CHAPTER I
THEORETICAL FRAMEWORK
A. HUMAN TALENT MANAGEMENT.

1. DEFINITION:

If the concept of management is observed, it is found that it is a set of policies,

concepts and practices that are coherent with each other, with the purpose of
achieving organizational objectives of the company efficiently and effectively.
Compared this concept with the definition of Human Resources Management, it
can be said that both consist in the planning, organization, development and
coordination, as well as the control of the techniques, capable of promoting the
efficient performance of the personnel, at the same time, if the organization
represents the means to achieve the individual objectives directly or indirectly
related to the work to seek the same goal; which is to conquer and keep people
in the organization, working and giving the maximum of themselves, with a
positive and favorable attitude. Both concepts represent everything that allows
personnel to remain in force in the organization.

The Management of Human Talent, is the area that must be maintained,

expanded and developed to effectively contribute to the company in this
variable and competitive world. Having adequate management processes is
essential to clarify organizational values and principles; since it creates a culture
of commitment and motivation of people; making them more enterprising, with
new paradigms of quality, context and content, creating in this way, a new spirit
and mentality that starts from the base of the administration. Like human
talent, it is undoubtedly the basic element; and of greater importance in the
management of any business activity, whether public or private. It is the human
factor, which accentuates and / or determines the direct commercial relationship
with users, and since this direct relationship implies responsibilities, this will

result in collective and individual labor efforts, which will lead to the success or
failure of the organization, so In the past, the management of human talent
depends to a great extent on those who assume the task of involving personnel,
in order to meet the indispensable conditions for the execution of a good job.
From the personnel supply process, which is the same, to the provision of
human talent, some processes are determined, from which the recruitment and
selection process is broken down. Understanding that employees come from
these; and what is more important, that are the elements that will govern and
mark the work guidelines, it becomes obvious the importance that this topic has,
and as a consequence, then it is analyzed and it carries out a specific follow-up,
of said processes, this without first clarifying, that both the recruitment and the
selection of people; emerge from the global process of admission of people

. Talent management refers to the process that develops and incorporates new
members into the workforce, and that also develops and retains an existing
human resource. Talent management in this context does not refer to the
management of the show. Talent Management basically seeks to highlight those
people with high potential, understood as talent, within their work position. Also
retain or even attract those with talent will be a priority. The term was coined by
David Watkins of Softscape published in an article in 1998. The process of
attracting and retaining productive collaborators has become increasingly
competitive among companies and also has strategic importance that many
believe. It has become a "war for talent" and even more at a stage where
competition between companies is very hard. Why not be the best if we can be.
