1.0 INTRODUCTION

This Scope of Work shall be read in conjunction with DEFINITIONS set forth in the
CONTRACT General Terms and Conditions. The scope of work provides details
regarding administrative responsibilities of the interfaces between COMPANY and
CONTRACTOR. This scope of work also serves to describe the following:
I. Involvement by COMPANY in monitoring, reviewing, witnessing and appraising
the WORK and result thereof,
II. Minimum requirements for the execution of the specified element of the WORK
It is the COMPANY’s intention that CONTRACTOR uses its own methods and
procedures in performance of the WORK to the extent possible. However, COMPANY
has certain minimum requirements that are specified in the various sections of this
Scope of work with which CONTRACTOR shall comply. CONTRACTOR shall develop,
adopt, control and/or modify its own Procedures, ITPs, Method Statements, policies or
plans to satisfy COMPANY’s minimum requirements and shall include necessary
elements required to achieve COMPANY’s project key objectives.

1.1 Project Development Description

The ANOH reservoirs comprise Assa North, located in JV Block OML 21 operated by
SPDC, but also extend into JV OML 53 Block where they are called Ohaji South
operated by SEPLAT. As a combination, the reservoirs are jointly known as ANOH.
These gas fields situate in Imo State, about 25Km South West of Owerri, and 70Km
North-West of Port Harcourt, geographically defined within coordinates Easting 475,000
– 490,000m and Northing 140,000 – 160,000m.
ANOH Midstream Gas Processing Plant Project is one of seven (7) critical projects
identified by Federal Government of Nigeria for supply of gas to the domestic market by
Q4 2019, a project has been active since 2004 under the stewardship of the OML 21 JV
consisting of Shell Petroleum Development Company (SPDC) and National Petroleum
Investment Management Services (NAPIMS). In October 2016, Federal Government of
Nigeria, through NAPIMS, separated ANOH development into Upstream and Mid-
Stream where a 600mmscfd Midstream gas plant would be developed by SEPLAT
whilst Upstream consisting of Wells and reservoir management would remain with
SPDC. Subsequently, that proposal was altered for SEPLAT to develop 300mmscfd
Midstream whilst SPDC would continue to manage Upstream and develop a
300mmscfd plant in parallel.

Accordingly, the ANOH Gas Processing Company Limited (AGPC) has been formed to
develop and manage the Midstream business with the following ownership:
• 35% SEPLAT Petroleum Development Company Plc
• 35% NGPTC
• 30% TBA
Initial Upstream scope will consist of SPDC drilling six (6) production gas wells on
behalf of the ANOH Operating Unit, four (4) Wells in reservoir H1000 plus two (2) Wells
in reservoir H4000. Each Well will be connected by individual flow line to the two Gas
Plants, one by AGPC and the other by SPDC.
ANOH Midstream Gas Processing Plant project is designed as 4 x 300Mmscf/d
processing Blocks making a total capacity of 1,200mmscfd processed dry gas together
with associate stabilised condensate and LPG products, there will also be an effluent
side stream of produced water to be disposed of. The green field plant must be self-
sufficient in terms of utilities and infrastructure. Sales gas will export through a new 30”
spur line to be built by NGPTC, connecting to the Nigerian Gas Processing and
Transportation Company (NGPTC) Oben-Obiafu/Obrikom (OB3) trunk line that will
serve ELPS (Lagos) and Ajaokuta (Kogi/Abuja) domestic gas pipeline transportation
systems.
Stabilized Gas-liquids will spike to existing crude evacuation systems pipelining to
Bonny and Brass Terminals for export, with an option for local refining under
consideration by several parties. Produced LPG’s will be sold from the plant via road
tanker through LPG loading arm facility station.
In this initial phase, AGPC will develop 300MMscfd processing Block receiving wet gas
from OML 53 JV NAG development where First Gas is required twenty-two (22) months
from FID.

The Site location is midway between Assa & Ohaji, Imo State, Nigeria, map below

1.2 Abbreviations

Abbreviations utilised in this section are detailed within Section IX - The TECHNICAL
INFORMATION.

1.3 Terminology Pertaining to this Scope of Work

‘Contract Commencement Date’ – Shall be the date that the Project is agreed to start.
This date will be finalised at Contract award
‘Defects’ – those items that require replacement or repair but could not have been
replaced or repaired before Take Over and in no way hinder or affect the requirements
for substantial completion.
‘Dossier’ - inspection and test certificates and all other documents that record the
’System’ and/or ’Unit’ completion status in accordance with terms of ’Contract’. The
Dossier will be prepared individually for each ’System’ and/or ’Unit’.
‘Effective Date’ - date when all necessary formalities mutually agreed upon including
signing of all the Agreement between the ’Company’ and the ’Contractor’, take place in
accordance with the Contract.
‘Engineer’ - Company authorised representative appointed by the COMPANY from time
to time to supervise execution of the ’Project’.

