INVITATION FOR BIDS

(Geotechnical Investigation for Development of ‘F’ Block and Commercial Area of


Lahore Press Club Housing, Harbanspura, Lahore)

The Punjab Journalists Housing Foundation (PJHF) is a statutory body, established through
legislation titled the "Punjab Journalists Housing Foundation Act, 2004" PJHF intends
to engage an Engineering Consultant for the conducting geotechnical investigations,
analysis and preparation of geotechnical investigation report for development of ‘F’ Block
and Commercial Area of Lahore Press Club Housing, Harbanspura, Lahore in accordance
with “single stage single envelop” system under the Punjab Procurement Rules 2014.
PJHF invites applications/ bids for the above work from competent, qualified engineering
firms having proven track record of conducting Geotechnical Investigations, analysis and
preparation of Geotechnical Investigation reports.
The following information is required:
1. Proven track record for handling similar work of last three (03) years
2. Registration with Income Tax and Sales Tax on Services Department
3. Personnel Capabilities
4. Financial Capabilities

The Bid Document, in the English language, may be purchased by interested firms on the
submission of a written application to the address below and upon payment of a
nonrefundable fee of Pak Rs.500/- in the form of PO/DD/Banker’s Cheque in favour of
“Punjab Journalist Housing Foundation”. For information purpose bid document can be
downloaded free of cost from official website of PPRA Punjab. Purchasing of Bid Document
is mandatory for participation in the bid.
Sealed Bids (inclusive of all taxes) must be delivered to the address below on or before May
25th, 2018 on 1100 Hours. All bids must be accompanied by a Tender Security of not less
than PKR.10,000/- in form of PO/CDR/DD in the name of “Punjab Journalists Housing
Foundation”. Late bids shall be rejected.
All bids shall be comprising of sealed envelopes containing Financial Bid and Company
Credentials (as required under this document).
Bids shall be opened on the same day at 11:30 Hours in the presence of those bidders who
wish to be present.
After opening of bids only those bids will be financially evaluated which would be
responsive to the “Technical Qualification of Bidders” as required in this document. Work
shall be awarded to the bidder who is technically responsive and have given lowest evaluated
financial bid. PJHF reserves the right to accept or reject any/all offers according to provisions
of Punjab Procurement Rules 2014.
PJHF will not be responsible for any costs or expenses incurred by Bidders in connection
with the preparation or delivery of Bids. The Bids should be addressed and delivered to:

TECHNICAL QUALIFICATION OF BIDDERS

1. Qualification Criteria

Qualification will be based on the criteria given in the following paras regarding the
Applicant’s experience, personnel and equipment capabilities, financial position and
litigation history, as demonstrated by the Applicant’s responses in the Forms attached as
Annex-A to this Document. The Employer reserves the right to waive minor deviations, if
these do not materially affect the capability of an Applicant to perform the contract by the
Applicant.

Experience and resources of the Company intended to be employed as sub-contractor shall


not be taken into account in determining the Applicant’s compliance with the qualifying
criteria. However, for joint venture, collective experience, resources and financial soundness
of all partners shall be considered.

1.1 General Information

The Applicant shall provide general information of his firm as per the format specified in the
Application Form A-1 attached in Annex-A.

1.2 Experience of the Firm

The Applicant shall meet the following minimum criteria:

1) Successful experience as contractor in the execution of at least five (5) projects


involving bulk of geotechnical investigations within the last three (03) years. This
experience should specifically be of geotechnical investigations of similar nature. The
Applicant will supply information as per the format specified in the Application Form
A-2 attached in Annex-A.

1.3 Personnel Capabilities

The Applicant must have in his employment, suitably qualified and experience personnel to
fulfill the positions tabulated below. The Applicant will supply information as per the format
specified in the Application Form A-3 attached in Annex-A.

1.4 Financial Capabilities

The Applicant shall meet the following minimum criteria:

1) Average Annual financial turnover during the last three (03) years of at least Rs. 03
million.

The Applicant shall also provide evidence of financial health such as bank account
statements, audited financial statements etc., to show the soundness of the Applicant’s
financial position for procurement of geotechnical investigations works. The Applicant will
supply annual turnover information as per the format specified in the Application Form A-4
attached in Annex-A.

1.5 Litigation History

The Applicant should provide accurate information on any litigation or arbitration resulting
from Contracts completed or under execution over the last three (03) years. The Applicant
will supply information as per the format specified in the Application Form A-5 attached in
Annex-A. A consistent/ overwhelming history of award against the Applicant may result in
rejection of the application. In case an Applicant claims Nil litigation, he shall submit the
same statement on the letter head of his company.

