Particulars/Description

Start of the Project

The Joint Venture, thru, Mr. Afuang requested for the list of long lead
items for the immediate submission of approval of material sample in
which the Panel Boards, Transformer, Cables and Wires and High Bay
Light is a part of.

Follow-up on the equipment layout of MROD. MROD committed to


provide updated layout once decided/finalized by end user

The Joint Venture submitted credentials of the assigned project


electrical engineer which is subject for evaluation of BSP

Reminded the Joint Venture's electrical engineer to attend the weekly


coordination meeting.
The Joint Venture told BSP that the shopping/procurement of long
lead items are still on process

Engr. Garcia comitted to submit the approval of material samples for


long lead items on 1st week of June 2017

BSP reminded the Joint Venture of the requirement to designate an


Electrical Engineer per terms of reference

BSP reminded the Joint Venture about long lead items but the Joint
Venture informed that they are still looking for possible suppliers

BSP Joint Venture was allowed to make their own shop drawings for
Transformeras long as it contain all the requirements, details complies
with the TOR

The Joint Venture will follow up the tools and equipment needed for

The Joint Venture will give material sample/brochure for the High Bay

BSP instructed the Joint Venture to submit submittals required by the
Consultant including the qualifications of the Installer per Terms of
Reference and Contractor's Certificate of Accreditation from Simplex

No need for cost proposal of the relocation of SITD Panel Board and
Transformer from the Joint Venture. The Joint Venture will submit

The venture will schedule site inspection for FDAS installed at the
Bldg. C Basement and will also submit the necessary submittals for
the said items.

The Joint Venture will follow up the tools and equipment needed for
rough-ins.
The Joint Venture confirmed that they can relocate and install the
Supply of the SITD from Friday afternoon to Sunday
If the aHigh Bay Lights (Lighting Fixtures) to be used is 220V, the
primary side of the transdormer shall have a circuit breaker

The Joint Venture will give material sample/brochure for the High Bay
Light on 18 August 2017
There was no update as to when will the Shop Drawing/Brochure be
submitted by the Joint Venture for BMS

Per Engr. Julius, they where already requested for the assistance of
the Joint Venture to hire an Electrical Engineer but still failed to hire
one.

The Joint Venture shall submit the shop drawing for panel boards and
transformer for the Approval of Material Sample as instructed by BSP.

The Joint Venture to schedule the site inspection of Basement area


and will submit the necessary documents compliance to the Terms of
Reference

The tools for electrical rouch-ins are for delivery as declared by the
Joint Venture but no apparent date.
Relocation schedule of the Electrical Supply for SITD shall be
announced by both parties and the Joint Venture shall submit a
request letter before the said schedule
The Joint Venture committed to give an update regarding the Lighting
Fixtures on 25 August 2017 (update will be coming from Engr. Julius
Santiago)

The Joint Venture will give material sample/brochure for BMS on 25


August 2017 (update will be coming from Engr. Julius Santiago)

The Joint Venture submitted the said shop drawing for Panel Board
and Transformer to BSP dated 24 August 2017 for evaluation and
approval of BSP

. BSP instructed the Joint Venture to provide an Electrical Engineer on


site per issued ITC No. 26.
Inspection for FDAS shall push thru with the presence of the approved
site engineer and submission of complete documents prior.

BSP and the Joint Venture have agreed upon the change of specs on
the lighting fixtures from 277 volts to 230 volts with a provided
transformer at no additional cost. Hence, the Joint Venture c/o Mr.
Afuang, committed to submit material approval sample on 08
September 2018.

The Joint Venture c/o Engr. Torres, committed to submit the material
approval sample of BMS on 08 September 2018
The Joint Venture will resubmit the shop drawing of the panel boards
and be guided on the comments and other requirement stated on the
submittal

The Joint Venture will provide an Electrical Engineer on site per Issued
ITC No. 33.
Inspection for FDAS shall push thru with the presence of the approved

Load schedule for lighting panel boards & transformers due to
changes of system voltage which is from 277 Volts to 230 Volts.

