1. SITE AND PROJECT INFORMATION


The site fronts South Salisbury Street and is bound by West Lenoir Street and West South
Street to the north and south, respectively. An existing parking deck is immediately to
the west of the site. Currently the property is an asphalt paved parking lot. Based on
topographic information obtained from a survey performed by Cawthorne, Moss &
Panciera, P.C., dated July 24, 2014, the site has a 0.519 acre footprint with a 210 ft
frontage along South Salisbury Street. Existing grades are about elevation 329 ft in the
northeast corner and slope to the southwest down to about elevation 325 ft.

The proposed hotel will be a 9 to 11 story structure with no below-grade construction


planned. Site grading and structural load information was not available at the time of this
report. Minimal earthwork is assumed, say on the order of 2 to 3 ft to achieve design
subgrade elevations. Maximum column loads have been assumed to be on the order of
1,000 to 1,200 kips.

2. REGIONAL GEOLOGY
The site is located in the Raleigh Belt Region of the Piedmont Physiographic Province.
Parent rock materials in the area of the site primarily consist of metamorphosed granite,
gneiss and schist. Specifically, the project site is underlain by injected biotite gneiss and
schist. Within upland areas, natural soils within the Piedmont Province are the residual
product of chemical and physical weathering of parent rock materials. The typical
residual profile consists of finer grained silts and clays near the surface which gradually
transition to coarser and denser material with depth.

In many locations, the transitional zone between soil and rock is not well defined.
Locally, the transitional zone is termed partially weathered rock (PWR). For engineering
purposes, partially weathered rock is considered as residual material in which standard
penetration test N-values exceed 100 blows/ft. The profile and thickness of the partially
weathered rock and hard rock is quite irregular and erratic, even over short horizontal
distances.

3. EXPLORATION PROGRAM
The field exploration program consisted of performing 7 soil test borings at locations
selected by Overcash Demmitt Architects. Based on the provided Street Level Plan by
Overcash Demmitt, dated 03-09-2012, two borings are within the hotel tower footprint,
three are within the podium footprint, and two within the access “drop off” drive. The
approximate boring locations are shown on the attached Figure 1, Boring Location Plan.

The borings were performed from August 18 through August 21, 2014. All borings were
drilled using either a CME 550 drill rig mounted on an all-terrain vehicle. The borings
were advanced using wash boring methods with a 215/16 -inch tri-cone roller bit to depths
of about 60 to 74 ft below the existing ground surface. Split-spoon soil samples were

taken at approximate 2½-ft intervals above a depth of 10 ft and then at 5-ft intervals below
10 ft. Standard penetration tests were conducted using a hydraulic automatic hammer in
conjunction with split-spoon sampling in general accordance with ASTM D1586.

Water levels were measured after a minimum 24-hour waiting period in completed borings
B-1 through B-5. After completion of the exploration program, collected soil samples
were returned to our laboratory for visual classification in general accordance with
Unified Soil Classification System guidelines. All borings were backfilled with drill
cuttings and closed in accordance with our standard borehole closure protocol.

Boring logs containing soil descriptions, SPT N-values, and observed water levels are
included in Appendix A. Ground surface elevations shown on the boring logs were
interpolated from the provided topographic survey drawing by Cawthorne, Moss, and
Panciera, P.C. and should be considered approximate. Stratification lines shown on
boring logs are intended to represent approximate depths of changes in soil types.
Naturally, transitional changes in soil types are often gradual and cannot be defined at
particular depths.

3.1 Geotechnical Laboratory Testing


At completion of the exploration program, collected soil samples were returned to our
laboratory for testing and visual classification in general accordance with Unified Soil
Classification System guidelines. Laboratory testing was conducted in general
accordance with applicable ASTM standards. The testing program included
determination of natural water content, Atterberg limits, and grain size distribution.
Results of individual laboratory tests are included in Appendix B and are discussed in the
appropriate sections below.

4. SUBSURFACE CONDITIONS
The general subsurface profile consists of a pavement section overlying a surficial layer
of fill materials underlain by natural residual silts, followed by partially weathered rock.
Descriptions of each subsurface stratum are given below in the order of increasing depth.
Graphical depictions of each test boring are shown in Figure 2, Generalized Borehole
Profiles.

