Narrative
On 07/07/20171 was asked by Chief Burke to check into some improprieties that had been brought to his attention, due to an inquiry by Ihe
newspaper. This involved OfficerJacob Smith and dealings with a 17-year-oldgirlthat is or was livingwith him and the possibilityof him giving
minors alcohol.
On 07/1072017 I asked Officer Smith to come into the station so I could speak to him informallyabout this allegation and the fact that the
newspaper was looking into him. When OfficerSmith arrived, he was I a bad mood and acted like this was just another "Bull Shir investigation
into his personal life (his words). Granted he was tired and I had woken him up, he primarilyworks the night shift.
I had him come into the interview room. I informed him why I had asked him to come to the station. I told him that Chief Burke and Ihe city
manager had asked me to lookinto the inquiriesthat the newspaper was makinginto him.
He said that he had already gone through this and that nothing was ever proven. He said that he had not given any minors alcohol. He then
stated that he did not even have any in hi3 house and that we could took through his bank records and see that he had not bought it in months.
He said that he went and floated the river with some buddies this past weekend and had bought some then but none of these buddies were
underage.
I asked him who he thought might have been stirring the pot with the paper and he said that he had no idea. He said that there are a few people
that he has arrested that might not be happy with him. He also said that there were a couple on the police department that hate him. One being
Officer March the other being Sgt. Hoyt. But he had no idea who would have gone to the paper.
When I asked him about his relationship with Randi Rinehari and ifthey were stilltogether, he said that (hey were living together. When asked if
she would have said something to someone about him giving her alcohol, he said that she would not do that He said that he knew that she goes
out drinking with her friends, but said that he has told her not to come home when she is drinking. He said that he told her that he did not want to
get into trouble for her drinking. He said that he trusts her and that even when she is drinking, she would not tell someone that he had gotten her
any alcohol.He said that she is not that type of person.
On 07/10/20171 asked Brooke Wameka to come to the station. When She arrived, I told her why I had asked her to come into the station. I told
her that I was looking into some improprieties that the newspaper is inquiring about. I told her this had to do with two of our officers and that the
newspaper is inquiringinto Ihem as far as giving minors alcohol and possibly having sex in patrol cars.
She said that she did not know about the sex in cars. She said that when she and Jake were together that they never had sex in a patrol car.
She also said that none of the Carroll Police Officers had ever given her alcohol. I then specifically asked her about Officer Jake Smith. I asked
her about her relationship with him and how long it lasted. She said that it lasted a few weeks and that he never gave her alcohol. She said that
she had been at his house a few times during that time frame and that she never drank there. She said that Jake had drank around her but she
never did. I asked her if the ever-had sex and she said yes that they did. She said that he told her that he and Randi were not together, so she
thought that he was single. She said that their relationship did not last that long cause she found out that he and Randi were still together so she
ended it.
I asked Wameka if she knew of him giving any minors alcohol and she said that she did not. She said that she did receive a picture off snap chat
from Journee Kajewski andthat itwasofherand Randi with a boltle ofUVE Blue. Shesaid that itlooked like itwastaken inJake's house. But
she did not see Jake and did not know who actually gave them Ihe alcohol.
She said that since when she found out that Jake and Randi were stilltogether, that she has not seen Jake and had really not had anything to do
with him. She also told me that the paper had contacted her and had asked about Jake giving minors alcohol and then asked about Jeremiah
Hoyt and him having sex in the patrol car with minors when he was working.She said that she told the paper that she had no knowledge of
either. She also said that she thought that Journee had over 30 pictures of Jake doing improper things with minors. She said that she had not
seen any of these pictures but was told that Journee had them.
On 07/11/20171 asked Journee Kajewski come to the station she brought her attorney, Peter Leo. I informed them of why I wanted to speak to
Joumee. I told them that I was investigating some inquiries that the newspaper was making into two of our officers. I told them that one of them
was Jake Smith and that it dealt with some stuff that the newspaper is looking into that deals with some improper things that he has done. I told
them that we were not sure exactly what the paper knows but we were trying to findout
I asked Joumee about the pictures she was supposed to have on her phone. She told me that the only picture that she ever had was the one that
she already gave to Chief Burke. She said it was the one of Randi and Jake and there was a beer can in front of Randi. She said other than that
she did not have any. She said that she thought that Randi did though. She indicated that she had seen a few on Randi's phone.
I then asked her ifJake had ever given her or any other minors alcohol. She said no. She did not know of any one that he had given alcohol. I
then asked her about a picture that was floatingaround of her and Randi at Jake's house holding a bottle of UVE Blue. She said that that was at
Jake's house. But Jake was not there and Jake did not give them the alcohol. She would not tell me who did, but she said it was not Jake. I
asked her if her and Randi were drinking out of that bottle and she said that they both were. She said that it was sometime around Carrofrs prom
that they did that.
