• Growth in the city has resulting in a number of areas that are poorly served by transit. • New Margaret Ma Murray school has no transit near it, new higher density areas as well • Staff have asked BC Transit for a review a number of times but have only recently received this MOU. Memorandum of Understanding • The MOU from BC Transit commits the City of FSJ to fund an additional bus and the resultant expenses for at least one year – approximately $225,000. • This commitment allows BC Transit to approach the Province for their portion of the cost – approximately $200,000 Budget • Current budget is $1,938,000 City portion - $1,005,100 Province - $785,500 Fares - $147,400 • Approximate 2019 budget - $2,379,600 City portion - $1,230,100 Province - $985,500 Fares - $164,000 MOU and Service Review • Committing to the expansion and the service review is somewhat “cart before the horse” • Not committing to the expansion and doing the review first would result in an additional year (to Sept 2020) before service to the newer areas and school would occur Options 1. Leave things as they are -no change 2. Sign MOU, commit to increased service and service review 3. Modify existing routes, this would lengthen the time per route, and although it would serve more areas the resultant route timing would make the experience less appealing – it might take up to 1 1/2 hours to get to where you want to go 4. Wait to see what ride-hailing service (Uber Style) will be legislated – possibly later this year, committee made 32 recommendations to legislature towards implementing and regulating ride-hailing in BC Recommendation • Administration report is following in the Regular Council meeting • Sign MOU and complete service review Thank You Questions?