‘Engineer’s Representative’ - Any authority or person appointed, in writing by the
Engineer, from time to time, and to whom part or all of the Engineer’s authority and
powers are delegated by the Engineer.
‘Final Acceptance’ - certificate issued by Engineer stating that all of CONTRACTOR
guarantees under the CONTRACT have been satisfactorily met or discharged subject to
Contractor's obligations and after completion of the WORK, completion test, taking over,
and remedy of defects period.
‘Progress Report’ - reports by CONTRACTOR in writing to COMPANY
REPRESENTATIVE specifying progress made on services and works, respective
values and areas of concerns.
‘Site’ - The lands and other places, on, under or through which the WORK shall be
executed or carried out, and any other lands or places provided by COMPANY for the
purposes of the CONTRACT together with such other place as may be designated in
the CONTRACT as forming part of the site.
‘Specifications’ - Drawings, Specifications, data sheets and any other technical
documents, whatever they may be, issued with the CONTRACT documents including
any revisions or additions from time to time to the drawings, specifications, data sheets
and any other technical documents.
‘Sub-Contractor’ - Any person, firm or company (other than CONTRACTOR) to whom
any part of the WORK is entrusted by CONTRACTOR with consent in writing from the
COMPANY and which definition includes legal representatives, successors and
permitted authorised assignees of the Subcontractor.
‘Temporary Works’ - All temporary works required in or about the execution or remedy
of defect of the WORK but does not include Contractor’s equipment.
‘Tests on Completion’ - Such tests to be made by CONTRACTOR before the WORK is
accepted and subsumed by COMPANY in accordance with the COBTRACT or other
such tests as may be agreed between COMPANY and CONTRACTOR.

1.4 Purpose and Objective

This CONTRACT provides for the construction of ANOH Project Major Buildings,
wherein,
CONTRACTOR shall:
1. Carry out Detailed design using the COMPANY provided FEED documentation and
scope of work and establish price schedule which shall be used to roll up to
Milestone Payments Table in Schedule One, Section III – Remuneration, of this
Contract

2. Procure all necessary building materials and equipment, deliver same to site,
fabricate, install / carry out construction in line with Approved for Construction
drawings, applicable design standards & specifications, schedule of materials / Bill
of Quantities, approved construction and project management procedures

3. Construct FLB Main Buildings


a. Office/Restaurant/Clinic Block
b. 14 Nos. Residential Blocks that can accommodate 84 people
c. Laundry Building
d. Gym/Communal Shower Block
e. Facility Manager’s Office
f. Lounge Building
g. Electrical Services Building – for the FLB Complex and other Civil Buildings
(In-Plant) should be designed in capacity, structure and cooling functionality
to house; Main Electrical Distribution Switchboard, Transformer, Motor
Control center, UPS panel, IT and Communications
Equipment/Panels/Cabinets, Lighting and Power Distribution Panels, Oher
Services Electrical Panels etc.
h. Water Supply Scheme – Borehole (with submersible pumps), Water
Treatment Plant, One Overhead Tank located in FLB area), reticulation
network between users

4. Construct In-Plant Steel Framed Buildings;


a. Admin Building (PA-01)
b. Warehouse (PA-02)
c. Workshop Building (PA-03)
d. Fire station Building (PA-07)
e. Chemical Shed (PA-04)
f. Gas Turbine Generator (GTG) Shelter
g. Emergency Diesel Generator (EDG) Building (1A-7101)

5. Carry out installation of all Building Services ((Mechanical, Electrical,


IT/CCTV/Access Control Facilities, etc.) as may be provided in Detailed
Engineering Design documentation
6. Carry out installation of kitchen, laundry and gym equipment as provided in
Detailed Engineering Design, with necessary pre-commission tests

7. Carry out all the required Quality Assurance and Control actions (inspections, tests
on materials, checks on construction procedures and installed items, etc.)

8. Pre-commission all Works and hand-over

9. Perform all WORKS on site safely and ensure that personnel are not exposed to
any hazards during installation

1.5 Contracting Parties Outline Roles and Responsibilities

COMPANY will provide:


A. The ANOH FEED Design Package, Standards/Specifications together with
all documentation listed in the ANOH FEED Master Deliverables for
Civil/Structural/Architectural. Please refer to Section IX –TECHNICAL
INFORMATION
B. Cleared Construction site- bush cleared and laterite filled site, may require
minimal weeding of freshly grown grasses
C. Overarching responsibility for Community Affairs, Security, Regulatory and
Legal obligation lies with COMPANY, however this does not absolve
CONTRACTOR of responsibility to develop and adapt his internal processes
and procedures to dovetail, support and comply with said COMPANY
initiatives.
And:
CONTRACTOR will provide:
Detailed design, procurement of all materials, fabrication, construction, Installation
services for ANOH Midstream Gas Processing Plant Major Buildings, which includes:
A. Receive, study and comprehend COMPANY supplied FEED documentation
and all other information in the Section IX – Technical Information, comment
as appropriate and advise the COMPANY of any anomalies and/or omissions
and thereafter adopt as basis for its designs. CONTRACTOR shall develop
a schedule for the submission of drawings, documents and all items such
that, upon agreement by COMPANY this forms basis for monitoring the
progress of the WORK and deliver the WORK in accordance with the
SCHEDULE OF KEY DATES
B. Perform detailed design including optional alternative scope of building
construction
C. Make material lists and shop drawings (Approved for Construction) required
to procure, fabricate materials and install/construct AGPC Major Buildings
D. Demonstrate to COMPANY, an effective Quality Management System to
execute this project without compromising the integrity of the buildings by
carrying out necessary Quality Assurance / Quality Control tests and checks
E. Perform necessary Logistics to Customs clear, collect, transport and deliver
both CONTRACTOR and COMPANY provided materials to construction site
and maintain same in as-received condition until final installation
F. Obtain necessary Government approvals of Building Drawings on Behalf of
AGPC prior to commencement of construction on site