4.1 Asphalt Pavement


Approximately 2 to 5 inches of asphalt was present at the boring locations. Underlying
the pavement, was about 2 ½ to 7 inches of aggregate base course. There was no
aggregate encountered at boring B-5. The total pavement section (pavement plus stone)
ranged from 5 to 9 inches thick.

4.2 Fill Materials


Beneath the pavement section, fill materials that extended to depths of 3 to 5½ ft below
the ground surface. The fill was predominately silty sand (SM). Standard penetration
test (SPT) N-values within the fill soils ranged from 7 to 14 blows/ft indicating that the
fill is medium dense. The sampled fill soils appeared relatively dry at time of sampling.

4.3 Natural Residual Sands


Natural residual soils, consisting predominately of fine to medium silty sand (SM) with
some clayey fine sand (SC), were encountered immediately below the fill materials. The
residual stratum thickness ranged from about 63 ft (B-5) to 50 ft (B-4), extending to
partially weathered rock. Note that in borings B-2, B-4, and B-7, lenses of partially
weathered rock were encountered within the silty sand.

In general, N-values (and density) increased with increasing depth. The upper 40 to 50 ft
of the stratum is medium dense silty sand with standard penetration test N-values ranging
from 7 to 24 blows/ft. Below a depth of 40 to 50 ft, the sands transition to a dense to
very dense material with N-values of 32 to 77 blows/ft. The natural sandy soils appeared
dry to moist at time of sampling.

The spatial variability in the residual soils, thickness, color, consistency/density, etc.
results from the differing minerals present at a particular location and the weathering
characteristics of those minerals (i.e. chemical alteration and time-rate of weathering).

4.4 Partially Weathered Rock


Partially weathered rock (PWR) is a transitional material between very hard or dense soil
and competent rock and is defined as having SPT N-values in excess of 50 blows per 6
inches of split spoon penetration. All borings were extended into PWR at approximate
depths ranging from 54½ ft (B-4) to 67 ft (B-5) below the existing ground surface.

The PWR was typically sampled as dry to moist silty fine to coarse sand (SM). SPT N-
values in PWR ranged from 50 blows for 6 inches of split spoon penetration (50/6″) to 50
blows per 2 inches of penetration (50/3″). Auger and split spoon refusal (50/0″) was
encountered in test boring B-2. All other borings were terminated after penetrating two
split spoon drives into the PWR.

4.5 Water Levels


The boreholes remained open for 24 to 48 hours after completion of drilling to allow for
dissipation of the drilling fluid. With the exception of boring B-4, the boreholes were
observed to be dry after the noted waiting period. In boring B-4, the measured water
level was at a depth of about 50 ft, corresponding to elevation 278.5 ft. Groundwater
levels should be expected to fluctuate with seasonal changes and with rainfall and
evaporation rates at other times of the year.

5. FOUNDATION DESIGN RECOMMENDATIONS


The primary geotechnical issue regarding site development will be the deep foundations
for the new hotel building. Based on the assumed column loads, supporting the proposed
structures on a shallow foundation system would result in excessive total and differential
settlements. Drilled auger cast-in-place (ACIP) piles and driven steel H-piles and precast
concrete piles were evaluated. Drilled shafts and aggregate piers were also considered.
See Section 5.1.1 for a brief discussion on these excluded foundation systems.

The following sections provide geotechnical recommendations for the foundation


systems, slab-on-grade support, soil parameters for input into LPile, lateral earth
pressures for below grade walls, and seismic site classification.

5.1 Augered Cast-In-Place (ACIP) Piles


Conventional auger cast in place (ACIP) piles are constructed by drilling the full pile
length with continuous augers in an uninterrupted process. During drilling the auger
flights are filled with soil, providing lateral support rather than needing casing.
Following drilling, grout is pumped through the hollow stem as the auger is extracted
from the ground, forming the pile. Reinforcing steel can be inserted immediately after
withdrawal of the auger. To help avoid necking or collapse of the drilled pile, at least 10
ft of grout should be maintained on the auger flights above the auger tip. The pump
discharge capacity should be calibrated to estimate the quantity of grout installed. A
minimum grout factor (ratio of actual injected grout volume to theoretical volume of
borehole) of 1.2 should be required.

