CHAPTER 1
There are three theories on how the name “Marayag” of the barangay came about. The
first theory is that it was taken from the combined names of the lovers Mar and Ayag, children of
two competing tribal groups in the area, in earlier times. Because their tribes were at odds with
each other, the lovers agreed to meet one day, at a pre-arranged place in the forest, to discuss
their situation. This became known to their parents, who were enraged, and ordered their
followers to go after them. The two groups eventually met in the forest, and their leader parents
ordered their followers to arrest the two, who fled from the place as fast as they could, until they
reached a ravine overlooking Sumlog River. Encircled by followers of their enraged parents, and
with no place to escape, the two, at that moment, made a decision to jump over the cliff.
Holding each other in a tight embrace, the two leaped to their death. Their parents who
witnessed what the two ultimately did were shocked, and realized belatedly the folly of their
action. They agreed to stop fighting with each other, and from then on, they called the place
“Mar-Ayag,” to remember the two lovers who died for their love.
The second theory is that, according to later tribal groups who resided in the area, the
name Marayag (which meant, in their language, “light,”) was the name given to the only place
where one might see sun’s light, at the southern portion of a very dark place, where one could
barely see anything because of a very thick, dark cloud.
The third theory is that Marayag came from “maayag,” which was the name given to this
place by those who first came to try to extract gold here in earlier times, using only an instrument
made out of wood, which they called “ayagan.”
While tribes of Mandayas and Mansakas were the first residents of this place, which used
to be part of Barangay Calapagan, in the year 1966 came and started to reside here the

employees of the company DATICOR (Davao Timber Corporation) many of whom came from the
Visayas (i.e., from Bohol, Cebu, Leyte, etc.).
Demographic and Political Information . The Barangay has 1,20 Households comprising 5,
520 individuals who are distributed among 22 Puroks. It has 15 election precincts with 3,132
registered voters as of 2016.

and with the Municipalities of Manay to the east sidlakan, Maragusan to the north and Banaybanay
to the west.
Barangay Marayag is 63 kilometers away from the center or Poblacion of Lupon, and 27
kilometers from the center or Poblacion of the municipality of Mati.
Land Area
The barangay comprises a total land area of 12, 928.7 hectares, representing 4.8% of
the total area of the municipality.
The barangay has elevations ranging from 100 meters, at its lowest, going up to 1,500
meters, above sea level.
Barangay Marayag is bestowed with different water bodies (refer to table 7). There are two (2)
rivers, eight (8) creeks and four (4) falls that still undeveloped but in good condition.

Marayag are the Mandayan Tribe, but over the years, the population has gradually

increased, mixture of Bisaya, Boholano, Cebuano, Ilonggo, Ilocano and Leyteño had
settled the Barangay. Majority of the people are Roman Catholic. Other religions
present are; Baptist, New Apostolic, Iglesia ni Cristo, United Pentecostal, Seventh Day
Adventist, Four Square, Jehovah’ Witnesess, Panon sa 12 ka Banay and Faith Tabernacle.
TIMELINE:
This tool has been used in community risk assessment to recall the severity of impact of every
disaster that happens in the Barangay for the past 50-60 years. This is very important for the
community to undergo such activity to establish the worst case scenarios based on their actual
experience in the past, so that they can now foresee its possible damages and the important
things they need to do. Below are the results of timeline for the Barangay Marayag

This is the matrix table that describes the cause of the hazards in Barangay Marayag based on
the underlying factors that are present in the community. According to the participants the top
Four hazards that put the municipality in the high risk condition in terms of disasters are 1)
Flashflood,2) LANDSLIDE 3.)El Nino, 4) Armed conflict.

(It should be noted that this susceptibility rating was arrived at as of this field assessment. However, the
rating could advance (e.g., from low to moderate, and moderate to high). Hence, the MGB constantly
recommends strict and continuous monitoring by the barangays.)