G. Mobilize and set-up at Site complete with necessary tools, personnel, camp,
equipment, construction materials and consumables, logistics and project
management necessary to deliver the WORK within the PROGRAMME
H. Update COMPANY supplied Operations Manual, supply installation and
commissioning procedures to enable safe and efficient operation of the
buildings and building services.
I. Install Mechanical/Electrical/IT equipment and test upon completion and pre-
commission equipment in accordance with project specifications, supported
by equipment manufacturer representatives where necessary and witnessed
by COMPANY plus where required, DPR
J. Carry out site landscaping and reinstatement as part of demobilisation
exercise
K. Supply complete and final as-built documentation to COMPANY.
This scope is hereafter and collectively referenced as the WORK.

1.6 CONTRACTOR’S SUPERVISORY TEAM

In order to ensure quality in the contractor works, CONTRACTOR shall have a


supervisor with minimum educational qualification of HND in Civil/Building Engineering
or equivalent and minimum of 15 years building construction experience supported by a
certified safety officer and qualified plumber, electrician, carpenter and buildings
equipment installation specialist, all of who shall be present for duration of the Project
and nominated in the CONTRACT as KEY PERSONNEL.

1.7 Co-Operation with Others

COMPANY will provide Site access for duration of the Contract together with area
security services and overall HSSE processes to promote safe working environment.
CONTRACTOR shall allow reasonable access to COMPANY personnel and Security
personnel engaged in Security duties at Site as well as any other location(s) where the
WORK is being executed.
CONTRACTOR will have overall coordination responsibilities for the Major Buildings
Site whilst allowing other Contractors or Subcontractors with specific scopes to proceed
as independent contractors within defined areas. CONTRACTOR will interface with, and
from time to time, share the main Site with:
1. Other Civil Contractors, scheduled to substantially complete site preparation
works, on plot roads, equipment and storage tanks foundations, drainage layout
and open trenches for buried services
2. Fencing Contractor to install perimeter and in-plot fencing

3. Minor Buildings being erected by Community Contractors in parallel with these
Works
4. Landscaping and Recreational works being carried by Community Contractors in

Technical Information

Section IX of this Contract contains the TECHNICAL INFORMATION that includes the
project standards, procedures, specifications and design documents which together
describe and define the WORK.

1.9 Contract Schedule

SCHEDULE OF KEY DATES shall be as follows where the date equates to delivered or
completed and Contract Commencement Date = D (Month)

These dates shall be established within the first 30 days from EFFECTIVE DATE by
CONTRACTOR and expanded as required to detail each work item. The WORK shall
be delivered by the SCHEDULED COMPLETION DATE of TBA.
Site will be available to Major Buildings Contractor as of June 2018
CONTRACTOR shall arrange his planning, progress reporting and performance related
payment structure in accordance with Schedule V of this ITT bundle.

provide adequate lighting, basic messing and expected industry safeguards for safe

review, CONTRACTOR’s Project specific plans as set forth in the document submission
schedule below:

Table reflects first submission date for each of the listed deliverables. Herein,
COMPANY reserves right to amend and/or correct it as the circumstances of the Project
dictate. CONTRACTOR shall maintain these deliverables in a current state throughout
the life of the project and any subsequent amendments to these deliverables shall be
submitted to COMPANY for review and comment.

2.0 PACKAGE SCOPE

This document specifies the minimum requirements for the construction of Major
Buildings for ANOH Midstream Gas Processing Plant Project which includes
construction of Field Logistics Base (FLB) Main Buildings (Office/Restaurant/Clinic
Block, 14 Nos. Residential Blocks that can accommodate 84 people, Laundry Building,
Gym/Communal Shower Block), Electrical Services Building/Substation in the FLB
Area, In- Plant Steel Framed Buildings (Workshop, Admin Buildings, Warehouse,
Building, Chemical Shed, Fire Station, Gas Turbine Generator (GTG) Shelter,
Emergency Diesel Generator (EDG) Building and all associated building services ;
Mechanical, Electrical, HVAC, IT Network & Communication systems/CCTV/Access
Control Facilities, Water Supply System (Borehole with overhead tank, Water Treatment
Plant at the FLB Area, reticulation system), Kitchen, Laundry and Gym equipment,
Storm water drains within Building areas, etc. This scope includes execution of those
activities necessary to allow for the procurement of all materials, custody and delivery of
same to site, fabrication, installation, construction, testing, pre-commissioning and
commissioning works required to deliver the Major Buildings project successfully.
ANOH project is broken down into 5 distinct packages or parts each carried out by
different contractors:
Part 1 – Process and Utility Skids and Free Standing equipment and integration
Part 2 – Power Generation and Compression Skids Specialist Rotating Machinery &
Power Systems Supply

This document only specifies requirements for Part 5C (Site Civil Construction Works-
Major Buildings) Scope of Work while Parts 1, 2, 3, 4, 5A, 5B, 5D, 5E & 5F scopes are
specified in separate documents.