Figure 3 presents estimates of allowable resistances for 14, 16, and 18-inch diameter
auger cast-in-place piles over a range of embedment depths. For this project, in order to
achieve a 100-ton axial resistance, pile embedment lengths of 50 to 65 ft into PWR are
anticipated for drilled piles. The embedment length is influenced by the pile diameter
and design load selected.

The drill-head gear-box used for ACIP pile installation should have a torque capable of
penetrating into the dense silty sand and PWR at total depths of 60 to 70 ft. During pile
installation it is likely that auger refusal will occur, depending on the embedment length
necessary to achieve the design pile resistance selected by the structural engineer. Piles
that encounter auger refusal at depths of 55 to 65 ft can likely achieve allowable
resistances of 100 tons due to the end bearing available in the PWR. Auger refusal into
the PWR is usually achieved at roughly 3 to 5 ft of penetration into the PWR and is
typically defined as less than 1 ft of auger penetration in 1 minute of drilling under the
full weight of the auger drill string. Load testing of a pile installed to auger refusal will
allow for confirmation of the pile resistance.

Immediate and post-construction settlements of 100-ton ACIP piles are estimated to less
than about 0.5 inch and 0.25 inch, respectively. Differential settlement is anticipated to

be less than about 0.5 inch. Pile installation is assumed to occur after completion of
earthwork activities and the building pad has been brought to final grade. Little fill is
anticipated and will not influence pile capacities or settlements. As such, foundation
construction may begin immediately after the completion of fill placement.

Per Table 1810.3.2.6 of the 2012 North Carolina Building Code, the compressive stresses
in PCC piles cannot exceed 33% of the concrete’s 28-day compressive strength and 40%
of the reinforcing steel’s yield strength. The pile caps are anticipated to be in full contact
with the ground. Therefore, there is no need to adjust individual pile resistances to
account for group effects under static axial loading. The pile group efficiency can be
taken as 1.0 for pile center-to-center spacing of more than 2.5 pile diameters. This
applies to both compression and tension piles.

5.2 Driven H-piles and Precast Concrete Piles


Figure 3 presents estimates of allowable resistances for driven HP 12x53, HP 14x73 steel
piles and 12-inch precast concrete piles over a range of embedment depths. For this
project, in order to achieve a 100-ton axial resistance, pile embedment lengths of 60 to 70
ft into the dense sand and PWR are anticipated. The embedment length is influenced by
the pile diameter and the design load selected.

Per Table 1810.3.2.6 of the 2012 North Carolina Building Code, the compressive stresses
in H-piles cannot exceed 35% of the steel’s yield strength (Fy). If load tested, the
allowable stress can be increased to 50% of Fy. Driven piles should have a center-to-
center spacing of at least 2.5 times the pile diameter. The pile caps will be in full contact
with the ground. Therefore, there is no need to adjust individual pile resistances to
account for group effects under static axial loading. The pile group efficiency can be
taken as 1.0 for pile center-to-center spacing of at least 2.5 pile diameters.

Piles should be driven using a hammer having sufficient energy to drive the piles to the
recommended embedment depth and capacities. After selection of a pile installation
contractor, we recommend the contractor submit the specification data of the hammer
that will be used to drive the piles for our review. The hammer and pile system will then
be analyzed using a “wave equation” program to determine the suitability of the hammer
for its intended purpose. Driving criteria will also be established by a wave equation
analysis.

Installation of piles should be observed by an experienced engineer working under the


direction of a senior Geotechnical Engineer. Observation of pile installation is essential
for verification of anticipated subsurface conditions and to confirm that the piles are
properly installed in accordance with recommendations contained in this report.

