CURRENT EXPERIENCES

1. CONSULTING SERVICES FOR PLANNING MANAGEMENT AND


FELLOWSHIP SUPPORT PROFESSIONAL HUMAN RESOURCES
DEVELOPMENT (PHRD) IV, JICA LOAN IP 568. THE EXECUTING AGENCY
IS CENTER FOR PLANNER DEVELOPMENT, EDUCATION AND TRAINING
(PUSBINDIKLATREN), NATIONAL DEVELOPMENT PLANNING AGENCY
(BAPPENAS). CONTRACT VALUE OF 626,248,430 JAPANESE YEN OR
APPROXIMATELY IDR 75,149,811,600 WITH CONTRACT DURATION FROM
JUNE 2016 UNTIL FEBRUARY 2022.

TRIPPCONS should provide project management, academic management, fellowship


management, financial and administrative services, database system management and
alumni survey activity for smooth implementation of Project. Scope of services of the
Consultant is deemed to cover all programs under Overseas and Domestic Components
both Degree and Non Degree Tracks.

For Overseas Component, the Consultants task are sending selected fellows to Japan for
Degree program (Doctor, Master Regular and Master Linkage) and non-degree academic
training programs (Training of Trainers (ToT), Staff Enhancement, Seminar
Participation). The Consultant’s task also supporting academic staff exchange between
Japan and Indonesia for lectures, workshop, symposium, etc., and supporting academic
activities in Indonesian Institutions such as degree, non-degree and language trainings.
The total target participants received the fellowship from BAPPENAS are 1,257 people
for the Overseas Component (562 people for Degree Track, 635 people for Non Degree
Track and 60 people for Staff Exchange Track).

For Domestic Component, the Consultants task are giving academic fellowship services
for the selected fellows conduct studies in several universities in Indonesia and also
provide assistance and services in academic training program. The total target
participants received fellowship from BAPPENAS are 4,940 people for the Domestic
Component (1,315 people for Degree Track and 3,625 people for Non Degree Track).

For PHRD IV Project, TRIPPCONS has established two project offices, one office in
Tokyo Japan for Overseas Component, and one other office for Domestic Component in
Jakarta Indonesia. The two project offices having close coordination with TRIPPCONS
headquarter in Jakarta, as describe below:

2. CONSULTING SERVICES FOR DEVELOPMENT OF SOCIAL MARKETING


AND ADVOCACY STRATEGY FOR POLYTECHNIC EDUCATION
DEVELOPMENT PROJECT (ADB LOAN NO. 2928-INO). THE EXECUTING
AGENCY IS DIRECTORATE GENERAL OF LEARNING AND STUDENT
AFFAIR (DGLSA), MINISTRY OF RESEARCH, TECHNOLOGY ANG
HIGHER EDUCATION (MORTHE). CONTRACT VALUE OF IDR
2,489,235,000.

The primary objective of the study is to prepare a strategy and model for public campaign
for polytechnic education in order to improve public awareness and attract
industry/employers to consider polytechnic graduates as source of skillful employees.
The assignment includes identification of critical factors impeding the image of
vocational higher education, and explores ways/strategies on how to improve the image
both for the public and industry. A firm will be recruited to develop social marketing and
advocacy campaign strategy, recommend promotional activities that could be
implemented to achieve above objective and produce model/mock-up of the
promotional/campaign materials. The Consultant will undertake the following tasks: 1)
To develop social marketing and advocacy concept to improve the image of polytechnic
education. In developing the concept, the consultant team should consult with relevant
stakeholders, including with private sector/industry (the user of polytechnic graduates)
and with the senior vocational school/SMK (the input for polytechnic education) and
conduct market study; 2) To visualize the agreed social marketing and advocacy concept
into idea and determine the effective media channel; 3) To gather the data on best
practices from successful polytechnics. The selection of successful polytechnics should
be agreed with PMU; 4) To visualize and design the mock-up/model of promotional
materials. Depending on the approved media channel, activities in this stage will include
but not limited to the audition models, photography, printed final art and illustrated of

story board for video advertising; 5) To supervise the production of promotional
materials by appointed contractor; 6) To organize the events (FGD, workshop, meetings)
to support the above activities.

