1. Monitor description
1.1. General

The OMD 21 Bilge Alarm Unit has been designed specifically for use in conjunction with
15 ppm oil-water separator units and has a specification and performance which meets
the requirements of the IMO (International Maritime Organisation) specifications for Bilge
Alarm Units contained in Resolution MEPC. 60 (33).
The unit is supplied with 2 works-adjusted alarms at 15 ppm. Other set points (10 ppm or
5 ppm) are possible and can be adjusted on site at any time by using the buttons at the
front panel.
If an alarm set point is exceeded, the alarms are visible at the front panel and the appro-
priate relays are switched.
Furthermore a 0(4) - 20 mA (equal to 0 - 30 ppm) signal output is available for driving a re-
corder or external meter.
The water sample is taken from the flowing water upstream of an orifice.
The following National IMO-type test certificates in accordance with MEPC. 60(33) are
available, issued by the national authorities of the countries listed below
(Date: Aug. 2002).
The list is an interim one and necessarily incomplete, as further national certification has
been applied for.

1.2. Scattered light measuring method

Several optical sensors measure a combination of light scattered and absorbed by oil
droplets in the sample stream. The sensor signals are then processed by a microproces-
sor to produce a linearised output.
If an alarm (works set point 15 ppm) occurs, the two oil alarm relays are activated after
the (adjustable) time delay.
A self-diagnosis is integrated in the monitor for the components of the sensor and the evalua-
tion circuitry.
The microprocessor continuously monitors the condition of the sensor components and
associated electronics to ensure that calibration accuracy is maintained over time and ex-
tremes of environmental conditions.

The diagram below shows the principle of scattered light measuring.

This measuring principle is the most frequently used method for the continuous meas-
urement of oil in water and has proved itself in practice.

1.3. Features
• Compact and robust construction
• Automatic voltage selection
• Low maintenance
• Small dimensions
• Low weight
• Easy installation
• Constant readiness
• Low spare part stock holding
• Watertight Housing

Appendix 3 - Bilge Alarm Monitor OMD 21 2. Edition V301114002 Page 5

1.5. Displays and Alarms

In the unit are two independent alarm circuits available. Both can be set separately from 1
to 15 ppm. From the manufacturing both alarms are set to 15 ppm (according IMO). The
set points can be changed according to the requirements on site, for example to 10 ppm
or 5 ppm. An alarm point setting above 15 ppm is not possible. The adjustment can be
done in the programming mode as described in Section 6.5.
In this mode also the individual adjustment of the time delays for the alarms and the pos-
sible changing between 0 - 20 mA or 4 - 20 mA output can be done.
Both alarm circuits are also connected with an alarm LED on the front panel.
Additional to the alarm LED's each alarm circuit is equipped with a relay with potential free
alarm contacts. These contacts can be used for external processing of the signal or for
control of further functions.
If a malfunction or failure of the power supply occurs, both relays will switch to alarm con-
dition.

1.6. Design of the Monitor

All components are assembled in an alloy enclosure with the protection class IP 65. The
optical components are mounted directly on the printed circuit board. The plug-in technol-
ogy ensures an easy changing of the components together with a compact and robust
construction. The electronics are state-of-the-art.
The wetted parts are produced from stainless steel to ensure a reliable corrosion protec-
tion for a long time. The sample water is fed to the unit from underneath and is discharged
at the top and to the side.
The mounting brackets of the unit are prepared at the rear of the unit either for wall or
bulkhead mounting.

3. Installation of the Monitor OMD 21

3.1. With an RWO oily water separator of 0.1 or 0.25 m3/h
capacity
Because of the small size of the oily water separator, the Monitor OMD 21 is not mounted
on the separator but delivered separately.

IMPORTANT
The Monitor OMD 21 should be located close to the oily water separator in order
to minimise response delays. The distance between monitor and separator should
never be more than 8 metres; any greater distance would result in a response
time of over 20 seconds which is the max response time in accordance with IMO
regulations.

Fig. 2

overall dimensions

Fix the Monitor OMD 21 with four M5 bolts on a rigid vertical surface, if possible with the
display at eye level.
Connect the 3-way cock on the Monitor OMD 21 with the separator’s clean water outlet
pipe and the freshwater supply, using 8 mm copper piping and ERMETO connections.
The sampling pipe should be installed horizontal or in a continuous upward flow.
The outlet pipe of the Monitor OMD 21 has to be connected to the 3-way diverting valve.
In the alarm state, the effluent water is recirculated to bilge.
When assembling the housing and connecting the piping, it is important to avoid stressing
the housing so as to prevent possible damage.

