GENERAL NOTES TO ACCOMPANY SCHEDULE OF QUANTITIES FORMING PART OF TENDER


DOCUMENTS:

Rate for various items of work in the accompanying schedule of quantities for work of “Repairing, Replacement
& Maintenance of Petty Civil Maintenance Work For NESAC Establishments" At Umiam,
Meghalaya.-Reg..” be quoted after taking in to account the following notes as preamble to the said schedule of
quantities.

1) Materials required for the works shall be procured by Contractors from their own resources.
2) The rates for various items of works in the schedule of quantities shall be quoted taking into account the cost
of materials, labour tools and plants, scaffolding, necessary wastages, cost of handling and
conveyance/carriage of materials, overheads and profits and any other incidentals included therein.
3) Rates for all items shall be quoted in figures as well as in words. Amount for each item shall be worked out
and requisite total given. All corrections shall be attested by the dated initials of the tenderer.
4) If on check there are differences found between the rates given by the contractor in words and figures or in
the amount worked out by him, the following procedure shall be followed for deciding the correct rate which
shall be final and binding on the tenderes.

i) When there is a difference between the rates in figures and in words, the rates which correspond to
the amounts worked out by the contractor, shall be taken as correct.
ii) When the amount of an item is not worked out by the contractor or it does not correspond with the
rate written either in figures or in words, then the rate quoted by the contractor (s) in words shall be
taken as correct.
iii) When the rate quoted by the contractor in figures and in words tallies but the amount is not worked
out correctly, the rate quoted by the contractor shall be taken as correct and not the amount.
iv) In the event no rate has been quoted for any item(s), leaving space both in figure(s), word(s)
and amount blank, it will be presumed that the contractor has included the cost of this/these
item(s) in other items and rate for such item(s) will be considered as Zero and work will be
required to be executed accordingly.

4. Rates quoted by the Tenderers for various items of work shall be deemed to be inclusive of such leads and
lifts mentioned therein and/or as shown in the accompanying Tender drawings. Where such information is
absent, the rates shall be deemed to be inclusive of the necessary leads and lifts to complete the item of
work occurring at any height and with any required leads.

5. In the “Item of work/Description of work” column, “Unit” column and “Quantity” column, the various
abbreviations, shall mean as below:
a) M/m/Rm/Mtr/mTR/MTR shall mean “Metre” in length or breath or Depth.

b) SQM/Sqm/SM/m /Sm/M shall mean “Square Metre” in area.

c) Cu.m/cu.m/CUM/CuM/m /M shall mean “Cubic Metre” in volume
d) Kg/kg/KG shall mean “Kilogram” in weight.
e) MT/mT/Mt/T shall mean “Metric tonne” in weight
f) cm/Cm/CM shall mean “Centi-metre”
g) mm/MM/mM/Mm shall mean “Milli-metre”
h) PT/Pt/pt/pT shall mean one “Point” in wiring works.
6. Attention of Tenderer(s)/contractor(s) is also invited to the provision in clause 9 (f) of special conditions of
contract vide printed booklet of Item Rate Tender and contract for works-“General rules and directions for
the guidance of Contractor” which shall be strictly followed to interpret the specification/detail of working and
scope of work included in the item and the decision of Engineer-in-Charge shall be binding and conclusive in
this regard.

7. The wordings “as per specifications” in the scheduled items shall mean specifications for Civil works & PH
works of CED , Department of Space or CPWD specifications or ISI specifications in the same order of
precedence. In the absence of particular specifications for the item of work in any one of the documents
mentioned, the decision of the Engineer-in-Charge is final.

8. Contractor(s) shall give a suitable performance guarantee, for the various works/items of work as stipulated
in the respective description of works or as stipulated in the specifications for the works and for the periods
stipulated therein. This guarantee period shall commence from the date declared as completion date (for the
work under contract) by Engineer-in-Charge. Any defects noticed during the guarantee period shall have to
be rectified by the contractor at his own expense or in default, the Engineer-in-Charge may cause the same
to be made good/rectified at the risk and cost of the contractor.

