1. Purpose:

The purpose of this Method statement is to set guidelines and methodology to be followed with safe
working practices while performing the “street lighting & allied works” and describes the execution
methods, material used, resources, schedule, design basis and reference followed at project site.

2. SCOPE OF WORK

The scope of this document is to set up the work activities in sequence for “street lighting & allied
works” at project Construction of Internal roads and Infrastructure works in Al Shawamekh
Area for Sectors (12,7), Abu Dhabi ,site covering:
 Safe Shifting, Handling & Storage of Materials
 Excavation
 Foundation Casting For Street Light Pole
 Installation of Light Pole and Accessories (10m, 14m)
 Control Cabinet Installation
 Foundation for Lighting Control Cabinets
 Connection of the Cables (Power Cables/Lighting Cables)
 Pull Box Installation
 Earthing

5. Definitions :

 Integrated Management System (IMS): An Integrated Management System which covers


all the clauses and requirements of EN ISO 9001:2008, EN ISO 14001:2004 & BS OHSAS
18001:2007.
 Environment: Surroundings in which the Ghantoot office and sites operate, including air,
water, land, natural resources, flora, fauna, human and their interrelations of all these
elements.
 Environmental Aspects: Any element of Ghantoot’s activities, project or services that can
interact with the environment. Aspects are evaluated based on the location of activity, the
frequency of the activity, and the severity of the resulting impact or potential impact.
 Environmental Impact: Any change in the environment, positive or negative, wholly or
partially resulting from Ghantoot’s activities, project or services. The severity of an
identified environmental impact is used to establish the objectives and performance targets
for the IMS Program.
 Standards: The term refers to International Standards EN ISO 9001:2008, EN ISO
14001:2004, & BS OHSAS 18001:2007.
 Safety: Freedom from harm.
 Occupational Health: Freedom from adverse physical and mental conditions arising out of
work related situation.
 Accident: Unexpected and Unintended injury.
 Hazard: Source or situation with potential for harm in terms of human injury or ill health,
damage to property, damage to the work place environment, or a combination of these.
 Non Conformance: Any deviation from work standards, practices, procedures, regulations,
Integrated Management System performance, etc., that could either directly or indirectly
lead to unintended use or delivery, or lead to injury or illness, property damages, damage to
(GHANTOOT) establishment work place environment or a combination of these.
 Risk: Combination of the likelihood and consequences of specified hazardous events
occurring.
 Risk Assessment: Overall process of estimating the magnitude of risk and deciding whether
or not the risk is tolerable.

6. Resources :

Material and their approval

All materials shall be provided as per approved material submittals. Materials / Tools used during
the execution at site will be certified / calibrated (if required):

Subcontractor approval
Subcontractor approval shall be sought, if any subcontracting jobs involved in this scope.

Shop drawing approval


Before starting of the work, it will be ensure that all the shop drawings are approved.

Equipment

Adequate number of tools & equipment of suitable type / capacity in good working condition will
be deployed. Equipment and vehicles shall be inspected and certified by COMPANY approved TPI
services and certificate of fitness shall be submitted to COMPANY prior to its deployment at site.
All listed tools & equipments shall be calibrated (if applicable) prior to use and must have valid
calibration certificates.

Responsibilities:

 Project Manager:
To bear overall responsibility for timely and quality execution of works and ensures the
effective use of resources and manpower.
 Project Engineers:
To ensure all operations are in accordance with the relevant Project contract specifications
and this method statement and check the accuracy of the works done by the site
engineers.

 Site Engineers:
To ensure that all the works are carried out as per the approved shop drawings.
Coordinate with surveyors for accuracy of the work.

 QA/QC Engineer:
To ensure that the works are carried out as per the specifications. Necessary tests are to
be carried out and results are to be provided to the Engineer.

 HSE Officer/Coordinator:
To ensure that the works are carried out in a safe manner. Give necessary guidelines to the
workforce and facilitate safe working condition.

 Foreman:
To ensure to carry out the work with proper control over labors and equipment’s.
Coordinate with surveyor for accuracy of the work.

To organize that the work is being carried out accurately as per the contract requirements in a
safe manner in coordination with Sr. Surveyor.

7. Safety Precautions :

Objective

To ensure that all safe practices are adhered to, as per standard operating procedures, Safety
Management Plan and contractual obligations while works are being carried out.