I then asked her if the newspaper had contacted her or if she had spoken to the newspaper and she said that she had not. I also asked her if she
knew anything about any other officers and why the paper would be looking into them. She told me that the only

other thing she knew was a time duringthe Coon races when she was with Jeremiah Hoyt and his familyand he had been drinkinga tot. She
said that she saw him drive home, but other than that she knew nothing.
I asked her if she knew a MariahPatterson and she said that she did. I asked her if she knew why the paper would be asking about her in
conjunction with our department and she said no that she did not.

On 07/11/20171 asked Randi Rinehart to come to Ihe station.When she arrived, I told her why I wanted to speak to her. She said that she
already knew about it because Jake had told her. I then asked her about her and Jake's relationship.She told me that they had been dating for
nine months and had been living together for eight months. I then asked her if they were Intimate with each other that whole time. She said that
(hey were. I asked her if they had been having sex in that time frame and she said yes, the whole time. I asked her if she had been living with
him ever since he moved to the house that he is in now on Forrest She said she moved in with him shortly after he moved into the house of
Forest.
When I asked her about him giving her alcohol, she told me that he never had and would not. She said that he told her that it was not worth his
job to give her alcohol. Then she said that she did not drink, that she was a Mormon and it was against her religion to drink. I then told her that
Jake had already told me that she drank and that he told her that when she did drink that he did not want her coming home. She still tried to deny
it, then I told her that I thought she was lying and that she needed to tell the truth. She said that she did not want to get Jake into trouble. She
said that she has drank before and that one-time Jake and another guy cama and picked her up from a party. She said that she did not want to
get him in trouble forthat. Itold her if that is all he did that would not have gotten him into trouble. She said that he has never given her alcohol.
I then showed her a picture of her and Jake with an open beer can in frontof her. She said that picture was taken around Christmas at her
mother's house. She said that the beer was Jake's and that she was not drinking. She said that they were playing a game and she leaned into
him and took the picture. She said that when she posted it on Facebook that she did not realize that the beer was in the picture until someone
said something so she cropped it out and reposted the picture on Facebook.
Ithen summarized our interviewwith her. I asked her to tell me if I had anythingwrong. I told her that she said, Jake never gave her alcohol,they
have been Irving together since shortly after he moved to the house on Forrestand they have been having sex ever since they have been
together? She said yes to all.
Ithen asked her if she had any knowledge of any of our other officers and she said that the only other thing that she could remember was that
she heard that either Sandy or JJ were in the back seat of a patrol car with another officer and had to have a third office come let them out
because (hey were locked in the back seat She said that she was told that they ware supposedly having sex in the ear. She said that she did not
know who the other officer was that was with one of the girls.
On 07/12/20171 spoke to a MariahPatterson. I spoke to her in her attorney's office, a Jeff Minnich. I told her why I was there. I told her that I was
checking into an articlethat the paper was working on. I told her that I was checking into two of our officers and some improper conduct that they
were allegedly doing. I asked her if she had any knowledge of any of our officers giving alcoholor having sex with minors. To which she said that
the only one she knew about was Officer Jake. She said that all she knew was what Joumee had told her about Jake and Randi. She said that
she had no firsthand knowledge of anything that Jake and Randi were doing or not doing. She said that mostly dealt with their relationship.
I then asked her if she knew anything else about any officers having sex in the patrol cars and she said that she did not I than asked her if she
was dose with any of the officers and maybe would pullup to them when they were just sitting somewhere and maybe just talked to them. She
said that she used to speak to Hoyt a lot. But there was never anything between them other than them just talking. She said that she used to
confide in Hoyt and they talked a lot nothing else. Other than that, she had no knowledge of any of the Carroll PO officers.
On 07/12/20171 received a phone call from Randi Rinehart. She told me that the newspaper had just spoke to her. She said that they told her
that Jake's ex-wife had been giving them information on what happened to Jake while he was in Sumner. She said that the paper told her that he
was supposedly having an affairwith some 16-year-oldwhile he worked forthe police department there. She said that he also had a copy of a
video where Jake was at a party with minors drinking. Randi also said that the paper told her that Brooke Wameka had been giving them
information on Jake and some of the stuff he had been doing.
She then said that none of itwas true and that Jake would notdo those thingsand that he was on the phonewiththe newspapertalking to them
about everything trying to tell what really happened.

On 07/13/20171 calledand spoke to BrookeWameka aboutthe newspapertalking to her. I asked her if she had spoken to the papersince I
spoke to her the other day and she said that she had not She said that she got a text message asking if she would call them again and she said
that she messaged back and said that she wanted nothing to do with this and would not talk to them anymore.
