MALAYSIAN HALAL CERTIFICATION PROCEDURE FOR OVERSEAS MANUFACTURING

INTRODUCTION

1. JAKIM offers four (4) schemes of halal certification for overseas manufacturing i.e. food
products, cosmetics, pharmaceuticals and consumer goods. Application is opened for
companies registered in Malaysia (branches/ importers/ distributors/ agents).

PROCEDURES

2. Application should be submitted by branches/ importers/ distributors/ agents in Malaysia.


Application form is available on our portal www.halal.gov.my or
http://apps.halal.gov.my/international/e-halal.php?new=. It must be completed and
accompanied with relevant documents such as the following:

a. Registration of company/business;
b. Copy of identity card of two Muslim workers (if any)
c. Halal certificate or product specification for ALL ingredients;
d. Process flow chart and production procedures (for each product if the process is
different from one another);
e. Manufacturing license from local authority;
f. Manufacturing license from Cosmetic and drug Control Authority (for health products
and cosmetic only);
g. Other documents such as HACCP, ISO, GHP, GMP, TQM and etc. (if applicable).

3. The fee for overseas manufacturing are:

- RM 2100 (ASEAN countries)


- USD 2100 (outside ASEAN)

Other expenses will be borne by the company i.e. the air ticket,
accommodation and any expenses occurred during audit.
4. Other costs incurred are:
a. Flight, accommodation, transport costs and travel insurance excluding
food/beverages
b. Visas for the shariah and technical auditors

5. An audit will be conducted at your factory. The travelling itinerary and audit man days could
be discussed together with applicant. Applicant shall responsible to accompany the auditors.

6. The applicant/ factory must implement the Halal Assurance System. Please refer to the
guideline at the www.halal.gov.my

7. Upon approval, the halal certificate will be granted to the distributor in Malaysia. The
Malaysian halal logo thus can be marked on the products.

8. All Malaysian Halal Certificate holders shall abide with the Malaysia Halal Certification
Procedure and related laws. Any misused of the Malaysian Halal Certificate and halal logo
are subjected to serious offence under the Trade Description Acts 2011.
