Public Fishing Areas


The N.C. Wildlife Resources Commission develops public fishing areas that
are open to the public at no cost; however, use is generally restricted to the
activities associated with fishing unless noted otherwise. Some of the activities
prohibited at most public fishing areas include the mooring of boats and jet skis,
swimming and camping.

Community Fishing Program


The N.C. Wildlife Resources Commission, in cooperation with local governments,
operates Community Fishing Program (CFP) sites that are open to the public, gen-
erally with regular opening and closing hours. A daily harvest limit of six forked-
tail catfish is established at all sites. Fishing tackle can be borrowed through the
Commission’s Tackle Loaner Program at some sites. Most CFP sites are located
in city- or county-owned parks with restrooms and picnicking facilities, as well as NC COMMUNITY
fishing program
other recreational opportunities, available.

Tackle Loaner Program


Fishing equipment, usually rods and spin cast reels, can be borrowed or
checked-out for free at many of the Community Fishing Program (CFP)
sites and at other locations across the state. Anglers under age 16 receive free
terminal tackle (including hooks, sinkers, bobbers, line and fish stringers) in
a tackle box that they may keep. A few CFP and Tackle Loaner Program sites
have adaptive fishing tackle, which accommodates a wide range of physical NC TACKLE

disabilities and includes rod harnesses and holders, left- and-right-handed fish-
ing gloves, electric reels and casting devices.

N.C. Angler Recognition Program


Any angler who catches a fish meeting specific size requirements can apply to
have the catch recognized as a trophy fish through the North Carolina Angler
Recognition Program (NCARP). Qualification does not require harvesting
the fish. This program provides recognition to anglers who catch trophy-sized
fish that are not large enough to qualify as a state record fish. See the table on
page 60 for current NCARP minimum weight and length requirements.
Youth age 15 and younger can apply for a Youth NCARP certificate for any of
these fishes. Minimum length and weight requirements are waived.

Fish management in North Carolina is supported by the Federal Aid


in Sport Fish Restoration Program, which utilizes state fishing
license money and federal grant funds derived from federal excise
taxes on fishing equipment and motorboat fuels.

Introduction
Public waters in the Piedmont Region of North Carolina provide good fishing for
striped bass, largemouth bass, American and hickory shad, crappie, assorted sunfish
(redear, redbreast, bluegill, warmouth and pumpkinseed), white and yellow perch, and
channel, blue, white and flathead catfishes.

The sites listed in this publication are found in the Piedmont Region (see map on pages
6,7). Sites are listed alphabetically by county and then by water body. Sites include:
• Community Fishing Program sites developed through partnerships between the
Commission and local municipalities and organizations.
• Public Fishing Areas developed through partnerships between the Commission and
local municipalities, state and federal agencies and private landowners.
• Boating Access Areas managed by the Commission, which provide free 24 hour access
to boat ramps on more than 80 waterbodies in NC.
• Other public access areas not affiliated with the Commission. These include sites
operated by federal agencies, N.C. State Parks, municipalities, local organizations, etc.

While some areas include a small maintenance fee, as noted in the “More Info” section,
the sites listed do not include for-profit entities, such as marinas.

Information for sites is broken down into a table that includes the following categories:
• Site name and the entity that owns or maintains the site;
• Directions;
• More Info, which includes universally accessible amenities (if applicable), loaner
tackle (if applicable), type of access (boat, canoe, pier, shoreline), and fishery present.

Channel catfish: Highly adaptable, channel catfish are found in ponds, streams, rivers, lakes
and reservoirs throughout North Carolina. In the Piedmont, the Neuse andYadkin/Pee Dee rivers
and many of the N.C.Wildlife Resources Commission’s Community Fishing Program sites are good
places to fish for channel catfish. Channel catfish feed mostly at night and are especially active
from sunset to midnight.“Stink” baits (cut fish, chicken livers, cheese, shrimp, crayfish blood baits,
etc.) are some of the best natural baits to use. Deep-diving crank baits fished slowly along the
bottom, spoons and, occasionally, spinners are popular artificial lures.The best months to fish for
channel catfish are April, May, September and October.

Bluegill: Bluegill are found in all types of habitats, except high-gradient trout streams.They
are most abundant in ponds and reservoirs and are found in rivers, creeks, backwaters and swamps
in the state. While garden worms and crickets are the preferred baits, bluegill (bream) will hit
almost any natural bait or small spinner.They can be caught on a number of different lures, us-
ing a small hook (No. 10). Fly-fishing is another popular way to fish for bluegill. If you haven’t
caught a bluegill within 15 minutes after fishing a spot, move on — they probably aren’t there.
