CURRENT EXPERIENCES
For Overseas Component, the Consultants task are sending selected fellows to Japan for
Degree program (Doctor, Master Regular and Master Linkage) and non-degree academic
training programs (Training of Trainers (ToT), Staff Enhancement, Seminar
Participation). The Consultant’s task also supporting academic staff exchange between
Japan and Indonesia for lectures, workshop, symposium, etc., and supporting academic
activities in Indonesian Institutions such as degree, non-degree and language trainings.
The total target participants received the fellowship from BAPPENAS are 1,257 people
for the Overseas Component (562 people for Degree Track, 635 people for Non Degree
Track and 60 people for Staff Exchange Track).
For Domestic Component, the Consultants task are giving academic fellowship services
for the selected fellows conduct studies in several universities in Indonesia and also
provide assistance and services in academic training program. The total target
participants received fellowship from BAPPENAS are 4,940 people for the Domestic
Component (1,315 people for Degree Track and 3,625 people for Non Degree Track).
For PHRD IV Project, TRIPPCONS has established two project offices, one office in
Tokyo Japan for Overseas Component, and one other office for Domestic Component in
Jakarta Indonesia. The two project offices having close coordination with TRIPPCONS
headquarter in Jakarta, as describe below:

The primary objective of the study is to prepare a strategy and model for public campaign
for polytechnic education in order to improve public awareness and attract
industry/employers to consider polytechnic graduates as source of skillful employees.
The assignment includes identification of critical factors impeding the image of
vocational higher education, and explores ways/strategies on how to improve the image
both for the public and industry. A firm will be recruited to develop social marketing and
advocacy campaign strategy, recommend promotional activities that could be
implemented to achieve above objective and produce model/mock-up of the
promotional/campaign materials. The Consultant will undertake the following tasks: 1)
To develop social marketing and advocacy concept to improve the image of polytechnic
education. In developing the concept, the consultant team should consult with relevant
stakeholders, including with private sector/industry (the user of polytechnic graduates)
and with the senior vocational school/SMK (the input for polytechnic education) and
conduct market study; 2) To visualize the agreed social marketing and advocacy concept
into idea and determine the effective media channel; 3) To gather the data on best
practices from successful polytechnics. The selection of successful polytechnics should
be agreed with PMU; 4) To visualize and design the mock-up/model of promotional
materials. Depending on the approved media channel, activities in this stage will include
but not limited to the audition models, photography, printed final art and illustrated of

story board for video advertising; 5) To supervise the production of promotional
materials by appointed contractor; 6) To organize the events (FGD, workshop, meetings)
to support the above activities.
(1) develop a comprehensive capacity building strategy based on desk review, mapping
of stakeholders and targeted beneficiaries (women entrepreneurs) and needs assessment
of women entrepreneurs;
(2) develop training modules for trainers/women entrepreneurs based on the needs
assessment and consultations with relevant stakeholders, especially LKPP;
(3) conduct training of trainers and 1 (one) piloted training of women entrepreneurs;
(5) develop a report capturing the process of capacity building training and lessons
learned to give insights for a sustainability strategy and policy uptake
(6) provide mentoring and activity plan for women entrepreneurs in developing
comprehensive training strategies in the future.

START AUGUST 2016 UNTIL JULY 2017. LOCATION: Batam, Bintan, Lingga,
Natuna (Riau Islands Province); Tapanuli Tengah, Nias Utara (North Sumatera
Province); and Mentawai (West Sumatera Province).
Scope of services of the project: The Project Management and Technical Consultants
(PMTC) will support the PMO, NPIU KKHL, including relevant UPTs and PIUs in:

activities in the districts that are eco-friendly and sustainable, marine-resources-
based, are connected to strong private sector and public partners, and are creating
economically strategic and successful alliances.
t. Working closely with LIPI and the regional CRITCs in developing the Project’s
research framework, identifying possible research partners, assisting the PIUs in
contracting out of research studies/surveys to suitable institutions, monitoring the
conduct of research, and evaluating research results
OUR PROJECTS:
The primary roles of the OMT are to support the Directorate General Basic Education,
Ministry of Education and Culture as the Executing Agency in implementing district
grants,, including:

Help to facilitate the confirmation, and help organize/prepare the on-granting
agreement.
Finalization of JUKLAK and JUKNIS (Program Operation Manual = PAM) be
completed prior to program implementation, and be disseminated and trained to all
participating districts during the first month of the program in this case, OMT
will need to facilitate training/workshops.
Together with Technical Advisors help the districts in preparing proposal for grant
funding; through District Advisory Team/consultant;
Prepare survey plan for MSS status quo assessment, including sampling
procedures, instruments for data collection, analysis table and record keeping.
Ensure that detail procedures and mechanisms for proposal submission, review and
approval, budget release, recording and reporting are in place; this is the major
task of OMT: i.e. to ensure that funds are transferred to districts timely, funds
are used effectively and efficiently (based on the PAM and approved
Proposal), funds are reported correctly and timely, and funds are replenished
to ADB timely.
OMT will need to prepare good a database/record for implementation of
activities of 110 districts in 16 provinces, including results of MSS status quo
assessment, funds disbursement, replenishment, etc
The OMT will need to keep/administer documents of funds release,
replenishment, and financial reporting from each district. The OMT will need
to train District Advisory Team in handling financial administration, and
provide guidance/supervision throughout program implementation.
TRIPPCONS provided assistance in sending echelon III/IV staffs for a short course
training program in Advanced Management. The related courses as follow: 1. Bangkok
(Leadership and Management in Development; Monitoring and Evaluation results); 2.
Singapore (Critical Thinking for Leadership Role; Analytical and Creative Problem
Solving; Assertiveness Technique and Approach); 3. Manila (Organizational
Management and Strategic Human Resource Development for Public Organization); 4.
Kuala Lumpur Malaysia (Public Policies: Design, Implementation and Evaluation); 5.
UK (Knowledge and Performance Management).
The primary objective of this project is to improve the management Skill, knowledge
and Performance staff of DGBE. This project was part of comprehensive measures
taken by the DG in strengthening their human resources in management. The task
of the consultants include: a) Arrange coordination with Secretariat in selecting the
training participants; b) Arrange coordination with training provider in selected
countries to conducted training implementation; c) Coordinate with training provider,

conduct monitoring and evaluation of participant’s performance during the training
implementation; d) Prepare report to the project officer.
For Overseas, TRIPPCONS arranged coordination for sending selected staffs under
the Secretariat DGMPSE, MONE to Advance English Course in EF International
School in Brisbane, Australia. TRIPPCONS also arranged coordination for sending
selected staffs of Echelon III/IV to a short-course program of Advanced Management
in Bangkok, Thailand. While for In-House Training Program, TRIPPCONS arranged
coordination for sending selected staffs to follow Management Training at PPM
Management Jakarta.

AGENCY WAS DIRECTORATE GENERAL OF REGIONAL AREA
DEVELOPMENT MINISTRY OF VILLAGE, DISADVANTAGES AREAS
DEVELOPMENT AND TRANSMIGRATION, WITH CONTRACT VALUE OF
IDR 7,431,738,600. THE REGION COVERING: NORTH SULAWESI,
CENTRAL SULAWESI, SOUTH SULAWESI, SOUTHEAST SULAWESI,
GORONTALO, WEST SULAWESI, EAST NUSA TENGGARA, MALUKU,
NORTH MALUKU, PAPUA, WEST PAPUA.

Consultant’ team consist of National and Regional Experts. Scope of Work of the
consultants as follows: 1) Determining the concept and strategy of PLKSDA-BM
Program; 2) Facilitating the socialization and dissemination of general guideline and
other guidelines, JUKLAK, JUKNIS, of PLKSDA-BM Program; 3) Preparing and
developing technical guideline and modules needed for the implementation of
PLKSDA-BM Program; 4) Conducted regular internal meeting for program
consolidation, and achievement progress; 5) Facilitating the development of program
work plan both central and regional under AWP Workshop; 6) Conducting
consolidation of financial report and program asset of PLKSDA-BM program each
financial year; 7) Facilitating the performance of work unit as the implementing of
PLKSDA-BM program and provide recommendation related to the sustainability
program; 8) Facilitating the implementation of monitoring, supervision and controlling
of PLKSDA-BM program; 9) Facilitating the consolidation of program profile of

Our consultants responsible in assisted the Health Office of East Nusa Tenggara
Province in strengthened the application of all MNH program guidelines at all levels,
including: Desa SIAGA, Birth Preparedness plan and complication readiness (P4K),
Revitalisation of Puskesmas and Partnership of midwife, traditional birth attendant
(TBA) and village volunteer (Kader). The technical assistance in community
engagement will contribute to the higher level objectives such as: Women and families
have knowledge of appropriate practices and MNH services; Communities are involved
in the provision and support of MNH services; Communities and civil society have the
resources, capacities and supportive environment to actively engage in planning and
delivery of services.

