Visiting Indian minister reaches
out to Auckland Indian community

ndia’s Union Minister of State for Tribal
affairs, Jasvantsinh Sumanbhai Bhabhor,
who was in Auckland last week for a brief
stopover en-route to state-visit to Samoa,
had reached out to the members of Indian
community in a meet and greet event held at the
office of the Consulate of India, on Saturday,
May 19.
This was the second ministerial visit from
India to the region within a month.
Earlier, India’s Union Minister of State
for Surface Transport, National Highways,
Shipping and Petroleum & Chemical Fertilisers,
Mansukh Mandaviya, was in the region in late
April, visiting Fiji and Tonga.
Mr Bhabhor was received at the airport by
High Commissioner of India, Sanjiv Kohli and
Hon. Consul Bhav Dhillon, and driven directly
to the Auckland Consulate office when told that
his flight had arrived a bit late and the members
of the community will be waiting at the meet
and greet event.
The members of the community also had
braved what seemed to be bad weather for a
Saturday evening to reach out to the visiting
Indian Minister.

The event started with a welcome address by
Mr Dhillon, who welcomed the Minister and
members of the community.
The minister began his speech by

“I am told that in countries like New Zealand,
weekends are usually reserved for family.

of members of our Indian community, which
looks to me from every region of the country,”

he seemingly stalled New Zealand-
India bilateral talks on Free Trade
Agreement (FTA) between the two
countries are set to benefit from the recent
increase in funding of the Ministry of Foreign
Affairs and Trade (MFAT) – the department
responsible for inking NZ’s trade negotiations
around the world.
“We have got quite a significant increase in
the funding for Ministry of Foreign Affairs and
Trade, which will enable New Zealand Trade
officials to do more at once because there will
be more of them,” Mr Parker said.
The Minister was in The Indian Weekender
studio on Friday, May 18, immediately after the
budget announcement in Parliament and spoke
about a number of issues around the budget, ban

Here are some excerpts from the interview.
IWK: Do you think your Ministry of
Economic Development has got enough
resources in this budget to keep our
economy growing?
Mr Parker: Absolutely! The big-ticket items
are $1 billion being spent in provincial regions.
You know the way in which a country grows
wealthier is by exporting more goods and
services to the rest of the world so that we can
import more things and afford higher standard

small to do that cost-effectively. So we got to
maximise the value of other things that we do
now.
One of the problems of NZ is that over the
past ten years is that exports have dropped as
a proportion of economy from 30 per cent of
GDP to 27 per cent of GDP. This is when the
prior government had the ambition of lifting it
from 30 per cent to 40 per cent. In my view that
outcome of going down, instead of going up,
was a total failure and we need to do something
completely different to prevent that in future.
It’s a simple longstanding principle of
economics that the only way to grow your
exports is to improve the productivity of
your economy and to grow new points of
comparative advantage over the rest of the
world. So that we can sell higher value goods
and product to the rest of the world because we
do lot better than that.
And to stimulate that additional private
sector expenditure in research and development
we are introducing tax credit.
IWK: With all these investments do you
think your government has been able to
regain the business confidence or is it
still the elephant in the room?
Mr Parker: I am an experienced company
director and chief executive officer. So I know
the business.
In order for the business to invest, they
have to have the right economic signal from
government. If we want to invest in the
productive economy and less in bidding-up
the rental prices in South Auckland that people
can’t afford to live in, then we need a tax system
certainly can’t compete on low wages and we
don’t want to. that incentivising research and development,
rather than speculation.
This budget meets those goals in a significant
way. Under this government, that’s what we
are giving.

IWK: Is it fair to say that the bilateral
talks between New Zealand and India
on the Free Trade Agreement (FTA) are
almost dead or on life-support?
Mr Parker: Yes, it is fair. In respect of bilateral
FTA negotiations between NZ and India,
officials have not met for a number of years.
However, there is another negotiation, which
is of similar effect and is a broader negotiation
called Regional Comprehensive Economic
Partnership (RCEP). It includes countries
from ASEAN, and countries like India, China,
Australia and New Zealand. That broader
multilateral negotiation between a number of
country rather than bilaterally between New
Zealand and India is proceeding.
IWK: It means your preference has
changed from bilateral FTA with India
to broader regional multilateral free
trade negotiation.
Mr Parker: Well we like both. But you make
a fair point that bilateral negotiations are not
moving at all.
I would say that there is a problem in the
world with rising protectionism. Prime Minister
Ardern and Mr Modi, the leader of India, have
both noted that this protectionism is neither of
our country’s interest.
It means that agreement between the
countries that do want to trade has become
relatively important. We hope that negotiations

