This feature has the following areas of improvement:

• This feature provides several enhancements to the ANR functionality that will increase the value and usability
of ANR for the customer.
- Increased number of visible X2
- No compatibility issue with UE implementing March’12 CR
- Counters for all neighbors to understand neighboring and ANR decisions.

• Up to 72 visible X2 Links:
- Rationale: It is much more convenient for operations personnel to be aware of established X2 links in
order to troubleshoot, rather than have some dynamic X2 links (meaning not stored in any database and
dynamically learnt from served cells received during X2 setup procedure) that are invisible (not visible on
SAM). Goal is to have all of them visible but for now limit imposed to 72. Scope: Intra-freq, Inter-freq
- This enhancement is activated by default during an upgrade.
• The current (until LR13.3) limit of 48 visible links needs to be increased to handle the increase in the number of
X2 Visible
MIM instances. Propose increasing to 72 foreseeing future growth and deployment configurations such as Metro cells.

On top of that still possible to have additional 24 dynamic X2 Links.

ENHANCEMENTS LIST – FGI BIT 33 FDD ONLY
• The enhancement will also enable a dual mode (FDD/TDD) UE to set FGI bits for ANR differently for
FDD/TDD.
- Differentiated settings apply only to bit 19 and bit 33 for UTRAN ANR (Only ANR for UTRAN FDD is supported in this
release, so bit 37 support for UTRAN TDD is not required).

• This enhancement apply for UTRAN FGI BIT#33 and differentiated FDD/TDD for UTRAN ANR (for this LR13.3
release only FDD supported) functions and has no feature flag to enable/disable it.

UPGRADE RULES
• To ensure the same level of functionality and performance after the upgrade than before (ISO-functionality)
the following setting should be used:
- ActivationService::lteIntraFrequencyAnrEnable = false;
- Enb::SelfOrganizationNetwork::AutomaticNeighborRelation::LteIntraFrequencyAnr::nRPriorityStatPeriod = unset;
- PerformanceManagement::enhancedAnrReported = false.
• Assumption is that ANR was previously deactivated. To ensure same level of functionality a flag should be set
to false to ensure the feature is not newly activated at upgrade.

- As feature activation parameters focus on ―Up to 72 visible X2 links‖ so some workaround in order to reach close to the
maximum available.