TERMS OF REFERENCE (TORs)
1.0 GENERAL

The geotechnical investigations for the proposed purpose shall comprise drilling of
boreholes, performance of falling head permeability test in auger holes & converting
boreholes into piezometers and has been so tailored as to provide the design engineer with
information that is necessary to design structures, estimate quantities, determine rates of
construction progress and prepare plans and specifications.

2.0 Scope of Work

2.1 Demarcation of boreholes and auger holes in the field as per coordinates
(Easting-Northing)

2.2 Drilling of one borehole using straight rotary wash boring method each down
to 36 m depth below EGL.

2.3 Drilling of four boreholes using straight rotary wash boring method each down
to 30 m depth below EGL.

2.4 Perform Standard Penetration Tests (SPT) in boreholes at 1 m interval.

2.5 Obtain undisturbed soil samples from the cohesive strata from the boreholes
using appropriate samplers including piston sampler, Denison sampler, or
Shelby tube sampler.

2.6 Prepare detailed borehole/ auger holes logs describing type and other
characteristics of soil/ rock encountered in the boreholes/ auger holes and field
test results.

2.7 Preserve all the disturbed and undisturbed soil/ rock samples obtained from
boreholes and auger holes for subsequent laboratory testing.

2.8 All the field activities shall be carried out under full time supervision of
experienced geotechnical engineer/geologist.

2.9 Carry out laboratory tests on selected samples of soil.

2.10 Prepare report providing information on

 Method of drilling and description of equipment used

 Borehole/ auger hole logs.

 Description of field tests

 Laboratory test results

 The engineering properties of the soils

3.0 GENERAL CONDITIONS

3.1 All field works, in-situ and laboratory tests shall conform to currently
applicable and relevant AASHTO / ASTM Standards.

3.2 The equipment brought to site shall be capable of drilling through all soil,
solid waste and rock conditions to be encountered at the site.

3.3 The Contractor shall have his surveyor on site to set up the boreholes at
specified locations and establish their Reduced Level at the top, with reference
to standard and documented Benchmarks.

3.4 The Contractor shall make his own arrangements for water and electricity for
the contract works and the rates quoted, shall be deemed to include for this
provision.

3.5 Upon completion of the lab tests, all samples and soil cores shall be carefully
sealed and shall be retained by the Contractor for Consultants reviews. These
samples shall be kept in carefully labelled core-boxes for complete
identification. These core-boxes shall be delivered to the Consultant’s office,
if required for inspection.

3.6 The Contractor shall have on his site staff, a geotechnical Engineer,
Engineering geologist or Engineer fully experienced in site investigation work
who shall supervise the fieldwork and continuously log the field data. The
Client shall make frequent visits to the site.

3.7 The requirements of this specification shall not limit any of the Contractor’s
statutory obligations or liabilities under local regulations.

3.8 The Access to site shall be controlled by the Client and the Contractor shall
conform to the instructions from the Client on his behalf, concerning the
Access.

3.9 The Contractor shall submit with his bid, a Work Programme showing the
time required for field work, laboratory testing and preparation of report.

4.0 BORING AND FIELD INVESTIGATION

4.1 All boreholes shall be supported with circulation of drilling mud or casing as
may be necessary to prevent collapse of the sides of the boreholes.

4.2 If an obstruction in the form of boulder, concrete, brickwork, timber or


other natural or man-made object is encountered which prevents further
progress in boring, the Contractor shall attempt to break through the

obstruction by chiseling. If the size or composition of the obstruction is
such that little or no progress is made by chiseling, the Contractor shall
consult with the Client who may instruct him to use rotary coring methods
to drill through and obtain cores of the obstruction. If the boring shows that
the obstruction is bedrock, the rotary core drilling shall be continued to the
depth with the specified diameter as required by the Client to prove the
continuity and engineering characteristics of the formation.

4.3 If the obstruction is shown to be boulder, ledge of rock or other object


underlain by soil, the Contractor shall consult and agree with the Client the
use of one of the lines of action:

4.3.1 Chisel out the cored borehole through the obstruction sufficient to
allow boring, in-situ sampling and testing to continue beneath the
obstruction.

4.3.2 Continue the boring by rotary core drilling to the required depth of the
borehole. Then the Contractor shall consult with the Client as to
whether or not it is necessary to obtain samples of the soil in the
nearby borehole at the levels beneath the obstruction.