round. Goa Tourism has taken a new initiative
to promote the state in New Zealand and get
more Kiwis to choosing Goa as their next
holiday destination in India.
The road show was held at Alexandra Park
on Thursday, May 17 attended by Honorary
Consul of India, Bhav Dhillon, Honorary
Consul of the Republic of Fiji, Harish
Lodhia, Kiwi-Indian Black Caps cricketer
Jeet Raval, Coordinator for Goan Overseas
Association of New Zealand, Sushila Pinto, and
International model and TV personality Colin
Mathura-Jeffree.
Mr Mathura-Jeffree is currently the face
of Tourism Australia “shopping & shows
campaign” for New Zealand. He is also a
model in the series of Tourism New Zealand
commercials targeted at the United States
of America. Amongst other guests, there
were leading dignitaries from the Kiwi-
Indian community who also attended this
special event.
Host Arvind Khutkar delivered the welcome
address and emphasised on the tourism
opportunities in Goa.
“The purpose of the show is to promote Goa
as an all year round tourism destination, and
we further look forward to an increased flow of
tourists from New Zealand,” Mr Khutkar said.

emphasised on the ease of applying and getting
a visa for the country.
“The Government of India has started the
e-visa facility and made the procedures to
secure visa easy for any traveller from New
Zealand to India,” Mr Dhillon said.
He added that the connectivity to India has
also been improved as Jet Airways and Air
India besides other Airlines have opened up
regular flights operating from Auckland to Goa
via Delhi and Mumbai.

raving about their experience
and joy observed during their short
trip to the Indian subcontinent

“This was a trip of a lifetime for
most of us. Sixteen days of sun,
sand, shopping, sightseeing and
fun in India, Sri Lanka and the
Maldives,” says a senior recollecting
the memories of his recent trip.
The trip started in the middle of
February this year when a group
of 14 seniors arrived at their first
destination from Auckland in
Mumbai, India. The first tour of their
16 days outing to three countries was
taking a bus ride to heritage sites and
seeing the residences of Bollywood
stars in the city.
The next day, the troupe
descended upon Colombo city in
Sri Lanka which was their home for
the next 12 days visiting historical
places, temples, hill stations and
other natural beauties of the country,
“The first two nights were in
Chilwa, a beach resort in a small
coastal village. We relaxed, swam
and enjoyed the sunsets, and while
walking along the beach, we came
upon local fishermen repairing their
nets and others bringing in their
morning boatloads of fish destined
for the local markets,” one of the
senior added.
The seniors described each
location and site as breathtaking
and astoundingly beautiful. The
following are the excerpts in brief
from their experiences at different
locations in Sri Lanka.
Anuradhapura: The ancient
capital of Sri Lanka is now a

kilometres away from the city and

speedboat.
The Island is surrounded by
beautiful white sandy beaches
and crystal clear warm water. The
seniors spent their time there by
attending the yoga sessions at
sunrise and warm, relaxing time at
the sandbar. Seniors described the
island to be heavenly beautiful and
the experience spending their time
there as ‘therapeutic’.
The trip was one of a lifetime’s
experience for the seniors of the
Auckland Indian Association, and
the community organisation looks
forward to hosting more of such
escapesas a much needed holiday
for the seniors in the future.

Bijosh J came to New Zealand on a visitor visa
with his wife to see his son and his family living
here. While returning from a family function
on Wednesday, May 16, Mr Balakrishnan
suffered a massive hemorrhagic stroke in the
car, unresponsive to call, and he was rushed to
the Middlemore Hospital by his family in an
emergency.
Mr Balakrishnan suffered another massive
stroke earlier this week. The doctors
confirmed to Mr Balakrishnan’s family
that the chances of his survival are bleak
and they are waiting for the inevitable as
his condition is deteriorating every hour.
This has put the family in a fix as they plan to
arrange funds to pay the hospital bills which
has already amounted to over $20,000.
The family is also looking for help as they have
to make travelling arrangements for his father
back to his home in India along with his family.
“We have lost all hope as doctors have put him
in ‘Comfort Care’, as he completes the last
few days of his life,” Bijosh told The Indian
Weekender on Thursday, May 24.
“The doctors said that the second massive
stroke on the left side of his brain had amplified
the damage to his brain and they cannot do
anything other than some pain relievers,” he
added.

expenses of his father, as he is travelling with

Bijosh started a Givealittle page to raise

but the bills including the oncoming funeral
arrangements will surmount to over $35,000.
“We will have to make funeral arrangements
for my father when he passes away, then take
his body back to India where his last rites will
be performed,” Bijosh added.