Environment, Health and Safety Requirements

 All Personnel involved in the activities covered in the scope of this method statement
shall follow the requirements of Health & Safety Construction Management Plan and
Construction Environment Management Plan.
 All safety measures and Employer safety procedures shall be implemented.
 All safety measures and precaution shall be taken as defined in the Safety Policy of
Company and/or as required by Client/ Engineer/ other concerned department.
 Ensure that everybody within the work site shall wear proper personal protective
equipments (PPE).
 Conduct daily tool box meeting for mutual understanding of the works.
 Conduct regular or daily check of equipments or machinery prior to use.
 Encourage all workers to consider health, safety and environment requirements in their
activities and provide proper facilities, equipments and safety gear ensuring its correct
use.
 Provide safe access, gantries and adequate lighting where required & carries out regular
safety inspections and safety audits.
 All drivers shall have valid license from UAE, and Third Party Certificates
 All work permits (as applicable) shall be obtained prior to commencing any work.
(Refer to Sec – 5.2 Project Permit to work Procedures in OHS CMP – Rev 01).
 Barricades and Warning signs to be provided for excavation at site / work area.
 Spill prevention control measures are put in place as per Construction Environmental
Management Plan (CEMP) requirement.
 All waste is managed as per CEMP requirement.
 All waste water handling procedures be adopted specific for this activity if required as
per CEMP obligations.
 MSDS Sheet will be provided for all chemicals going to use.
 Excavation inspection Checklist to be implemented.

Emergency Procedure

 Safety induction will be conducted for all individuals working at site.


 Site team will be responsible for keeping away vehicles / equipment’s safely away from
the services and other concerned area.
 First Aid kit will be available at all times in the area.
 We will follow the Emergency Response procedure as mentioned in our Approved
Health and Safety Construction Management Plan along with Employers Emergency
Preparedness Procedure.(Refer to Sec – 5.7 Emergency Management Plan in OHS CMP
Rev 01).

Protective and Safety Equipment’s

Minimum Personnel protective equipment to be worn by all staff and operatives on this site to
carry out the tasks of this method statement are:
Safety Helmet
Safety Boots
High Visibility vest
Safety goggles
Safety Gloves as and when required
Dust mask as and when required
Ear protection as and when required

8. DETAILED CONSTRUCTION SEQUENCE ( METHODOLOGY)


Following are the sequence and procedures for the execution of activities to be carried out for the
street lighting & allied works.

8.1 Safe Shifting, Handling & Storage of Materials


8.2 Light Pole installation (10 & 14m)

8.1 Safe Shifting, Handling & Storage of Materials


Following are the sequence and procedures for the execution of activities to be carried out for the
safe Shifting, Handling and Storage of materials.
8.1.1 All engine powered mobile equipment shall be equipped with an audible reversing alarm device.
8.1.2 All lifting tools / Tackles and equipment shall have third party valid certification before use.
8.1.3 Lifting equipment operators shall possess 3rd Party Competency Training and certified.
8.1.4 The movement of vehicles/equipments/machineries shall be controlled by competent flagman
(banks man) and all equipment shall have back alarm system and warning lights.
8.1.5 Certified rigger/banks men shall be deployed during the operation of heavy equipment.
Rigger/Banks men shall wear florescent jackets and remain at all times visible to the operator.
8.1.6 All lifting equipment and tools shall be of suitable capacity, certified for the load and in good
condition. No temporary lifting equipment’s shall be used.
8.1.7 All Lifting equipment’s and tools and tackles shall be inspected and certified by TPI agency and
Certificate of Fitness shall be available at site all times.
8.1.8 All lifting operations shall be carried out by an appropriate equipments/machineries/lifting
tackles/lifting gears with valid third party certificates and Competent personnel to be deployed to the
task.
8.1.9 Check the Safe Working Load of Lifting Tackle. Do not over load the Lifting Tackle and Inspect
prior to every use. Do not use the damaged, if so return to store.
8.1.10 Appropriate and third party approved lifting equipment (crane or forklift) shall be used for
loading/unloading of Equipment.

8.1.11 Warning signs shall be erected in advance for loading/unloading area like Men at Work, Lifting
under progress etc.
8.1.12 Necessary safety barricades and warning signs shall be provided in advance for the
loading/unloading area like Men at Work, Lifting under progress etc. according to the Client/
company policy and local regulation requirements to prevent unauthorized access.
8.1.13 Provide tag line for controlling the movement during lifting.
8.1.14 Trained/approved Rigger shall be provided during loading/unloading of equipment.
8.1.15 The Equipment to be transported to the construction site shall be placed on the trailer and should be
settled at the appropriate position.
8.1.16 The equipment should always be transported, Loaded and unloaded in vertical position
8.1.17 Equipment shall be stores securely on even surface and in a safe place to avoid any physical
damage/injury.
8.1.18 Equipment shall be inspected for capacity, dimensions & type as per approved Material submittal,
datasheets and visually for any damages.