3.2. With an RWO oily water separator from 0.5 to 10.0 m3/h capacity
The monitor is supplied ready-installed on the oily water separator with all necessary pip-
ing and wiring.

4. Piping connections
Installation of the Monitor OMD 21 and the 3-way recirculation valve including all accessories for
automatic switching to recirculation when the limit value (normally 15 ppm) in cleaned bilgewater
is exceeded.

4.1. With an RWO oily water separator of 0.1 or 0.25 m3/h capacity
The Monitor OMD 21 should be mounted on a vertical surface in the immediate neigh-
bourhood of the RWO oily separator and connected below as shown in the piping dia-
gram. The piping connections for the equipment are R 1/4" internal thread. We recom-
mend 8 mm copper piping x 1 mm wall thickness with clamp ring screw connectors for the
pipe connections.
The following connections should be made:
1. The sample water inlet (Pos 25, 3-way ball-valve) on the monitor should be connected
by pipes to
• the clean water outlet on the separator (Pos. 13 on the pump) and
• a line with freshwater or clear seawater for cleaning and zero-balancing.
2. The sample water outlet is at the upper right of the transmitter head, below the screw
cap. It shall be connected to the 3-wayrecirculation valve, Pos. 23.

IMPORTANT!
3
For separators with a capacity of 0.1 m / h, the pump is not installed on the
separator but is supplied as a separate item.

not disconnect other
ground connections. If the instrument is operated at high voltages, additional care has to
be taken to provide reliable ground connections.
The instrument provides a pilot voltage output at terminals 4&5 (Power Supply Terminal
X5). This is internally connected to the power supply input (Terminals 1&2), but is fused
by Fuse F2 (2 A). The pilot voltage can be used to supply additional external circuitry,
e.g. alarm lamps or electrical valves.
IMPORTANT!
Any device connected to the pilot voltage output must be rated for the voltage the
instrument is supplied with. Do not use the pilot voltage for driving motors, heaters
or other high load devices. The pilot voltage is intended for alarm purposes only.

The monitor, including all accessories ordered for the automatic switchover of recircula-
tion to bilge, will be supplied as individual items and not assembled.
As can be seen from the wiring diagram in Section 5.2, the alarm relay contacts are po-
tential-free and shown in the alarm state.
The monitor is supplied complete with a 9-core, 2 meter-long connecting cable.
This cable conveys the alarm signals to the terminal strip of the oily water separator control and
carries the power supply to the monitor.

IMPORTANT!
If the connecting cable is not long enough, be careful, if you install a longer cable.
There is a danger of damaging the sensitive electronic parts and invalidating the
guarantee.
You will find details of the connections in the wiring diagram accompanying of the installa-
tion instructions of the oily water separator.
The following electrical connections should be made:
• Power supply 24V AC via cores 1 and 2 of the RWO oily water separator control, terminals
13 and 14 to Monitor OMD 21.
• Oil - alarm output circuit 2 via cores 6 and 7 from monitor to RWO oily water separator,
terminals 13 and 15 and from there further to the 3-way-recirculation valve.
• Connection to an alarm indicator in the control room, if required.
We recommend you to connect the oil alarm output circuit 1 via the cable cores 3 and 4
from the monitor to the RWO separator, terminals 17 and 18, and from there further to the
control room.
• Connection of an external recorder etc., if required
For the routing of this signal you connect the recorder with the terminals
X4/1 and X4/2.

5.4. Wiring with an RWO oily water separator from 0.5 to 10.0 m3/h ca-
pacity
The monitor is supplied ready-to-use, including all accessories ordered, for the automatic
switching of recirculation to bilge and mounted on the RWO separator.

The following electrical connections should be made, if required:

See also the oil separator installation instructions.
• Connection of an alarm annunciation to the control room.
The oil alarm output is taken via the cable cores 3 and 4, circuit 1 of the monitor to the
RWO separator control, terminals 17 and 18.
We recommend, for the reasons described in Section 5.2 of these instructions, to use the
oil alarm relais 1 as alarm signal to the control room.
• Connection of an external recorder or oil content indication.
For the routing of this signal you connect the recorder with the terminals
X4/1 and X4/2.

