IMPORTANT ACTIVITIES & STATISTICS OF


CHHATTISGARH STATE'S FISHERIES
1.1 Geographical Features and Agroclimatic Zones:

Chhattisgarh one of the thirty five constituents of the country,


occupies 135194 square km which is 4.14% of the geographical area
of India. It is located in the centre of 17.43' to 24.5 degree North
latitude and 80.15 to 84.20 degree East longitude. Uttar Pradesh in
North, Jharkhand in North-East, Orissa in East, Andhra Pradesh in
South, Maharashtra in South-West and M.P. & Maharashtra in West
form its borders. 43% Land is covered by Forests.
There are 3 agroclimatic zones comparison northen hills, central
plains zone and Bastar plateau zone

 Northern Hills: The area of this agroclimatic zone accounts for


21% of the total geographical area. Koriya, Sarguja, Jashpur,
Raigarh and Korba are districts situated in this Zone.

 Central Plain Zone: this agroclimatic zone covers 50% of the


geographical area of the state. Raipur, Bilaspur, Champa-Janjgir,
Kabirdham, Rajnandgaon, Durg, Dhamtari and Mahasamund are
districts included in this plain Zone.

 Bastar Plateau Zone: It account for 29% of the geographical


area of the state. Kanker (North Bastar), Bastar, Dantewada
(South Bastar), Bijapur and Narayanpur are districts included in
this Zone.

A. Climate - The climate of the state in mainly humid and sub humid.
Due to its location at the tropic of cancer, the centre part of the
chhattisgarh is hot may is the hotest month and december and
January are the coldest months. The general climate is dry sub unit
tie where the annual potential evapo-transpiration is slightly higher
then the annual rain fall. The climatic condition of the state vary from
region to region.
B. Temperature -The temperature in the state varies from region to
region. In the northen hills the temperature ranges from 8.2 to 39.5
degree celcious whearase is in chhattisgarh central plains and baster
plateau respectively the temperature generally ranges between 13.3
degree celcious and 11.4 to 38.2 degree celcious.
C. Rainfall - Average annual rainfall in the State is approximately 1200
mm to 1600 mm. with an average annual rain fall of the state around
1400 mm.
River System - There is a network of 4 rivers for capture fisheries.
These rivers are Mahanadi, Godawari, Ganga and Narmada. In this
network, 31 large, small rivers and tributories, flow from East to
West, covering a length of about 3573 Kms. in the State.
1.3 Type of Land
Soil, as stated above, has water retention capacity in the range of
light to medium 55%-65% i.e. the Soil represents low water retention
capacity.

The State is playing an important role by generating self-employment


through fisheries in rural areas which in turn provides nutritious food
to rural folks. Fisheries business has generated an employment
potential for about 1.85 Lakh persons, most of them belong to weaker
section of the society.

2.1 Available Water Resources:

State has 58514 Rural Pond area covering 0.744 Lakh ha and 1734
Irrigation Reservoir covering 0.887 Lakh ha Water area totaling to
1.631 Lakh ha water area available for fisheries development at the
end of 2010-11. Out of the available Water Resources 0.679 lakh ha.
rural pond area and 0.837 lakh ha. irrigation reservoir water area,
thus totaling 1.516 lakh ha. water has already been brought under
fish culture till 2010-11. The developed water area under fish culture
is shown in table as under

2.2 Fish seed Production:

Existing 52 no. of circular hatcheries, 51 no. of fish farms and 583 no.
of individual rearing space with the available water area of 327.80 ha.
are involved in fish seed production in govt. and private sector.
Present demand of fish seed is placed at 80.00 crores st.fry against of
which 83.96 crore have been prodused in 2010-11. Our plan strategy
for 2011-12 aims at production of 89 crores of st.fry.

2.3 Fish Production and productivity

States fisheries is mostly culture based in which Major carp fish group
play a leading role. Availability of 58514 ponds covering 0.744 lakhs
hectare water area is the main asset on which culture fisheries rest.
So far 91% of the area has been covered.