The Joint Venture together with their supplier of BMS requested a


walk through first on the existing BMS of AHU units before submitting
the approval of material sample on 18 September 2017. the material
approval sample will be submitted on 18 September 2017 c/o Engr.
Torres.

The Joint Venture will resubmit the shop drawing of the panel boards
and be guided on the comments and other requirement stated on the
submittal c/o Engr. Julius Santiago

The Joint Venture submitted a motion for reconsideration to the


issued ITC No. 33.
The Joint Venture shall submit first the supporting documents for
FDAS system per BSP TOR

BSP will evaluate the submitted proposed load schedules for lighting
panelboards & transformers for a newly system voltage which is 230
Volts.

BSP forwarded the BMS approval of material sample to Guevarra &


Partners Inc. for approval.
BSP will review the submitted shop drawing of the panel boards

The Joint Venture will review the proposal of BSP regarding the
installer of devices will be the accredited company of simplex which is
Multiline, a current contractor of BSP for the current rehabilitation of
FDAS

The Joint Venture submitted the single line diagram for the revised
277V to 230V System (lighting).
The Joint Venture is instructed to submit proposed orientation of
components, sizes of the transformer, and costing for the new design
which are necessary to verify if the proposed 277V to 230V will fit the
electrical room.

BSP also suggested to use its own cost-efficient design, which will be
provided to the Joint Venture for review and consideration.
Consequently, Joint Venture shall still submit a final design,
orientation, layout, sizes and costing of components for BSP approval.

BSP reminded the Joint Venture that any changes should not affect
the schedule of submission of material samples for the original and
unchanged scopes.

BSP instructed that there are other panel board not affected by the
changes in voltage rating
BSP has no feedback yet from Guevarra & Partners Inc. for the
approval of BMS
The Joint Venture mentioned that they have already submitted their
requirements with Multiline. Multiline has submitted their offer to the
Joint Venture and pending the review of Engr. Rico Garcia and Mr.
Afuang

The Joint Venture has yet to submit the proposed orientation of


components, sizes of the transformers, and costing for the new design
which are necessary to verify if the proposed setup will fit the
electrical room.

The Joint Venture has not submitted shop drawings for the proposed
route of the feeder line
BSP reminded the Joint Venture that there are other panel boards
that are still pending for submission and approval.
Guevarra & Partners Inc. (GPI) already approved the material sample
and transitted the materials approval form to the Joint Venture on 27
Oct 2017. BSP advised the Joint Venture the proper inspection prior
to procurement of materials

The Joint Venture has no feedback yet from the proposal of Multiline.
BSP advised the Joint Venture to secure a certification that the service
provider is accredited by Simplex

The Joint Venture said that their management committed to expedite


the approval of materials that are necessary for the project. The Joint
Venture will provide an Electrical Engineer on board as soon as
possible.

The Joint Venture expects that electrical works will now push thru and
will be expedited with the entry of their newly approved Electrical
Engineer. The key expert is committed to finish all shop drawings and
material requirements within one month and will focus on supervision
thereafter.

The Joint Venture also committed to submit the request for material
approval for electrical fixtures, parts, and other accessories in one to
two weeks. BSP reminded the Joint Venture that high bay lightings
should be UL844 compliant.

The Joint Venture mentioned that there is 6-8 weeks lead time for the
BMS. BSP then advised the Joint Venture to expedite the PO and
order the wires and conduits beforehand.

works on 16 November 2017
BSP instructed the Joint Venture to submit and wait for the approval
of material sample for the equipment (i.e. blowers, AHU, etc.) prior to
processing of P.O. for BMS.

The Joint Venture, thru Engr. Reynaldo Santiago, committed to submit


the BMS Layout for further evaluation and approval of BSP.

The Joint Venture, thru Engr. Reynaldo Santiago requested to BSP to


transmit the minutes of the meeting for at least 3 days before the
weekly coordination meeting for further discussion with his technical
working group.

