TOPIC B : The Right to Food for the Poor

Aware ​of the fact that many nation’s food production and storage has been affected by natural
disasters such as the recent hurricanes

Seeking ​to provide nations in arid climates with means to fertilize crops

Emphasizing ​the difficulties of food distribution due to inadequate roads, railroads,


telecommunications in order to bring communities together

Fully believing ​in the necessity for agricultural schools in developing nations in order to break
the cycle of food insecurity.

Understanding ​the need for adequate water sources in countries that lack it.

Desiring ​monetary compensation from countries that have not attempted to positively influence
the current climate and those who greatly exceed the standards of the Paris Climate Agreement

Alarmed by ​an inadequate supply of power to many farms and food production facilities in
developing nations

Keeping in mind ​underdeveloped countries’ lack of adequate food productions facilities

Recognizing​ the factors that led the United Nations to discuss about the right to food,
Analyzing​ that humans have the basic right to sustainable food,

Understanding​ that humans with under a certain malnourishment point is recognized as famished
and hungry,

Viewing​ that the humans right to food needs to be recognized and the problem of their ignored
rights need to be brought to attention and solved,

Motivated​ to improve conditions of all humans who lack the basic human right to food,

Understanding​ that the problem of malnourishment and the lack of food is most likely due to
unemployment,

Acknowledging​ that hunger is a vicious cycle that needs to be ended,

Identifying​ that the education of hunger and the education of agriculture needs to be addressed
and enacted,

Introducing​ better seeds and fertilization to farms and more effective methods of farming,

Accepting​ new agriculture jobs need to be created and employed

Recognizing​ that new and improved infrastructure to address the issue of hunger needs to be
built,

Educating​ the general public about current events in nations of poverty,

Addressing​ that countries don’t utilize food properly because the country could be food secure,
but the people are food insecure,

Covering​ news about destructive events on a certain region or country globally,

Reiterating​ that the access to food is a basic human right,

1. Calls for​ the establishment of a specialized task force under the United Nations with the
purpose of:
a. Seeking to provide aid for devastation and emergency response to natural
disasters in the form of but not limited to:
i. Immediate relief in the form of food and monetary aid
ii. Proper equipment and resources to address the situation
iii. Monetary aid to restore and recover agricultural sites and industries
iv. Volunteer workers to assist in reconstruction efforts, especially in
agriculture and farming sites
b. Establishing an biannual evaluation of the task force with the purpose of:
i. Evaluating the situations being dealt with by the task force and acting
accordingly in terms of providing additional aid and assistance
ii. Determining whether a country is still in need of aid;

2. Encourages​ first world member nations to adopt similar legislation to that of France, in
efforts to control and redirect food waste to a positive cause by:
a. Banning food distribution centres from throwing away or destroying unsold food
and instead forcing them to donate surpluses to food banks and charities
b. Banning food distribution centres from deliberately spoiling unsold food in order
for it to stop being eaten by people foraging in bins, and instead donating unsold
food to food banks and charities;
c. Supports​ the use of biological waste products to water and fertilize plants in the
event of a disaster;

3. Urges​ the development and improvement of early warning systems as well as natural
disasters response procedures to lessen the devastation caused by natural disasters by:
a. Providing resources and funds to be able to evacuate
b. Instituting more immediate warnings of impending natural disasters
c. Implementing education on up-to-date proper preparation and evacuation
procedures
d. Establishing public accessible shelters;

4. ​ mphasizes​ the need for large corporations to actively participate in various “going
E
green” initiatives to reduce their environmental impact on climate change and therefore
play a part in the reduction of hunger as a global issue;

5. Suggests the increase of research of agricultural technological innovations including but


not limited to:
a. GMOs (Genetically Modified Organisms)
i. Countries are suggested to utilize GMOs that are branded safe by the
World Food Programme
b. Innovative harvesting machinery
c. New fertilization methods
6. Calls upon ​an implementation/creation of a supervisory committee to:
a. Create and enforce a curriculum to be taught to farmers, focusing on small-scale
farmers who live in rural areas, who suffer from a vulnerable environment and
low agricultural productivity
i. Sharing first world best practice in agriculture and farming such as but not
limited to :
1. Non-organic method
2. Industrial method
3. Intensive farming
b. Ensure the implementation of a curriculum about nutrition to teach the general
public from a young age (elementary, secondary, higher learning facilities) about
the competence of a healthy diet to ensure proper nutrition into adulthood;