Annual fish production has recorded an average growth of 63.5%


during 2007-08 to year 2010-11 Plan.

In Inland fish production status of India, Chhattisgarh stands on 8th


position. There has been great improvement in per hectare yield from
ponds. In year 2001-02 annual yield was 2120 kg/hectare. During

2010-11 it has reached 2650 kg/ha. which is above the National


average of 2300 kg (2007-08). There are large number of
progressive pisciculturists in the state who are successfully
harvesting seven to eight ton of fish of Indian major carps annually.
Average production in reservoir are 125 kg./hact./year which is above
the national average of 69kg/hact./year.

2.4 Extension

In addition to its field staff at the district and block level for
providing technical and other support to fish farmers. The
department also organized training programs within state and out of
state study tours, exposure visits, establishment of demonstration
units for education and awareness creation among fish farmers.

2.5 Employment Generation

At present 1.85 lakh fish farmer in the state are engaged in


fisheries activities providing110 lakh mandays of employment round
the year. The department target to increase the number of fish
farmers to 1.85 lakh providing employment of 120 lakh mandays by
the end of year 2011-12.

Fisheries Policy in the State:


______________________________________________________
A Cabinet sub committee was formed to formulate and recommend a new
fisheries policy for the State. Accordingly, several meetings of the sub committee were
held and it submitted its report to the government on 22.09.2001. After scrutiny cabinet
the new fisheries policy in the State was released by the Government of Chhattisgarh
Agriculture (fisheries) Department on March 2003. The salient features of the new
fisheries policy are as under.

(i) Fishery leases of ponds, tanks and irrigation reservoirs up to 200 ha. Of
average water area to be given for five years at a time. Fisheries rights over
three-tier Panchayat bodies/ponds/tanks and irrigation reservoirs having more
than 200 ha. Average water areas are to be auctioned by the fisheries
department for a five years period at a time. Water area above 200 ha. Govt.
recently (on 8th Sept. 2007) revised the policy with following amendment:-
 Water bodies of 200 - 1000 ha. & above 5000 ha. Will be leased out to
fishermen co-operative societies by the department.
 Water body above 1000 – 5000 ha. Will be allotted to C.G. Matsya
Mahasangh on royalty basis.
 Municipal bodies –As per govt. policy.
 Duration of lease – 7 years.
(ii) 10% increases in initial lease amount every third year are to be made.
(iii) Ponds and tanks having more than one ha. Water area are to be leased out to
registered fishermen’s co-operative societies.
(iv) Fisheries of 10% of ponds, tanks and irrigation reservoirs are to be reserved
for leasing to unemployed youth who have been given training by the
department for 10 months.
(v) Working jurisdiction of a registered co-operative society will be within the
radius of 8 km from its headquarters.

(vi) If three tier panchayat bodies fail to lease out fisheries of ponds and tanks
within 6 months, such tanks would be leased out directly as per rules by the
Collector of the district concerned.
(vii) Fish Seed traders are liable to take licenses under Fish Seed Act.
(viii) One tank in every village will be identified and left for the needs of villagers.
No fisheries development will be taken up in such tanks.
(ix) Royalty will not be charged for minnows extracted from irrigation reservoirs
which are under the department.
(x) Existing departmental hatcheries which are running in loss to be leased out.

Details of Plan Scheme

A. STATE PLAN SCHEME

1 Fish Seed Production:

It is most important ingredient of fishery development. Actually the fish seed


is the pivot round which entire fish industry moves. Under the normal plan and tribal
sub-plan the task is to produce quality fish seed through scientific methods and fulfill
the demand of Pisciculturist who are residining in remote areas. Demand of fish seed
for departmental reservoirs and rivers ranching is also meet out under the scheme.
The various component on which budget incurred are farm maintenance, electric
charges, hatchery operation, seed production and rearing, feeding, and raising of new
infra structure.