She (hen said that she spoke to her mother about allof this and said that her mother spoke to the paper last night and was told by the paperthat
a policeofficerhad told them about Jake and Hoytand that is what leadthem to start checking in to these two officers.
On 07/13/20171 called Brenda Morrison,who is Brooke Wameka's mother. I asked her about her conversation with the paper. She told me that
she has actually spoken to them twice. She said that last week they had contacted her to gel a phone number forBrooke. She said that during
that conversation she was told that the paper was checking into Officers Jake Smith and Jeremiah Hoyt. She said that the paper told her that
they were checking into Jake and Randfs relationshipand into why all of the sudden Jeremiah did not get promoted to Captain like was
announced that he was going (o earlier in the year.
Then last night she called the paper and spoke to them out of concern forher daughter and what happen to her if the articlecame out. She said
that she was told that the paper would not use Brooke's name in the article. She said that they also told her that it was a police officerwho told
them of what was going on with Jake and Randi and Hoyt. She said that the paper did not give her any names or even if the source was male or
female.
On 07/13/2017 Officer Jake Smith was asked to come to the police department. He showed up along with union representation, Jason Kirsch. He
was read Garrityto which he signed. He was the told by Chief Burke of what was going on with the investigation that I was a part of and now was
sitting in on this interview.
Chief Burketoldhim that we had been talking to quite a few peopleaboutthis. He explained to OfficerSmith thai we were checkingintothe why
the paper was looking into his and Randi Reinharfs relationship. He said that some of his choices that he has made outside of law enforcement
where notgood choices, one of them being his relationship withRandywhileshe was 17 and her movingin withhim whiteshe was still in high
school. Chief Burkethen told OfficerSmith that we were also checking intothe alleged implications of him givingalcoholto minors. Chief Burke
then showed him a picture of him and Randi with a beer can sittingin front of her. Officer Smith immediately said that the beer was his and not
hers. He said that he had never given alcohol to any minors.
Chief Burketold OfficerSmith that the paper had a video of him this past weekend floating Ihe river. He asked him who would have given the
paper the video. Officer Smith said that he did not know. He said that he was there with about eight people. They were floating and drinking. He
said that one of these guys was a Joel Caley and he was not sure who the rest were. He said that they met up with a bunch of other people at a
barge and were hanging out with them. He said that when he first got there someone

asked him about the article the paper was writing. He said that he did not know what they were talking about and did not know who it was that
asked. He then said that he thought maybe they were digging into Hoyt and what happened to him, but was not sure. He said that he had been
drinking a lot that day and did not understand why they were asking him that question.
Chief Burke (hen asked him (Officer Smith) about being in Breda a couple of weekends ago and one of the people there was not 21 and Officer
Smith buying them a beer. He asked Officer Smith to elaborate on this. Officer Smith said that he went the Breda celebration with some buddies
and that they were all hanging at the beer garden and he found out later that one of the girts thai were there was not old enough to drink.
Chief Burke asked him to explain about the beer garden that they went to and where was. Officer Smith said (hat Ihe beer garden was at Ihe ball
diamond. He said that it was fenced off and thera were two dudes standing there checking IDs. He said that at point they were given a wrist
bracelet. He said that he then had to go buy tickets at a stand to then get the beer at another stand. He said that after they got their bracelet that
they were not asked for an ID again. He said that he drank his first beer and then asked if anyone else was ready for another one. He said a few
people he was with raised their hands. He said that he then went and got that many beers and drinks and then brought them back to hand out.
He said that he found out this girlthat was drinkingwiththem that nightwas not 21 when he pulled her over a few night later whileworkinghis
shift forthe police department. He said that he pulled her over for a tail lightout and he recognized her for being in Breda. He said that she
recognized him also. He said that he found out she was not 21 when he took her license back to his car and ran her in the computer, he then saw
how old she was. He said that her name was Bianca Irlbeck. He said that she knew one of the guys he was hanging out with because she was
one of the beer girls at the baseball game that he was at. He said that she was drinking UVEand lemonade that night in Breda and when she
came over to where he was at, she was already drinking and was drunk.
Chief Burkeexplained to OfficerSmith what our investigationwas about and that we were checking into his relationship withRandi. He also told
him that he had been talked to about relationships withunder aged girls and people in general before and that this pattern had not changed since
then.
OfficerSmith was informedthat itwas recommended that he be fired.ButChief Burke wanted to give him the option to resign instead. So, this
interview was ended by telling Officer Smith to think about what he wanted to do and then come in tomorrow at 10am with his decision.
