Justification

This import project is carried out in order that people know the requirements,
processes and documents that are needed at the time of importing, since for many
people it is very difficult and they do not know how to import a product. product.

In addition, the import is very important for the countries because several of these
are specialized in some products unlike others, which is why the countries import
those products which cost more to produce in their country.

The textile industry in Colombia is very expensive because in our country the raw
material is taken out but in another country the process of this matter is done, what
is sought with this project is to import the textile in a more economical way in order
to make some cheaper handbags.
General Objective

This project seeks to know and develop the process of importing fabrics to Colombia,
its variables to consider and the results.

Specific Objectives

To carry out this project it is necessary to study several import models:


 Define the product import policy to select.

 Identify the competition of the sector.

 Know the INCOTERM that is most used for the selected product.

 Know the means of import and packaging conditions.


Theoretical framework

What is import?

An import definition is the set of goods and services acquired by a country in another
territory for use in national territory. This term, together with exports, plays an
essential role in the accounting of the states.
It is a commercial operation that focuses on the purchase of items that are abroad
and that are not accessible in the territory due to their absence or because there are
prices too high compared to those that exist in other countries.
The concept of import facilitates the incorporation into a market of those elements
that cannot be produced in that place or that by price are inaccessible.
Importation process

1. Relocation of the tariff subheading:


To locate the tariff subheading of your product you have two options: 1) Through the
customs tariff and / or 2) With the informal help provided by the Information Center.
(It is important to clarify that the DIAN is the only authorized entity to determine the
tariff classification, according to Decree 2685/99 Art.236 and Resolution 4240/00 Art.
154 to 157 of the DIAN - Tariff Division, Tel. 079999 Ext. 2128/2129. Cost: Average
Monthly Legal Salary).
2. Record as importer:
2.1 To import into Colombia, you must belong to the Common Regime, for this you
must be registered in the Chamber of Commerce and have a Unique Tax Registry-
RUT, which is the only mechanism to identify, locate and classify the subjects of
obligations administered and controlled by the Directorate of National Taxes and
Customs, DIAN. In order to carry out import activities, the registration must be
processed specifying this activity (boxes 54 and 55). In Bogotá on Calle 75 # 15-43
(Natural Persons) or in Carrera 6 # 15-32 (Legal Entities) or SuperCADES.
3. Market study:
Carry out a market and economic feasibility study of the import, analyzing among
other aspects: product price in the international market, international transport costs,
nationalization costs and other expenses that may arise.
4. Product identification:
4.1 Check the tariff subheading of the product to be imported to know the taxes
payable (tariff and sales tax, VAT) and other requirements for its importation.
4.2 Consult the Customs Tariff to verify if the product to be imported is subject to
good sightings and previous registrations before entities such as ICA, INVIMA,
Ministry of Mines, Ministry of Environment-ANLA, Ministry of Transportation, Ministry
of Agriculture, Surveillance Superintendence and Private Security, Superintendence
of Industry and Commerce, National Mining Agency, AUNAP among others. In the
event that your product is not subject to any prior requirement, no import registration
authorization is required.
5. Procedure before the ministry of commerce, industry and tourism: If Import
Registration is required
This procedure is only done electronically through the web: www.vuce.gov.co
- For Imports of goods whose value is Greater than or equal to USD30,000:
You must acquire a Certificate or Digital Signature at www.certicamara.com and / or
www.gse.com.co, then enter www.vuce.gov.co through the link: Register of Users
and register to obtain: User and Password.
Go to www.vuce.gov.co through the link: Help / Imports and there download the
programs and manuals of use.
Fill out the Import Registry online at www.vuce.gov.co, entering through the Imports
module, once it has been prepared, the corresponding payment must be made
electronically. The value of the Import Registry for every 1800 characters is $ 30,000.
- For Importation of goods whose value is Less than USD30,000:
Registration in Grupo VUCE, Calle 28 No. 13 A 15, 16th floor, in Bogotá from 8:00
AM to 5:00 PM, upon request of appointment to the e-mail:
importacionesmenores@mincit.gov.co, with RUT.
The VUCE Group assigns you a username and a password.
Preparation of the import register through the VUCE System, at www.vuce.gov.co
Payment of the Electronic Import Registry.
Note: The Importer that uses Customs Agency or Special Agent to fill the Import
Registry, must give a signed power of attorney and send it to this company or person
to register it in VUCE and the system enables it, to make import registrations.
For those companies or individuals that have a digital signature and want to keep a
database of the records made, they can acquire the VUCE Application in the Ministry
of Commerce, Industry and Tourism that will facilitate the transfer of data, for a value
of three SMLMV.
6.Exchange procedure on imports:
The Exchange Regime establishes the obligation to channel the payment through
the intermediaries of the exchange market authorized by law (commercial banks,
financial corporations, etc.). The importer must turn abroad the foreign currency
corresponding to the payment of the import, after completing the form