3. CONSULTING SERVICES FOR CAPACITY BUILDING OF WOMEN


ENTREPRENEURS IN ACCESSING PUBLIC PROCUREMENT UNDER
SOCIAL GENDER ASSESSMENT (SGA) – MCA INDONESIA. THE TOTAL
PROJECT VALUE IS USD 399,635 OR APPROXIMATELY IDR 5,195,255,000
WITH CONTRACT DURATION FROM AUGUST 2016-MARCH 2018. Project
location include Jakarta, Surabaya, Bandung, Makassar and Medan.

The project is purposing to undertake activities for:

1. Enhancing the capacity of women’s enterprises in accessing government


procurement through
2. Developed comprehensive capacity building strategies, including provision of
services to train the trainers, of women entrepreneurs in accessing government
procurement

The Consultant’s tasks:

(1) develop a comprehensive capacity building strategy based on desk review, mapping
of stakeholders and targeted beneficiaries (women entrepreneurs) and needs assessment
of women entrepreneurs;

(2) develop training modules for trainers/women entrepreneurs based on the needs
assessment and consultations with relevant stakeholders, especially LKPP;

(3) conduct training of trainers and 1 (one) piloted training of women entrepreneurs;

(4) conduct training of women entrepreneurs in 5 selected city in Indonesia.

(5) develop a report capturing the process of capacity building training and lessons
learned to give insights for a sustainability strategy and policy uptake

(6) provide mentoring and activity plan for women entrepreneurs in developing
comprehensive training strategies in the future.

 (COREMAP CTI), ADB GRANT NO. 0379-INO. CONTRACT

START AUGUST 2016 UNTIL JULY 2017. LOCATION: Batam, Bintan, Lingga,
Natuna (Riau Islands Province); Tapanuli Tengah, Nias Utara (North Sumatera
Province); and Mentawai (West Sumatera Province).

Scope of services of the project: The Project Management and Technical Consultants
(PMTC) will support the PMO, NPIU KKHL, including relevant UPTs and PIUs in:

a. Preparing detailed Project work and financial plans; 



b. Developing implementation approaches, procedures, and guidelines for key project
activities and for coordinating implementation by the concerned agencies at the
national, and regional level;
c. Strengthening local communities to take part in participatory model for
decentralized co-management and surveillance of coral reef resources;
d. Procuring goods and services, including preparation of international standard
bidding documents, evaluation of bidding, selection of winning bidders and award
of contracts to winning bidders;
e. Preparing Financial Reports (monthly, quarterly and annually) in accordance with
Standar Akuntansi Pemerintah (SAP) including disbursement and replenishments
as required by the bank;
f. Preparing quarterly disbursement and replenishment plans;
g. Monitoring Project progress and the performance of various service contractors;
h. Preparing regular progress reports for submission to MMAF and ADB, including
quarterly interim financial reports and half yearly progress report for ADB
submission;
i. Preparing borrower project implementation completion report; and
j. Assisting ADB missions.
k. Preparing detailed Project work plan for sustainable economics development,
ecosystem services development, community development, public relation and
awareness, and implementation of environmental and social safeguards;
l. Facilitate preparation of detail project workplan for other technical activities (eg.
MPA development; Institutional development);
m. Developing implementation approaches, procedures, and guidelines for key
project activities and for coordinating implementation by the concerned agencies
a t t h e national and regional level;
n. Developing and implementing various empowerment and economic development
activities with the communities, primarily in the seven ADB districts;
o. Designing the outreach and communication systems so that all stakeholders receive
timely information on activities, opportunities, results;
p. Advising NPIUs on the development and application of an environmental and social
safeguard screening process prior to the approval of each village infrastructure
development plan and the award of civil works contracts to avoid or minimize
adverse environmental and social impacts.
q. Implementing the Environment and Social Safeguard Framework (ESSF) and
assisting NPIU/PIUs in developing relevant safeguard documents required by the
framework, including providing training/capacity building for the PIUs
r. Working with districts, NGO, and contractors in community empowerment,
resource management, village development, and income generation; and
s. Planning and supporting a feasibility review of various economic enterprise

activities in the districts that are eco-friendly and sustainable, marine-resources-
based, are connected to strong private sector and public partners, and are creating
economically strategic and successful alliances.

