1. INTRODUCTION
1.1 General
1.1.1 This PTS contains the detailed descriptions and technical requirements for the
Works as described herein.
1.1.2 This PTS shall be read in junction with the GMWS, the GS, the PS and the
Employer’s Drawings attached with the Specification.
1.1.3 The Employer’s Drawings and Drawings for information show the basic
principles on which the Contractor’s design works are to be prepared and
indicate an acceptable method of laying out the equipment and how the various
items of the equipment are related to each other. The Contractor shall develop
the detailed design of the equipment and shall produce all working drawings
together with design calculations, detailed commentary and specification, subject
to review without objection by the Employer’s Representative.
1.2.1 The scope of works for the provision of truck park facility at HKIA are
described in the PS.
1.2.2 The overall logistics and implementation plan including, without limitation, the
following:
1.2.3 The detail programme for the Works shall be developed to achieve the Key
Dates as specified in Appendix B of the PS.
1.2.4 The requirements of testing and commissioning are described in Section 5 of this
PTS.
1.2.5 The Contractor shall be obliged to ensure the overall performance on lighting
system, electrical system and mechanical system fulfilling the standards from the
relevant lighting, electrical and mechanical requirements after any necessary
calibration and tuning.
1.2.6 The Contractor shall be responsible for all temporary works during the execution
of the Works including, but not limited to, the provisions of all necessary plant
and tools, delivery and setting up works and temporary site facilities.
1.3 Ambient Conditions for Equipment and Materials Rating and Design
1.3.1 Unless otherwise specified hereinafter, the rating and design of goods, plants,
equipment and materials shall be selected such that are capable to withstand the
ambient operating conditions as stated in the Specification.
1.3.2 The ambient conditions under which equipment and materials will be required to
function at the rated level and on which type tests will be based, unless
otherwise stated in the Specification hereinafter, are as follows:
1.3.3 All outdoor systems shall be capable of withstanding direct solar radiation,
which may increase ambient temperature within enclosures to levels as indicated
in Section 1.3.2 above, without sustaining physical dame and with no
degradation of performance.
1.3.4 In determining the capacity of plant and cables, the ambient temperature shall be
taken as 40 oC and an allowance made for an increase in electrical demand of
15%.
1.3.5 All systems shall be properly protected against lightning-induced voltage surges
occurring on any connected cables and shall sustain no physical damage, except
under conditions of direct strike where the particular design measures shall be
such that it reasonably minimizes any damage incurred. (Note: Lightning flash
density of 20 flashes per square kilometer per year shall be allowed for in the
design.)
1.3.6 All systems shall be properly protected against physical deterioration due to high
atmospheric and ground salt contents over and effective lifetime of at least
fifteen (15) years.
1.3.7 All systems shall be properly protected against deterioration due to moderate
concentrations of aircraft exhaust gases, sulphur combustion products and
hydrogen sulphide within the atmosphere over similar effective lifetimes.
1.3.8 All systems shall be properly protected against physical deterioration due to the
growth of mould and materials which promote the growth of mould shall not be
used in any portion of the systems.
1.3.9 All materials shall be selected and/or treated to prevent damage from any
possible combination of atmospheric deterioration, corrosion, wet rot, dry rot,
fungi, mould and any other deleterious effect including atmospheric pollution,
saline atmosphere and pH of the atmosphere.
1.3.10 All materials shall not discolour, crack or otherwise be damaged by the most
severe combination of environmental conditions identified herein.
1.4.1 Unless otherwise specified in this PTS, all electrical equipment and installation
shall be rated at the voltage level stated below:
1.4.2 In addition to paragraph 1.4.1 above, the electrical equipment shall also be
suitable for operation with limits stated below without compromising its
performance:
1.5.1 The Contractor shall ensure that all the systems are electrically continuous, as
required by latest version of BS7671 – IET Wiring Regulations, and that all
extraneous conductive parts of the systems are effectively bonded to earth. An
extraneous conductive part is defined as being any part of the electrical
installation.
1.5.2 The Contractor shall provide equip-potential bonding in a manner to ensure that
the various exposed conductive parts and extraneous conductive parts, as defined
by the applicable regulations, are at a substantially equal potential.
1.6.1 In selecting the types of materials and equipment, the Contractor shall ensure
that proper maintenance, repair and replacement facilities shall be provided
without delay, inconvenience or loss to the Employer.
1.6.2 The Contractor in providing the materials and equipment shall warrant their
satisfactory performance under all working conditions which may be
encountered.
1.6.3 Any guarantee provided by the suppliers and/or manufacturers shall be handed
over to the Employer.
1.6.4 The Contractor may propose alternative materials or equipment, which shall be
subject to the Employer’s Representative’s review without objection, provided
always that they are compliant with the Specification.
1.6.5 All materials shall be delivered to the Site in a new condition, properly packed
and protected against damage from handling, adverse weather or other
circumstances and, as far as practicable, shall be kept in packing cases and/or
under protective coverings until required in the Works.

1.6.6 Any items suffering damage in transit or on the Site shall be replaced by the
Contractor at no extra costs to the Employer.
1.6.7 Unless otherwise provided for in the Specification, all equipment, materials and
articles incorporated in the Works shall be new, standard line, catalogued
products and of the most suitable grade for the purpose intended. Unless
otherwise provided in the Specification, reference to any materials and
equipment, or patented process by trade name, make or catalogue number shall
be regarded as establishing a standard of quality only and shall not be
constructed as limiting competition.
1.6.8 All materials and equipment of the same type shall be products from the same
manufacturer.
1.7 Fixing
1.7.1 Durability – fixing shall be protected against any corrosion likely to occur in
their position of use during design life of the building.
1.7.2 Rigidity – fixing shall be designed to withstand the stresses, movements and
vibrations imposed during service.
1.7.3 Avoidance of damage – the method of fixing shall not damage anything being
fixed or anything receiving fixings.
1.7.4 The Contractor shall select fixing which in all other respects comply with the
requirements of the Specification.
1.8.2 Selection and installation of all equipment shall be subject to the relevant
authority and to review by the Employer’s Representative.
1.8.3 All systems should be operating at 50Hz, ±2% at supply voltage 380Vfor three
phase and 220V for single phase.
2.1 General
2.1.1 The Contractor shall include, but not limited to, the provision of the following
sections in order to complete the Works. The Works shall be fully
commissioned, tested and handed over to the Employer.
2.2.2 In the event of conflict between any of the technical requirements of this
Technical Specification, the order of precedence shall be:
(a) Hong Kong Government Enactment and the rules and regulations of the
Relevant Authorities;
(b) International Civil Aviation Organization (ICAO) – Annex 14;
(c) ICAO Aerodrome Design Manual – Part 4 (Visual Aids);
(d) ICAO Aerodrome Design Manual – Part 5 (Electrical Systems);
(e) Federal Aviation administration (FAA) Standards;
(f) Hong Kong Government’s Ordinances, Orders, Regulations and the rules
and regulations of the Relevant Authorities;
(g) Code of Practice of Transport Department;
(h) Code of Practice and Practice Notes of Building Department;
(i) Code of Practice and Practice Notes of Electrical and Mechanical Services
Department;
(j) Code of Practice of Utility Undertakings;
(k) Public Lighting Design Manual published by HyD;
(l) BS 5489:2003 – Code of practice for the design of road lighting;
(m) This Technical Specification; and
(n) BS or equivalent standard acceptable to the Employer’s Representative.
2.2.3 Notwithstanding the requirements of Volume 3 and 4 of the GMWS, all Works
shall comply with the following standards, regulations and recommendations and
any addition or amendment with the most up-to-date edition at the time of
commencement of the Works:
2.3.1.1 The Contractor shall conduct a site survey and submit a detailed site survey
report within twenty-eight (28) days of the commencement date of the Works, to
the Employer’s Representative for review without objection. The Contractor
shall acquaint himself with the reference documents listed in this PTS and all
necessary information prior to site survey. The Contractor shall submit a site
survey report after site survey(s), in sufficient details in accessing the existing
site conditions as well as gathering all necessary data for the detailed design. The
site survey report shall contain, but not limited to, the following:
2.3.1.2 Site survey(s) shall not cause any interruption to the normal Airport operation.
Function test shall only be carried out within the designated time approved by
the Employer’s Representative.
2.3.1.3 The Contractor shall verify the accuracy of the Employer’s Drawing and the
information from all other reference material including verifying the relevant
physical dimension of elements of structure and cable routing, size and nature of