5.3 Comment on Deep Foundation System Selection


Selection of the foundation system should be based “marrying” the structures, and their
associated structural loads (vertical and lateral), to the subsurface conditions. Due to the
relatively deeply weathered profile present at the site, long drilled shafts and aggregate
piers would be required; therefore, are not a preferred foundation type. Also, stone
columns have limited uplift and lateral resistances that are not likely not well suited for
the load demand of the structures.

Because of the presence of PWR lenses within the overburden soils and variable depth to
the top of the PWR, installation of driven concrete or steel H-piles could be problematic.
Capacities that could be achieved by embedding piles into the PWR would result in pile
lengths that would vary significantly. It would be difficult, if not impossible, to
accurately predict pile lengths required to reach PWR at specific cap locations. It is
important to note that the borings revealed that the depth to PWR varied from about 55 ft
to 67 ft. The PWR elevation difference could result in significant waste (i.e. stickup after
driving) of concrete and H-piles. Conversely, auger cast piles can be installed to variable
lengths without excessive waste of materials. They also develop higher shaft resistances
than driven piles, allowing higher pile capacities at shorter lengths than compared to
driven piles.

5.3.1 Load Tests


Exceeding the given allowable stresses noted above requires that the pile be load tested.
The Building Code also requires load testing for drilled cast in place pile if the shaft
resistance exceeds 400 psi. A 100-ton design load exceeds this criterion for the given
ACIP pile diameters. Regardless, because of the variability in overburden soil thickness
and consistency of the residual soils across the site, and the uncertainty in exactly where
PWR may be encountered during the pile installation process, the drilled and driven piles
should be load tested (ASTM D1143) to confirm their geotechnical capacity.

Prior to load testing, the contractor should install indicator piles across the foundation
areas to familiarize himself with the subsurface conditions and finalize equipment set up.
The indicator piles will be useful in estimating production pile lengths and selection of
the load test pile.

The test piles should be loaded to 200% of the proposed design capacity. For the
compression tests, if the test load is successfully sustained then the test load should
continue to be incrementally increased until pile failure or 300% of the pile design
capacity is reached. For the ACIP piles, strain gages should be installed along the length
of the compression test pile to measure how load is shed along the pile shafts and how
much reaches the end of the pile. Using the strain gage data, an efficient pile length can
be selected that carries the design load. If pile resistances less than 100 tons is desired,
then a shorter pile length can be selected based on the strain gage data collected during
the load test. The production pile criteria (design load and minimum embedment) will be

established after evaluation of the load test data. Production piles must be installed using
the same means and methods as the tested piles.

5.3.2 LPile Parameters


The table below presents the recommended parameters for input in the LPile 2013
computer program (Ensoft, Inc.) for determining lateral resistances of the selected deep
foundation elements.

Where pile spacing is less than 6 pile diameters (i.e. 8 ft for 16-inch diameter ACIP
piles), p-modifier values should be included to account for pile group effects under
static loading conditions only. P-modifiers should be applied to each row of piles within
the group according to the table below. Row 1 indicates the piles adjacent to the applied
lateral load.

5.4 Foundations - Spread Footings


The allowable bearing pressure is dependent on the total and differential settlements that
can be tolerated by the structure. Settlements are in turn influenced by the actual footing
size, their contact pressure, and the bearing material type and thickness on which the
footing is supported. Structural loads were not provided to us for preparation of this
report. Therefore, an allowable bearing pressure was selected that limited total settlement
to less than 1 inch.

Lighter portions of the proposed hotel building (i.e. canopies, etc.) can be supported on
shallow foundations bearing in the existing residual soils or newly compacted fill. Figure
4 present column load vs. settlement for various column loads and net allowable bearing
pressures. As shown in Figure 3, footings supporting column loads of up to 225 kips can
be designed using a net allowable bearing pressure of up to 1.5 ksf. Lighter column loads
could be sized using higher bearing pressures.

5.4.1 Additional Shallow Foundation Recommendations


Foundation recommendations contained herein are contingent upon subgrade preparation,
and fill placement and compaction guidelines presented in subsequent sections of this
report being followed. An S&ME representative under the supervision of the
geotechnical engineer should observe foundation bearing conditions prior to placement of
reinforcing steel and concrete. This evaluation should include the performance of
shallow hand auger borings with dynamic cone penetrometer testing to depths of at least
3 to 4 ft to confirm the suitability of near surface bearing soils for foundation support.

