1.0 Introduction

The Ogden Starbucks Development is located on the northwest quadrant of the


intersection of Middle Sound Loop Road and Market Street in New Hanover County,
North Carolina. As currently planned, this site development proposes a coffee shop with
drive-thru. Three (3) accesses are proposed to the site, including one right-in only on
Market Street, and two full accesses on Middle Sound Loop Road extension. Figure 1
shows the site plan. The site location and vicinity map are illustrated in Figures 2A and
2B, respectively.

DAVENPORT was retained to determine the potential traffic impacts of this


development and to identify transportation improvements that may be required to
accommodate the impacts of both background traffic and new development traffic. The
following intersections were included in the study:

 Market Street at Middle Sound Loop Road


 Market Street at Site Access 1 (Right-in Only)
 Middle Sound Loop Road Extension at Site Access 2
 Middle Sound Loop Road Extension at Site Access 3

The intersections were analyzed during the AM (7-9 am) and PM (4-6 pm) peaks for the
following conditions:

 2018 Existing Conditions


 2019 Future No Build Conditions
 2019 Future Build Conditions
 2019 Future Build Conditions with Improvements (as necessary)

The Wilmington Metropolitan Organization (WMPO) and NCDOT were contacted to


obtain background information and to ascertain the elements to be covered in this
Transportation Impact Analysis (TIA). The approved scope for this TIA is included in the
appendix. Information regarding the property was provided by Tri City, Inc.

2.0 Existing Conditions
2.1 Inventory
A field investigation was conducted by DAVENPORT staff to determine the existing
roadway conditions in the study area. Table 2.1 contains the results of this effort.
Figure 3 illustrates the existing lane geometry.

2.2 Existing Traffic Volumes


Existing traffic volumes for this project were collected by DAVENPORT staff. Table 2.2
contains the dates these counts were conducted. School was in session at the time of
traffic counts. Figure 4 shows the 2018 AM and PM peak hour volumes. More
information can be found in the Traffic Volume Data section of the appendix.

3.0 Approved Developments and Committed Improvements

3.1 Approved Developments

Approved developments are developments that have been recently approved in


the area, but not yet constructed. Per WMPO staff, there are no approved
developments to be considered in this analysis. The 1.0% annual growth rate for 2019
future conditions would be sufficient to account for background traffic growth.

3.2 Committed Improvements

Committed Improvements are improvements that are planned by NCDOT, the City, or
a developer in the area, but not yet constructed. There are no committed
improvements in the vicinity of the proposed development to account for in the analysis.

4.0 Methodology

4.1 Base Assumptions and Standards

In general, the analysis for this project was conducted utilizing commonly accepted
NCDOT standards. The following table contains a summary of the base assumptions:

4.2 Trip Generation
The Ogden Starbucks development is planned to consist of a coffee shop with drive-
thru. The trip generation potential of this site was computed using TripGen 2013
software, which is based on the 9th edition of ITE Trip Generation Manual. Table 4.2
presents the results.

4.3 Trip Distribution


Site trips for this proposed development were distributed based on the existing traffic
patterns and engineering judgment. The trip distribution model is shown in Figure 5, and
the directional distributions for site trips are as follows:

 45% to and from the north on Market Street


 35% to and from the south on Market Street
 10% to and from the east on Middle Sound Loop Road
 10% to and from the west on Middle Sound Loop Road

4.4 2019 Future No Build Traffic


The 2019 future no build traffic volumes were computed by applying a 1.0%
compounded annual growth rate to the 2018 existing traffic volumes. Figure 6 shows
2019 future no build traffic volumes for AM and PM peaks.

4.5 2019 Future Build Total Traffic


The 2019 build-out traffic volume was obtained by summing the 2019 future no build
volumes and site trips due to the proposed development. Site trips are shown in Figure
7. The 2019 future build volumes are shown for AM and PM peaks in Figure 8.

5.0 Capacity Analysis

5.1 Level of Service Evaluation Criteria

The Transportation Research Board’s Highway Capacity Manual (HCM) utilizes a term
“level of service” to measure how traffic operates in intersections and on roadway
segments. There are currently six levels of service ranging from A to F. Level of
service “A” represents the best conditions and Level of Service “F” represents the worst.
Synchro Traffic Modeling software was used to determine the level of service for studied
intersections. Note for unsignalized intersection analysis, the level of service noted is
for the worst approach of the intersection. This is typically the left turn movement for
the side street approach, due to the number of opposing movements. All worksheet
reports from the analyses can be found in the Appendix.