research framework, identifying possible research partners, assisting the PIUs in
contracting out of research studies/surveys to suitable institutions, monitoring the
conduct of research, and evaluating research results

EXPERIENCE BY FIELD OF SERVICES

1. EDUCATION, TRAINING AND EVENT ORGANIZING (EO)

TRIPPCONS provide consulting services in the fields of education, training and


EO in all levels of education including primary/basic education, secondary and
senior secondary education, higher education, non-formal education, vocational
education that covered areas of school-based management, community
participation, social and community development, socialization and facilitation.

One of TRIPPCONS strong competencies is providing training organization both


in-house and overseas training. For in-house training program, we have a
qualified training organization team that include the manager, trainers,
facilitators, and back-stopper that fully support the activities. While for overseas
training program, we have a strong connection with the qualified training
providers at several countries such as, Singapore, Malaysia, Thailand, the
Philippines, United Kingdom, Canada, and Australia. While as Training
Organizer, we also provide an event organization related to the seminar,
workshop, conference and others. Has been register with MICE, we strongly
confidence we can provide professional event organization to our client.

OUR PROJECTS:

ASIAN DEVELOPMENT BANK PROJECT FUNDED BY EUROPEAN UNION


NAMELY TA ADB, TA-8358 INO: MINIMUM SERVICE STANDARDS
CAPACITY DEVELOPMENT PROGRAM - OPERATIONAL
MANAGEMENT TEAM - MSS (47013-001). THE PROJECT START ON 3
DECEMBER 2013 UNTIL 27 FEBRUARY 2017. THE CONTRACT VALUE OF
USD 1,666,560. THE PROJECT COVERING 110 DISTRICTS IN 16
PROVINCES IN INDONESIA.

The primary roles of the OMT are to support the Directorate General Basic Education,
Ministry of Education and Culture as the Executing Agency in implementing district
grants,, including:

 Help to facilitate the confirmation, and help organize/prepare the on-granting
agreement.
 Finalization of JUKLAK and JUKNIS (Program Operation Manual = PAM) be
completed prior to program implementation, and be disseminated and trained to all
participating districts during the first month of the program  in this case, OMT
will need to facilitate training/workshops.
 Together with Technical Advisors help the districts in preparing proposal for grant
funding;  through District Advisory Team/consultant;
 Prepare survey plan for MSS status quo assessment, including sampling
procedures, instruments for data collection, analysis table and record keeping.
 Ensure that detail procedures and mechanisms for proposal submission, review and
approval, budget release, recording and reporting are in place;  this is the major
task of OMT: i.e. to ensure that funds are transferred to districts timely, funds
are used effectively and efficiently (based on the PAM and approved
Proposal), funds are reported correctly and timely, and funds are replenished
to ADB timely.
 OMT will need to prepare good a database/record for implementation of
activities of 110 districts in 16 provinces, including results of MSS status quo
assessment, funds disbursement, replenishment, etc
 The OMT will need to keep/administer documents of funds release,
replenishment, and financial reporting from each district. The OMT will need
to train District Advisory Team in handling financial administration, and
provide guidance/supervision throughout program implementation.

A SERIES OF OVERSEAS TRAINING PROGRAM UNDER THE


SECRETARIAT DIRECTORATE GENERAL BASIC EDUCATION (DGBE),
MINISTRY OF EDUCATION AND CULTURE (AUGUST – DEC 2013),
CONTRACT IDR 421,256,000. THE PROJECT COVERING SINGAPORE,
MALAYSIA, THE PHILIPPINES, THAILAND AND UK.