TRIPPCONS responsible in assisted the Project Implementation Unit (PIU) in the
implementation of PNPM-PISEW for their institutional strengthening and capacity
building, such as supported the PIU in capacity building process of regional institutions
from province to village in regional management; supported the PIU in training
implementation and assisted the PIU in plan preparation of PNPM-PISEW activity.
This is also one of our core competences in providing services to improve the
capacity and capability of government institutions and building their capacity to
strengthen their organization including their personnel in order to give a service
excellent to the community.

TRIPPCONS provides assistance to the secretariat in their day to day activities such as:
prepared all materials support for meetings under the subdirectorate; processed data
and information to support the day to day task of the sub directorate; inventarized and
assessed any institutional problems arise under the implementation of regional spatial
planning; giving advisory and alternative problem solving related to the institutional
problem and developed information of regional spatial planning; conducted review on
coordination meeting report on regional spatial planning and prepared schedule and
work agenda for the regional spatial planning sub directorate to developed effective
mechanism with BKPRN and BKPRD.

STANDAR OPERATIONAL PROCEDURES (SOP) DEVELOPMENT OF
BPSDM SECRETARIAT MINISTRY OF TRANSPORTATION, 2012.
(PROJECT VALUE OF IDR 866,360,000)
We are assisted the division under the BPSDM secretariat on the SOP development and
the ISO preparation including selecting appropriate criteria/indicator for the SOP and
conducting training to the related staff on SOP Development and ISO preparation.
The Project is to assist the BPN in development process of Bureaucracy Reform (RB)
activity. We are responsible in assisting BPN RI in development of proposed documents
of RB, development road map of RB, development of acceleration Program (Quick
Wins) and grand Design of RB at BPN RI.
OUR PROJECT:
The project will support all implementing agencies in administration and financial
aspects to meet both ADB and Government regulations on safeguard, procurement and
financial requirements. This output will manage and implement project
activities, and also institutionalize national coral reef management arrangements.
The project management office (PMO) will coordinate and monitor project activities,
implement the project performance monitoring system (PPMS), conduct project
evaluation surveys, and prepare quarterly, annual, midterm and project completion
reports.The project is designed as a sector project, enabling an integrated focus on
sector development plans and the adequacy of institutions to formulate and manage
these plans. The selection of subprojects within this sector modality will be based on
detailed criteria that have been agreed with the government (Section III, D). Key

criteria require that the subproject (i) contributes directly to environmentally sound
non-consumptive resource utilization across the MPAs (such as environmentally-
responsible tourism); (ii) supports development of sustainable fisheries (e.g.,
enhancing fish market facilities, fish landing sites, fish catch monitoring and catch
regulation); (iii) contributes to fostering sustainable livelihoods that reduce fishing
pressure or provides non-traditional gainful employment within the sector; and (iv)
enhances effectiveness, governance, and financial sustainability of co-managed
MPAs. Subprojects will be formulated and implemented using a community-driven
development (CDD) approach.
TRIPPCONS offers consulting activities related to river basin and water resources
management plan and development, including irrigation and water resources
development sector concerned with the identification of irrigation schemes,
surveys and investigations, appraisal, design, construction, institutional
development, operation and maintenance, monitoring and evaluation, and
supervision.

The contract sign on 3 April 2014 until 30 November 2016 for the contract value of
IDR 18.750.340.000,-. The project covering 101 districts in 14 provinces in
Indonesia.
The main goal of the project is to increase economic growth and to reduce rural poverty
in 14 provinces and 101 districts of rural Indonesia, with the objective: 1) To sustain
decentralized management of irrigation schemes; 2) To increase the agricultural
productivity and the farmer income; 3) To facilitate farmers to adopt environmental
friendly technologies that are adaptive to climate change ; 4) To improve post harvest
processing, marketing and financing.
The main activity of our consultants are program planning, management, monitoring
and evaluation including training, workshop and extension program to the local
farmer’s groups, with the work plan in referred to the approach and methodology is
developed as follows: Phase 1: Project Preparation; Phase-2: Field Identification