8.2 LIGHT POLE INSTALLATION


8.2.1 General
8.2.1.1 Ghantoot–EPD shall ensure that the service reservation, network route are approved from Town
Planning Department prior shop drawing submission.
8.2.1.2 Ghantoot–EPD shall obey all relevant rules as applied by the Traffic Department with reference to
the traffic sign, diversions, etc., during the performance of our work.
8.2.1.3 All the shop drawings and cable routes for proposed work shall be approved from Client /
Consultant before starting the activity on site.
8.2.1.4 Obtain service reservation details and existing services drawings from the Concerned Authorities in
coordination with the Client/Consultant according to the scope of work.
8.2.1.5 All materials shall be ensured prior to installation as per approved Material Submittal.
8.2.1.6 All installation shall be done as per ADM Specifications for Street Light Poles Section XVI-7
Version 2.0 Clause 1607.04 in line with ADM Standard Drawings (10 & 14m Light Poles).
8.2.1.7 Survey shall be carried out and detailed route survey report shall be submitted to the
Client/Consultant including discrepancy or obstructions for the further clarifications and necessary
instructions and approval.
8.2.1.8 A detailed work execution program for the aforesaid work shall be prepared indicating the intended
period/time of execution and agreed with the Client.

8.2.1.9 All proposed/ approved locations for installation of equipments shall be properly leveled, rammed
and compacted, as applicable subject to the work requirements and scope of work.

8.2.2 Excavation
8.2.2.1 Prior to start of any excavation, the area shall be checked for existing services / Utilities by
obtaining the approvals and relevant drawings. All services / obstruction discovered shall be
recorded, marked and informed to the concerned.
8.2.2.2 Excavation for the street light pole will be as per approved drawing and shall be done by drilling
machine to make bore holes.
8.2.2.3 Before proceeding with all the site activities NOC’s / Permit to Work and other necessary
approvals from all concerned authorities shall be secured.
8.2.2.4 The Excavated material shall be kept at least +2 m away from the trench edge.
8.2.2.5 The necessary safety barricades and warning signs / lights shall be provided / fixed on site
according to the safety requirements.
8.2.2.6 The necessary work arrangements shall be followed, if work will continue near by the traffic.
8.2.2.7 Wherever there is existing services/ Utilities, shall be protected with the utmost care, if applicable.

8.2.3 Foundation Casting For Street Light Pole


8.2.3.1 Foundation casting shall be done as per ADM Specifications on foundations for Light Poles
Section XVI-5 Version 2.0 clause 1605
8.2.3.2 Foundations for light poles shall include all excavating and backfilling, concrete, reinforcement
steel, anchor bolts, conduit and all appurtenances for the light pole foundations.
8.2.3.3 Foundations shall normally be executed as “short” bored piled foundations, cast in situ, which have
to be offered as the standard solution.
8.2.3.4 Location shall be marked by surveyor prior to excavation.
8.2.3.5 Ghantoot shall arrange to submit reports to the consultant on the bearing capacity at the depth
indicated on the Drawings and the acceptability of such soil to support the proposed foundation.
8.2.3.6 All foundations shall be drilled vertically with a tolerance of one in fifty.
8.2.3.7 The foundations shall be drilled with a casing being installed such that of the casing is maintained
below the bottom of the excavation as approved by the consultant, the casing may be withdrawn as
the concrete placed, provided the bottom of the casing is maintained below the top of the concrete
while the concrete is being placed and if the reinforcement, anchor bolts, and conduit can be
maintained in their correct position during the casing withdrawal. Otherwise, the casing must be
left permanently in place, unless alternative construction methods are approved by the consultant.
8.2.3.8 All exposed parts of the concrete foundations extending above the natural or finished ground line