6. Operation
6.1. Important Notes
a) This equipment must be installed and operated in strict accordance with the instruc-
tions contained in this manual. Failure to do so will impair the protection provided.
b) Installation and servicing must be undertaken by a competent and suitably skilled
person.
c) The equipment must be earthed according to the relevant requirements.
d) The unit must be isolated from the electrical supply before any maintenance of the
equipment is attempted.
e) All national or local codes of practice or regulations must be observed and, where
applicable, are deemed to take precedence over any directive or information con-
tained in this manual.
f) To avoid wrong measurements, only quick separating detergents / cleaner should be
used.
g) In case of freezing conditions the measuring cell should be emptied completely.

6.2. Commissioning
Once the installation, wiring and piping connections have been completed, carry out the
following checks:
a) Switch the oily separator to „ON“. Check whether the Power LED lights up. Check the
power supply to the oily separator if necessary.
DANGER
At electrical voltages > 42 V
Direct contact with live parts can cause serious injury or death.
Only qualified electricians should carry out work on live parts.
b) Check all piping connections for leaks and rectify as appropriate.
c) Check the flow rate.
The equipment is set up in the factory for a flow rate 0.5 up to 4 l/min. Adjust the flow rate
through the unit by using the small screws in the cell cap (Fig. 1, Pos. 24). Turning
the screw anticlockwise will increase the flow rate.
Note: The flow rate should be checked on both the clean water supply and the separator
sample supply. If the clean water supply is obtained from a high pressure source,
the flow rate will be higher than from the sample point.
The flow rate does not influence the accuracy of the instrument. The adjustment is only
important for the time delay between the sample point and the monitor.

Appendix 3 - Bilge Alarm Monitor OMD 21 2. Edition V301114002 Page 14

6.3. Functional Tests

a) Run oil free water through the instrument to purge the system.
b) Switch on the instrument and make sure, that
the Power LED is illuminated and the display is
changing between "dh" or “- -“ and numbers,
decreasing from "20". During the start also the
“Set Mode” LED is flashing to indicate the initia-
tion. The monitor will display "0" with clean water, otherwise the monitor will be in
working conditions when it reached the measured value. The “Set Mode” LED is
off. Allow a few minutes for the system to warm up and stabilise.
c) The start up sequence can also be released by pressing the “” button for at least
3 sec. This can be used for testing of the external alarm and control connections.
d) During oil free water is running through the monitor check the Zero adjustment ac-
cording Section 6.8. The display should be "0". If the display varies by greater
amounts, it may be that air entrainment is present. If this is the case, the cause
must be located and rectified.
e) If the Zero need to be adjusted, this can be done in the programming mode as de-
scribed in section 6.5.

6.4. Alarm
The unit is delivered with a works adjustment according the IMO-requirements. The alarm
points are set to 15 ppm. Other alarm levels (for 5 or 10 ppm) can be set.
In RWO oily separators with Monitor OMD 21, the alarm 1 signal is taken to the ship’s
alarm system. The signal cable should be connected to terminals 17 and 18 of the sepa-
rator’s control system.
In RWO oily separators with Monitor OMD 21, the alarm 2 signal is used to control the
3-way recirculation valve. If the limiting value for residue oil is exceeded, it is switched
over from "overboard discharge“ to "recirculation to bilge or bilgewater tank“. The valve
will also be switched to this position if the bilge water oil separator is switched to the
„OFF“ position or the pneumatic pressure fails.
Please note for better understanding:
Alarm output of the Monitor OMD 21
• in alarm status the position of the alarm switch is open (potential-free, de-energised)
• if the power supply is interrupted or the system is not in service, the position of the
alarm switch is also in alarm position open, (potential-free, de-energised)
This fact sometimes causes trouble because the ship’s alarm is initiated when
the oily water separator is off.
Because of this fact, we recommend to connect the alarm 1 output to the control box of
the oily water separator. Here the alarm circuit will be closed as soon as the main switch
of the control box is in „off“ position i. e. no alarm signal will be transmitted as long as the
oily water separator is not in service.

6.5. Programming Mode

In the programming mode the alarm set points, the time delays, the signal output and the
zero can be modified. It is also possible to recall the factory default values at any time.
The 2 alarm relays can be set to an individual threshold between 1 to 15 ppm. Alarm cir-
cuit 1 can be set between 1 sec up to 9 min and alarm circuit 2 between 1 to 20 sec time
delay. The works adjustment for both thresholds is 15 ppm according IMO. The time delay
for alarm relay 1 is works adjusted to 2 sec. and for alarm relay 2 to 10 sec. All adjust-
ments can be changed on site by using the buttons at the front panel. The adjustment can
only be done in the programming mode. To enter this mode, all 3 buttons " " have
to be pressed simultaneously when the monitor is powered on. During the programming
mode the unit continues in measurement and the yellow “Set Mode” LED is on.

