The state of New Jersey is located just south of the largest city in the United States, New York
City. However, the many cities in New Jersey aren't so large. State records show that there are
566 towns in New Jersey. These records also show that 323 of these towns have fewer than
10,000 people. In 2003, the state discovered that it needed more money to help run all these
small towns. It had three billion dollars too little to do the job.
So they came up with a solution. Towns with 10,000 people would still get their regular help
from the state government. Those with populations of 5,000 to 10,000 would get half as much
as they had in the past. And those with fewer than 5,000 people would get no money at all from
the state. These little towns would have to combine themselves into larger towns in order to get
any money. This, of course, did not make some people happy. But most of the towns decided to
do it in order to keep receiving the money they needed.