2.3.1.4 The Contractor shall conduct site survey and submit the site survey report prior
to a date as specified in Specification, to the Employer’s Representative for
review without objection.
2.3.2.1 The design works shall be carried out by the Contractor’s assigned person with
solid experience in installation of public lighting, cable conduits, cable ducts,
drawpits and air conditioner and verified by the assigned person with solid
system commissioning experience in installation of public lighting, cable
conduits, cable ducts, drawpits and air conditioner to ensure that the works shall
not cause any interruption to the normal operation of the Airport. The Contractor
shall submit the curriculum vitae of the assigned person(s) and they shall be
reviewed without objection by the Employer’s Representative prior to
commencement of the works.
2.3.2.2 The Contractor shall liaise with the supplier and existing Maintenance
Contractor to obtain sufficient information for the works and co-ordinate with
them in order to ensure that the design of the modification works shall
compatible with the existing system. The conformity of the proposed design
shall be verified by the Contractor’s assigned person as mentioned in above
section and supported by the authorized agent for the product at the Contractor’s
own cost.
2.3.2.3 The Contractor shall submit to the Employer’s Representative for review without
objection the following specifications in the following sequence before
implementation:
(a) The Contractor shall submit Design Specification. The specification shall
full elaborate and describe the proposed design details. The Contractor
shall state clearly all the items and quantities of the equipment, software
and hardware to be installed and/or modified in their proposed design. The
documents shall also clearly identify the Contractor’s supplied materials
including but not limited to enclosure, cable, cable conduit, cable duct,
lightning rod, etc.; and
(b) The Contractor shall be responsible for detailed design works based on the
site survey report(s). The Contractor shall submit the detailed design
specification together with shop drawings to Employer’s Representative
for approval prior to commencement of works. The Contractor shall also
highlight the discrepancy in terms of function and performance between
the proposed design and the existing system. The detailed design
specification shall contain sufficient details including but not limited to
specification of materials to be procured, detailed software and hardware
design as required for completion of the Works.
2.3.3.1 The Contractor shall submit a detailed Works Programme to the Employer’s
Representative for review and approval within fourteen (14) days of the
commencement date of the Works.
2.3.3.2 Based on the approved detailed design, the Contractor shall submit to the
Employer’s Representative for review without objection a detailed method
statement and Works programme prior to the commencement of the site works.
The detailed method statement shall be accompanied with shop drawings and
contain sufficient details for implementation with the following contents as a
minimum:
(a) Proposed communication channels among all the relevant parties including,
but not limited to, the Employer’s relevant Departments, TSD, MCDD, TD,
FRT and police to effectively address the progress of the installation
throughout the works period to ensure the safety of the afore-mention
parties;
(e) Operational and safety risk assessments, contingency plan and fallback
plan.
2.3.3.3 The Works Programme shall indicate the critical path, resource level, key dates
and site constraints such as black-out period. The Contractor shall be responsible
for regular update of the Works Programme.
2.3.3.4 The risk assessment report shall address all the failure scenarios associated with
the installation works which shall include, but are not limited to, the following:
2.3.3.5 The contingency plan shall provide detailed description on how to minimize the
disruption or operations and ensure a certain level of organizational stability and
an orderly recovery in the event of system failure. The contingency plan shall
include, but is not limited to, the following:
(a) Parties and/or persons involved during each installation stage and their
means of contact;
2.3.3.6 The Contractor shall not commence any task/activity until the method statement
and works programme have been reviewed without objection by the Employer’s
Representative. The method statement shall include a risk assessment report and
a contingency plan.
2.3.3.7 In the event that the works to be conducted by the Contractor would cause any
disturbance or interruption to the normal operation of the Airport, written
notification together with a detailed contingency plan shall be submitted to the
Employer’s Representative twenty one (21) days in advance for review without
objection before commencement of the works.
3.1 General
3.1.1 The Contractor shall include, but is not limited to, the provision of the following
sections in order to complete the Works. The Works shall be fully commissioned
tested and handed over to the Employer.
3.2.1 The Works shall include, but are not limited to, site survey, design, supply,
delivery, installation, fabrication, assembly, installation set up, demolition,
testing and commissioning, documentation and warranty of the system as
hereunder defined in the GS, PS, GMWS, including any works not specifically
mentioned but required to complete the Works.
3.2.2 In general, the technical requirements shall include, but are not limited to, the
following:
(e) Testing and commissioning: Perform all investigations and other tests
and adjustments, furnish all necessary test
equipment and perform all works required
to verify the performance of the Works in
accordance with the Specification.
(b) Shop drawings shall include plans, elevations and sections showing
locations of accessories, lifting hooks, inserts, cut-outs, penetrations,
interface, networks architecture among all electrical and mechanical
service installations and other details necessary for a complete installation.
(c) All shop drawings shall be titled, numbered uniquely and dated in an
approved manner and where applicable shall incorporate a graphical scale.
When schematics or diagrams are submitted, they shall be accompanied by
all necessary supplementary information to describe the function and
operation of the equipment. These should generally be approved only in
principle at the time of submission and shall be subject to final acceptance
after satisfactory acceptance testing.
(d) In the event that any shop drawings or part of a shop drawing not be
approved by the Employer’s Representative, the Contractor shall amend

(e) The Contractor’s design and shop drawings submissions shall include, but
not limited to, the following general requirements together with any other
particular requirements given in other sections of the Specification:
(iv) Equipment Layout, services routing etc. Access space required for
servicing at all equipment shall be shown and in dotted lines so as
to avoid confusion with other lines;
(x) All layout plans shall have NORTH direction clearly indicated on
them;
(xi) Part plans whether they are a total site, a total floor area shall have
a key map to indicate the part to which the drawing refers;
(xiii) The scale of the drawings, the number of prints required for
submission/resubmission and distribution after approval.
(f) All shop drawings shall be recorded and reviewed without objection by the
Employer’s Representative prior to commencement of the works.