The Joint Venture is requesting for the information regarding the


location of Panel Board for FDAS which was not reflected on the
approved plans.

The Joint Venture is requesting for authority to enter at Bldg. C


Basement for inspection of the location of electrical feeder lines to be
installed on the said area.

commitment of Engr. Reynaldo Santiago for the submission of BMS
Layout for further evaluation and approval of BSP on 24 November
2017.

BSP and the Joint Venture shall discuss the issue regarding the
electrical feeder lines and FDAS Panel board for Bldg. C Basement
Area.
Per Engr. Reynaldo Santiago, enlisted are the information and
schedule of submission of the approval of material samples for
electrical items.
• Transformers – December 2017
• High Bay Lights – Engr. Santiago said that Joint Venture will submit a
proposal to just paint the enclosures with acid proofing to comply
with the specs.
• Panel Boards – submitted for approval on 05 December 2017.
• Switches – Request to be submitted after the meeting.
• Wires and Cables – Approved. Joint Venture was advised to submit
the shop drawings.
• Conduits – Approved. Joint Venture was advised to submit the shop
drawings.
• FDAS – Approved. Joint Venture was advised to submit the shop
drawings.
• BMS – Engr. Santiago discussed that the PO did not push through
and the Joint Venture is back negotiating for this item.
• Public Address – Approved.
• BMS Points – Engr Santiago committed to submit the request on 14
December 2017.

Engr. Reynaldo Santiago also mentioned that the Joint Venture will
submit comments and proposed revisions on the electrical plans on
12 December 2017.

Engr. Reynaldo Santiago asked if the proposed transformers necessary


for the conversion of 277V to 230V could be considered as change
order. BSP explained that in the previous coordination meetings, the
matter has been discussed and agreed that the Joint Venture will
make the necessary adjustments without additional cost to BSP. The
change is brought about by the request of the Joint Venture to change
the specifications because they are having difficulty sourcing out
suppliers.

a. Engr. Reynaldo Santiago discussed the following updates and


schedule of submission of the approval of material samples for
electrical items:
• Transformers – December 2017
• High Bay Lights – the alternative proposal will be submitted until the
next coordination meeting.
• Panel Boards – shop drawings for the materials have been approved.
Load schedule will be submitted on Monday.
• Switches – Request was submitted on 08 December 2017. Feedback
on the approval will be sent on 14 December 2017.
• FDAS – Approved. Joint Venture was advised to submit the shop
drawings.
• BMS – Engr. Santiago discussed that PO has been issued and asked
Elaine to provide copy to BSP.
• Public Address – Approved. For delivery
• BMS Points – Engr Santiago committed to submit the request on 14
December 2017.

Engr. Reynaldo Santiago also mentioned that the Joint Venture will
submit comments and proposed revisions on the electrical plans on
14 December 2017.

Engr. Reynaldo Santiago commended the BSP personnel who have


been helpful and cooperative in the project.
Engr. Santiago followed up on the work permit. BSP reported that as
of 14 December 2017 the approved area is on the basement area
only. BSP also confirmed that the work permit request should be
submitted weekly.
a. Engr. Reynaldo Santiago discussed the following updates for the
electrical works:
• Transformers – Rating was provided on 19 December. The item is
still for approval of their procurement unit. Target is still within
December 2017
• High Bay Lights – Waiting for the methodology from the supplier on
how to apply acid proofing. Engr Santiago will submit the
methodology as alternative proposal and will be submitted in the next
coordination meeting.
• Panel Boards – shop drawings for the materials have been approved.
Load schedule will be submitted on Monday.
• Outlets –Engr. Santiago reported that there are available type G
outlets in the market but none are duplex. He committed to submit
the available outlets for consideration.
• FDAS – Shop drawings will be submitted on 22 December 2017
• BMS – BSP still waiting for the delivery date indicated in the PO or
from the supplier. Arch. Afuang / Elaine to provide feedback.
• Public Address – Arch. Afuang confirmed that they ordered Bose.
Date of delivery will be provided to BSP as well.
• BMS Points – Request was submitted on 22 December 2017

Engr. Reynaldo Santiago reported to have submitted his comments


and proposed revisions on the electrical plans. BSP already approved
the comments.