9. Tenderer(s)/Contractor(s) shall note that any claims for payment of extra quantities executed beyond
“Deviation limit” will become payable only after completion of the entire works under the contract, if eligible
as per terms and conditions of contract vide clause 12 of conditions of contract and payment regulated as
per clause 12A conditions of contract vide printed booklet of “General Rules and Directions for the Guidance
of the Contractors” for “Item Rate tender and contract for works”. No claims during the progress of work will
be entertained and the contractors shall not stop the works on any grounds. Stopping of work on this
account shall be deemed as a breach/abandoning of contract, inviting action under clause 3 of General
conditions of contract from Engineer-in-Charge. Any delay in the completions of work as a result of such
stoppage shall be to the account of contractor.

10. The method of measurement for payment against work done under the various items of “Schedule of
Quantities” shall be regulated as per prevailing Indian Standards published by Bureau of Indian standards.
However, as regards the applicability of the item rates for the work done, the decision of Engineer-in-Charge
shall be final and binding.

11. a) Water will be supplied for the works if available and sparable. In case of such availability, the supply will
be made only at a single point in the existing supply lines at a location to be decided by the Engineer-in-
charge and the supply will be governed by relevant provisions of clause 31 (para-I) and 32 (i) of
“Conditions of Contract” and Conditions No. 34(a) of special conditions of contract vide printed booklet
of “General Rules and Directions for the Guidance of contractors” for “Item rate tender and contract for
works”.
b) Water when supplied by the Department will be charged and recovered at Rs.200.00 per 1000 Litres (or
at the tariff to be fixed by the Engineer-in-Charge) based on meter readings for the metered piped
supply, or at certain percentage of the gross value of works carried out in case of non-metered piped
supply.
c) Where the Department is unable to supply water for the works, the contractor(s) shall make his/their
own arrangements for water required for works and nothing extra will be paid for the same and further
subject to provisions in clause 31 para 2 sub para 1 and 2 of printed booklet of “General Rules and
Directions for the guidance of contractor” for “Item Rate tender and contract for works”
d) Water supply from wells in Government (Department) Land where such facilities exist will be governed
by provisions in clause 32 of printed booklet of “General Rules and Directions for the guidance of
contractors” for “Item rate tender and contract for works” and the Engineer-in-Charge is the final
authority for any decisions regards water supply from wells and construction of temporary wells in
Government land.

The above general notes and conditions/rules 1 to 11 are acceptable to me/us and these shall also be deemed to
form part of contract Agreement along with all other tender forms. My/our rates are quoted accordingly.

General Notes for Civil and PH works:

1. Please refer drawing (if supplied) for floor heights, sizes, dimensions and levels etc., of the building.

2. Rates quoted should include dewatering requirement if any for the work. No extra payment will be
admissible towards this.

3. All the materials are to be got approved by Engineer-in-Charge before incorporating in the work.

4. The quantities indicated in the Schedule of quantities against various items are tentative and subject to
variations, additions and deletions.

5. The rates quoted for all items should be for items finished in workman like manner inclusive of all
leads, lifts and incidental charges/expenditure. No extra payment is admissible on account of these.

6. No extra payment will be admissible for scaffolding and lift charges wherever applicable from finished
floor levels/GF/FGL up to topmost level of the structure. Rates quoted for items should include this
component also.

7. Only coarse sand (river sand) shall be used for all PCC works, RCC works, masonry works, and for
external plastering works finished rough.

8.The centering (vertical props,bracings,etc.,) shall be of steel tubes with or without extension pieces or
built-up section of rolled steel for all load bearing RCC structural elements like beams, slabs,portals at
height not less than 3m or span more than 3m (irrespective of height).However, for minor RCC elements
like lintels, chajja etc., and slabs at height than 3m from the support approved ballies may be used.the
rate quoted for formwork shall be inclusive of providing steel props/bracings/ballies as the case may be
for centering.

