1. Establish partnerships to support the NGAP Task
Force;
2. Assist States and the aviation community to:
a) plan mid- and long-term human resources needs,
b) meet the challenges of attracting and retaining the next
generation of aviation professionals;

3. Establish a research group for issues monitoring,


agenda setting regarding future problems for
aviation, including human resource constraints,
and comparisons with other industries; and
4. Support the harmonized implementation of
competency based methodologies

Objectives
To support the harmonized implementation of competency-
based training and assessment for ATCOs and ATSEPs.

Deliverables
Developed first draft of ATCO and ATSEP competency
frameworks.
Developed first draft of material for inclusion in ICAO PANS-
Training document (9868)
Develop first draft of ATCO training manual for hand-over to
ICAO Secretariat
Update ATSEP training manuals in accordance with ATSEP
competency framework and for hand-over to ICAO Secretariat.