The on-site bearing soils will be susceptible to softening and strength loss if water is
allowed to penetrate these materials. Therefore, rainwater must be prevented from
wetting or ponding on exposed subgrade surfaces. Foundation excavation and placement
of concrete should be conducted on the same day, if practical. If placement of the
foundation concrete is to be delayed, a lean concrete mud mat should be placed on
exposed bearing soils. Any wet or softened subgrade soils must be removed prior to
concrete placement.

In order to provide proper frost protection and develop the recommended bearing
capacity, the foundation elements should bear at least 18 inches below final grades.
Continuous wall footings should be at least 18 inches wide and individual column
footings should be at least 24 inches wide to help prevent localized or “punching” shear
failure which can occur with very narrow footings. These dimensions also help facilitate
cleaning and preparation of footing bottoms and placement of reinforcing steel.

6. ADDITIONAL DESIGN RECOMMENDATIONS


6.1 Lateral Earth Pressures
Below-grade walls should be designed to withstand loading from lateral earth pressures
from surrounding soil and surcharge loads from nearby footings, floor slabs, or vehicle
traffic, as appropriate. Recommended parameters for design of below-grade walls are
given in the table below and are applicable for compacted structural fill and natural soils.

Based on the parameters given above, fixed below-grade walls that are not allowed to
rotate (at-rest condition) should be designed using a triangular earth pressure distribution
having an equivalent fluid weight of 60 pcf per foot of wall height, assuming full wall
drainage is provided. For walls that will be allowed to rotate (i.e. retaining walls), then
the equivalent fluid weight would be 40 pcf. Retaining walls should have adequate factors
of safety against overturning, sliding, and global failure. The structural engineer should
select the appropriate loading condition based on the below-grade wall configuration.
Only frictional resistance should be applied along the base of the wall, no adhesion
should be considered. Lateral pressures from any surcharge loads (traffic, adjacent
foundation elements) should be added as a uniform rectangular soil pressure equal to
50% the vertical pressure applied over the full height of the wall.

The lateral earth pressure distribution presented above assumes no wall friction between
the wall and soil backfill (δ = 0 degrees), the backfill is level and has been properly
placed and compacted, and that water is not allowed to accumulate behind foundation
walls. Exterior grades should promote rapid drainage away from the structure. Although
groundwater is well below the design subgrade elevations, free draining clean stone
backfill (such as NCDOT No. 57) should be placed against the wall exterior and isolated
from backfill soil with a non-woven geotextile. Alternatively, a prefabricated drainage
panel could be applied to the exterior face of the below-grade walls to prevent the
buildup of hydrostatic pressures (utility break, long rainfall event, etc.). The wall drain
should be connected to a pipe that allows any collected water to drain away from the
wall.

Backfill soils placed behind below-grade walls should be granular and compacted to at
least 95% of the soil’s standard Proctor maximum dry density (ASTM D698) and from at
the optimum water content to 3% above optimum. Operating heavy compaction
equipment within 5 ft of the walls can create lateral earth pressures in excess of those
recommended for design. As such, hand-operated equipment should be used within 5 ft
of below-grade walls. Bracing of the walls may be needed during backfilling operations.

6.2 Slab-On-Grade Support


Finished floor elevations were not available at the time of this report. However, slabs-on-
grade will likely bear on the compacted structural fill. Assuming that on-site soils are
used as fill and that the subgrade preparation and fill placement recommendations
described herein are implemented, a modulus of subgrade reaction value of 120 psi/inch
may be used to design the slabs-on-grade.

Exposure to the environment and construction activities could soften the near surface
silty subgrade soils, deteriorating their stability. A 4-inch thick layer of crushed
aggregate base course (ABC) should be placed and compacted to 95% of its modified
Proctor maximum dry density beneath all slabs-on-grade to provide more uniform slab
support and to reduce damage to subgrade soils during construction. Subgrade soils in
slab-on-grade areas should be evaluated by S&ME prior to crushed stone placement. If
deterioration of the soils has occurred, repair of the subgrade will be necessary.