2. Development of reservoirs and rivers:


Reservoirs:

There are 1734 reservoirs covering 0.887 lakhs hectare water area which is
54.40% of the total water area are available in the state 39 reservoirs covering 49693
ha. are under the department Mahasanghfor the purpose of fish culture, Breeders
raising education and training purpose.
As per state policy reservoirs average water area up to 200 ha. Have been
transferred to panchayat raj bodies for leasing out to the local fishermen co-
operatives. Above 200 ha. Average water bodies are to be auctioned by the fisheries
department for a five year period at a time.
Water area above 200 ha. Govt. recently (on 8th Sept. 2007) revised the
policy with following amendment:-
Water bodies of 200 - 1000 ha. & above 5000 ha. Will be leased out to
fishermen co-operative societies by the department.
Water body above 1000 – 5000 ha. Will be allotted to C.G. Matsya Mahasangh on
royalty basis.

Department policy for fish seed stocking is that leasee will stock 100% fish
seed in small reservoir and 50% of the total stocking in medium and large
reservoirs.

Rivers:
Chhattisgarh is mostly covered by Mahanadi and Godavari river systems.
However some area of the state has also some portion of Ganga and Narmada river
systems.
Total length of rivers is estimated to be 3573 km. Although river share in fish
production of the state is half percent but it provides artisnal level fishery to large
number of fishermen living along its. banks. Rivers are also valuable source of
natural fish fauna.
Fishing is free in rivers. In order to preserve its fish biodiversity it is
necessary to put some of its portion out of fishing zone. This shall help in sustaining
artisnal level fisheries. During 11th plan stocking of fish seed was commenced in
Indravati. Initial observation show encouraging results towards rehabilitation of
major carps.

3. Education and Training:


3.1 Departmental training:
Under these schemes general, tribal and schedule cast fishermen are being
trained with modern scientific methods of fish culture, capture, net making, boat
rowing are taught for a duration for 10 days. Each fisherman is paid for Rs. 1250/-
which includes Rs. 75/- per day scholarship, Nylon twine worth value of Rs. 400
and Rs. 100 which includes fare and other expenses.
3.2 Out of State study tour:
Apart from these local trainees, the progressive fish farmers of different
sector of state are sent to other states to learn advance techniques of fish culture Rs.
2500/- per trainees expenses are to met for 10 days out of state tour. This includes
training allowance Rs. 750/-, ticket fare Rs. 1500/- and miscellaneous expenditure
Rs. 250/-.

3.3 Demonstration cum training:


To overcome of conventional farming and reap maximum sustainable yield
through intensive fish culture the need of high tech demonstration in fish culture
was deeply felt by the department. A scheme of training cum demonstration unit is
sanctioned schemes includes a unit of components viz. construction of one hectare
2 mt. deep fish rearing pond, seed rearing nurseries, Tube well, pump house,
Chowkidar hut, electric line etc. will cost Rs. 19.74 lakhs. Another Rs. 2.40 lakhs
will be incurred on feed inputs, Aeration and lab equipment etc. Thus the total per
unit establishment will cost Rs. 22.14 lakhs.

4. Fisheries Extension:

Under tribal sup plan and special component plan poly culture with prawn
and ornamental fishery development in fresh water, Assistance to fishermen for fish
seed rearing in seasonal pond, rearing seed stocking net and bout for fingerling retail
fish sale are the 7 sub schemes taken of in fisheries extension programme. A
provision of subsidy Rs. 15000/- for prawn culture and 12000/- for ornamental is
made for the each beneficiary of the schemes.

C-Assistance to net and boat for fishermen:


Assistance to tribal fishermen and general fishermen to support net or boat
for fishing in new scheme is taken up of the scheme. A provision of subsidy Rs.
10000/- for purchase net and boat is made for each beneficiary.

D-Assistance to fish seed rearing unit:

Assistance to SC/ST Farmers for fish seed rearing is seasonal ponds is taken
up of the extension programme. A provision of subsidy Rs. 30000/- for purchase net
and boat is made for each beneficiary.