TRIPPCONS provided assistance in sending echelon III/IV staffs for a short course
training program in Advanced Management. The related courses as follow: 1. Bangkok
(Leadership and Management in Development; Monitoring and Evaluation results); 2.
Singapore (Critical Thinking for Leadership Role; Analytical and Creative Problem
Solving; Assertiveness Technique and Approach); 3. Manila (Organizational
Management and Strategic Human Resource Development for Public Organization); 4.
Kuala Lumpur Malaysia (Public Policies: Design, Implementation and Evaluation); 5.
UK (Knowledge and Performance Management).

The primary objective of this project is to improve the management Skill, knowledge
and Performance staff of DGBE. This project was part of comprehensive measures
taken by the DG in strengthening their human resources in management. The task
of the consultants include: a) Arrange coordination with Secretariat in selecting the
training participants; b) Arrange coordination with training provider in selected
countries to conducted training implementation; c) Coordinate with training provider,

conduct monitoring and evaluation of participant’s performance during the training
implementation; d) Prepare report to the project officer.

OVERSEAS AND IN-HOUSE SHORT-COURSES FOR STAFF OF DG OF


PRIMARY AND SECONDARY EDUCATION MANAGEMENT (DGMPSE),
MINISTRY OF NATIONAL EDUCATION (MONE) AT THAILAND,
AUSTRALIA, AND JAKARTA, 2007. (Project Value: IDR 1,767,150,000)

For Overseas, TRIPPCONS arranged coordination for sending selected staffs under
the Secretariat DGMPSE, MONE to Advance English Course in EF International
School in Brisbane, Australia. TRIPPCONS also arranged coordination for sending
selected staffs of Echelon III/IV to a short-course program of Advanced Management
in Bangkok, Thailand. While for In-House Training Program, TRIPPCONS arranged
coordination for sending selected staffs to follow Management Training at PPM
Management Jakarta.

A SERIES OF TRAINING PROGRAM FOR STAFF/PERSONNEL UNDER


DIRECTORATE GENERAL BASIC EDUCATION (DGBE), MINISTRY OF
EDUCATION AND CULTURE, 2008-2013. TOTAL CONTRACT VALUE OF
IDR 3.661.510.000,-.

We have fully responsible in conducting and managing a series of training program


both for the staff and the echelon under the Bureaucracy Reform Program to improve
their skills and competencies in their work environment. The list of training program
such as: Public Speaking, Organizational Management, Legal Assistance, TOT for
Technical Assistance, Workshop and Facilitation, Risk Management, Change
Management, Work Culture, Reporting Development, Work Safety, Standard
Competencies Development, Internal Audit, etc.

FAMILY WALFARE IMPROVEMENT THROUGH COMMUNITY

EMPOWERMENT PROGRAM (PKKPM) FY 2015. THE EXECUTING
AGENCY WAS DIRECTORATE GENERAL OF REGIONAL AREA
DEVELOPMENT MINISTRY OF VILLAGE, DISADVANTAGES AREAS
DEVELOPMENT AND TRANSMIGRATION, WITH CONTRACT VALUE OF
IDR 7,431,738,600. THE REGION COVERING: NORTH SULAWESI,
CENTRAL SULAWESI, SOUTH SULAWESI, SOUTHEAST SULAWESI,
GORONTALO, WEST SULAWESI, EAST NUSA TENGGARA, MALUKU,
NORTH MALUKU, PAPUA, WEST PAPUA.

KMW-3 Consultants are responsible for controlling the implementation of PKKPM,


particularly in terms of ensuring quality of performance planning and implementation
of programs in sub-district / inter-village locations. KMW-3 Consultants shall help
KMN, Training Consultant, as well as other consultants (if any) in the implementation
and management of PKKPM.