6.3 Seismic Considerations


Seismic site classification is based on the top 100 ft of a site’s subsurface profile. The
average SPT N-value (N60) for the top 100 ft of the subsurface profile is approximately
23 blows/ft. Following the 2012 North Carolina State Building Code, a limiting SPT N-
value of 100 blows/ft was used as representative of subsurface conditions once PWR
was encountered. Per Section 1613 of the 2012 North Carolina State Building Code the
site is considered as Seismic Site Class D.

6.3.1 Design Spectral Accelerations


Design spectral accelerations are based on ground motions induced by the maximum
considered earthquake as defined by the 2012 North Carolina State Building Code (2%
exceedance in a 50-year period) and the Seismic Site Class D. For this site, the 0.2
second period spectral acceleration (SDs) is 0.165g and the 1.0 second period spectral
acceleration (SD1) is 0.123g. This information was obtained from the USGS Seismic
Design Maps developed by the Earthquakes Hazards Program.

7. CONSTRUCTION RECOMMENDATIONS
Recommendations for subgrade preparation, backfill and compaction, and construction
quality control are presented in the sections below.

7.1 Site Preparation


As noted herein, the site is currently an asphalt paved parking lot. The Hart & Hickman
report dated April 30, 2007 notes that the site was previously occupied by a gas station
and auto sales facility. Foundation remnants (footings, walls, slabs) from these former
buildings and may be uncovered during foundation construction. All existing foundation
remnants should be removed.

Site preparation should begin with removal of the asphalt pavement section and concrete.
The perimeter landscaping (trees, vegetation, etc.) should be removed if in the footprint
of any portion of the development.

7.1.1 Subgrade Preparation and Evaluation


Proper subgrade preparation in advance of fill placement and at design grade in cut areas
will be important for this project. Following stripping, exposed subgrade soils that are
areas near final grades and areas that will receive structural fill should be evaluated by
the geotechnical engineer by observing proof rolling with a loaded tandem-axle dump
truck. The proof roller should make two complete passes at walking speed over the
subgrade areas for the structures and pavements. Any areas that are loose or soft, or that
are observed to rut, pump, or deflect excessively during the proof rolling process should
be repaired.

Possible repair measures could include undercutting to stable soils and backfilling with
well-compacted low-plasticity materials (either on-site or off-site borrow), discing of wet
in-situ soils to dry to proper moisture content and then re-compacting, placement of a
geotextile stabilization fabric on unsuitable materials and placement of crushed stone, or
some combination of these. The most practical repair measure will be influenced by the
degree of instability which exists, groundwater levels, and weather conditions. As such,
actual repair measures must be determined in the field at time of construction.

The near surface soils are moisture sensitive. In a wet of optimum condition, these soils
will tend to rut and pump under rubber-tired traffic and provide poor subgrade support for
foundations and pavements. Site grading will be difficult during periods of extended
rainfall that generally occur during the typically wetter winter months. To reduce
potential earthwork problems, site preparation and grading should be scheduled during
the drier summer months, if possible. If winter grading is attempted, repair of near
surface soils and possibly use of select off-site borrow will be necessary to prepare
subgrades adequately for new construction. Even during drier periods of the year, we
recommend that the exposed subgrade be sloped and “sealed” at the end of each day to
promote positive stormwater runoff and reduce infiltration from rainfall.

7.2 Structural Fill


The on-site soils are suitable for use as structural fill provided that any debris, organics,
and particles greater than 3 inches in diameter are removed prior to placement. The
moisture condition of near surface soils will be influenced by prevailing weather
conditions. If wet weather grading is attempted, moisture conditioning of on-site soils
will likely be required prior to placement and compaction as structural fill. Drying may
be accomplished by spreading and discing to maximize exposure to sun and wind during
favorable weather conditions (i.e. warm, dry months).