Engr. Santiago asked if BSP can provide window hours for the
inspection and installation of electrical works. BSP will verify with the
end users if they can provide the requested window hours.

Engr. Reynaldo Santiago discussed the following updates for the


electrical works:
• Transformers – Item is approved. Now with the procurement of the
Joint Venture.
• High Bay Lights – Proposal was disapproved. Engr. Santiago
committed to comply with the requirements of BSP.
• Panel Boards – With comments from BSP. Engr. Santiago will
resubmit next week.
• Outlets – The proposal (Panasonic) was approved by BSP.
• FDAS – Single line diagram was already approved by BSP.
• BMS – Still waiting for the delivery date of the item.
• Public Address – Still waiting for the delivery date of the item.

Work permit for loading and unloading bay was approved (with
schedule). BSP will issue longer duration in the next permit.

Engr. Santiago suggested putting 2 smoke detectors for the 2 level


hallways (high and low ceilings). BSP suggested Engr. Santiago to
formalize the proposal.

Engr. Santiago suggested to relocate the CCTV cameras that will be


affected by the installation of conduits.

Engr. Reynaldo Santiago discussed the following updates for the


electrical works:
• Transformers – Item is approved. Now with the procurement of the
Joint Venture (canvassing)
• High Bay Lights – Approved, Material Approval will be transmitted
today.
• Panel Boards – Approved with comments from BSP.
• Outlets – Approved (Universal Outlet without shutter)
• FDAS – Approved, delivered on site.
• BMS – with PO (per Arch. JM Afuang), still waiting for the delivery
date of the item.
• Public Address – with PO (per Arch. JM Afuang), still waiting for the
delivery date of the item.
Work permit - BSP will issue an ITC clarifying that the Electrical Team
can work on site within the allowable time.
Electrical queries – Engr. Santiago will submit a clarification regarding
bass bar, tapping point, pipe sizes, load schedules, etc.

Engr. Santiago will submit their proposal for the 2 smoke detectors for
the 2 level hallways (high and low ceilings) on Monday, 22 January
2018 including its unit cost.

• FDAS – Approved, delivered on site on 16 November 2018.
• BMS – with PO (per Arch. JM Afuang), still waiting for the delivery
date of the item.
• Public Address – with PO (per Arch. JM Afuang), still waiting for the
delivery date of the item.

Work permit - BSP will issue an ITC clarifying that the Electrical Team
can work on site within the allowable time.

three quotations before they execute the PO next week. They are
looking for a supplier who can deliver the said items on site within 3
weeks.
• Panel Boards – BSP reported that Engr. Reynaldo Santiago
committed to present cost proposal of the said item on 08 February
2018.
• Outlets – Item already approved by BSP but the Joint Venture does
not have an update on the procurement.
• FDAS – Approved, delivered on site on 16 November 2017.
• BMS – with PO (per Arch. JM Afuang), still waiting for the delivery
date of the item.
• Public Address – with PO (per Arch. JM Afuang), still waiting for the
delivery date of the item

Work permit – the ITC was issued by BSP on 25 January 2018


regarding the availability of loading/unloading bays and basement of
building A to the Joint Venture.

BSP reported that BSP already issued an ITC stating that the original
design (i.e. 1 smoke detector at lower level ceiling) will be followed.