Swar Tarang a treat for music lovers as usual

s in previous years, the 2018 edition
of the annual Swar Tarang concert to
commemorate the memory of the late
Samvadini doyen Pandit Jayant Bhalodkar, was
a treat for classical music lovers of Auckland.
The annual concerts, organised by late
Jayantji’s son, the equally gifted Samvadini
artiste Samir and his family, have now become
a not-to-be-missed event in Auckland’s
musical calendar in the month of May – the
month in which the senior Bhalodkar passed
away in 2010. The concerts are free to attend.
Samir emphasises that the Samvadini is
not merely an instrument for accompaniment
but stands on its own, which he amply
demonstrates.
The sixth Swar Tarang concert last weekend
(May 19) at the Mount Eden War Memorial
featured the pick of Indian classical singers and
instrumentalists from Auckland and Hamilton.
Singing first was Hamilton’s Moushumi
Das. She sang a bhajan in raga Mishra Mand
accompanied on the Tabla by Nikhil Ghate and
the Samvadini by Samir Bhalodkar. The pair
accompanied all the artistes throughout the
concert with great finesse.
Moushumi’s classical training and regular
regime of practice was evident from her flawless
renditions. She also sang a traditional Hori, in
Mishra Pilu post-interval with flourishes of
raga Darbari. Malaysia-born Moushumi is a
medical doctor and also plays the sitar. She has
performed in several countries.
Auckland’s popular singer and music
teacher Vidya Teke, well known for her own
annually organised concert series of Hindi film
music, sang next. Her exploration of the raga

uckland Diwali Festival organisers
want to hear from performers
interested in being part of this year’s
festival, which attracts thousands of spectators
and is one of the most popular annual cultural
festivals on Auckland’s calendar.
 Hundreds of local performers appear at
the Auckland Diwali Festival every year, in
addition to headline acts travelling from India.
  The 2018 festival will take place in Aotea
Square and on Queen Street on Labour Weekend
– Saturday, 20 and Sunday, 21 October.
 The event brings together Aucklanders and
visitors of all ages and ethnic backgrounds
to celebrate and experience traditional and
contemporary Indian culture in its many
exciting forms.
 It features live music and dance performances
by local and international performers, a broad
range of Indian foods, sweets and crafts, street
theatre and workshops, and wraps up with a
dazzling fireworks display.
The festival is delivered by Auckland
Tourism, Events and Economic Development
(ATEED) on behalf of Auckland Council, in
conjunction with founding partner Asia New
Zealand Foundation.

engineer at the North Canterbury Transport
Infrastructure Rebuild (NCTIR), is the first Fijian
to hold this position.
He credits much of his current success to the two
years he spent working for Fulton Hogan Hiways
in Fiji as a Road Inspector.
“My managers at Fulton Hogan Hiways, Allan
Martin and Rob Kersel, were very supportive
at every stage of my career and Rob gave me
advice about important aspects of working in New
Zealand,” Mr Kant said.
“I believe FHH does a very good job with
up-skilling employees and the Company is
very supportive of employees when the right
opportunities are presented to them.”
Mr Kant spent the first five years of his life in
Seaqaqa, Vanualevu, before his family moved to
Savusavu, where he attended Khemendra Bhartiya

I remember him getting up early in the morning to
go to the farm and coming home late, to be able to
support us.”
His responsibilities at NCTIR include ensuring
that contractors on site are complying with all
necessary design, safety and environmental
standards.
“I am currently looking after a project in State
Highway 70, which involves the installation of
a multiple aluminum culvert and road renewal
works. I also oversee that contractors have
proper equipment and ensure works proceed as
programmed. I can only thank Fulton Hogan
Hiways for making this possible,” said Raymond.

igher oil prices, the
consequent inflationary
pressures and a weaker
rupee have dominated recent
news headlines. While short-term
measures to deal with these macro-
economic trends are essential, it is
also necessary to look at the long-
term structural changes required to
bring about stability in the Indian
economy and reduce exposure to the
vagaries of macro-economic trends.
Environmental concerns alone
do not drive India’s renewable
energy push today: Economic and
financial compulsions are even
more critical. Policies have helped
expand the sector, but figures such
as an expected $105 billion crude
oil import bill for the country for the
financial year 2018-2019 (according
to the Oil Ministry) give us an idea
of the urgent need to further reduce
our dependence on imported fossil
fuel and find alternative sources of
energy.