3.4.1 The Contractor shall obtain sufficient information from the suppliers and/or the
existing maintenance Contractor of the relevant interfacing systems and
coordinate with them to ensure the interfacing works shall cause zero
interruption to the normal Airport operation.
3.5.1 The Contractor shall refer to the requirements as detailed in the GS.
(ix) fault diagnosis completed with fault finding procedures, note that
all information shall be provided to allow operators to carry out
maintenance and fault attendance to machine component level;
(x) dated and price list of significant spare parts and special tools,
including identification numbers and sources of supply, which
shall be regarded as an option subject to the Employer’s
Representative to exercise; and
(c) General Operating Manual shall include, but is not limited to, the
following:
(a) All drawings shall be submitted for review without objection by the
Employer’s Representative.
(b) All drawings shall be listed in a cross referenced index for ease of
interpretation which shall form part of the O&M manuals described in
the Specification.
(c) The Contractor shall ensure that any deliverables produced by him and
transmitted to the Employer’s Representative shall be immediately
usable by the Employer for whatever purpose, without the need for
further translation, alteration, reformatting or the need to undergo any
further application in order to be used.
(d) When general arrangement and layout drawings are submitted, details of
the equipment to be installed in the area shall be supplied. Such detail
shall include all space requirements for installation, maintenance and
replacement, service connections required, environmental requirements,
weight, foundation and fixing details, and all other requirements.
(f) When drawings are revised and/or re-submitted for approval, all the
revisions shall be clearly defined and located on all copies and the
drawing number shall contain the next revision letter.
(i) The Contractor shall submit such drawings as may be required for the
operation and maintenance and repair of the plant by the Employer’s
Representative.
(j) Information contained on the drawings shall include, but is not limited to,
the following:
3.7.1 General
(a) The following coordination works and related works shall be provided
by the Contractor. The Contractor shall submit all these works and
details for review without objection by the Employer’s Representative
including, without limitation, the following:
(ii) The Contractor shall coordinate with the on-site technical support
staff and seek recommendation from the manufacturer to address
any technical problems arisen throughout the installation, testing
and commissioning period.
3.8.1 Wherever possible arrange work so that there shall be no services interruption to
any system which is in normal operation.
3.8.2 When services interruption is mandatory, arrange fourteen (14) days in advance
with the Employer’s Representative as to the time and date such interruption will
be permitted.
4. TECHNICAL REQUIREMENT
4.1 General
4.1.1 This section describes the detailed technical requirement on material and
workmanship requirements on the installation works.
4.2.1 The Contractor shall be responsible for design, supply, delivery, installation,
testing and commissioning of window type air conditioner at the proposed kiosk.
The Contractor shall also be responsible for the modification works of the
proposed kiosk to enable the installation of window type air conditioner.
4.2.2 The Contractor shall be responsible for selection and supply of window type air
conditioner for the Works as specified below:
4.2.3 The Contractor shall be responsible for installation of air conditioner at the
location in the proposed kiosk approved by the Employer’s Representative.
4.3.1 The Contractor shall be responsible for design, supply, delivery, installation,
testing and commissioning of LED batten at the proposed kiosk. The Contractor
shall also be responsible for the modification works of the proposed kiosk to
enable the installation of LED batten.
4.3.2 The Contractor shall be responsible for selection and supply of LED batten for
the Works as specified below:
4.3.3 The Contractor shall be responsible for installation of LED batten at location in
the proposed kiosk approved by the Employer’s Representative.
4.4.1 The distribution pillar box houses the metering equipment, fuses, circuit
breakers, power socket outlets and switchgear, etc. near the proposed kiosk.
Earthing pit shall be built as close to the distribution pillar box as possible.
4.4.2 The Contractor shall be responsible for design, supply, delivery, installation,
testing and commissioning of distribution pillar box with internal equipment
near the proposed kiosk with the Employer’s Representative’s approval. The
Contractor shall also be responsible for the modification works of the Switching
Station L, proposed kiosk and existing power distribution board at Switching
Station L for providing power to the proposed kiosk, CCTV system, Access

Control System and the Public Lighting System with the Employer’s
Representative’s approval.
4.4.3 The materials used for the power distribution box must be durable and
sufficiently rigid to protect the boxes from mechanical damage. The Contractor
shall be responsible for design and supply of the distribution pillar box with
internal equipment for the Works as specified in below Specification:
(b) Material: 316 Stainless steel. The steel sheet and strip
shall comply with BS EN ISO 9445-1. All
incidental items such as holding down bolts
and fixing screws shall be of the same
stainless quality.
(k) External Surfaces: Epoxy powder coating with RAL 7030 grey
color
4.4.4 The Contractor shall be responsible for selection and supply Power Distribution
Box. The Power Distribution Box shall comply with the following standards:
4.4.5 The equipment inside the distribution pillar box shall also be referred to the
Employer’s Drawings.
4.4.6 The Contractor shall be responsible for installation, testing and commissioning
of Power Distribution Box Approved by the Employer’s Representative.
4.5.1 The Contractor shall be responsible for design, supply, delivery, installation,
testing and commissioning of public lighting system in truck park area.
4.5.2 The truck park at HKIA is defined as “Conflict Areas” which is defined in
Public Lighting Design Manual by Highways Department. Area lighting
techniques are used for lighting open spaces such as conflict areas where there is
either mixed traffic or merging and diverging or traffic. The main requirements
are the provision of a specified illuminance level and uniformity ratio combined
with adequate control of glare.
4.5.3 The lighting class shall be CE2 which is defined in Public Lighting Design
Manual by Highways Department.
4.5.4.1 General
(a) The LED luminaires shall fully comply with the latest Guidelines for
Specifying and Procuring LED lighting Products for Lighting Projects
issued by EMSD.
(c) The maximum power rating of luminaire shall not be higher than 150W.
System power factor shall be of at least 0.9 during full power or dimmed
operation. Total harmonic distortion shall be less than 20%.
(d) The LED luminaires shall comply with IEC 62471 hazard class group 1 or
Exempt Group and shall have a correlated colour temperature at 3000K.
The luminaire shall be in modular type so that replacement of parts such as
drivers, LED circuit boards and other components can be carried out as
necessary.
(e) The LED luminaires shall be of future-proof modular design and easily
assembled for ease of maintenance. Major components of luminaires,
including but not limited to LED circuit boards, LED light source modules,
optical lens / reflectors, front panels / glass coverings, LED drivers and
connectors, shall be replaceable and easy to upgrade and repair.
(f) Housing and heat sink of LED luminaire and the mounting brackets shall
be of corrosion resistant material such as durable anodized aluminum and
shall be suitable for coastal area of Hong Kong. They shall allow
significant disassembly of luminaire for ease of maintenance.
(h) The LED luminaires shall be equipped with accurately profiled ultraviolet
resistant optical lenses and/or durable anodized aluminum reflector for
accurate beam control.
(i) The front panels shall be glazed with high thermal resistant and ultraviolet
resistant toughened glass with a minimum thickness of 5mm. They shall be
capable of being opened without using any tools and being suspended
from the luminaires in an open position to facilitate maintenance.
(j) The bowl or other part giving access to the interior of the luminaires, when
in the enclosed position, shall be firmly attached to the fixed part of the
luminaires. In the open position, it shall be attached so that it may not
accidentally detach or blow against the fixed part of the luminaires
assembly and column.
(k) The hinges, toggle catches, captive screws and captive nuts shall be
stainless steel complying with Grade 316S16 in BS EN 10277 or other
equal specification reviewed without objection by the Employer’s
Representative.
(l) The LED luminaires shall be designed for easy wiring and shall be
provided with an earthing terminal.
(m) The internal wiring of the luminaires shall be of heat resistant cables
sheathed with low smoke halogen-free materials.
(o) The lumen maintenance at 50,000 hours for the luminaire shall not be less
than 70%. Lumen maintenance life time shall be in accordance with IES
LM-80 and extrapolated methodologies of IES TM-21.
(p) The colour and lighting output of LED luminaire shall be consistent from
visual perspective.
(q) The colour temperature and colour rendering of the LED luminaire shall
be 3,000K (±150K) and at least 70Ra respectively within product lifetime.
(r) Luminaire shall include surge protection device not less than 10kV surge
protection and the testing shall be according to BS EN 61000-4-5 or
equivalent.
(s) Luminaire shall prevent flicker to the eye during full power or dimmed
operation.
(t) The upward light ratio of luminaire shall be below 15% and complied with
the requirements as stipulated in the latest edition of Public Lighting
Design Manual.
(u) Labels shall be securely affixed inside the lantern body. These shall
include the mark of origin, model number, rated voltage, rated wattage of
lamp, I.P. rating and terminal markings etc.
(v) The following maximum lantern weight and lantern windage area shall be
met in order to match the wind loading of the corresponding lighting
columns.

