*** LATE MATERIAL FOR SCHEDULED CONSENT AGENDA ITEM # 7i*** MAYor & COUNCIL COMMUNICATION ‘May 22, 2018 Subject: Approval of 2018 Grant-in-Aid Agreement from the Page: 1 of 2 Tohono O'odham Nation for Oury Pool(Ward 1) Issue — This request is for approval of Grant-in-Aid finding of gaming monies from the Tohono O’odham Nation for the Oury Pool Bath House Renovations. City Manager's Office Recommendation — It is recommended that Mayor and Council approve the attached resolution authorizing the Finance Director to enter into a grant-in-aid agreement with the Tohono O'odham Nation. Background — The State of Arizona has entered into gaming compacts with various tribes pursuant to A.R.S. § 5-601 et. seq. These gaming compacts provide that the tribes can make 12 percent of their total annual contribution to the state in “distributions to cities, towns or counties.” ‘The Oury Pool has been closed for several years due to numerous issues with the facility. The bathhouse requires a new roof and ADA modifications. The pool needs to be replastered and the deck resurfaced. This grant, coupled with additional CDBG funding, will allow these deficiencies to be addressed and the pool will be operational. Present Consideration — Through an application process from Ward I, the Tohono O’odham ‘Nation has granted $49,916.15 to the City of Tucson for repairs to Oury Pool. Plan Tucson Consideration(s): This item relates to the Elements of (1) Governance & Participation and (3) Public Infrastructure. Specifically this item is supported by the following policies: G7 - Develop and maintain strong partnerships with regional and local nongovernmental organizations, including educational institutions, non-profit organizations, and neighborhood and citizen groups. PII — Invest in highest priority needs to manage and maintain public infrastructure and facilities that are fundamental to economic development and to sustaining and enhancing living conditions in the community. P12 — Prioritize major public infrastructure investments in developed areas and for improvements of the existing infrastructure. PIS ~ Continue to expand and diversify funding mechanisms for the repair, upgrade, ‘maintenance, and service expansion of public infrastructure and facilities. These costs are currently estimated to be $24,000 for next fiscal year and $60,000 every year thereafter. Legal Considerations ~ The City Attomey’s Office prepared the attached Resolution for the ‘Mayor and Couneil’s consideration.