Four main duties and function of KMW-3 Consultants are:


1. Planning Inputs and Program Management Analysis, which includes: providing
input in the form of field learning and case field; providing several considerations
based on data and facts in the field (facts finding) related to the policy
implementation, analysis, solutions recommendations, alternatives operational
policy; and help in preparing and developing the design/scenario of the
implementation program.
2. Quality Assurance, through assistance, consultation, supervision and controlling the
program implementation, including direct support (giving example by go down to
the field) to the facilitators at districts and sub-districts.
3. Basis Data Management
Manage data base program in the working area with a model system which
integrated with the system information / data management of KMN; support
through the facilitation process and the validity of the input by all districts and sub-
district facilitators; provide information and data with adequate analys, timely and
accessible to the main parties especially for the local government for decision-
making process of program implementation.
4. Internal Auditor, conducting internal audit of the program and assisting the districts
and sub-districts facilitator in conducting internal audit in the field.

TECHNICAL ASSISTANCE OF COMMUNITY BASED CRITICAL LAND


AND WATER RESOURCES HANDLING PROGRAM (PLKSDA-BM) FY 2014,
A CONTINUING PROGRAM STARTED ON 2012. CONTRACT VALUE OF
CONTRACT IDR 3.800.252.500,- (FEBRUARY - NOVEMBER 2014). PROJECT
LOCATION 14 PROVINCES AND 39 DISTRICTS IN INDONESIA.

Consultant’ team consist of National and Regional Experts. Scope of Work of the
consultants as follows: 1) Determining the concept and strategy of PLKSDA-BM
Program; 2) Facilitating the socialization and dissemination of general guideline and
other guidelines, JUKLAK, JUKNIS, of PLKSDA-BM Program; 3) Preparing and
developing technical guideline and modules needed for the implementation of
PLKSDA-BM Program; 4) Conducted regular internal meeting for program
consolidation, and achievement progress; 5) Facilitating the development of program
work plan both central and regional under AWP Workshop; 6) Conducting
consolidation of financial report and program asset of PLKSDA-BM program each
financial year; 7) Facilitating the performance of work unit as the implementing of
PLKSDA-BM program and provide recommendation related to the sustainability
program; 8) Facilitating the implementation of monitoring, supervision and controlling
of PLKSDA-BM program; 9) Facilitating the consolidation of program profile of
PLKSDA-BM; 10) Facilitating the implementation of training need analysis for the
implementation training in local levels; 11) Conducting socialization in all events of
PLKSDA-BM program; 12) Facilitating in development success story book.

3. GENDER, POVERTY REDUCTION AND COMMUNITY DEVELOPMENT

TRIPPCONS committed in promoting gender equality and gender maistreaming


in order to provide recommendation to the government’s policies in planning and
budgeting process in order to better manage decentralized public finances in order
to improve public service and reduce poverty through community development
program.

GENDER DEVELOPMENT PROFILE IN 5 SELECTED DISTRICTS UNDER


AIPD (AUSTRALIA INDONESIA PARTNERSHIP IN
DECENTRALIZATION) PROGRAM FUNDED BY AUSAID, 2013-2014.
Project Value: IDR 3,060,250,000

AIPD aims to support the Government of Indonesia (GOI) to better manage


decentralized public finances in order to improve public services and reduce poverty in
relation to health, education and infrastructure in five districts in each of five
provinces – East Flores, NTT; North Lombok, NTB; Merauke, Papua;
Manokwari, Papua Barat; and Malang, East Java. The Gender Profiles will
contribute to the attainment of the AIPD End of Program Outcome (EoPO) to
improve resource allocation and management at the provincial and district level.
Specifically, the Gender Profiles will contribute to the achievement of the gender

The project will support all implementing agencies in administration and financial
aspects to meet both ADB and Government regulations on safeguard, procurement and
financial requirements. This output will manage and implement project
activities, and also institutionalize national coral reef management arrangements.
The project management office (PMO) will coordinate and monitor project activities,
implement the project performance monitoring system (PPMS), conduct project
evaluation surveys, and prepare quarterly, annual, midterm and project completion
reports.The project is designed as a sector project, enabling an integrated focus on
sector development plans and the adequacy of institutions to formulate and manage
these plans. The selection of subprojects within this sector modality will be based on
detailed criteria that have been agreed with the government (Section III, D). Key

criteria require that the subproject (i) contributes directly to environmentally sound
non-consumptive resource utilization across the MPAs (such as environmentally-