6.6. Alarm Set Points and Time Delay

After starting the programming mode the display will show an "A"
changing with the actual alarm set point. At the same time the alarm
LED for alarm circuit 1 is flashing. Pressing the " " button will de-
crease the set point, pressing the " " button will increase the
threshold. An alarm set point above 15 ppm is not possible.
When the set point is confirmed by pressing the " " button, the dis-
play will show a "t" changing with the actual time delay for alarm cir-
cuit 1. At the same time the alarm LED for alarm circuit 1 is flashing.
Pressing the " " button will decrease the time delay pressing the "
" button will increase the time delay. Up to 30 sec this can be done
in steps of 1 sec, after 30 sec the steps are 1 min up to 9 min. A time delay above 9 min
is not possible.
After confirming the selected value by pressing the " " button, the sequence is re-
peated for alarm circuit 2. In this case the alarm LED for alarm circuit 2 is flashing. The
time delay for alarm circuit 2 is limited to 20 sec. to avoid too long alarm suppression for
the discharging overboard.

6.7. Signal output

The next point of the programming mode is done by
the choice for the signal output. It can be changed
between 0 - 20 mA and 4 - 20 mA for 0 to 30 ppm
content.
The changing is done similar to the a.m. settings by using the " " or the " " button.
The display will show the actual value of "0-" or "4-" changing with “20”.

6.8. Zero adjustment

This setting allows to adjust the instrument reading for oil free water.
The instrument has to be proper cleaned and filled with oil free water for
adjustment. It will display the actual measured reading changing with
“0.0.”. With the " " and the " " button adjust reading to zero. The
adjustment range is limited to +/- 5 ppm. Note, that zero adjustment
must not be used to compensate for insufficient glass tube cleaning.

6.9. Default values

If settings or manufacturers calibration
have been altered, it is always possible to
recall the initial factory settings.
Attention!
All individual settings will get lost if the default values are activated. To recall the default
values including the original calibration set the display to “y” instead of “n” by using the
" " or the " " button and confirm with the " " button.

the existing values are valid.

6.10. Recorder
If a recorder is necessary for continuous measured value data acquisition, RWO can offer
its own single-channel recorder of type DEGU. The Monitor OMD 21 has an output signal
(either 0 - 20 mA or 4 - 20 mA) available for this purpose.

7. Calibration
(only necessary if calibration check fails)

DANGER
At electrical voltages > 42 V
Direct contact with live parts may cause serious injury or death.
Work on live parts should only be carried out by qualified electricians.

IMPORTANT!
Before opening the device, make sure that any water that might be lying on the
housing is wiped off. If you don’t take this precaution, water can run over the edge
into the device and damage the electronic parts.

The OMD-21 is works adjusted and a calibration on site is normally not necessary. Before
starting the calibration procedure carry out a calibration check by following the procedure
as described below.
For both actions a definite fluid for comparison needs to be available. With the OMD-21
Monitor a formazin in water solution with the concentration of 100 FTU (Formazin Turbid-
ity Units) has to be used. A suitable calibration set can be ordered specially under the Ar-
ticle No. 51108EM002.

8. Monitor operation
8.1. with an RWO oily water separator of 0.1 or 0.25 m3/h capacity
IMPORTANT!
With these low capacity separators, the complete water flow of the separator is
led through the monitor. For this, the holes in the head screw of the cell are
opened by removing the flow adjustment screws in the factory.

8.2. with an RWO oily water separator from 0.5 to 10.0 m3/h capacity
IMPORTANT!
With these separators, only a part of the water flow through the separator is led
via a bypass through the monitor. For this, a back-pressure orifice plate (separa-
tor, Pos. 11) is built into the main flow between the pump and the 3-way recircula-
tion valve (separator Pos. 23). The amount of the flow through the monitor is, as a
rule, already set up in the factory.

The flow rate can be increased in special installation cases by the removal of an
adjusting screw, or even both if required, Pos. 24, in the cell head screw (see
Section 1.6, Fig. 1). The flow rate should be at least 0.5 litre/min and for these
separator duties, usually not greater than 2 litre/min.

8.3. Before commissioning

a) Check if all electrical wiring is done perfectly.
DANGER
At electrical voltages > 42 V
Direct contact with live parts may cause serious injury or death.
Work on live parts should only be carried out by qualified electricians.
b) Check that all mechanical connections are correct and seated properly.