* Lantern weight shall include the total weight of lantern itself, internal LED
driver and other necessary wiring and components

(w) The following maximum lantern weight and lantern windage area shall be
met in order to match the wind loading of the corresponding lighting
columns.
(x) The design of lantern shall be aimed to avoid moisture leak into the
luminaire.
(z) The LED die shall be assembled by CREE, Luxeon, Nichia, Osram, Seoul
Semiconductor, Citizen Electronics, Sharp Electronics, Luminus Devices
or approved equivalent grade manufacturer.
(aa) The LED luminaire shall be provided with dimming function to enhance
energy savings.
(bb) The LED luminaires shall be equipped with configurable energy saving
algorithms feature to perform Constant Light Output (CLO) by the LED
driver to allow constant lumen throughout the lifetime of the light engine
to compensate for the depreciation of luminous flux over time according to
the maintenance factor of the luminaire and to avoid excess lighting at the
beginning of the installation’s service life for energy saving.
(cc) The LED luminaires shall be equipped with a standard NEMA twist-lock
receptacle (NEMA Socket) in compliance with ANSI C136.10/136.41 fit
on top of the luminaire with all the essential wiring connections to the
LED driver for future installation of the control node connecting to the
Remote Monitoring and Control Road Lighting System. The NEMA
Socket shall be provided with a water-proofed cover for necessary
protection before in-use.
(dd) The maintenance factor for the LED luminaires shall be 0.85.
(ee) The supplier shall guarantee supply of compatible spare parts for period of
10-year after the product guarantee period.
(ff) LED Floodlight could be also considered to use on the lighting column.
(b) Luminaire shall comply with international safety standards for European
Conformity (CE) or Underwriters Laboratories Inc. (UL).
(c) Luminaire shall be tested in accordance with IEC 62471 for photo-
biological safety and shall comply with the classification of Exempt Group
or Group 1.
(d) The Contractor shall be required to supply the photometric data files of
luminaire models in the format strictly according to CIBSE TM-14 or IES
LM-63-02, and testing for absolute photometry shall be conducted
according to BS EN 13032 or IES LM-79 respectively.
(e) The Contractor shall submit the relevant laboratory test reports and
certificates in order to show the compliance of required standards, and
verifying the submitted photometric data files, specified electrical and
photometric parameters of luminaire. The test reports and certificates shall
be issued by the laboratory accredited by the organization below and its
testing shall be within the scope of standards accredited under the
following organization:-
(a) If dimming function is required for the luminaire, the luminaire shall be
capable to adjust the lamp current level with either one of the following
methods:
a. External/internal potentiometer;
b. Internal pre-programme time-based dimming function;
c. External control device with 0-10V or pulse width modulation
(PWM) controlling signal; or
d. Digital Addressable Lighting Interface (DALI) control.
(b) The LED driver shall have an efficiency LED driver shall be able to
withstand the open circuit and short circuit output condition without
damage.
(c) Luminaire shall be designed such that any failure of LED packages will
not result in the failure of other LED packages in the same light module.
The Contractor shall submit a product sample and the detailed dimensional
drawing of the luminaire pre-qualification inspection, together with all relevant
electrical and photometric data, including certified luminous intensity tables,
photometric distribution, total lumen output, correlated colour temperature, rated
power, voltage and current, luminaire efficacy, upward and downward light
output ratios.
(c) The above certificates shall be issued by the original supplier and their
ownership shall be transferred to the Government after completion of the
Contract between the Government and the Contractor.
(d) Within the warranty period, a new luminaire shall be provided at no cost to
the Government by the original supplier in case of any component failures
due to whatsoever reasons or illumination level drops below 70% of its
original level. The warranty period shall commence for each luminaire
after the satisfactory completion of its site acceptance test.
(e) The Contractor shall provide a product warranty for a minimum period of
5 years from the date of substantial completion of the Works including
supply, transportation cost, delivery to the Employer’s store and on-site
repair for the defective LED luminaire, driver and associated fixings that
are failing to comply with the above mentioned standards, including but
not limited to the below:
4.5.5.1 Reflectors, reflector cones and visible trim of all lighting fittings shall be handed
over clean and free of scratches and fingerprints.
4.5.5.2 Plastic for lenses and diffusers shall be formed of colourless 100% virgin acrylic
as manufactured by Imperial Chemical Industries (ICI) or approved equivalent.
The quality of the raw material must equal or exceed CIBSE standards as tested
by an independent testing laboratory approved and licensed by BSI. Acrylic
plastic lenses and diffusers shall be properly cast, moulded or extruded as
specified, and shall remain free of any dimensional instability, discolouration or
loss of light transmittance and shall not become brittle. In the event of any
plastic lens or diffuser exhibiting premature dimensional instability,
discolouration, loss of light transmittance or brittleness they shall be replaced by
the Contractor.
4.5.5.3 Glass used for lenses, refractors, and diffusers in incandescent lighting fittings
shall be tempered for high impact and heat resistance; the glass shall be crystal
clear in quality with a transmittance of not less than 92%. For exterior fittings
tempered borosilicate glass shall be used. For fittings directly exposed to the
elements and aimed above the horizontal, glass approved to BS 4453 and BS
2817 shall be used.
4.5.5.4 Where optical lenses are used, they shall be free from spherical and chromatic
aberrations and other imperfections which may hinder the functional
performance of the lenses.
4.5.5.5 All lenses, louvers, or other light diffusing elements shall be removable, but
positively held so that hinging or other normal motion will not cause them to
drop out.