7.Other procedures:
Verify the terms of international negotiation (INCOTERMS) and if it is up to you to
pay the value of international transportation, hire the carrier with which those costs
will be defined for the transfer of the merchandise to the Colombian port that is most
convenient and which can be given indication on the Customs Warehouse, in which
it is desired that the merchandise be stored while it is being nationalized.
8.Nationalization process:
8.1 Once the merchandise is found in Colombia in the Customs Warehouse, it is
recommended to request authorization to carry out a pre-inspection prior to the
presentation of the Import Declaration and other documents, when doubts arise
about the description, serial numbers identification or quantity.
8.2 If the value of the Import is equal to or greater than USD5,000, the ANDEAN
DECLARATION OF VALUE IN CUSTOMS must be completed. This is a supporting
document of the Import Declaration, which determines the value in Customs (Basis
for the payment of Customs Taxes) of the goods subject to Import and specifies the
expenses caused in said operation.
8.3 The liquidation of Customs duties (Tax Charge and VAT), is done through the
IMPORT DECLARATION, the payment of these taxes is made to the financial
intermediaries, in the customs offices where the XXI Century IT System operates,
the forms are do by electronic means.
8.4 According to the Customs Statute (Decree 2685/99) may act directly before the
DIAN:
The legal persons who carry out imports that individually do not exceed the FOB
value of one thousand dollars (USD1,000), who will act personally and directly
through their legal representative or agent.
Individuals who carry out imports that individually do not exceed the FOB value of
one thousand dollars (USD1,000), who must act in a personal and direct manner.
The travelers in the offices of their luggage.
NOTE: When it comes to imports whose amounts are greater than one thousand US
dollars (USD1,000), you must hire the services of a Customs Agency to carry out
this process.
8.5 For the release or withdrawal of the merchandise, once the import taxes have
been paid, you must go to the Customs Depository of Customs where the
merchandise is and present the following documents, which will be reviewed by an
official of the respective customs and who must be kept for a term of at least five
years:
Commercial invoice
Packing list
Registration or Import License, if required.
Certificate of Origin (Depending on the product and Origin)
Import Declaration
Transportation Document (Air Waybill - Bill of Lading)
Andean Declaration of Customs Value, if required
Other certificates or seen good, if required.
8.6 The customs computer system determines if automatic lifting can be carried out
or if physical inspection of the merchandise is required. In the first case, you can
withdraw the merchandise once it is authorized by the Deposit or Customs Officer,
in the second case the inspector of the DIAN will verify the agreement of the declared
in the documents with the merchandise for which authorization of release is
requested.
Importation of samples without commercial value:
Samples with no commercial value are considered those goods declared as such
and covered by a preform or commercial invoice.
For the importation of these goods, no import registration or license is required,
except that due to their state or nature they require the fulfillment of good sightings
or requirements that lead to obtaining licenses or import records. In any case, these
goods are subject to the payment of Customs Taxes in accordance with the
provisions of the corresponding tariff subheading.
What is cloth?
A fabric is a flexible sheet composed of many threads that cross each other in a
regular and alternate way over the entire length. The fabrics can be the woven works
in the loom or those similar ones that are formed by series aligned of points or loops
made with the same thread.

Product to import
the product to import is textile fabric for the manufacture of handmade bags that we
make in the company, because in Colombia the textile fabric is very expensive which
leads us to import from China because the demand is high thanks to its low prices
and its increasing quality; with this we seek that our bags are more economical in
the market and we can be competitive.