shall be finished smooth with a steel trowel or given a rubbed surface finished.
8.2.3.9 After drilling/while drilling bentonite shall be used if required to avoid pile collapse.
8.2.3.10 After completion of drilling sounding shall be done to verify the required depth of borehole.
8.2.3.11 The fabrication of steel cage shall be carried out as per approved drawings and approved steel.
8.2.3.12 Size and spacing for cage stiffeners and spiral rings shall be verified.
8.2.3.13 The reinforcement steel cage shall be placed and secured symmetrically about the axis of the
foundation and shall be securely blocked to clear the sides of the casing.
8.2.3.14 The method of storing and handling of casings shall be such as to avoid injury to the casings.
8.2.3.15 After lowering the cage into the bore with safe manners, concrete with approved grade shall be
pouring into bore and required tests of concrete shall be done before concreting.
8.2.3.16 PVC electrical raceway or conduit of the size indicated on the Drawings shall be installed in the
foundations, as indicated on the Drawings.
8.2.3.17 Anchor bolts and PVC raceway or conduit shall be located securely in position during the placing
of foundation concrete.
8.2.3.18 Level of the concrete base to be checked by the leveling scale, to ensure that the foundation is
leveled and aligned as per the requirement.
8.2.3.19 The top of the foundations shall be constructed level to provide a proper horizontal surface for
erecting all light poles.

8.2.4 Installation of Light Pole and Accessories


8.2.4.1 All materials shall be ensured prior to installation as per approved Material Submittal.
8.2.4.2 All installation shall be done as per ADM Specifications for Street Light Poles Section XVI-7
Version 2.0 Clause 1607.04 in line with ADM Standard Drawings (10 & 14m Light Poles).
8.2.4.3 Light pole at site shall be stored with proper protection from top and bottom in order to avoid any
direct contact with ground and moisture, while all other accessories shall be stored adequately.
8.2.4.4 Stored poles shall be shifted to site and distribute in proper locations.
8.2.4.5 Pole shall be assembled on site complete with brackets, lanterns, lamps, cutout and wiring as per
approved material submittals and ensure the fitting is leveled.
8.2.4.6 Appropriate facility for lifting and cranes shall be ensured as per site requirements.
8.2.4.7 Pole shall be lifted by the crane and lowered on to the foundation to match the position of the
anchor bolts and orientation of lanterns.
8.2.4.8 Pole shall be place over the foundation / anchor bolts and leveled using the upper and lower nuts
for the perfect plumb and vertical installation.
8.2.4.9 Upper and lower bolts shall be tightened.

8.2.4.10 The gap between the base plate of pole and the foundation shall be filled with cement grout, as per
the approved documents. Cabling works shall be done according the approved documents
8.2.4.11 Coordination and shut down works shall be submitted to the Concerned Engineer / authority
sufficiently in advance to arrange shutdown of power supply where required.

8.3 CONTROL CABINET INSTALLATION


8.3.1 General
8.3.1.1 Survey of the area will be carried out prior to start of the work and proposed/ approved locations
for installation of equipments shall be properly levelled, rammed and compacted.
8.3.1.2 All civil work will commence after proper setting and approval via Inspection Request.
8.3.1.3 Prepare all the shop drawings for proposed work and shall be approved from client/ consultant
before starting the activity on site.
8.3.1.4 Wherever required necessary permits shall be obtained prior to start of the work.
8.3.1.5 Necessary material approval and procurement process shall be ensured and follow up shall be done.

8.3.2 Foundation for Lighting Control Cabinets


8.3.2.1 Control cabinet foundations shall be as indicated on the Drawings and shall meet the requirements
for quality and construction as per ADM Specifications.
8.3.2.2 All Control cabinet foundations shall be cast in store/yard according to the approved drawing and
allowed to cure for seven days.
8.3.2.3 Necessary inspection will be done at yard before the CC is transported to the site with the help of
trailer / truck as applicable for erection.
8.3.2.4 The foundations shall be made by excavating and backfilling.
8.3.2.5 The lighting control cabinets shall be mounted on the foundations by means of stainless steel
expansion bolts of adequate size as indicated by the Engineer.
8.3.2.6 The Contractor shall provide PVC conduit for entry of power cable as indicated on the Drawing.
8.3.2.7 The exposed portion of the foundations shall be finished smooth with a steel trowel or rubbed to a
smooth finish and the top of the foundation shall be constructed level to provide a proper horizontal
surface for erecting all lighting control cabinets so that no shims or other levelling devices will be
needed.
8.3.2.8 Concrete foundation shall be fixed for all proposed or approved locations as per approved shop
drawings and prior to fixing the area shall be properly levelled, rammed and compacted.
8.3.2.9 The lighting control cabinet shall control night time illumination of all roadway lighting and such
other equipment as indicated on the Drawings.