2.1 REFERENCES

The reference documents which shall be applicable to this contract are detailed within
Section IX - TECHNICAL INFORMATION.

2.2 CODES & STANDARDS

The codes and standards which shall be applicable to this contract are detailed within
Section IX - The TECHNICAL INFORMATION.

2.3 UNITS

The units of measurement applicable to this contract are detailed within Section IX - The
TECHNICAL INFORMATION.

2.4 IMPLEMENTATION PLAN

Project implementation shall include:

Implementation shall be conducted in accordance with the Administration Procedures
set forth in Section V of the CONTRACT

2.5 QUALITY ASSURANCE AND CONTROL

The Quality Assurance and Control requirements for this scope of work are covered
within Section VII – QUALITY MANAGEMENT

2.6 SCOPE OF WORK

CONTRACTOR shall be responsible for provision of all services required to deliver the
Scope, project and quality management, transportation and logistics services,
procurement, plant and equipment, materials (temporary and permanent), labour and
supervision required to execute whole of the WORK except where otherwise specified
in this CONTRACT. Overall Site management and those activities, whether specifically

2.6.1 DETAILED DESIGN

The CONTRACTOR shall adopt the COMPANY provided FEED Master Deliverables for
Civil/Structural/Architectural and all other information provided in Section IX -
TECHNICAL INFORMATION along with this Scope of Work to carry out Detailed

selected to suit interior or exterior design of buildings as applicable. Such may
include single/multi pole gang switches, ceiling flush fluorescent fittings,
ceiling mounted bulkheads emergency battery back-up lights, exit lights l,
decorative anti vandal bulkheads, recessed modular fittings, ceiling flush
down light fittings, Gallery versatile chandeliers, standard ceiling mounted
lighting fixtures, insect traps for restaurant/kitchen use, clinical theater
operating lamp, etc.
• Lighting fixtures receptacles, switches and other equipment for outdoors and
kitchen / laundry areas shall be watertight and rated for IP 54 protection
(minimum). Lighting for roadways, and other external areas shall be certified
for use in hazardous areas where applicable and as indicated on detailed
design drawings.
• Power Socket Outlets shall be to BS standards
• Power Distribution Boards, panels and consumer units shall be manufactured
and tested to the design and construction standards specified (BS/IEC).
Residual current devices (RCDs) shall be utilized in accordance with
Electrical Building codes
• Service Cables – PVC/SWA/PVC multi core and single core cables of various
sizes shall comply with project cable specifications and installed as per
design installation standards. Where single core conductors are used in
domestic areas these shall be run in conduit Lightning, grounding and
earthing protection systems shall be provided for all buildings and installed in
accordance with detailed engineering design drawings and specifications

2.6.3 GENERAL SCOPE OF WORK

ARTICLE 1 - GENERAL SCOPE OF WORK


The following general scope of works is aimed at achieving the detailed scope of works
in line with applicable standards and specifications. The general scope of works shall be
carried out by the CONTRACTOR;
1.1 CONTRACTOR shall execute the WORK in accordance with this CONTRACT.
1.2 The WORK shall be executed in ANOH Midstream Gas Plant Project Site.
1.3 CONTRACTOR shall provide all resources necessary for the provision of WORK in
accordance with the CONTRACT
1.4 CONTRACTOR warrants that the WORK will be executed in a safe manner to the
required standard, using good working practices, by skilled/experienced and
competent personnel.
1.5 CONTRACTOR shall endeavor to maximise the employment of staff from the
indigenes of the areas proposed for execution of the WORK
1.6 The CONTRACT language shall be English.
1.7 CONTRACTOR'S personnel shall be capable of speaking, understanding, reading
and writing the English Language.
1.8 CONTRACTOR'S equipment and vehicles shall be clearly marked to distinguish
them from ANOH Gas Processing Company (AGPC)
1.9 The CONTRACTOR shall strictly comply with all relevant Laws, Rules, Regulations
and any statutory modifications made thereto.

ARTICLE 2.0 PRE-MOBILISATION AND HSE

All materials supplied by the CONTRACTOR shall be inspected and approved by AGPC
or designated REPRESENTATIVE before it is put to use.
PRE-MOBILISATION REQUIREMENTS:
Prior to actual mobilisation to commence WORK, the following requirements and
provisions shall be met:
• CONTRACTOR shall provide a copy of his HSE policy and manual for
acceptance by AGPC
• CONTRACTOR shall submit a mobilization Plan for the equipment he intends to
bring and which shall be inspected by AGPC prior to physical mobilization.