8.4. Before each start

a) Switch the 3-way ball valve to the position "flushing with clean water".
b) Set the main power switch on the oily water separator to "ON".
c) The Power LED is illuminated and the display is changing between "dh" or “- -“ and
numbers, decreasing from "20". During the start also the “Set Mode” LED is flashing
to indicate the initiation. After a short time the monitor will display "0" with clean wa-
ter. Carry out a zero balance, if necessary (see Section 6.8).
d) Wait several minutes till the equipment has reached its operating temperature and a
stable state.
e) Switch the 3-way ball valve to the position "sample water supply".
f) The equipment is now ready for operation and can monitor the clean water leaving
the separator.

8.5. Monitoring operation and alarm events during operation

a) When water containing oil flows through the device, the oil concentration is indicated
by the 2-figure, 14-segment LEDs. The alarm LEDs, Pos 17 and 18, (see Section
1.6, Fig. 1) show green.
b) If the oil concentration should exceed 15 ppm, the alarm LEDs, Pos 17 and 18, (see
Section 1.6, Fig. 1) change from "GREEN" to "RED" and both relays (relay 1, alarm
to control room and relay 2, for the 3-way recirculation valve) switch over after 10
secs.

Appendix 3 - Bilge Alarm Monitor OMD 21 2. Edition V301114002 Page 19

9. Storage under frost conditions

IMPORTANT!
During standstill when there is a danger of freezing, the measurement cell must be com-
pletely emptied in order to prevent the glass tube breaking. To do this, loosen and then
remove both water supply pipes at 3-way ball valve (separator, Pos 25),. switch the 3-
way ball valve to the flushing water supply position. The water can then run out of the
measuring cell.. Remove the measuring cell head screw and carefully blow out any water
remaining.

10. Maintenance
The maintenance effort needed to keep the device functioning is relatively low.
The following maintenance work should be carried out each week:
a) Switch the separator off.
b) Flush out the measuring cell with oil-free water.
c) Close the sample water and clean water supplies.
d) Remove the measuring cell head screw (Fig. 1, Pos. 13).
e) Use a brush in the measuring cell to clean the glass tube by using an up and down motion
over the whole of its length.
f) Remove the brush and replace the measuring cell head screw.
g) Open the clean water inlet and flush out the measuring cell for several minutes.
h) Switch the separator on.
i) The Power LED is illuminated and the display is changing between "dh" or “- -“ and num-
bers, decreasing from "20". During the start also the “Set Mode” LED is flashing to indicate
the initiation. After a short time the monitor will display "0" with clean water.
j) If "0“ does not appear, carry out a zero balance as in Section 6.8.
k) Open the process water inlet.
l) Check whether the desiccator cartridge (Section 1.6, Fig. 1, Pos. 15) is blue in colour. If it
is light blue or white, the cartridge is exhausted and has to be replaced.

IMPORTANT!
The desiccator cartridge ensures a low humidity inside the measuring cell to prevent erro-
neous readings which could arise from condensation on the glass tube. Changing the
cartridge is done by unscrewing the unit from the front plate and screwing in again. This
can be done without opening up the equipment. The protective shell of the new cartridge
serves also as a tool.

13. Exchange Parts Service

13.1. General
All monitors in our range are inspected and tested to I.M.O. requirements at our factories
prior to delivery.
In normal use the units should operate correctly and without fault over a long period of ti-
me requiring only small amounts of maintenance to be carried out as outlined in the in-
struction manuals.

13.2. Exchange Equipment Service

If, in spite of the care mentioned above, it should come to an equipment failure, we rec-
ommend you to order a complete exchange monitor from us.
This ensures that, after the exchange, you have a monitor on board that has been over-
hauled and tested in our factory.
The defective device which has been replaced should then be sent back to us immedi-
ately.
If you return the defective monitor to us within a reasonable period of time (30 days),
RWO will only charge for the repair and transport costs. Otherwise we must charge the
full sum shown on the invoice which accompanies the exchange monitor we send to you.
Experience has shown that this offers the customer the most reasonable price and en-
sures at the same time that a device is employed which meets the IMO specifications.

13.3. Exchange of electronic components

Because of small variations in the characteristics of the same type of component, it is
recommended to calibrate the Oil monitor after repair and replacement of such compo-
nents (except for relays, fuses, etc.).
Otherwise it can come to faulty display values and, if the display value is very low, to ex-
ceeding the allowable limit of oil in water.
For the above reasons, we recommend you to order to an exchange unit from us.