ore than 25 years ago, the Indian
government decided to put together
a National Policy of Culture in
keeping with more than a hundred countries
that had such policies. In fact, there was, at that
time, a special division in Unesco which had
already organised two world conferences on
the matter.
Here too a national colloquium on culture
policy was organised in 1992 in Delhi in which
nearly a hundred writers, artists, performers,
intellectuals and experts debated a white paper,
which, as the Joint Secretary of the Deptartment
of Culture, I had prepared.
The move, however, evoked controversy
and the main issue was that state could not set
a policy for culture which is the business of
society as distinct from the state.
This issue completely ignored the fact
that the National Culture Policy document
tried to delineate a policy framework for the
cultural institutions and activities such as the
Archaeological Survey of India, the three
national academies, the National Museum, the
NGMA, the National Archives, the National
Library, et al, which are publicly funded and
are run largely either as adjuncts of the Indian
government or as autonomous institutions such
as the Lalit Kala Akademi, the Indira Gandhi
National Centre of Arts and the Zonal Cultural
Centres, among others.
Also, one key element of the National Culture
Policy was that the government's expenditure
on culture must, over the years, rise to one per
cent of the total budget of from a dismal 0.1
per cent.
The National Culture Policy went through
a series of consultations, including by a
Parliamentary Standing Committee but was
nearly forgotten, if not given up, by 1997. Later
attempts were made to revise, review and re-
present it, but nothing much happened.
In the meanwhile, a government is in
place which has been very assiduously and
relentlessly trying to cut down allocations to
cultural organisations and giving them, if at all,
only to those whose loyalty to its ideology it
could be sure of.
All arts have been reduced to expensive
public spectacles and a lot of public money
is being wasted on them without them
contributing anything to the enhancement of
culture, its dynamic creativity or adding to the
broader public awareness of culture.
Increasingly, for instance, the three national
akademies have reached the brink of utter
irrelevance and have almost no truck or
dialogue with excellence.
It is in this context that we have to locate the
availability of public resources for culture.
They are evidently dwindling and, in any
case, the State is well set on withdrawing
substantially like in the education and other
welfare sectors.
One of the more dependable sources could
have been the corporate sector whose presence
on the map of support for culture is rather
minimal and quite disappointing.
A recent survey of Corporate Social
Responsibility (CSR) initiatives shows that
quite haltingly the mandated CSR has moved in
the sector of culture. There too it is presumably
spending no more than maybe two percent of its
expenditure on culture.
The areas which attract the bulk are health,
education and environment. Many major firms
have already set up trusts or similar "cultural"
they do on culture through them.
In most advanced countries culture is
considered rightly a civic need and activity and
civic agencies such as municipal committees
and corporations spend on museums,
auditoriums and the like.
In this area, the performance of these civic
bodies in terms of support for culture is
abysmally low and marginal. Sadly and most
unfortunately, the State, the civic bodies and
the corporate sectors are comrades-in-arm in
undermining and neglecting culture.
If in this highly deprived and despairing
scenario there is a vibrant cultural climate in
the country it is largely due to personal interest,
commitment and initiatives of the creative
community.
Private art galleries, publishers, theatre
groups, small non-commercial journals,
literary organisations, music circles and sabhas,
dancing groups, etc., have kept alive the rich,
complex, celebrative but equally interrogative
cultural creativity and imagination, investing
them with energy and courage, commitment
and hard work.
There are some either private or corporate
initiatives such as the ITC Sangeet Research
Academy Kolkata, the Darpana and Kadamb
Ahmedabad, the Raza Foundation, the
Cholamandal Artists Group, the Mahagami
Aurangabad, etc., which have been supporting
various aspects of culture. Sadly they are not
many and, in any case, far short of the vast
needs of a great civilisation.

The USGS explained how

Suresh Raina to finish IPL 2018 as tournament’s leading run-scorer

the leading run-scorer in the tournament history,
following his 22-run innings on Tuesday.
Raina has leapfrogged Royal Challengers
Bangalore (RCB) captain and his India
teammate Virat Kohli in the list of all-time
leading run-scorers in IPL history. In 175
games, Raina now has 4,953 runs compared to

Note 9 would have a new version
of company's Airtificial Intelligence (AI)-

Research, revealed that the Galaxy Note 9 will

children in Jordan last year, says children are
at the "forefront of this humanitarian crisis, and
they desperately need our help".
"The world needs to care. We need to care.

Priyanka also shared a video talking about
how the refugees had to travel by foot to enter
Bangladesh.
"Their trip was filled with many hardships
and tremendous danger. Many of them made
their journey on foot, walking for days through
the hills, then floating across the Naf River or