• Medical certificate of fitness shall be supplied, issued by an approved hospital/


clinic for each staff member being deployed.
• Drivers dedicated to the project shall possess statutory driving licenses
• Prior to mobilisation to site, CONTRACTOR shall, in consultation with AGPC,
open and maintain proactive dialogue with the relevant communities in the
area(s) where the work is located.
• Pre-mobilisation meeting shall be held to address the foregoing prior to
commencement of work on site.
HSE REQUIREMENTS DURING WORK EXECUTION:
During work execution, risks associated with all activities are to be properly managed as
follows, among others:
• A functional Journey Management System shall be in place to control all journeys
undertaken in the course of execution of the works.
• All vehicles employed in the execution of the works shall be fitted with functional
seat belts in both front and rear seats.
• Site waste management and security systems shall be developed and
implemented by the contractor.
• CONTRACTOR shall prepare Job Hazard Analysis (JHA) which shall be
reviewed and approved by AGPC

2.7 TEMPORARY STRUCTURES

The design and construction of all temporary works shall be the responsibility of the
CONTRACTOR and shall be arranged to suit his method of constructing the works.
The cost of all temporary works is deemed to be included in the CONTRACTOR's rates.
Full details of the arrangements and construction of the temporary works must be
submitted to the Supervising Engineer for his approval before any construction is
commenced.

Disposal
Rates for disposal of debris and surplus excavated material shall include for all handling
temporary spoil heaps, wheeling, loading and removing to authorised dump site. No
tipping on unauthorised sites shall be permitted and CONTRACTOR must allow for
tipping charges in his rates.
CONTRACTOR shall provide a skip for disposable building materials. It should be kept
at location approved by Supervising Engineer and emptied on a regular basis.

2.8 EXCAVATION AND EARTHWORK

Generally
CONTRACTOR shall carry out excavation on the site to the lines and levels shown on
the drawings. CONTRACTOR shall be responsible for setting up and maintaining a site
datum level accurately ascertained for this work. Immediately following the issue of the
Order to commence, CONTRACTOR shall carry out and record a check level grid of the
site which shall be agreed between the Supervising Engineer and the CONTRACTOR
within one week of the above order being given. No alteration of level shall be
undertaken until agreement has been reached and the Supervising Engineer
instructions received. Should it be necessary for the CONTRACTOR to remove any
existing obstructions, foundations, etc., outside the required volume of excavations, he
shall notify the Supervising Engineer and obtain his written approval.
The CONTRACTOR shall record on a suitable plan, the depth of every foundation
constructed and of every existing foundation as exposed by the excavations.
In addition, full information as to the type and extent of any obstruction met with during
the course of excavations shall be likewise recorded. All such records shall be agreed
and signed by the Supervising Engineer and copies deposited with him.
Nature of ground
The CONTRACTOR shall satisfy himself as to the nature of the ground to be excavated
and allow for excavation in whatsoever kind of ground that may be encountered.
Method of Excavation
The method of excavation shall be such that overcut and disturbance of adjacent strata
is kept to a minimum.
Excavated Materials
Suitable materials from the excavation may be used in the works at the discretion of the
Supervising Engineer.
Spoil Dumps on Site

All temporary spoil dumps on site shall be placed in appropriate position and be of sizes
approved by the Supervising Engineer.
Disposal of Excavated Materials
All surplus excavated materials to be removed from the site and deposited in spoil
heaps loaded up and carted away using tipper lorry of adequate capacity to a tip to be
provided by the CONTRACTOR.
Protection and Retaining of Excavations
The CONTRACTOR shall ensure that excavations are properly protected and the sides
retained in a manner which permits the works to be constructed in accordance with the
drawings and contract requirements. Where excavations are carried out close to
existing structures or works, the CONTRACTOR's excavation protection arrangements
shall be subject to the Supervising Engineer's approval. The Supervising Engineer’s
approval shall not relieve the CONTRACTOR of his responsibility for the safety of such
structures or works.
The partial or complete removal of these temporary works shall be done in such a
manner as not to endanger the surrounding buildings, roads, etc.
The rates for protection shall be deemed to allow for upholding the face of excavation in
whatever kind of ground encountered.
Consolidation of Excavation Surfaces
The bottoms of all excavations after being trimmed and levelled shall be well rammed to
provide a solid formation.
Wherever the excavated surface has been cut up by the CONTRACTOR's traffic or
become softened under the action of ponded water or from any other cause within the
control of the contractor, the CONTRACTOR shall at his own expense excavate and
remove the soil at such places down to a solid formation and fill with mass concrete
filling (1:5) nominal mix properly compacted up to the specified level.
In order to ensure that the formations are not damaged by weathering, the last 150mm
of materials in the bottom of the excavations shall not be removed until immediately
before the blinding concrete is placed. The CONTRACTOR is to allow in his rates for
excavation for complying with this requirement.
Excess Excavation
Should the CONTRACTOR over excavate or should the sides of the excavation cave in,
the Contractor shall at his own expense make good excess excavation with mass
concrete (1:5) nominal mix.
Water in Excavations