Imported fill should be of low plasticity (PI<20 and LL<50), have low corrosive
potential, be free of debris and other deleterious materials, and should have a maximum
particle size no greater than 3 inches. The water contents of imported materials should be
within 3% of the standard Proctor optimum water content. The contractor should submit
samples of proposed imported fill material for evaluation by S&ME during construction.

7.2.1 Structural Fill Placement and Compaction


All fill (on-site and imported) should be placed in 8 to 10-inch thick loose lifts and
compacted to at least 95% of the soil’s standard Proctor maximum dry density (ASTM
D698) and within 3% of the optimum water content. Fill within 18 inches of finished
subgrade should be compacted to at least 98% of the standard Proctor maximum dry
density. For confined areas with limited access where walk-behind or jumping jack type
compactors are necessary, structural fill lift thicknesses should be limited to 6 inches.
Fill placement in non-structural areas can be placed in loose lifts of up to 18 inches thick.

In-place density testing should be performed during fill placement to confirm that the
recommended degree of compaction is achieved. To achieve the desired engineering
properties (strength and stability) of compacted fill, it is important that the soil’s water
content be properly controlled during fill placement and compaction. As previously
noted herein, the water condition of exposed subgrade soils will be influenced by
prevailing weather conditions.

7.3 Additional Geotechnical Considerations


Geotechnical recommendations given herein should be incorporated into the project
specifications. Earthwork such as subgrade preparation and proof rolling, fill placement
and compaction, and foundation subgrade bearing surface for footings and slabs-on-
grade, as well as drilled auger cast pile installation should be observed by a geotechnical
engineer who is familiar with the site subsurface conditions and design intent. A
sufficient number of density tests should be performed during fill placement to confirm
that the recommended degree of compaction is achieved. A foundation subgrade
evaluation should include the performance of shallow hand augering with dynamic cone
penetrometer testing to confirm the suitability of near surface bearing soils for foundation
support.

Deep foundation installation is specifically subject to Special Inspections per Section


1704.9 of the 2012 North Carolina State Building Code. In addition, Section
1810.3.5.2.2 of the 2012 N.C. State Code states that uncased cast-in-place deep
foundation elements whose lengths exceed 30 times the diameter (40 ft for 16-inch
diameter piles), design and installation of the deep foundations must be under the direct
supervision of a registered professional engineer. As such, deep foundation construction
must be monitored on a continuous, full-time basis with foundation construction records
maintained for every deep foundation element. Construction records should include, but
not limited to, pile/shaft identification and location, pile tip depths, observed driving or

drilling conditions (soil materials returned in cuttings and water), reinforcing cage, grout
take, flow, and strength, and time of installation. Quality control during pile construction
will be critical to the success of the project. Prior to any foundation work, the contractor
should submit his shop drawings for the deep foundation design, including pile materials,
equipment, and drilling procedures.

S&ME would welcome the opportunity to provide geotechnical engineering and material
testing services during construction of this project. This arrangement provides the
continuity between design and construction that is important to verify recommendations
are followed, soil and groundwater conditions are consistent with those presented in this
report and to make sound field engineering decisions based on the knowledge gained
from this exploration.

8. QUALIFICATIONS OF REPORT
This report has been prepared in accordance with generally accepted engineering practice
for specific application to this project. Any wetland, environmental, or contaminant
assessment efforts are beyond the scope of this geotechnical exploration; and therefore,
those issues are not addressed in this report. The conclusions and recommendations
contained in this report are based on the applicable standards of our profession at the time
this report was prepared. No other warranty, express or implied, is made.

Conclusions and recommendations submitted in this report are based, in part, upon the
data obtained from the geotechnical exploration. The nature and extent of variations
between and beyond the specific exploration locations (SPT borings) may not become
evident until discovered during construction. If variations appear evident, then it will be
necessary to re-evaluate the recommendations of this report. In the event that any
changes in the nature or design of the proposed structures are planned, the conclusions
and recommendations contained in this report should be reviewed and conclusions of this
report modified or verified in writing.

S&ME should be provided the opportunity to review the final design plans and
specifications in order that earthwork and other recommendations are properly interpreted
and implemented. The recommendations in this report are contingent on S&ME’s
observation and monitoring of earthwork and foundation construction activities.
