Terms of Reference: Hiring of PFMS Specialists for DDU-GKY Division (DDU-GKY), Ministry of Rural
Development, Government of India
1. BACKGROUND
The Ministry of Rural Development (MoRD), Government of India, is implementing a placement linked skill
development program called the DDU-GKY - Deen Dayal Upadhyaya Grameen Kaushalya Yojana (erstwhile
known as the Aajeevika Skills Program). The vision of DDU-GKY is “Empowering the Rural Poor Youth into
Economically Independent and Globally Relevant Workforce”.
DDU-GKY aims to achieve this vision with an inclusive agenda, standard-led delivery focused on industry
requirements and its outreach that makes skills acquisition aspirational amongst the rural poor, thereby
helping to create an empowered and productive workforce.
DDU-GKY is unique in its focus and approach to skilling. It is the only national level program that is fully
focused on youth from poor rural families to ensure that the majority of the potential demographic dividend
which resides in the villages of the country are equipped with skills to participate in economic growth of the
country. In its design and mandate, DDU-GKY gives gives priority to disadvantaged groups such as the SC/ ST/
women/ minorities and people with disability (PWD), victims of human trafficking and particularly vulnerable
tribal groups (PVTGs) and other such vulnerable groups.
DDU-GKY has many “firsts” to its credit. It is the first program to launch “Roshni” which is a placement linked
skill training program aimed at rural youth in left-wing extremist (LWE) districts of the country. Similarly,
DDU-GKY is a pioneer in launching “Himayat” aimed at providing skills and employment to the youth of Jammu
and Kashmir. Both of these programs have been highly appreciated by all stakeholders and have now become
the norm for providing productive alternatives in conflict areas. DDU-GKY also has been a pioneer in setting
the very first standards for infrastructure and processes for skill delivery in the country, supported by a quality
framework that puts self-regulation at the heart of its quality policy. In its objective to benchmark skills to
global standards, DDU-GKY has also been the first mover to introduce information technology supported by
tablets for every trainee, soft-skills and English language delivery.
DDU-GKY is implemented through a 3 tier structure with MORD at the apex as the policy making, facilitation
and coordination agency; the State Skill Missions (SSMs) / State Rural Livelihood Missions (SRLMs) as the state
level nodal implementation support agencies and external organizations (Corporates, Societies, NGOs, Private
Skill Training providers) as Project Implementation Agencies (PIAs) who serve as the skill and placement
providers under the program. The DDU-GKY guidelines provide additional information on the program. The

DDU-GKY now intends to hire two (2) Public Financial Management System (PFMS)1 2Specialist for supporting
the project authority in the planning, managing, on-boarding and monitoring of payments and other financial
management activities in the DDU-GKY program. The PFMS Specialists will be responsible for guiding the PFMS
strategy, give direction on implementation decisions, ideate on product design and ensure resolution of issues
and fixes related to the use of PFMS in the DDU-GKY program.
The work
Government of India releases funds to project implementation agencies for delivering government programs.
One of its rural skilling programs (DDU-GKY) is enabling a cloud based system of public funds management
that aims to be at the cutting edge of efficiency and transparency, and contributes directly to effective
program delivery and reduced leakages, as already shown by rigorous evaluation.
Delivering this vision requires architecting new systems, re-architecting systems, designing workflows and
user experiences that will best achieve program outcomes, negotiating these ideas with government actors
and the software development team, navigating multiple interests, overseeing product (software)
development, user testing, coordinating implementation by actors across India, working with and building
technical capacity of people at varying levels of training and experience, keenly understanding their
challenges and feedback of various actors, troubleshooting errors and glitches—of human and of computers,
political and strategic acumen to understand what will push the envelope at every stage, undertaking data
analytics and pushing the system to generate better data by design and through implementation. Above all,
it requires you to have the appetite and agility to recognize when to deploy each of these. If this interests

follow it. You have a bachelors degree and two years of work experience or a masters degree
The main responsibilities and task of the PFMS specialists are set out below:
A.1 Study of Proposed DDUGKY IT System and support integration with PFMS
2. End-to-End Study of Functions of Accounting Organizations within the Ministry selected for
the Study
4. Study the proposed DDUGKY Systems along with the existing IT Infrastructure
A.2 Coordination with CGA – PFMS project office / NIC and solution development
8. Identifying program needs from PFMS and coordinating with CGA / NIC for enhancement
required within PFMS for MoRD and addressing implementation issues
3. Conducting Training for the accounting users within Ministry and line departments
Minimum Qualifications:
Graduate degree from reputed institution with minimum 2 years of experience in working with IT
based fund management and accounting systems
Strong written and oral communication skills.
Self-driven with high capacity for autonomous work with the ability to be a team player
Ability to work under pressure and tight deadlines.
The candidate shall have integrity, strong work ethic and high sense of personal commitment.
Desirable Qualifications:
8. TERMINATION
Both parties will have the right to terminate this contract with one month’s notice. In addition, DDU-GKY will
have the right to terminate this contract based on the performance of the consultant or upon the expiration
of the contract period unless renewed in a mutually agreed manner. DDU-GKY will have the right to issue
notice to candidates if there is a delay of more than 15 days in submission of any deliverable and to terminate
the contract if there is a delay of 30 days in submission of any deliverable.

The consultant selected on the basis of the qualification and suitability to the assignment will be required
to quote rates on monthly basis which can be negotiable.