8.3.3 Control Cabinet Installation


8.3.3.1 Prior to start of any excavation for CC foundation, the area shall be free from any services.
8.3.3.2 All materials shall be ensured prior to installation as per approved Material Submittal.
8.3.3.3 All installation shall be done as per ADM Specifications for Street Light Poles Section XVI-7
Version 2.0 in line with ADM Standard Drawings for Lighting Control Cabinets.
8.3.3.4 Control Cabinets (CC) will be installed in cable route area as per approved relevant shop drawing
which is comfortable for termination.
8.3.3.5 Control Cabinet has one incoming source from the 415 volts feeder and 4 or 6 outgoing sources, as
per approved documents.
8.3.3.6 Cables shall be terminated with this Control Cabinets for taking power to the street lights.
8.3.3.7 Proper MCCB’s must be used. All applicable safety measures shall be ensured.

8.3.4 Connection of the Cables (Power Cables/Lighting Cables)


8.3.4.1 Cabling works shall be done in compliance with ADM Specifications Section XVI-4 Version 2.0
Clause 1604.
8.3.4.2 Please refer detailed separate submission of MS for cable laying, jointing, termination and testing
of MV & LV cables. IF-1-09-55840-00-C-MS-ELE-0030

8.3.5 Earthing
8.3.5.1 Earthing of all installed equipments will be carried out as per instructions of the Employer /
Concerned Authority, to comply with Standard Regulations and approved shop drawings.
8.3.5.2 All end poles of each circuit and equipments shall be earthed.

8.4 PULL BOX INSTALLATION


8.4.1 All approvals from concerned authorities, materials and requirement shall be completed prior to the
commencement of the activity.
8.4.2 All proposed/ approved locations for installation of equipments shall be properly levelled, rammed
and compacted, as per approved drawings/ documents..
8.4.3 The shop drawings for proposed work and shall prepared and get acceptance from Client /
Consultant before starting the activity on site, as applicable.
8.4.4 Wherever required necessary permits shall be obtained prior to start of the work.
8.4.5 As per the requirement excavation to be done with necessary permit and as per approved Method
statement.
8.4.6 Excavation shall be carried out manually or by machine by taking all the precautions to avoid

damage to underground services, if any.


8.4.7 Install all pull boxes according to the manufacturer’s recommendations and as shown in the
approved plan/ drawings.
8.4.8 The pull box used at site shall comply with project specification and material approval.
8.4.9 Concrete pull boxes type IV, with cast Aluminium alloys frames and covers shall be used in
compliance with approved material submittal.
8.4.10 Approved type of concrete material shall used for the construction of concrete pull boxes and
reinforcing steel shall be epoxy coated deformed steel bars shall be used.
8.4.11 All excavation foundations preparation and backfill shall comply DOT specifications.
8.4.12 The tops of the covers of pull boxes shall match final grade levels
in paved areas, and shall be placed 10 cm above final grade level in non-paved areas.
8.4.13 All unused ducts, conduits or sleeves at concrete pull boxes shall be capped in a watertight manner,
suitably.
8.4.14 Standard locknut spacing shall be arranged for proper entry of conduit to the pull box.
8.4.15 The cover shall be fastened to the box properly. Provision shall be made for properly terminating the
ground wire inside the box, as required.
8.4.16 Complete the installation of pull boxes and conduit prior to cable installation and necessary
inspection shall be done.

9. INSPECTION AND TESTING

9.1 GTGC - EPD shall provide and maintain a Quality Control (QC) program by functional area which
shall assure that all services and supplies submitted to the client/ consultant for acceptance conform
to contract requirements.
9.2 GTGC - EPD shall perform all inspections and verifications necessary to substantiate conformance
and also shall submit official Inspection Request Notification on completion of each stage well in
advance otherwise required.
9.3 Succeeding activity shall not commence unless GTGC-EPD obtained clearance for the previous
activity from the Client’s Engineer.
9.4 GTGC - EPD Quality Control Inspector is responsible to verify all the construction activities as per
approved ITP’s in coordination with the Client representative in a timely manner.
9.5 Visual inspection of materials shall be carried out at warehouse/ Yard. Thorough inspection of
materials and consumables as per work progress and manufacturer’s delivery notes will be taken.
Any defect will be reported to Concerned prior to transport to site.
9.6 Quality records shall be maintained to each stage of the work and documented as defined in the ITP
till the completion of the works.
