With reference to the above subject matter, we are pleased to submit

our TECHNICAL TENDER documents as attached herewith.

RHEINGOLD NIGERIA LIMITED is a 100% indigenous company

registered in accordance with the laws of the Federal Republic of
Nigeria to provide services in Drilling and Production in the Oil and Gas
Industry.

In addition, Rheingold commitment to the Nigerian Oil and Gas

Industry Content Development initiative is evidenced in our
investment in the establishing of a 250,000 mtpa Seamless Pipe and
Tubes Mill in-country to grossly improve Nigerian involvement in future
similar projects. RHEINGOLD has acquired land property located in
Eleme, Rivers State for the establishment of the Pipe Mill. Necessary
approvals have been procured and construction will take off shortly.

Having carefully studied the above Invitation to tender, our submission is

based on the execution of this project in conjunction with our reputable
and experienced Joint Venture partner and International Technical
Partner: WATERWELL SERVICES LIMITED and SINOPEC
HENAN NIGERIA LIMITED.

Our technical submission comprises all requested details documents as listed in

the ITT. Be assured of our technical capability to carry out all aspect of work
scope to company standard and specifications.