7. Recommends​ the enforcement of a proper education system in both rural and urban areas:
a. This education system will encompass the necessary topics/ developmental
activities approved by the UNICEF and other educational NGOs to ensure the
competency of students:
i. The system will also be implemented in rural areas, where there may be a
lack of proficient teachers and school facilities, to:
1. Allocating a funding from the UNDP and WFP to address the
urgent need of education facilities and resources for specific rural
areas in developing countries
b. The program will also further the access to higher education for students by:
i. Implementing a curriculum that emphasizes the importance of higher
education by encouraging possibilities such as but not limited to:
1. Obtaining a high-income job
2. Providing for and being able to maintain a family/community
3. Access a stable source of income

8. Further requests​ for nations with adequate monetary funds to fund efforts in developing
countries for construction of waterways, water towers, and food storage facilities (One
World, No Hunger program, UNDP);

9. Calls upon​ the UNISDR to aid in agricultural restoration for countries ravaged by natural
disasters by:
a. Rebuilding damaged water towers, production facilities, farms, shops, and storage
facilities
b. Giving temporary aid to agricultural workers whose lives were affected by natural
disasters;
10. Calls for​ the creation of an experimental water reservoir much like Briman Strategic
Water Reservoir in Saudi Arabia by:
a. Establishing irrigation systems in landlocked nations with arid climates like those
in Sub-Saharan Africa and the Middle East;

11. Asks​ member nations to work alongside the WFP to distribute excess food to countries in
need, possibly through the use of food banks;

12. E​ mphasizes​ the need to build infrastructure such as schools to educate farmers on
modern agricultural techniques and to ensure proper food sustainability, modes of
transportation such as roads and railroads, and electrical power plants with knowledge
that Developed countries with adequate financial capacity who ratify this protocol are
agreeing to contribute some amount of monetary capital to the program:
a. Calls upon​ the Special Committee on Sustainable Development in aiding the
construction and maintenance of educational facilities;
b. Requests​ other nations to join with China in their “One Belt, One Road” program
in order to create better roads and railways for the transportation of food and
water in developing nations
c. Encourages the development of electrical plants running on agricultural waste
products (biofuels) to power agricultural technology and communication facilities
d. Recommends construction of telecommunication towers in order to connect
farmers and urban area
e. Encourages​ the development of electrical plants running on agricultural waste

i. NGOs;

13. D​ esignates​ nations who did not ratify the Paris Agreement and those who have
unreasonably high pollution to give monetary compensation to developing nations
affected by climate change;

14. Calls upon ​volunteers from countries that are advanced in farming techniques to educate
countries that are less agriculturally advanced including but not limited to:
a. Countries with extreme climates such as:
i. Hot, arid climate
ii. Suffering/have recently suffered from a drought
iii. Dense, humid, and rainy regions
b. Areas with a myriad of under-utilized land:
i. Midwest of the USA
ii. Regions of South America;

15. Seeks​ to preserve already existing land masses or areas of land in order to promote
sustainable development:
a. Rainforests
b. Jungles
c. Forests
d. Prairies/drylands;

16. Recommends​ all member states and NGOs for support and establishment of the
international food center in conjunction with World Food Programme for the purpose of:
a. Enhancing the accessibility of food
b. Storing food in a physically secure location in order to be efficient in
distributing foods;

17. Encourages​ all member states to support and participate in the annual convention that
focuses on Zero Hunger campaign for the purpose of:
a. Relocating the funds from UNSC to member states that need financial aid
b. Informing all member states about the current situation including:
i. Each member state’s progress
ii. Issues that have arose while the ideas of zero hunger campaign was
implemented
c. Urging NGO’s to collaborate such as:
i. Animal Production Health
ii. AGP
iii. AGFF
iv. WFP;

18. Requests​ that farmers deploy certain farming techniques in order to most efficiently
produce and distribute food to countries such as:
a. Recommending that farmers utilize techniques such as:
i. Crop rotation
ii. Pecified fertilizer.