4.5.5.6 All lenses, diffusers, controllers and louvers shall be installed clean and free of
scratches and fingerprints.
4.5.5.7 During the DLP, the Contractor shall be responsible for the labour costs of the
on-site dismantle and replacement of the defective LED luminaire, driver and
associated fixings.
4.5.5.8 During the DLP, the Contractor shall be responsible to resume the system to
normal operation within 24 hours after receiving fault notice from the
Employer’s Representative.
4.5.6 Finishes
(i) Painted surfaces shall be finished with synthetic enamel, with acrylic,
alkyd, epoxy, polyester, or polyurethane base, light stabilized, baked on at
177C minimum, catalytically or photochemically polymerized after
application;
(iii) With the exceptions of stainless steel, the Contractor shall give ferrous
metal surfaces a five stage phosphate treatment or other base bonding
treatment reviewed without objection by the Employer’s Representative
before final painting and after fabrication;
(iv) Unpainted non-reflecting surfaces shall be satin finished and coated with a
baked-on clear lacquer to preserve the surface. Where aluminum surfaces
are treated with an anodic process, the clear lacquer coating may be
omitted;
(v) Interior aluminum trims shall be finished with an anodized coating of not
less than 10 grams per square metre, of a colour and surface finish as
detailed on the Employer's Drawings;
(vi) Exterior aluminum and aluminum trims shall be finished with an anodized
coating of not less than 50 grams per square metre, of a colour and surface
finish detailed on the Employer's Drawings;
(viii) Anodized coatings shall be carried out by the sulphuric acid process; and
(ix) Stove enamel surfaces shall have the finish applied smoothly. The finish
shall be not less than 0.2mm thick of non-yellowing, white, stove enamel
with a reflectance of not less than 85%.
4.5.7.1 The Contractor shall be responsible for design, supply, delivery, installation,
testing and commissioning of lighting column for public lighting system in truck
park area.
4.5.7.2 The lighting column height shall be 12m root mounted type column, which is
suitable for lighting classes L1, L2, L3, CE1 and CE2.
4.5.7.3 The design of lighting column shall be in accordance with the requirements of
BS EN 40, together with all current amendments.
4.5.7.4 The hot dip galvanized of lighting column shall be in accordance with the
requirements of BS EN ISO 1461, together with all current amendments.
4.5.7.5 The manufactured in steel tube shall be in accordance with the requirements of
EN 10210, together with all current amendments.
4.5.7.6 Dynamic and static structural assessment with report for the new lighting
columns with proposed lanterns, which shall be conducted and certified by
chartered structural engineer (RSE), to confirm the possibility of lanterns
installation on the lighting columns.
4.5.8.1 All luminaires specified shall be fixed, in full accordance with the requirements
detailed on the Employer's Drawings and the following:-
(iv) The mounting bracket / fixing shall be completed with metal movable
pivot to facilitate the rotating movement to adjust the lighting emitting
angle to the reflector. The pivoting shall be completed with lock to
stabilize the rotating movement.
4.5.9.1 Earth leakage currents from luminaires shall be within the limits specified in
Section 10.3 of BS 4533, as follows:
4.5.11.1 Each luminaire shall be provided with a durable self-adhesive label which shall
clearly detail the LUM Number and the manufacturer type. The text on the labels
shall be 10mm high, coloured black on a white background. The labels shall be
located to the exterior of the luminaires in positions hidden from normal view.
This requirement applies equally to all emergency luminaires.
5.1 General
The general requirements for the Works shall be in accordance with Section 13 of
Volume 1 and Section s 45 – 60 of Volume 3 of the GMWS. In addition, the
following shall be applicable to all elements of the electrical works.
(b) During certain times of the year, heavy condensation and dewing out of
moisture on the surface or insulations inside switch enclosures can be
expected. In the worst case, this can coincide with severe dust, fiber or
other solid particle contamination on insulator surfaces. Stainless steel
shall be used for construction of the earthing receptacle and the stainless
steel shall meet ASIN 316 stainless steel requirement for thickness up to
and including 3mm. Thickness of the steel shall allow for corrosion due to
salt moisture from sea water in addition to the thickness required for
structural stability.
(b) Selection and installation of all equipment shall be subject to the approval
of the Relevant Authority and to be reviewed by the Employer’s
Representative.
(c) All systems should be operating at 50Hz, ±2% at supply voltage 380V for
three phase and 220V for single phase.
7. WIRING SYSTEMS
7.1 Introduction
(a) The various low voltage wiring systems shall include, but are not limited
to, the following:
(b) The general requirements for the various wiring systems shall be in
accordance with Sections 46, 47, 48, 49 and 50 of Volume 3 of the GMWS
and as specified below.
(c) Unless detailed specifically to the contrary in this PTS, the scope shall
include for design, manufacture, works testing, supply, installation, site
testing and commissioning.
7.2 General
(b) System loads shall be balanced by the Contractor during the Defects
Liability Period.

(a) Generally all wiring systems run in trunking and/or conduit systems shall
be as specified in Section 48 of the GMWS. Unless stated otherwise all
additional trunking and conduit systems shall be in steel. In particular, the
following shall apply:
(i) With the exception of mechanical and electrical services plant room
areas and services areas, all wiring systems shall be installed flush;
(a) Generally all wiring systems using PVC insulated, sheathed cables shall be
as specified in Section 48 of the GMWS. In particular the following shall
apply:
(a) Generally this PTS refers to the low voltage cables run from low voltage
main switchboards to the various distribution boards, sub distribution
boards, motor control centers, etc. as designated on the Employer's
Drawings. All cables under this Section shall comply fully with the
requirements of Section 48 of the GMWS. In addition, the following shall
apply:
(i) All cables shall utilize copper conductors, aluminum conductors are
not acceptable;
voltage switchboards, etc., and shall include the making off and
termination of all cables and the supply of all cable lugs, ferrules,
compound etc.;
(iv) Where cables rise or fall from high level horizontal runs, they shall
be adequately supported in the vertical plane to ensure that no undue
weight or stress is allowed to occur on the termination points; and
(v) Cables shall have the minimum number of joints and each section
shall comprise a complete drum length. Cables in any one circuit
shall be of the same type throughout. Details of cable lengths and
location and number of joints shall be submitted to the Employer’s
Representative for review. All joints shall be in accordance with
Section 48 of the GMWS.
8.1 Introduction
(a) The various low voltage wiring systems shall include, but are not limited
to, the following:

(f) The sizes and compartmentation details required for trunking systems shall
be as detailed on the Employer's Drawings and shall allow for a spare
capacity of 25% over and above the trunking factors specified in the
GMWS.
(g) Where trunking passes through holes in the structure of a building, a cover
plate shall be fixed to the trunking prior to installation of the fire
checking/grouting materials, this section of cover shall be arranged to
project a maximum of 50mm beyond the finished surface of the wall, floor
etc.
(a) In addition to the requirements of Section 49 of the GMWS and the detail
shown on the Employer’s Drawings, the Contractor shall provide cable
tray systems in accordance with the requirements detailed below.
(b) All cable trays shall be of sufficient width to accommodate the cables to be
installed as shown on the Employer’s Drawings initially bunching and
allowing 10% spare area for the installation of future cables. Minimum
sizes of cable trays are as shown on the Employer’s Drawings.
(c) Cable tray shall be adequately and securely fixed and supported along its
entire length and all sections of steel tray shall be efficiently and
adequately bonded. Fixings in all cases shall be adequate to carry the
weight of the fully loaded tray with due consideration for appearance,
access and rigidity.
(d) Cable tray deflection shall not exceed 1/100 of a 1.2m span from the centre
point of the span.
(e) Brackets shall give sufficient clearance behind the tray for cable fixings to
be made, and when supporting cable trays in ‘tier’ formation they shall
give clear access to all trays.
(f) Cable tray runs shall be broken at structural expansion joints. At these
points the steel cable trays shall be bridged with a flexible earth conductor
which shall be capable of absorbing, without strain, all movement of the
joints.
(g) Where cables are required to ‘peel off’ a tray, a moulded protective edging
shall be fitted to the tray.
(h) All cable tray runs shall be electrically continuous and shall be bonded to
the associated substation main earthing bar.
(i) Fixing channels cast in to the walls of the service tunnels at 1125mm
centres within the services tunnels and at 1200mm centres within the
building. All brackets and supports fixed to these inserts shall be provided
by the Contractor.

