2. General Introduction
The CL730D22L three-phase CT operated smart energy meter is the latest developed products in
CLOU's meter series. It is certificated with MID and DLMS/COSEM, it provides an excellent and
stable accuracy and performance. The meter is equipped with a plug-and-play communication
module such as PLC/RF/Cellular for AMI integration, so all the operations can be done remotely
from the central server, including meter billing/configuration/alarm events upload etc. It keeps
records of different tampers which can be configured to switch off the load supply when the
tamper occurs.
The CL730D22L meter provides TOU multi-tariffs, neutral current and maximum demand
measurement. The meter is equipped with communications ports to support AMI applications, in
accordance with the DLMS/COSEM standard. It is able to equip with an integrated relay enables
the remote connection and disconnection of the external relay. The meter’s application software
can be upgraded via local or remote communications.
The meters are designed to conform to the latest standards and requirements of electricity utilities,
providing a strong foundation for Smart Grid initiatives.

4. Safety Information
Meters shall be installed and maintained only by suitably-qualified personnel. The operator must
read the following safety advice when performing installation or service work on meters.
This technical manual is written for meter installers and for service departments of utilities. The
End-user gets a quick reference guide, packed with each meter.
In each chapter of this manual, various letter symbols and graphic symbols which are adopted to
express danger according to different levels of danger will be explained. Please pay attention!
5. Technical Overview
The CL730D22L are both advanced bi-directional, 4-quadrant, multi-functional, static three phase
revenue meter that is designed for residential and small commercial consumers. It contains the
following main features.

6. Functional description
6.1. Architecture
The CL730D22L meter is composed of several elements, including:
Switching power supply (SMPS).
Current transformer
Divider resistance network
High performance MCU with large code memory capacity
Dedicated metrology chip
Large capacity NVM
LCD display with driving chip
The block diagram below shows the main functional elements of the meter:
The main components of the CL730D22L meter is assembled onto functional board, which
provides the power supply to the meter, measurement circuit and monitor the electricity
transiting in the terminal connections of the meter; and in charge of operating all meter firmware
applications, and equipped with all auxiliary contacts and interface such as RS485 interface and
pulse outputs;

6.2. Metrology
The meter current sensors provide a wide dynamic range and guarantee high stability over the
operating temperature range of the meter.
The current and voltage input signals are sampled by an analogue to digital converter (ADC) on
measurement chip, the measurement chip then derives various energy values and transfer to MCU.
The MCU records these values in a suite of registers that are independent of any meter
configuration and are always available. These registers accumulate their respective energy values.
The contents of these registers can be displayed at any time as instantaneous values on the meter
LCD.
The active and reactive energy is calculated according to the formulas as below:

The apparent energy is calculated by the method of Quadratic sum of active and reactive powers.

This method is precise at low current.

As shown in figure 7.5, T is the time interval used for calculating average power. Average power is
calculated in every “period”, and the result is stored in register named “current_average_value”.

At the end of interval “T”, value in “current_average_value” and timestamp are copied to register
named “last_average_value".
Sliding-Window Mode
Take the example shown in Figure 7.7, the demand calculation interval T is composed by 3
periods, and the current average value is calculated based on the last 2 periods result and
energy accumulated during period ak, and do step by step of each period.

The CL730D22L meter use typically sliding window of 15 sliding windows with 1-minute period;
6.4.2. Calendar
The calendar provides output of second, minute, hour, day, month, year and weekday. So all data
related to calendar are refereed from this function, such as, TOU energy rate switch, demand and
profile interval measurement and timestamp of events.
It is capable to manage leap year and GMT (Greenwich Mean Time) calendar from 2000, Jan 1st to
2099 Dec 31st.
Special Holidays
The CL730D22L meter is equipped with a backup power supply to ensure these functions,
including:
Internal Fixed battery, soldered on meter functional PCB.
Replaceable battery
Both batteries are specified to provide a minimum capacity of 5 years continuous operation at
25°C and a minimum shelf-life of 12 years, with self-discharge at 25°C.
When the battery voltage falls below a certain threshold, battery low event will be recorded, and
the corresponding battery indication icon will show on LCD screen.
During power outage, the power supply starts from the replaceable battery, and then internal
fixed battery.
If the monthly billing interval occurs during power outage, the meter will execute billing after
power is restored. In the case that the power outage has taken over 2 months or longer, the meter
will only store one billing record.
6.8. (Dis-)Connection
The CL730D22L meter is able to be equipped with internal relay to connect and disconnect the
external relay for purpose of load control , or connect and disconnect the other device.
(Dis-)Connection can be controlled by command or manually pressing button, or a preset action
script at regular time.
The connection status of dis-connector is displayed by “Supply Disconnect status” icon on LCD,

6.10. Anti-tamper
The CL730D22L meter is sealed to ensure no hardware interface or core component is exposed.
When such tamper event occurs, the corresponding event will be recorded with time stamped,
and then trigger alarm by LED/LCD/message push action according to configuration.
6.12. Security
Confidentiality and integrity are among the key requirements when open systems connect to
public media. With the increase of computational power, the requirements for strong
cryptographic methods also increase. The CL730D22L meter has fully implemented security
feature according to DLMS/COSEM IC64.
6.13. Push
The CL730D22L meter supports two-way communication – data reading on the request and
transfer of various commands to the meter and from the meter to the HES (for example, the alarm
signal, messages in PUSH mode and data reading in PULL mode).
The push feature can be used for functions of regular data push, alarm notification, meter
automatically register.
6.13.1 Push alarm
Some of the events can trigger alarms. If one of these events occurs, the corresponding flag in the
alarm registers is set and an alarm is then raised via communication channel. All alarm flags in the
alarm registers remain active until the alarm registers are cleared.

8. User Interface
Normal Mode This mode is activated by default. Time interval between each display item in
(auto scrolling) cycling display list can be set through meter configuration software. Default

When meter is power down, push the display button, the LCD will display the cumulative active
energy.
The item of each display mode can be configured by meter configuration software remotely (via
HES) and locally (using Local Software).
8.2. LED
There are 4 LEDs on the main cover for meter status and 2 LEDs on module cover for
communication module status.
8.2.1 LEDs for meter

8.3. Button
There are 2 buttons on the meter.
Display button
It is used for LCD display mode switch, display item page turning, and manual operation of
(dis-)connection.
Distinguishes two different types of button press, depending on press duration:

9. Installation
There are 2 options for the upper mounting point, using either the internal mounting hole on the
meter basement or an extra metal hook. These 2 lower mounting points can be accessed only by
removing the terminal cover.
After confirm the meter installation position, the meter is fitted with a 2-step adjustable hanging
bracket that,
Step1, fix the screw firmly on the wall, hang up the meter into the upper mounting point;
Or in case of the meter hook is used, fix the meter position and then screw according to the hole
on hook.
Step2, adjust the meter to keeping vertical direction, then fix the 2 lower mounting points are
located within the terminal area.
The product shall be transported and stored according to the related rules. No intense impact to
the product is allowable during transportation and unpacking.
The product shall be stored in a clean place where the ventilation is good, the ambient
temperature is -25℃~70℃, and the relative humidity is not more than 75%, and make sure no
corrosive gas or harmful material present and the natural ventilation is good.
Meters units should be stored in warehousing, placed on shelves, and stacked no more than 10
levels high.

11. Warranty
The manufacturer warrants its products against defective parts and workmanship and will repair
or (at its option) replace, according to the terms of contract , meter which is or may become