BSP reported that SITD is willing to relocate the CCTV cameras as


necessary.
Engr. Wenceslao Ramos and Arch. JM Afuang discussed the following
updates for the electrical works:
• Transformers – The Joint Venture is finalizing the cost with the
suppliers. Engr. Ramos also committed that the Joint Venture will
submit the shop drawings next week.
• High Bay Lights – The Joint Venture is finalizing the cost with the
suppliers. Engr. Ramos committed that the Joint Venture will submit
the shop drawings next week. Engr. Ramos also reported that if the
PO is finalized this week, the item could be delivered by 2nd week of
March.
• Panel Boards – Engr. Ramos committed that the Joint Venture will
submit the UCA for the work item next week.
• Outlets – Engr. Ramos said that the target delivery will be March
2018.
• BMS – Engr. Ramos corrected the report in the previous meeting
and said that the PO is under the approval process within the Joint
Venture’s management.
• Public Address – Engr. Ramos corrected the report in the previous

Engr. Wenceslao Ramos and Arch. JM Afuang discussed the following


updates for the electrical works:
• Transformers – The Joint Venture presented the shop drawing
during the meeting and BSP advised to submit it with proper cover
page.
• High Bay Lights – The Joint Venture is finalizing the cost with the
suppliers. Engr. Ramos committed that the Joint Venture will submit
the shop drawings on Tuesday next week. Engr. Ramos also reported
that if the PO is finalized this week, the item could be delivered by
2nd week of March.
• Panel Boards – Engr. Ramos reported that the UCA is finalized and is
under the approval process within the Joint Venture’s management.
• Outlets – Engr. Ramos said that the target delivery will be March
2018.
• BMS – Engr. Ramos said that the PO is still under the approval
process within the Joint Venture’s management.
• Public Address – Engr. Ramos said that the PO is still under the
approval process within the Joint Venture’s management.
• Lighting Fixture – The Joint Venture to check the approval of
material sample for Lights and submit requests for those with no
approval yet.

BSP informed the Joint Venture that they should send a formal letter
of request for the equipment layout.
BSP confirmed that all of the toilets have Hand dryers except on C5
area.
BSP advised the Joint Venture to submit the shop drawings of the
feeder lines prior to the meeting with BSP-SITD about the relocation
of CCTV cameras.
Arch. JM Afuang discussed the following updates for the electrical
works:
• Transformers – The Joint Venture submitted its cost proposal to BSP
on 01 March 2018.
• Panel Boards – The Joint Venture submitted its cost proposal to BSP
on 01 March 2018.
• High Bay Lights – Arch. Afuang reported that they are waiting for
China to open again after the month-long Chinese New Year holidays
so they can continue with the purchasing and delivery. Target delivery
is 30-60 days after payment.
• Outlets – PO still on process. Item is locally available
• BMS – PO still on process.
• Public Address – PO still on process.
• Lighting Fixture – Joint Venture has yet to submit the following
items: tube light (enclosed & industrial),flood light, emergency light,
exit light, and led directional stairs

The Joint Venture submitted its request for the equipment layout. BSP
is evaluating the request.
The Joint Venture was advised to submit sectional drawing only of the
actual location of the affected CCTV camera. No need for the sectional
drawing of the whole room.

BSP acknowledged the letter of the Joint Venture regarding the


confusion on the permits. Both parties were clarified that since the
start of the project, only reference numbers of the permits are
verbally given to the representatives of the Joint Venture thru phone
call and discussed during the weekly coordination meetings. BSP
recommended that the permits be transmitted to the Joint Venture to
prevent confusion in the future.

Arch. JM Afuang discussed the following updates for the electrical


works:
• Transformers – The Joint Venture submitted its cost proposal to BSP
on 01 March 2018.
• Panel Boards – The Joint Venture submitted its cost proposal to BSP
on 01 March 2018.
• High Bay Lights –Engr. Ramos reported that they already produce a
PO and is awaiting for payment (check preparation). The lights may be
delivered within this month of March.
• Supports (3/4” Conduits) for the High Bay will not be included in the
existing separate item for 15mm diameter conduit. Supports and
brackets will be acid proofed (inclusive of unit cost) on selected areas
(assay and reduction area).
• Outlets – PO still on process. Will check with the Arch. Afuang or
Joint Venture’s purchasing group.
• BMS – Engr. Ramos reported that they already produce a PO and is
awaiting for payment. Engr. Ramos will check for the timeline of
delivery.
• Public Address – PO still on process. Will check with the Arch.