4.3.3 Abandon the borehole and drill one additional borehole nearby to
obtain the necessary the samples at no extra cost.

5.0 SOIL SAMPLING

5.1 All the samples recovered during SPT shall be preserved as disturbed soil
samples along with proper labeling indicating name of the project, date,
borehole designation, and depth.

5.2 Undisturbed samples of soils shall be obtained at each change of stratum. For
very soft to medium stiff cohesive soil, open tube, piston sampler or
equivalent sampler shall be used. However, for stiff to very stiff soil, Denison
sampler, U-type sampler or equivalent sampler may be used.

5.3 Where undisturbed soil samples cannot be recovered, the contractor shall
recover disturbed sample of soil from the boring tools. The minimum
weight of disturbed samples shall be as specified in BS 1377.

6.0 COMPLETION AND BACKFILLING OF BOREHOLES

6.1 The termination of boreholes and the start of backfilling shall be approved by
the client unless he has given prior instructions on the depth at which the
boreholes are to be terminated.

6.2 All the boreholes shall be backfilled with cement-bentonite slurry. The
surface shall be reinstated to original condition.

6.3 Backfilling shall be done as the casing is withdrawn.

7.0 BOREHOLE RECORDS

The contractor shall supply to the Client not later than on the following working day a
journal of each day’s boring. The journal shall state:

i. Date and times of boring.

ii. Borehole number.

iii. Ground level at position of boring.

iv. Type of plant used and method of boring.

v. Diameter of boring.

vi. Diameter and depths of casing.

vii. All water levels encountered.

viii. Depths at which groundwater was sealed off or loss of drilling water.

ix. Level at which groundwater was standing at commencement and


termination of working day.

x. Level at which water, if any, was added to borehole.

xi. Depths of base of each stratum from ground level and a preliminary
description of the strata.

xii. Depths at which samples of all types were taken and a preliminary
description of the soil sample.

xiii. Records of in-situ tests carried out.

xiv. Time for chiseling through obstructions and weight of chisel.

xv. Other relevant remarks.

8.0 FINAL BOREHOLE LOGS

8.1 After completion of all soil tests and a visual examination of all the
samples in the laboratory, final borehole logs shall be prepared which
shall include a grid or topographical reference of the boreholes and
corrected, in view of all the information finally available, by a qualified soils
engineer or engineering geologist. The soil and rock descriptions shall
conform to BS 5930 or unified soil classification system.

9.0 LABORATORY TESTS

9.1 Laboratory tests on soils shall be undertaken in accordance with AASHTO


procedures, BS 1377 or ASTM Standards where applicable.

9.2 The contractor shall agree with the Client on the actual number and types of
tests to be carried out. The contractor shall submit a list of proposed tests to be
carried out.

10.0 REPORTING TEST RESULTS

The following information shall be submitted in the report on laboratory tests, as


applicable:

i. Specific Gravity
ii. Sieve Analysis
iii. Particle Size Analysis by sieving and hydrometer
iv. Atterberg Limits
v. Direct Shear Test for soil
vi. Chemical Test of ground water and soils
vii. Un-axial compression test
viii. Organic Matter Content
ix. Bulk Density
x. Consolidation Test
xi. Moisture content
xii. Double hydrometer test
xiii. Pinhole test

11. REPORT & RECOMMENDATIONS

11.1 The report shall include the following:

i. Boreholes logs showing ground levels, all soil strata, SPT value and
ground water conditions

ii. Simplified soil profiles;

iii. Details of all in-situ and laboratory test results;

iv. Conclusions and geological interpretation of the sub-surface soil


conditions, including highest and lowest ground water table.

v. Generalized soil profile

12. PERIOD OF COMPLETION

The contractor shall be allowed two days for mobilization.

The Geotechnical Investigation as detailed above shall be completed with in a


period of three (03) weeks after the mobilization.

13. TERMS OF PAYMENT

a. On Mobilization of Resources = 30%


b. On Completion of Investigation & Submission of Draft Report = 40%
c. On Submission & Acceptance of Final Report by PJHF = 30%

 Establishment of coordinates and ground elevations of all the boreholes & test pits are
included in the scope of work. The coordinates should be provided with reference to a
permanent local bench mark.
 All the undisturbed soil samples shall be stored and transported as per ASTM standards. The
area and clearance ratios of the sampling tubes should be as per ASTM requirements.
 The preferred method of drilling is straight rotary drilling. Percussion boring will be allowed
only in case of presence of rock/grevals/hard strata.