E- Assistance to Fingerling Stoking:

Assistance SC, ST and Genral Farmers for fishries stocking in ponds is takes
up. A provision of subsidy Rs. 6100/- for purchase of fingerling 3 years assistance .

F- Assistance to fingerling stocking in Naxalli affected area :

100% subsidy has providet in naxal affected are Bijapur, Dantewada, district
for 5000 fingerlings stocking in pond. A provision of Rs. 350/- is made for each
beneficiary.

G- Assitance to fishermen for retail sale:


New Scheme is taken up since 2010-11. Assisstance to SC,ST and Genral
fishermen for purchasing of Icc box, weighing machine,Fish-Scale etc. A provision
of Subsidy Rs. 6000/- is made for each beneficiary.

5. Fishermen Co-operatives:
As per the Govt. policy water bodies above 1.00 hact. Are to be leased out to
cooperatives. Therefore, more fishermen cooperatives are proposed to be organized.
Financial assistance to fishermen cooperatives in the forms of loan and
subsidies is provided under this scheme.FMCS are provided subsidy up to a
maximum of Rs. 25000/- in Three years Assistance Special Programme.

6. Research and Aquarium:

6.1 Research:

Research is the backbone of fisheries development. To get sustainable


development of fisheries, it is necessary to evolve scientific methods of
understanding soil, water quality, hydro biological, physico chemical conditions of
the water. The field staff will be important training about the basic requirement of
fish production, diseases identification and its control etc.

6.2 Aquarium:

To motivate public’s aesthetic values and promote fish culture hobby


aquarium keeping plays very important role similarly research for update of present
technique of fish culture is a must for running these activities and their promotion
and extension, publication of information for circulation a provision is made under
these scheme.

6.3 Smt. Bilasa Bai Kewtin Matsya Vikas Prize (State level award):

In this sector state govt. started Smt. Bilasa Bai Kewtin Matsya Vikas Prize
to the progressive fish farmers for encouragement of advance technological fish
culture, fish seed production, development of additional water area, integrated fish
farming, Conservation of fishes and research work for control of disease etc. Worth
value of Rs. 1.00 lakh will be awarded to fish culturist, who achieved extra ordinary
performance in fisheries.

B. CENTRALLY SPONSORED SCHEME

Norms/provisions of Central Assistance Schemes and States Share:

Under implementation of centrally sponsored schemes development of Inland


Freshwater Aquaculture. "Fish Farmers Development Agency" (75% Central :
25% State) Fisheries training and extension ( 80% Central : 20% State) Under
national fishermen welfare programmes group accident insurance scheme (50% :
50%) Fishermen housing scheme (50%: 50%).

1. Development of Inland Freshwater Aquaculture. "Fish Farmers


Development Agency" (75% Central: 25% State):

Development of freshwater aquaculture has been one of the most important


production oriented programmes implemented in the state as a centrally sponsored
scheme through the fish farmer development agency.

FFDA's provide a package of technical, financial and extension support to


fish farmers. In order the boost fish production, assistance in the farm of subsidy is
given to fish farmers for construction of new ponds and tanks, inputs (fish seed,
feed, fertilizers, manure, etc.) for first year fish culture, fish seed hatchery, fish feed
mill etc. Subsidy for the above mention activities are given at double rates to
fishermen of SC/ST. Assistance is also given to progressive fish farmers as an
incentive for purchase of aerators who have achieved an arrange productivity of 3
tons/ha/annum and raise to it further.

2. Fisheries Training and Extension:

Under centrally sponsored scheme of "Fisheries Training and Extension"


The Expenditure will be shared on 80: 20 basis between the govt. of India and the
state govt.

Training programmes of 15 days has to be organized for imparting training


the fishermen are acquainted with improved technique of fish culture. A unit cost of
Rs. 2375/- is sanctioned for this programme.