Section 21 of Republic Act (RA) 10121 stated this following provision related to Local Disaster
Risk Reduction and Management Fund (LDRRMF):
• The present Local Calamity Fund shall henceforth be known as the Local Disaster
Risk Reduction and Management Fund (LDRRMF).
• Not less than five percent (5%) of the estimated revenue from regular sources shall
be set aside as the LDRRMF to support disaster risk management activities such as,
but not limited to, pre-disaster preparedness programs including training,
purchasing life-saving rescue equipment, supplies and medicines, for post-disaster
activities, and for the payment of premiums on calamity insurance.
• The DRRM Fund can be used to implement the DRRM Plan. Thirty percent (30%) of the
fund shall be set aside as a Quick Response Fund (QRF) for relief and recovery programs.

In order to come a realistic plan and conservative financial plan the BDRRMC understand that if
ever there are un-utilized fund every year of implementation of BDRRM plan in each barangay
they will put it up in the trust fund and used it upon instruction of higher authority coming from
DILG or NDRRMC.

This table explains that in three year implementation of BDRRM Plan the BLGU has a total of P
594,714.75 the three-year accumulation of 70% of the 5% LDRRM. But the In this budgetary
scenario it is assumed that no disaster will happen for the next three years of implementation of
BDRRM plan of Barangay Marayag.
The Barangay Disaster Coordinating Councils (BDCC) shall cease to exist and its powers
and functions shall henceforth be assumed by the existing Barangay Development
Councils (BDCs) which shall serve as the LDRRMCs in every barangay;
There shall be established a Barangay Disaster Risk Reduction and Management
Committee (BDRRMC) in every barangay which shall be responsible for setting the
direction, development, implementation and coordination of disaster risk management
programs within their territorial jurisdiction. From separate disaster coordinating council
and by virtue of this law the disaster council shall be under the Barangay Development
Council as a Committee. Since the BDC are headed by the Punong Barangay (PB) of every

barangay. The BDRRMC shall be a regular committee of the existing BDC and shall
be subject thereto. The PB shall facilitate and ensure the participation of at least
two (2) CSO representatives from existing and active community-based people's
organizations representing the most vulnerable and marginalized groups in the
barangay.
With this legal mandate stated in the Philippine Disaster Risk Reduction and Management Act of
2010 (RA 10121) Barangay Marayag define their BDRRM Structure in order for them to comply
the stated provisions of the law. In the absence of specific provision for barangay level
organization structure, the BDRRMC and the Barangay Officials defines its own BDRRMC
structures depending its local situations and priorities.

CONTINGENCY PLAN OF THE BARANGAY
The Barangay Disaster Contingency Plan is the plan of Action of the community every time the hazard strikes. The contingency plan
enables the BDRRMC to identify the most priority action to be taken during emergencies; this will serve as their guide in the course of
saving lives and properties of the community in the event of disaster.
Contingency Plan of Barangay Marayag is attached to this Three-Year Barangay Disaster Risk Reduction and Management Plan as
Figure1.
- There shall be mutual cooperation among and between Barangay Staff assigned in DRRM Program of the Barangay, Barangay Tanods,
Barangay Health Workers (BHW), Chapel Officers present in the Barangay, School Officials and Teachers, Sangguniang kabataan (SK)
Oficials, Sitio/Purok Leaders and other organizations in the community for an effective and efficient implementation of DRRM program
of the barangay;
- Quarterly Plans and monthly progress report of BDRRMC activities shall likewise be reported to the Punong Barangay for information,
technical and management guidance;
- The BDRRMC shall actively participate in/support local policy proposals including discussions and decisions relative to formulation,
amendment and/or modifications of local policies pertinent to local disaster risk reduction program;
- Multi stakeholder partnership and programming shall be the priority of the Can-upao BDRRM Program as per stated in the membership
of their organizational structures.
Monitoring and evaluation is the process of gathering, filing, accessing and analyzing information that will enable the Punong Barangay to
determine the progress of the implementation of the BDRRM Plan, and make timely decisions to ensure that progress is maintained
according to schedules and targets.
The public dissemination of the outputs of monitoring and evaluation activities enhances transparency in management.

The Action officer of BDRRMC shall be primarily responsible in carrying out monitoring and evaluation activities but whose work shall be
reviewed by the Barangay Captain as head of Barangay Development Council
The Action Officer shall submit a monthly, quarterly and an annual report to the Punong Barangay and MDRRMC informing them of the
state of the implementation of the approved BDRRM program/projects for the period.