The Contractor shall make provision for and dispose of all water which may find its way
into the excavations from any source whatsoever. The responsibility for draining away,
pumping or otherwise removing water from the excavations shall rest with the
Contractor throughout the duration of the Contract, but methods employed shall be
subject to the agreement of the Supervising Engineer.
Anti-Termite Treatment
The Contractor shall destroy all ants' nests and vermin encountered during excavations.
The insecticide is to be 'dieldrex 20', diluted with water at the rate of one litre of dieldrex
to eighty litres of water and is to be sprayed over ground surfaces prior to the laying of
concrete foundation and such other location where concrete is in contact with earth at
the rate of 4 litres of diluted mixture to 1.00 square metre or other equal and approved
used in strict accordance with manufacturer’s instructions.
Inspection
Blinding or mass concrete or hard-core shall not be placed until the Supervising
Engineer has had the opportunity to inspect and approve the bearing surfaces of the
excavations. The Contractor shall also comply with the requirements (if any) for
inspection of the foundations by the appropriate local authority.
Filling Generally
Backfilling shall be carried out as directed by the Supervising Engineer and as
described in these Bills of Quantities.
Hard-core Filling
Hard-core filling shall be approved hard dry broken brick or stone, laterite or durable
unstratified and non-porous stone rubble or gravel, all free from rubbish, vegetable
matter, dust, etc. It shall be approximately cubical in shape and of a size not greater
than will pass a 75mm ring. It should be approved for quality and grading by the
Supervising Engineer.
Hard-core filling shall be free from sulphates or other harmful substances in quantities
injurious to concrete.
Hard-core to any specified thickness shall be spread, levelled and thoroughly
consolidated in layers each not exceeding 225mm thick. The top layer shall be well
rolled and rammed to the lines and levels as directed.
The thickness stated are the finished thicknesses after compaction. The Contractor is
to include in his prices for hard-core the cost of blinding the top surface with approved
fine material such as sand or burned clinker.
Selected Excavated Materials for Backfilling

The selected excavated material for backfilling shall be uniform and readily compactible
free from vegetable matter, roots, and building rubbish. Clay lumps or similar material
of 75mm diameter and over shall be removed. For backfilling around foundations
preference will be given to granular material as against clay material.
In addition to the above requirements backfill material to drain trenches shall have
stones 25mm diameter and over removed.
Selected excavated materials shall be filled in, levelled and consolidated in layers, each
layer not exceeding 225mm thick, and the top finished to a smooth uniform surface to
the required lines and levels.
Blinding Concrete
After the bottom of the excavations and the top surfaces of filling or ground have been
completed and approved as specified hereinafter, they shall be blinded with a layer of
mass concrete (1:4:8 - 20mm aggregate) nominal mix and of the thickness shown on
the working drawings. The concrete shall be as dry as practicable and shall be well
tamped.
The cover for reinforcement shall be provided entirely above the well tamped blinding
layer.

2.9 CONCRETE WORK

Generally
All reinforced concrete work shall be constructed and all trial mix and tests in connection
therein shall be carried out in accordance with the recommendations of the BS 8110
and AGPC Standards and Specifications.

Contractor's Supervision
The contractor shall provide full and adequate supervision to the satisfaction of the
Supervising Engineer during the progress of the works to ensure at all times full
compliance with this specification. The contractor shall be held responsible for ensuring
that his site operatives are fully conversant with the requirements of this specification.
Drawings and Instructions
The Contractor shall ensure that at all times he is working to the latest issue of the
relevant drawings and instructions. In addition, the contractor shall maintain regular
cross-checks between specifications, drawings, bending schedules, etc., and report any
discrepancy to the Supervising Engineer in writing and receive his instructions before
proceeding with construction.
Sources of Supply

The sources of supply for all concreting materials including steel reinforcement shall be
approved by the Supervising Engineer in writing before any deliveries are made to the
site and sufficient information about the supplier and source must be given to the
Supervising Engineer to allow time for tests he may deem necessary. All materials shall
comply with the appropriated Standards Specification except where otherwise approved
by the Supervising Engineer in writing.
Cement
The cement to be used shall be Ordinary Portland Cement to BS12.
Other type of cement may be used only if particularly specified or if the written approval
of the Supervising Engineer has been previously obtained and shall be subject to any
special condition of such use which may be laid down by the Supervising Engineer. All
such cements shall comply with the appropriate Standards Specifications.
All cement shall be delivered in sound condition and shall be stored and protected from
deterioration. Cement which has, in the opinion of the Supervising Engineer, become
adversely affected shall be immediately removed from the site. Manufacturer's test
certificates shall be submitted to the Supervising Engineer for each delivery of cement.
Aggregates
The aggregate for concrete shall be composed of:
(a) Fine Aggregate:
The sand shall be clean, sharp, river or pit sand and free from salt, loam or vegetable
matter and to comply with BS 882 to pass through a 5mm test sieve.
(b) Coarse Aggregate
Broken stone, gravel, crushed granite or pit ballast to comply with B.S. 882, European
(CEN) Standard or other equal and approved.
Coarse and fine aggregate shall be delivered and stored separately at the site on clean
hard surfaces in such a manner as to preclude admixture or contamination with each
other or with any other material. Sand shall be allowed to drain until it reaches a uniform
moisture content.
Water
Water shall be kept clean and free from harmful matter. Clean water from approved
supply source shall be used and the Contractor shall provide sufficient for all purposes
including mixing the concrete, curing and cleaning plant and tools. Where doubt exists
about the suitability of the water it shall be tested in accordance with the BS 3148 at the
Contractor's expense.
Concrete

