CHAPTER 1

BACKGROUND OF THE STUDY

Introduction

One aspect that is affiliate to the health status of an individual is poverty. Persons suffering

from poverty are getting sick easily for they are often exposed to environmental health risk. These

persons are also less well-nourished and have less access to healthcare and education that could

aid them for a healthy lifestyle (Frufonga 2016). The Philippines recognizes the need to address

issues on poverty reduction. Being a third world country, several means in order to keep at par

with the Millennium Development Goals were observed. One of the most popular measures

adopted by the country is the implementation of the Pantawid Pamilyang Pilipino Program (4Ps)

in 2007. Brazil and Mexico were the first countries to implement the concept of a CCT program.

The main objective was to provide care commitment provide cash to families who were in extreme

poverty in exchange for some education and health. The 4ps is the Philippine version of the CCT.

Based on the Department of Social Welfare and Development’s (DSWD) primer, the 4P’s is a

poverty-reduction and social development strategy of the national government. Conditional Cash

Transfer (CCT) program patterned after the success of the different CCTs in Latin American

Countries. The successes of programs like Bolsa Familia of Brazil and Oportunidades of Mexico

inspired the implementation of the program. Orbeta (2013) defined 4Ps as the centerpiece social

protection program of the Philippine government. Like conditional cash transfer programs in many

other countries, it provides cash grants to beneficiaries provide they comply with specified

conditions such as keeping their children in school, getting health checks-ups, and attending family

sessions. Moreover, Cecchini and Madariaga 2011 expound 4Ps as a social that entails monetary

and nonmonetary transfers to the poor or poorest families that have school-age children of the
condition that they meet certain terms that are aimed at improving their capacities. The 4Ps helps

fulfilling the countries commitment in the Millennium Goals Development (MDG’s) particularly

in (i) eradicating extreme poverty and hunger, (ii) achieving universal primary education, (iii)

promoting gender equality, (iv)reducing child mortality, and (v) improving maternal health (Celia

M. Reyes et.al 2011) The study aimed to determine the Academic performance as well as the

school attendance of the selected residence beneficiaries of 4Ps in Balut Island Davao Occidental,

Philippines.

Statement of the Problem

This study will determine the academic performance and attendance of selected

beneficiaries of 4Ps in Balut Island Davao Occidental.

Significance of the study

This study focused on the perception and attitude of BTTE-FSM students towards industry

immersion to the local hotels and restaurants in General Santos City.