(b) Trunking shall be installed such that adequate clearance is provided for
access to the wiring. Covers shall be installed to the top or front of the
trunking as appropriate to maintain clear access to all sections of trunking
and generally in accordance with details on the Employer's Drawings.
Where for reasons of access, covers are installed to the bottom, cable
retaining shall be provided at 500mm centres and locations where bottom
lids are proposed shall be subject to review without objection by the
Employer’s Representative.
(c) Trunking with the cover on the side shall be fitted with removable cable
retaining straps at intervals not exceeding 1000mm. Where trunking runs
vertically cables shall be supported at intervals not exceeding 5m; the
method of support shall allow for future easy removal of or addition to the
cables.
(d) Copper strip bonding links shall be provided at each joint and secured by
screws, nuts and spring washers. The bonding links shall be external to the
trunking and shall make contact with the trunking and continuity shall not
depend upon contact through the screws. Jointing screws shall be installed
with the exposed thread and nut external to the trunking.
(iii) The lid shall be supplied in 3m lengths fixed to the trunking body
with a continuous hinge running down the `Top' side of the
trunking. The `Bottom' side of the lid shall be secured to the
trunking using four (4) numbers of spring action captive head turn
buckles arranged to prevent the trapping/damaging of cables during
use;
(v) All connections for joints shall be of the internal sleeve type with
pressed nut inserts to accept captive fixing screws. All joints
(bends, tees, end caps etc.) shall be carried out using proprietary
9. EARTHING SYSTEMS
9.1 Introduction
(a) The earthing system shall include, but is not limited to, the following:
9.2 General
(a) The earthing system shall comply with the CLP’s requirements together
with the IET Wiring Regulations, BS 7430, and all relevant Codes of
Practice and Relevant Authorities requirements.
(b) Earthing and bonding shall be carried out so as to ensure that a fault in any
part of the installation or system shall cause disconnection of the
appropriate part of the supply ensuring that any voltages attained between
simultaneously accessible exposed and extraneous conductive parts shall
be of such magnitude and duration as not to cause danger.
(c) The Contractor shall provide earth connection facilities at all switchboards,
distribution boards etc. and for the bonding of exposed conductive surfaces
and extraneous metal work installed.
(d) The Contractor shall bond all incoming metallic services to the building to
earth via the earth bar in the L&P distribution board.
(b) Hot and cold water pipes below each sink shall be bonded together using
approved earth clips and then bonded across to the earth terminal on the
sink. Allowance shall be made for drilling the rear downstand of the
metallic sink top in anticipation of no earth lug being already provided.
The flexible cable termination to the sink top shall be made using "Ross
Courtney" washers and a brass nut and bolt.
(c) Exposed metallic structural parts of the building e.g. external cladding
system, internal metal partition systems, handrails etc. will be bonded to
the main earthing system, however this bonding shall be tested as specified
in this Specification.
(d) The Contractor shall include for bonding of all exposed conductive parts
and extraneous conductive parts provided by the Contractor and to test
these and together with the bonds to provide a total equipotential bonding
system in accordance with IET Regulations.
(a) Joints in copper tape shall be tinned before assembly, rivetted with a
minimum of two copper rivets and sweated solid.
(b) Where holes are drilled in the copper tape for connection to items of
equipment or cables the effective cross-sectional area shall not be less than
that required to comply with the BS 7671 (IET Regulations).
(c) Bolts, nuts and washers for any fixing of the copper tape shall be brass of
the high tensile grade or where liable to corrosion they shall be bronze.
(a) The end of each conductor connecting to the earth bar shall be labelled
with a traffolyte label giving details of the conductor size and the point
where the other end is terminated. Labels shall be securely fixed by two
non-metallic ties.
10.1 Introduction
(a) The wiring accessories and associated systems shall include, but are not
limited to, the following:

(b) All accessories shall comply fully with the requirements of BS 5733, and
boxes for the enclosure of electrical accessories shall comply fully with the
requirements of BS 4662.
(c) The finish of various types of accessories in the same areas shall be
identical. For flush mounting the plates shall overlap the boxes; for surface
mounting the plate shall match the profile of the box without overlap.
(d) Where pilot lamps are detailed they shall comprise a neon lamp and
resistor with a red coloured lens.
(e) Accessories with their boxes and front plates shall provide a minimum
degree of protection of IP41 when used inside building, and IP56 when
used external to the building.
(f) Accessories shall be mounted in the manner, location and at the height as
shown on the Employer's Drawings.
(a) The type of outlet shall be determined as a function of its location and as
follows:
(a) Where accessory boxes are of insulating material the material shall have
the ignitability characteristic ‘P’ as specified in BS 476.
(c) Earthing terminals shall be fixed inside each accessory box and on the
grids of gridswitches. The earthing conductor of each grid shall be
connected by a separate protective conductor to the earthing terminal of
the accessory box.
(d) Accessory boxes shall be fixed to the fabric of the building independently
of the connecting cable or conduit.
(e) Where accessory boxes are fixed outside building then the fixing shall not
compromise the IP requirements detailed above.
(a) Fused connection units shall be provided by the Contractor at the locations
and circuited as shown on the Employer's Drawings.
(b) Fused connection units shall comply with BS 5733 and shall be completed
with double pole switching and pilot lights, and shall have cartridge fuses
to BS 1362 fitted suitably rated to the appliance or equipment being
supplied.
(c) Where fused connection units are flush mounted final connection to fixed
equipment shall be flush via back entry.
(b) Isolators and equipment isolating switches shall comply with BS 5419 and
shall be complete with double pole switching arranged to give the
separation distances required by BS 7671 to be classified as an effective
isolating device.
(a) The Contractor shall provide the small power installation comprising 13
amp socket outlets to BS 1363 circuited as shown on the Employer’s
Drawings.
(c) Each ring final circuit shall incorporate 30mA RCD protection, by means
of MCB/RCD units operating in series or combined MCB/RCD units
(RCBO).
(d) Switches for socket outlets shall be single pole, in the phase line, and shall
have rocker type actuating members unless stated otherwise.
(e) Switched power outlets shall be provided with neon indicators where
detailed on the Employer’s Drawings.
11.1 General
(a) In addition to the requirements of this PTS which deals with the inspection,
testing and commissioning of the Works, the Contractor shall also fulfill
the following requirements.
(b) The Contractor shall carry out complete and full testing and inspection of
the entire low voltage electrical installation and the provision of supporting
documentation including certification in accordance with BS 7671.
(c) The Contractor's testing and inspection staff shall have a current grade B
registration in accordance with regulation 9 of the Electricity (Registration)
Regulation and shall have previous experience with testing and inspection
of comparable installations.
11.2 Procedures
(a) The Contractor shall give sufficient notice of not less than seven (7) days
in writing to the Relevant Authorities and the Employer’s Representative
before carrying out any tests. Notice of intention to start all major
equipment tests shall be given at least ten (10) days in advance of the first
test.
(a) The following tests, if any, shall be carried out in the order specified:
(b) The Contractor shall fill in the standard test sheets, actual values of the
readings obtained with a tick to indicate compliance with BS 7671 and a
cross to indicate non-compliance.
(c) Full records of test results and supporting information shall be kept by the
Contractor and submitted to the Employer’s Representative for record
purposes.
(a) The Contractor shall carry out an extensive detailed inspection as part of
the commissioning and setting to work covering the entire low voltage
electrical installation.
(b) The prime purpose of the inspection shall be to ensure that the equipment
and materials installed:
(iv) Are suitable for the ambient environment in which they are
installed.
(c) The Contractor shall include within the inspection programme the
following checks to ensure compliance with these requirements together
with:
Protective conductors;
Earthing conductors; and
Main and supplementary equipotential bonding conductors.
(a) This test shall demonstrate that the earth fault path formed by protective
conductors, such as conduit, sheaths, armouring and cabling, is continuous
and of sufficiently low resistance to carry the current required to operate
protective devices within the required disconnection times in the event of a
fault.
(b) The Contractor shall test every protective conductor to verify that they are
electrically sound and correctly connected.
(c) For all circuits the circuit protective conductor shall be subject to a low
current test by a low reading ohmmeter, utilising one of the phase
conductors as a return path.
(a) This test shall verify the continuity of the live and protective conductors of
each part of each ring final circuit.
(b) The tests shall be carried out using a low reading ohmmeter.
(c) For each ring final circuit the Contractor shall carry out the following tests:
(i) Measure the resistance between the open ends of phase, neutral and
protective conductors (reading A);
(ii) Measure the resistance of the long test leads (reading B);
(a) This test shall demonstrate that the insulation resistance between all
possible combinations of conductors and earth to ensure that values
comply with BS 7671 and that, therefore, there is no significant leakage
current or short circuits.
(b) For the performance of this test all fuses and links shall be in place and all
lamps removed, all plugs removed from socket outlets and all extraneous
equipment disconnected.
(d) The tests shall be carried out using a suitably rated dc insulation resistance
tester.
(a) This test shall demonstrate that any insulation applied "on-Site" is capable
of providing protection against indirect contact and of withstanding,
without breakdown or flashover, an applied test voltage equivalent to that
specified in the British Standard for similar type-tested equipment.
(b) The Contractor shall carry out tests to ensure compliance with the
following test requirements
(a) This test shall demonstrate that where barriers or enclosures are provided
during erection to provide protection against direct contact, then the
appropriate degrees of protection are achieved.
(b) On all completely erected enclosures that are ready to be put into use, the
Contractor shall check all holes and recesses, slots and the like in the
enclosures using conductors to ensure that:
(a) This test shall demonstrate that all single pole switches and control devices,
fuses and circuit breakers, centre contacts of Edison screw cap lamp
holders and live terminals of plugs and socket outlets and similar
accessories are connected in the particular circuits phase conductor.
(b) The Contractor shall carry out this test out with a long "wander" lead
connected to the circuits phase conductor at the distribution board and to a
continuity tester on its low resistance scale. The other connection of the
test instrument shall be a short lead which is, in turn, connected to
switches, ES lampholder centre contacts, phase conductors of socket
outlets and accessories, etc. A very low resistance reading shall confirm a
correct polarity connection.
(a) The value of earth loop impedance shall be determined at each distribution
board and at the furthest point of each final circuit within the installation.
The test instrument used shall be of the type that does not require bridging
of residual current devices to avoid operation during testing.
(b) The test results shall be compared with the values detailed in tables 41B1,
41B2, 41C and 41D of BS 7671. In all cases, the values obtained shall not
exceed those detailed in these tables, and should any test result exceed
80% of the tabulated values this should be noted within a report and
submitted to the Employer’s Representative.
(a) This test shall demonstrate that the resistance of earth electrode networks
does not increase the value of earth loop impedance to an undesirable level.
(b) The method used to test shall be that incorporating the use of a proprietary
(or dedicated) earth tester.
(c) The tests shall be carried out by the Contractor in accordance with the
manufacturer’s instructions and as follows:
(i) Connect one leg of on the tester to an auxiliary electrode X and the
other to a potential electrode Y. The distance between electrodes X
(iv) If the results of the three tests do not agree, then electrodes Y and Z
shall be moved further away from electrode Z and the tests
repeated.
(a) This test shall demonstrate the effectiveness of the RCD by a test which
simulates an appropriate fault condition and is independent of any test
facility incorporated within the device itself (although operation of the
integral test button shall be proved after carrying out the tests described
below).
(b) The test shall be made on the load side of the device between the phase
and circuit protective conductors, such that a suitable residual current
flows. All loads normally supplied by the RCD shall be disconnected for
the duration of the test.
(c) The Contractor shall carry out tests in accordance with the following,
according to the types of RCDs fitted:

(b) Insulated and uninsulated ferrous pipework shall be painted with at least
two coats of a suitable primer.
(c) Plant such as air handling units, fan coil units, packaged air conditioning
units, fans, uninsulated pumps, motor control centres and the like shall be

(a) Regardless of whether the item is painted or not, all equipment, ductwork,
pipework and electrical wiring shall be identified including indication of
the direction of flow as applicable.
(d) Terminal strips shall be labelled to identify the circuit number, phase
connection, terminal number and function for example, control, indication,
protection and the like.
(e) Control relays, timers, fuses and other items of switchgear shall be clearly
labelled to identify circuit number, function and rating.
13.1 General
(a) The plant/system installed by the Contractor shall be inspected, tested and
commissioned to confirm that plant/system performance complies with the
requirements of the Contract.
(a) The Contractor shall identify in his construction quality plans and division
of the plant/system into discrete elements to facilitate the preparation and
service of phase notices as called for in this PTS;
(ii) Details of the type and number of instruments to be used and the
relevant calibration certification;
(x) Lists and quantities of any consumables that will be required and
supplied by the Contractor up to substantial completion of the
Works;
(c) The Contractor shall prepare and submit his proposed test Results Forms
as part of his submission of the relevant inspection, testing and
commissioning plan.
(a) All testing and commissioning carried out by the Contractor shall be
undertaken using the International System of Units (S.I.) and shall comply,
as appropriate, with the latest and most up to date edition of the following
standards, regulations and guides:
(viii) The relevant codes and guides published by the American Society
of Heating, Refrigerating and Air Conditioning Engineers
(ASHRAE-USA);
(x) The relevant codes and guides published by the Building Services
Research and Information Association (BSRIA-UK).
(b) The Contractor shall provide all necessary skilled labour and assistance for
testing, operating, adjusting, commissioning and verifying the performance
of all plant/system;
(c) The Contractor's testing and commissioning staff shall have had previous
experience with testing and commissioning similar plant/system of
comparable duty; and
(b) Testing and commissioning instrumentation shall be designed for field use
and to minimize field measurement errors through the use of electronic
sensors, digital displays and similar devices;
13.7 Notifications
(a) The Contractor shall, give the Employer’s Representative notice in writing,
when ductwork cleaning tests report will be ready to commence provided
that, not less than three days’ notice of all ductwork cleaning carried out
on Site shall be given.