The concrete shall be handled from the place of mixing to the place of final deposit as
rapidly as practicable by methods which will prevent the segregation or loss of the
ingredients.
Before any concrete is placed, all surfaces shall be thoroughly cleared, and all loose
and foreign matter removed.
Formwork shall be trued up and checked for position, line and level and any free-
standing water removed. All formwork or other surfaces upon which concrete is to be
placed shall be thoroughly wetted or treated with a composition approved by the
Supervising Engineer.
Newly placed concrete shall be protected from rain with approved covering, and in
warm or dry weather shall be protected from sun and kept wet with clean fresh water
applied without damage to the concrete for as long as may be required or directed.
The rates for all concrete shall include for laying in alternative bay construction and shall
include for all necessary formwork.
All exposed faces of the concrete shall be kept moist by approved means for seven
days after placing or for three days if rapid hardening Portland cement is used.
Concrete foundations shall be protected from admixture with falling earth during and
after placing. Concrete placed on ground containing salts shall be kept free from
contact with such matter during placing and for a period of seven days thereafter.
No concreting shall be carried out during heavy rain.
Concrete used in sub-floor/floor slab is to achieve a strength of 25N/mm2 at 28 days.
Reinforcement
I. The reinforcement shall be one of the following as indicated on the drawings
II. The mild steel rods shall comply with B.S. 785 for both medium tensile and high
tensile bars and prices are to include for bending and hooking at ends when cold.
III. Fabric reinforcement shall be of hard steel fabric drawn wire and shall comply
with B.S. 4483 and shall be laid at least 150mm laps, including bends, tying wire
and distance blocks.
IV. High rolled high yield deformed bars to BS 4449 such as Unisteel 60 or approved
equivalent.
V. Such other reinforcement as may be specially specified or approved by the
Engineer.
The steel shall be stored on site so that it is kept clean and reasonably free from rust.
Concrete Testing
The Contractor shall be required to carry out test for every batch of concrete placed.
Testing shall be carried out in accordance with ASTM and COREN standard.

Formwork
Formwork shall be constructed of sound and properly seasoned timber, metal or other
approved material and shall be constructed so as to be rigid during the casting of
concrete and sufficiently watertight to prevent loss of liquid from the concrete. All forms
shall be adequately propped, braced and fixed in their correct position and shall be
sufficiently strong to resist undue distortion by the pressure of the wet concrete or
disturbance due to floatation or any other cause. Formwork shall be strong enough to
withstand compaction of concrete by vibration without undue displacement, distortion or
leakage and to carry the necessary constructional traffic.
The Contractor shall give adequate notice to the Supervising Engineer to enable him to
inspect completed forms and fixed reinforcement before any concrete is poured.
Before dismantling any formwork, the Contractor shall satisfy himself that the concrete
is sufficiently matured to bear its own load and any other loads which may be placed on
it. Props to soffits of beams and slabs shall not be disturbed until the concrete has
achieved its 28 days cube strength.
All formwork shall be constructed in accordance with AGPC Standards and
Specifications.

2.10 BLOCKWORK

All blocks to be used shall be vibrated hollow block and must comply with the
specifications of 5N/mm2.

Mortar
The mortar used shall be composed of cement and sharp sand in the proportion of 1
part of cement to 6 parts of sand. All mortar shall be properly mixed on a clean platform
and shall be used as mixed. No mortar which has been allowed to set for more than 2
hours shall be used in the work.

Laying
All blockwork is to be of vibrated hollow blocks and this is to be laid in stretcher bond
properly bedded, jointed and flushed up in cement mortar as described. Walls are to be
carried upon regularly, not leaving any part 1m lower than another at any one time.
Walls left at different levels are to be raked back. Course are to be level - perpends kept
and quoins; jambs and other angles plumbed as work proceeds.

Finish
Blockwork to be rendered shall have all joints raked out to form a key. Blocks used for
this shall be properly compacted during manufacture.

Mastic
Mastic pointing shall satisfy the tests described in BS. 3712.

Decorative Clay Blocks
The clay bricks, facing and decorative blocks are to be those manufactured by
acceptable Clay Industries in Nigeria) such as PRODA, Enugu or other approved
source laid in accordance with manufacturer's instructions in cement mortar (1:6) and
pointed in a neat recessed joints.

Damp Proof Course


The damp proof course is to be a Hessian blue bituminous felt weighing a minimum of
4.8kg/m2 complying with the requirements of B.S. 743 lapped a minimum of 150mm at
all angles and joints and bedded in cement mortar (1:6) or approved polythene
membrane laid to required specifications.

Where cement and sand (1:1) damp proof course is specified it shall be mixed with
"Pudle" or other equal and approved waterproofing admixture and laid to thickness
specified and well cured to prevent hair cracks and prices are to include for necessary
formwork.

2.11 ROOFING AND WOODWORK

Built-up Bitumen Felt


Bitumen felt roof covering shall comply with AGPC Standards and Specifications. All
exposed surfaces are to be finished with two coats of white "Decoralt' (reflective) finish.

Aluminium Roofing and Flashing


The aluminium roofing sheeting shall comply with BS. 1470 quality 514 or other equal
and approved and of the thickness specified, natural finish and fixed strictly in
accordance with the manufacturer's instructions with hook bolts complete with plastic
washers and covers. The sheets are to be fixed with a minimum lap of 225mm at ends
and at least two corrugations at sides.

