Our invited guest is a native of Cantilan, Surigao del Sur.

He is a graduate of Bachelor of Science in Secondary Education (BSE) Major in

Economics and minor in English at Saint Michael College (SMC) Cantilan, Surigao
Del Sur in the year 1990 as a working student.
He finished his Masters of Arts in Education (MAEd) Major Educational
Management at Andres Soriano College, Mangagoy Bislig City in 2011 and later
Completed Academic Requirements (CAR) in Doctor in Education (Ed D) Major in
Educational Management at Surigao del Sur State University (SDSSU), Tandag City
Surigao del Sur. At present, he enrolled at SAN SEBASTIAN-RECOLLETOS - Institute
of Law Surigao City extension as Juris Doctor (JD) II or second year in the Doctor of
Laws.
He started his career as a classroom teacher and adviser from 1990-1995 and
later transferred to the Local Government Unit (LGU) of Tago Surigao del Sur as
Executive Secretary. On January 8, 1998, he transferred to the newly established
Technical Education and Skills Development Authority (TESDA) Surigao del Sur
Provincial Office as Senior TESD Specialist. Because of his exceptional performance,
he was then promoted as Supervising TESD Specialist. A few years of continued
excellent performance, RD Florencio ‘’JUN” Sunico ( RD Jun is now Region in VI Ilo-
ilo City) recommended him to the top management during the term of then Sec.
Joel Villanueva now a Senator and designated him as the OIC Provincial Director in
the Province of Dinagat Islands (PDI) on June 2014 to December 2014 and Effective
January 1, 2015 transferred to TESDA Surigao Del Norte Provincial Office vice Ms.
Liza B. Budtan and to date, he serves the Surigaonons for more than Two (2) now
and one of the most active visible Provincial Directors in Surigao Del Norte.
He is happily married to Atty. Ma. Janice Torrefranca-Millan, the city
prosecutor of Bislig City, Surigao Del Sur and blest with only child , Nicole Andre
now in Grade 8 at De La Salle John Bosco College, Mangagoy, Bislig City.