(b) Prior to setting to the work, the Contractor shall clean the air duct system
and shall confirm in writing to the Employer’s Representative that all
relevant work by Other Contractors is completed and satisfactory for the
purpose of ductwork cleaning.
(c) In the event that the Contractor considers that any air duct cleaning work is
not appropriate or proceeded subject to the site constraints, the Contractor
may submit alternative proposals to the Employer’s Representative for his
review.
Sheetmetal and ductwork pressure tests shall include all joints, dampers,
fittings, access panels and the like.
(a) Prior to water balancing, strainers shall be cleaned and flow limiter cores
shall be installed.
(c) The Contractor shall confirm the flow rates using installed flow measuring
devices and pressure drops across components with known characteristics.
Results shall be cross checked with pump performance readings.
(i) Under design conditions, the pressure drop across the flow limiter
is in the middle of the operating range of the device; and
(ii) Under all SCHW pump operating conditions, the device is still
within its operating range.
(b) Current readings shall be determined in the field at starters, junction boxes
or similar; and
(c) The Contractor shall undertake commissioning tests to verify the operation
of bimetallic overloads by winding down the set point adjustment until the
device trips.
13.12.1 The contractor shall provide effective earthing for lightning protection by
installing separate earth rod buried to the ground connecting to the closest
earthing receptacle.
13.12.2 The lightning protection system shall comprise of earth terminal at the
conductors, earth rods.
13.12.3 Means shall be provided from disconnecting the earth receptacle system from
the rod for testing.
13.12.4 All equipment of the lightning protection system shall be purpose-made and
comply with the recommendations of BS EN 62305. The interconnectors shall
be buried at a depth of not less than 450mm below final ground level.
13.12.5 The contractor shall ascertain soil resistivity under dry conditions and determine
the necessary length and number of earthing rods. The resulting earth resistance
shall not be great than 10ohm.
13.13.1 General
All metal works associated with an electrical installation but not forming part of
a live conductor, including exposed conductive parts and extraneous conductive
parts shall be solidly and effectively bonded and earthed.
The following earth electrode shall be used unless otherwise specified in the
Employer’s Drawings:
(i) Rod electrode shall be mild steel inner core with a bonded hard
drawn copper sleeve of an approved type. The overall diameter of the

rod shall not be less than 15mm and the thickness of the copper
sleeve shall not be less than 0.25mm. The minimum length shall be
2.4m; and
(ii) In the event that one rod does not produce a low earth resistance,
additional lengths or rods shall be installed. For the latter application
additional rods shall be driven into the ground outside the resistance
area of he previously installed rods(s). Under normal circumstances, a
mutual separation of 3.5m is considered adequate.
(i) Tape electrode shall be untinned copper strip of not less than
25X3mm in cross section. Tape electrode shall be used only if
specified by Employer’s Representative; and
(ii) In case where several tapes are required for connection in parallel to
achieve a low earthing resistance, they may be installed in parallel
lines or they may radiate from appoint.
(b) No earth clamp type connection is allowed for earthing tape jointing. The
earth tape joint can only be made by means of ‘Thermoweld” in landside
area or other prefabricated method outside the airside area.
(d) All equipments shall be earth in accordance with the BS7671 IET
Regulation and BS7430 Earthing Section 25 Earthing of street lighting
columns”.
14.1 General
14.1.1 The T&C works shall comply with all the latest site safety regulatory
requirements including but not limited to the following:
(b) Factories and Industrial Undertaking Ordinance, Chapter 59, and other
subsidiary legislation herein;
(e) Electrical tests in accordance with BS 7671: the 17th edition of the IET
Wiring Regulations;
14.1.2 The entire system shall be 100% fully tested end to end in accordance with the
international specification s stated in the Specification, confirming to
manufacturer’s requirement and warranty. The Contractor shall bring any link
not meeting the requirements of the standard into compliance at no charge to the
Employer.
14.1.3 The Contractor shall provide full equipment and system tests to demonstrate the
performance of the system in accordance with the GMWS and the Specification.
14.1.4 The Contractor shall be responsible for rectifying all defects found during the
T&C periods as well as during the Defects Liability Period (DLP).
14.1.5 The T&C schedule and programmer shall be in line with the approved Works
programme, and shall be submitted for review without objection by the
Employer’s Representative.
14.1.7 All electrical and mechanical systems and equipment items should be tested and
commissioned for safe, reliable and efficient operation for the required duties.
14.1.8 The Contractor shall refer to the relevant Sections in this PTS for the
requirements of T&C.
14.2.1 The Contractor shall take the lead role in planning and coordinating the
execution of the point-to-point and integration system functional tests. This
shall include, but is not limited to, the following:
(b) Prepare and maintain time schedules covering the primary test activities
plus subsequent re-testing, where necessary;
(d) Liaise with the other contractors to co-ordinate staff and resources as
required for the carrying out of the tests; and
14.3.1 The Contractor shall submit the technical information of all testing equipment
and instrumentation for review without objection by the Employer’s
Representative prior to commencement of T&C.
14.3.2 All testing equipment shall be accompanied with valid calibration certificates
issued by authorized organization(s), the validity period of the certificates shall
cover the entire T&C period and under no circumstances of invalidation before
completion of T&C of the works.
14.3.3 The Contractor shall ensure that adequate quantity of testing equipment and
instrumentation to be provided for the T&C of the entire system to match with
the construction and works programme.
14.3.4 It is also the obligation of the Contractor to allow sufficient flexibility that the
quantity of testing equipment and instrumentation shall be varied, in accordance
with the actual construction programme of the works. Such variation on the
quantity of the equipment shall not incur additional costs to the Employer.
14.4.1 The Contractor shall be responsible for performing the following T&C for all
systems, including the following in sequence:
14.5.1 Upon completion of the works, the Contractor shall be responsible for carrying
out on-site T&C.
14.5.2 The SAT shall be conducted under the direction of the Employer’s
Representative and shall begin after all on Site commissioning tests have been
satisfactorily completed and that all defects found during the tests have been
rectified by the Contractor and to the satisfaction of the Employer’s
Representative. The purpose of the SAT is to demonstrate that complete
installation works shall be fully compliant with the particular and operational
requirements as specified in this Specification.
14.5.3 The Contractor shall conduct the SAT on-site with the following requirements:
(a) Testing of the complete equipment and all ancillaries properly installed
and connected in final working arrangements shall be made on Site.
These tests shall be arranged to prove that the equipment has been
properly installed and adjusted.
(b) In the event that any part of the equipment failing in one of these tests,
further tests shall be made after rectification of the fault, over at least
two (2) successive and separate periods with no further fault occurring.
14.6.1 The Contractor shall submit detailed test plans of the proposed tests and T&C
procedure to the Employer’s Representative for review and approval fourteen
(14) days prior to carrying out the tests. The T&C submission shall include, but
is not limited to, the following:
(a) The Contractor shall submit a detailed list of all tests and general
descriptions of each of the tests indicating the way in which these will be
conducted and the estimated testing time required for each of these tests.
Such time estimates shall not, in any way, limit the Contractor’s
obligations to complete each and all tests as specified in this PTS and
necessary to demonstrate satisfactory performance of the system. Any
deviations shall be reviewed without objection by the Employer’s
Representative.
(b) Prior to carrying out the T&C, the Contractor shall submit testing
procedure, test form, test schedule and catalogue of the testing