3. National Schemes for Welfare of fishermen:

3.1 Group Accidental Insurance Scheme:

This is an ongoing central sponsored scheme in which the state contributes its
50% share the insurance premium Rs. 30/- per annum/fishermen. The object of
G.A.I. scheme is to provide insurance covered to active fishermen engaged in
fishing in age group of 18-65 years. In case of permanent disability/accidental death
the concerned get Rs. 100000/- as insurance claim and incase of partially disability
gets Rs. 50000/-.

3.2 Development of fishermen villages (DFV)

Under this component the eligible fishermen in inland sector would be


provided basic civic amenities like houses, drinking water and construction of
community hall for fishermen villages. In each village with 10 to 100 housing units,
up to 5 tube wells and one community hall can be constructed. One tube will is
provided where the number of houses in village is more than 10. A hall is provided
only in those villages where the number of houses is not less than 75. The cost of
houses constructed under the scheme is Rs. 50000/-, cost of tube wells is 30000/-
and cost of community hall is Rs. 1.75 lakh. It is central sponsored "National
scheme for welfare of fishermen" and funding pattern to be shared 50: 50 bases
between the govt. of India and the state.

3.3 Saving cum relief:

The objective of this is to provide financial assistance to the fishermen during


the lean fishing period i.e. close season, adopted in the state w.e.f. 16th June to 15th
August every year. The rate of contribution by fisher folk is Rs. 600/- per month.
Contribution of Rs. 1200/- will be madeby Central and State on 50:50 basis.
the total contribution of Rs. 1800/- will be dist Rs. 600 each..

for nine months. This contribution is matched by a contribution shared equally


between the central and the state govt. and the accumulated amount is distributed
back to fishermen in three equal installments @ 600/-

C. CENTRAL SECTOR SCHEME

A. Strengthening of database and GIS for fisheries sector scheme:

(100% central assistance) This is central sector scheme for the development
of inland fishery statistics in the state to evolve a suitable methodology for
collection of data and estimation of fish production of the state. The entire 100%
contribution of central govt. In this scheme Chhattisgarh State proposed to GOI for
water body survey through GIS technique.

B Fisheries Development under National Agriculture programme/Rashtriya


Krishi Vikas Yojna : (RKVY)

100% Central resistance this is central sector scheme for the fisheries
development activities in Chhattisgarh is taken up for increasing fish seed
production, fish production productivity tanks and reservoirs, additional
construction of water bodies development of reservoirs and assistance to fishermen
and fishermen co-operative society and promotion of employment etc. The
following schemes are sanctioned by government (05.05.2008) under RKVY
programme :

Fisheries Development under National Fisheries Development Board (NFDB)


Programme:

The NFDB will assist the following six components to support intensive
aquaculture in ponds and tanks:
• Intensive aquaculture in existing ponds and tanks

• Intensive aquaculture in new ponds and tanks

• First-year one time inputs for intensive aquaculture in ponds and tanks.

• Establishment of hatcheries for production of fish seed.

• Establishment of fish seed rearing units for production of fish fingerlings.

Training of Beneficiaries: Unit cost (training)

The unit cost includes a standard training period of five (5) days and the following
activities shall be funded under the programme:

(I) Assistance to fishermen: The fishermen shall be eligible for a daily allowance of Rs
125/ day and reimbursement of to and fro travel (train/ bus/ auto rickshaw) shall be
reimbursed as per actuals, subject to a maximum of Rs 500.

(ii) Honorarium to resource person: For conduct of training, the Implementing


Agency may engage the services of one resource person per training programme. The
resource person may be given an honorarium of Rs 1 250 and to and fro travel expenses
(train/ bus/ auto rickshaw) shall be reimbursed as per actuals, subject to a maximum of
Rs 1 000.

(iii) Assistance to Implementing Agencies: The implementing agency shall be eligible


to receive Rs 75/ trainee/ day for a maximum period of 5 days for organizing the
training. This cost shall cover expenses towards identification and mobilization of the
trainee and course material/ training kits, etc.