a. The submitted UCD for the Electrical should have been discussed by

b. However, the Joint Venture does not yet have an Electrical Engineer
since February, therefore could not provide a commitment on the
cost.
c. Electrical Engineer is a requirement in the contract.
d. Engr. Joson ordered to expedite the reconciliation of the items and
cost.

a. The JV does not have an Electrical Engineer to supervise the works


and to lead the reconciliation of the UCD.
b. Engr. Ramos committed to provide the revised UCA and the revised
proposal on Monday or Tuesday next week.
c. High Bay Lights – Engr. Wenceslao Ramos reported that the items
left the port of China. Tentative delivery to the port of Manila is after 3
days.
d. BSP reminded the JV to submit material approval request for flood
lights, enclosed lights, and other lights that have not been approved
yet.

a. The JV does not have an Electrical Engineer to supervise the works


and to lead the reconciliation of the UCD.
b. BSP confirmed that they have received the revised proposal on 26
April 2018 for the electrical equipment.
c. High Bay Lights – Engr. Ramos reported that the tentative delivery
to BSP will be on the 2nd week of May.
d. BSP reminded the JV to submit material approval request for flood
lights, enclosed lights, and other lights that have not been approved
yet. Engr. Torres committed to submit the samples/brochures on
Monday (30 April 2018) next week.
e. BSP reminded the JV that the request shall be approved by their
Electrical Engineer.
f. BSP reminded the JV to submit an Electrical Engineer for approval.
g. BSP also reminded the JV to finish the painting of conduits as soon
as possible.
a. Reconciliation for the Proposed Variation Order No. 3 (VO 3) - JV
informed the body that Engr. W. I. Ramos will lead the reconciliation in
the absence of their Electrical Engineer. The reconciliation meeting
will be held on 04 May 2018, 2:00pm.
b. High Bay Lights – Engr. Ramos presented a photo documentation in
support to his previously reported bill of lading/shipment of High Bay
Lights. The tentative delivery date will be on the 2nd week of May.
c. Building Management System (BSM) – Engr. Ramos also reported
that the tentative delivery date of BMS to BSP will be on Saturday, 05
May 2018 or early next week. Arch. Osila required the JV to submit bill
of lading for BSPs tracking and confirmation. BSP then again reiterated
the concerns re delivery of BMS without AHUs and other control
accessories:
- no guarantee that it will work suitably/compatibly with the incoming
AHUs (No approved AHU as of this date);
- it cannot be tested; etc.
d. Engr. Torres of the JV did not submit the required
samples/brochures for approval on 30 April 2018 as previously
committed. He again committed to submit for approval of BSP the
following materials on 07 May 2018:
flood lights, enclosed lights, and other lights.

BSP restated that the non-submittal and approval of required lightings


are not subject to any time adjustments because there are no
revisions on the technical specifications has been made.

BSP reminded the delivery of other approved materials such as


14mm2 wires and above.
BSP again reminded the JV to submit an Electrical Engineer for
approval.
a. Reconciliation for the Proposed Variation Order No. 3 (VO 3) - JV
requested for a formal letter regarding the BSPs evaluation of
cost/matrix for them to evaluate prior to their management’s
concurrence.
b. High Bay Lights – Engr. Ramos informed the body that the High Bay
Lights were already delivered (Philippine port), the tentative delivery
on site will be on 15 May 2017.
c. Building Management System (BSM) – Engr. Ramos also reported
that they already received a box containing BMS accessories, BSP then
reminded the JV to provide a gate pass for delivery.
d. JV submitted a CV of an Electrical Engineer which BSP is currently
evaluating.
e. Lighting Fixtures - Engr. Torres of the JV did not submit the required
samples/brochures for approval on 30 April 2018 as previously
committed. He again committed to submit for approval of BSP the
following materials on 07 May 2018:
flood lights, enclosed lights, and other lights.
f. BSP followed-up the delivery of other approved materials such as
14mm2 dia. wires and above.