9. For cement concrete works M-20 and above grade design mix should be adopted. The design mix
details should be furnished by the contractor to Engineer-in-Charge well in advance and should be got
approved in time so that design mix details are available for adoption for all works in time. Reasonable
time should be available for approval of Design mix by Engineer-in-Charge from the date of submission of
the proposal. It is the responsibility of construction agency to submit design mix proposals in time
whenever approval for design mix is required.

10. Wherever the Brand names of materials or equivalent are stipulated, the material of Brand names
only shall be incorporated in the work. The equivalent material shall be permitted only on production of
documentary evidence that the materials of brand names stipulated are not under production.

11. No working space shall be considered beyond the width of the foundation concrete shown in the
drawings. The contractor shall consider working space if required while quoting the rate. The quoted rate
shall include the quantity of earthwork to be done for working space if required and also for refilling the
foundation. For payment, the measurement shall be restricted only to the foundation width shown in the
drawings. No extra shall be permitted and measured for payment on account of working
space/battering/benching for excavation and refilling around foundation.

12. The brand name/local names specified are meant for the approved quality available in the region.

13. White cement wherever specified for items shall be of Birla White or equivalent.

14. Maximum permissible moisture contents in timber as per IS 287 of 1960 shall not exceed 12%

15. The newly laid cement concrete floor shall be protected with a layer of gypsum/POP(Plaster of Paris).
This shall be done irrespective of whether mention has been made in the individual flooring items or not
at no extra cost.

16. Plaster mix specified is for cement: fine sand. Fine sand shall be used for internal plastering work
requiring smooth finish.

17. The wording “more coats” indicate the additional coats to be painted, where the desired finish has not
been achieved after the application of the specified number of coats given. No extra payment will be
made for the additional coats required to be rendered on account of the above.

18. For plastering items, the rate to include cost of providing 6mm grooves around doors, windows,
ventilators and at junction of dissimilar materials. No extra payment is admissible.

19.All the RCC faces like beams, slab, lintels, columns flush with internal or external wall faces are
plastered with CM 1:4 and measured under wall plastering and not under items of CM 1:3 for RCC
surfaces.

20.Concrete cover blocks with a mix same as that of a particular RCC members (Mix shall not be leaner
than M-25) using coarse aggregate of 6 to 10mm with best wooden/steel moulds to the thickness of
10mm shall be used. The sample cover blocks may also be tested periodically to ascertain the strength
before incorporating the same in the work.

21. All chemicals such as water proofing compound, paints, chemicals for anti termite treatment and other
such chemicals required for the work under various items of schedule should be procured in full quantity
to ensure correct consumption.

22. The successful tenderer shall co-ordinate with all other services contractor so as to ensure that all the
associated works are completed as per schedule.

23. All construction workers/labourers, staff at site shall be provided with necessary personal protecting
equipments such as safety helmets, safety shoes with steel capped toes, hand gloves, safety belts, etc.
Safety requirements are to be provided as per standard practices and norms.

24. The contractor shall ensure that the work is not hampered during monsoon. He shall make suitable
arrangements by way of necessary shelter with damp proof material spreading over the area under
construction to enable activities like excavation, etc., for foundation and the like to continue without
requiring any stop over due to rain. Temporary access roads with required shall also be maintained by the
contractor throughout the construction period such that even during monsoon the work is not hampered.
No extra payments will be admissible.

25. Rates quoted should include all taxes like ST on works contract, VAT/ST, IT, Service taxes, CESS
etc.

26.Watering and maintenance of grown grass including supply of good earth if required should be carried
out continuously for 30 days or more till the grass forms a thick lawn free from weeds, etc. No extra
payment will be made for the same.

27. Contractor shall make his/their own arrangements for electricity required for the work and nothing
extra will be paid for the same.