20% with a ceiling of Rs. 1.50 lakh per unit to
entrepreneurs.

6. Establishment of fish seed (I) Unit cost is Rs. 30 lakhs for a large freshwater
hatchery prawn hatchery with a minimum capacity of 25
million PL/year. This would be one time grant to
the States for establishment of hatchery at State
level.

(ii) Unit cost is Rs. 12 lakhs for a small hatchery with

5-10 million PL/Year capacity. Subsidy @ 20%


with a ceiling of Rs. 2.40 lakhs to entrepreneurs as
one time grant.

7. Establishment of Unit cost is Rs. 30 lakhs (Rs. 25 lakh for the


laboratories ast State level construction of building and Rs. 5 lakh for equipment,
for water quality and fish glassware & chemicals, etc.) This would be one time
health investigations. grant to the States. Operational and other recurring
cost would be met by the respective States.

8. Provision of soil and water Unit cost of each soil and water testing kit is Rs.
testing kits to each FFDA 40,000. The kits are sectioned once to each FFDA as
one time grant.

9. Setting up of integrated Unit cost is Rs. 15 lakhs which includes hatchery of


units, including hatcheries 5-10 million (fry) capacity. Subsidy @ 10% with a

fish farmers.

10. Transporation of fish/prawn This will be applicable only for the hill
seed States/Districts and North-Eastern Region. Subsidy @
Rs. 30 for 1000 fry transported to all FFDAs. Not
applicable to individual fish farmer.

11. Purchase of Vehicles 50% cost of vehicle for each new FFDA and 50% cost
for the replaced vehicle (second vehicle).

Expenditure on all items above except purchase of vehicles (item 15) will
be shared on 75:25 basis between Government of India and State.

The above assistance under FFDA programme is available only once to a


beneficiary.

Subsidy for the construction of new ponds and tanks, reclamation/


renovation of ponds /tanks and first year inputs to an individual beneficiary up to 5 ha is
available with or without institutional finance in the plain areas and 1.0 ha. In the hill
States/Districts on pro-rata basis.

Expenditure on all the above items except sl. No. 8 (purchase of vehicle)
to be shared on 75:25 basis by the Centre and States.

workshops/ symposia/ the National level, a lump sum amount not exceeding

FISHERIES TRAINING CENTER


There is one fisheries training center at state level located at capital head
quarter Raipur. 6 month training of aquaculture is imparted to those enthusiast
farmers who are tenth class passed and eager to take of fish culture for self
employment. Annually tow batches are run each with capacity of 20 candidates.
First batch is run from 16 January to 15 July, and Second batch is run from 16 July
to 15 January.
The training charges are as such:-

2. Library 100/-
3. Sport 100/-
4. Hostel 300/-
5. Training security 500/-

Fisheries Research
Research is back bone of fisheries development with changing trends
research need to be addressed for a holostic approach success in introducing
aquaculture poor farming communities have to be studied with reference to special
ecological, economic and sociological condition to get sustainable development of
fisheries evolution of scientific methods of under standing soil and water quality and
hydro biological and physico chemicals condition of the available water recourses
are being conducted. Research unit established at Raipur also suggest measures to
solve the problems of piscicultural activities being faced by the fish farmers.

The first meeting of Fisheries Development Advisory Board was held on 29-
01-2003, chaired by the Chief Minister. At this meeting the Chief Minister declared
an annual prize in the fisheries development sector in the memory of Mrs. Bilasabai
Kewatin. This prize of Rs. 1.00 lakh cash will be given annually to an
individual/institution/Registered Fishermen Co-operative society which has done

extraordinary work with outstanding results in the field of Fisheries Development in


the State.

For selection of Best Pisciculturist at District level, a Selection committee


headed by the Collector and State Level Selection Committee headed by the
Agriculture Production Commissioner have been organized. Final selection has to
be done at the State level from those recommended by the district level committees.
