceed to college or just do a simple survey on the problems
they meet on the daily basis. Research on call will certainly made headway in
giving teachers and students that enable them to pursue teaching methods
which have proven impact on pupil outcome (for teachers) and enhance
research skills (for students). The output of this program is the collection of
different researches of teachers and students.