5.2 Level of Service Results

The results of the level of service analysis are discussed by intersection below.
Market Street at Middle Sound Loop Road

This signalized intersection currently operates at LOS E during the AM and PM peaks.
In 2019 future no build conditions, LOS E is expected in the AM peak and LOS F in the
PM peak. In 2019 future build conditions, it is expected to remain unchanged. It is
recommended to convert the eastbound through lane to an eastbound through/right
lane and perform signal modifications. With recommendations in place, this intersection
is expected to operate at LOS E in the AM and PM peaks.

This unsignalized intersection currently operates at LOS B during the AM and PM


peaks. In 2019 future no build conditions, LOS B is expected in both the AM and PM
peaks. In future build conditions, LOS C is expected for both AM and PM peaks. This
site access should be designed according to NCDOT standards.

to remain unchanged. This site access should be designed according to NCDOT

Market Street at Site Access 1

In future build conditions, this site access is anticipated to operate at LOS A during the
AM and PM peaks. The need for auxiliary turn lanes was reviewed based on criteria in
the 2003 NCDOT “Policy on Street and Driveway Access”. Based on a review of
NCDOT turn lane warrants, it is recommended to extend the existing right turn lane with
100 feet storage and appropriate taper for Site Access 1. In addition, this right-in only
site access should be designed according to NCDOT standards. With these
recommendations in place, this intersection is expected to continue operating at LOS A
in the AM and PM peaks. We understand that this improvement will require
coordination with NCDOT for execution of a developer/NCDOT agreement whereas
NCDOT would design/construct the roadway turn lane improvement as part of the U-
4902D project with the developer responsible for the associated costs.

7.0 Internal Queueing Summary

DAVENPORT collected data at an existing Starbucks store close in proximity to the


proposed site in order to evaluate whether the proposed site plan has adequate internal
distance for vehicles queueing at the pick-up window and menu board. This exercise
was completed in coordination with the client and NCDOT with the existing site selected
for observation located at 311 S. College Rd. in Wilmington. This existing Starbucks
performs 36% better than an average Starbucks with this statistic coming directly from
Starbucks data. The sales volume of the S. College store is higher due to the amount of
retail in the area as well as the proximity to the University and other daytime population.
Therefore, the internal queuing observations for the existing Starbucks store are
expected to provide a conservative estimate for predicting queue lengths expected for
the proposed Ogden Starbucks project.

Data was collected on January 10th, 2018 between the hours of 7:00am-9:00am. For
each 15-minute segment, the maximum queue at the pickup window and menu board
were each recorded. It is approximated that each vehicle in queue utilizes 20 feet of
space. The data is summarized below.

The peak hour observed occurred between 7:30am – 8:30am. The maximum queue
observed during peak hour was 9 vehicles (180 feet). This is also the maximum queue
observed throughout the entire two-hour segment. Based on the site plan, it is
estimated the proposed site provide 165 feet of drive-thru length, with additional
distance of approximately 150 feet between the end of the drive-thru and Site Access 2.
This provides a full distance of 315 feet (shown below).

8.0 Summary and Conclusion
The Ogden Starbucks Development is located on the northwest quadrant of the
intersection of Middle Sound Loop Road and Market Street in New Hanover County,
North Carolina. As currently planned, this site development proposes a coffee shop with
drive-thru.

Based on trip generation rates and equations published in Trip Generation (Institute of
Transportation Engineers, 9th Edition), this development has a trip generation potential
of 221 trips in the AM peak and 94 trips in the PM peak.

DAVENPORT was retained to determine the potential traffic impacts of this


development and to identify transportation improvements that may be required to
accommodate the impacts of both background traffic and new development traffic.

For the Market Street at Middle Sound Loop Road intersection, it is recommended to
convert the eastbound through lane to an eastbound through/right and perform signal
modifications.

For the Market Street at Site Access 1, the need for auxiliary turn lanes was reviewed
based on criteria in the 2003 NCDOT “Policy on Street and Driveway Access”. Based
on a review of NCDOT turn lane warrants, it is recommended to extend the existing
right turn lane with 100 feet storage and appropriate taper for Site Access 1. We
understand that this improvement will require coordination with NCDOT for execution of
a developer/NCDOT agreement whereas NCDOT would design/construct the roadway
turn lane improvement as part of the U-4902D project with the developer responsible for
the associated costs.

In conclusion, this study has reviewed the impacts of both background traffic and this
development traffic. Please note that all accesses to the site should be designed
according to NCDOT standards