Timber Generally
The whole of the timber shall be well seasoned of the best quality obtainable, free from
sap, shakes, large, loose or dead knots, bores, termites and other serious defects and
approved by the Supervising Engineer as suitable for the purpose for which it is to be
used.
Timber for structural work shall be delivered to the site sawn to the required scantlings
as soon as the work commences and shall be protected from the weather and properly
stacked in such a manner that the air will circulate freely throughout the stack until used.

Preservative
Timber described as "treated" shall be treated with tar oil or organic solvent type
preservatives. The preservative shall be applied by brush in accordance with the
manufacturer's instructions. At the Contractor's option and subject to the approval of the
Supervising Engineer, pressure impregnated timber may be used supplied by an
approved firm. In this case cut ends, borings, etc., exposed on site shall be treated with
the approved wood preservative applied by brush. (Treatment shall be with 'Solignum or
Tanalith' or other similar equal and approved and shall be strictly in accordance with the
manufacturer's instructions).

Preparation and Workmanship


Scantlings shall be accurately sawn and shall be of uniform width and thickness
throughout to the full sizes shown on the drawings. All timber is to be accurately set out
in strict accordance with the drawings, and shall be framed together and securely fixed
in the best possible manner and with properly made joints.

The whole of the timber for carpenter's work shall be sound Iroko, Opepe, Abura or
other approved timber and shall be properly seasoned.
Sizes
All sizes and dimensions are to be taken out on the building and from detailed drawings.
Contractor will be held responsible for their accuracy.
Framing
The framing of timber hereafter described is to include all modes of connecting timbers
by proper and approved methods and as may be directed.
Fixing
The fixing for timber are to include for the provision of all nails, screws, etc., to secure
the timber in an approved manner.
Nails and Screws
All nails and screws shall be of non-corrosive metal and shall comply with BS. 1202 and
BS. 1210 and AGPC Standards and Specifications.
Ceiling Board
The ceiling board is to be gypsum or other equal and approved insulation board 12mm
thick with plain or 'V'-joints and as described in the measured work.

2.12 JOINERY AND IRONMONGERY

The timber for joinery shall be good quality Mahogany, Opepe, Agba, Iroko, Abura or
other approved timbers well-seasoned, cut square, free from excess of wane, sapwood,
dead knots or other defects.

Flush Doors
All flush doors shall be Cesar, Fractal quality doors or approved equal. Doors are to be
constructed of hardwood skeleton covered both sides with 6mm plywood glued and
pressed on the securely fixed including 20mm hardwood lipping all edges. Flush doors
are to be provided with adequate blocking pieces to receive the ironmongery specified.
Thickness of flush doors stated are finished thicknesses.

Plywood
Plywood and veneers shall be approved Crestalux (or other equal) shall be free from all
manufacturing defects and accurately matched for colour and figure.

Workmanship
All joiner's work shall comply with the contractual specifications.

Fixing Ironmongery

Ironmongery is to be fixed with screws to the same metal and finish as the fitting except
that all iron or steel ironmongery is to be fixed with solid brass screws. All screws
damaged when driving is to be withdrawn and replaced with undamaged ones.

The prices for ironmongery shall include for the supply of matching screws and
protection, except as stated above. The prices shall also include for temporary removal
of all ironmongery during painting and afterwards re-fixing.

All locks and other fittings are to be oiled and adjusted and left in perfect working order.

Unless otherwise described all interior locks are to be provided with two keys and
exterior locks with three keys. No two locks shall be capable of being operated by the
same key.

Prior to the handing over of the Works or any section of the work, the Contractor shall fit
wooden/plastic tabs to each set of keys clearly showing to which lock they belong and
all the sets of keys shall be delivered to the Supervising Engineer mounted on a suitable
plywood keyboard.

Hinges, Door, Furniture and Emergency Hardware


Hinges, door furniture and emergency hardware shall comply with BS 4951, 1973 and
BS 3621 or equal and approved standards, and shall cover performance requirements
as per BS 4112 domestic furniture.

2.13 METAL WORK AND STRUCTURAL STEEL WORKS

Mild steel shall comply with BS. 15 and be free from mill scale and rust.

All holes in steel are to be drilled.

Prices for binding sections shall include for forging if the Contractor deems this
necessary.

Welding and brazing are to be carried out by skilled operators using either gas or
electrically operated plant to suit the nature of the work.

Welding are to be continuous fillet welds unless otherwise specified.

Prices for welding are to include for all labour, materials appliances, welding on or off
the site, preparing and grinding or filing to a smooth finish.

All galvanising throughout shall comply with the requirements of BS 443 and shall be
applied on any unit after its fabrication.

Louvre carriers and weather-strip shall be anodised aluminium carriers as manufactured


by the Louvre Window Company of Nigeria, or other approved manufacturer fixed with
aluminium round headed screws as supplied by the manufacturer. Carriers are to be left
clean and free from paint and scratches on completion.

Aluminium windows screens and doors are to be made of anodised aluminium or similar
profile sections of approved manufacturer fixed in accordance with the manufacturer's
instructions.

Composite windows may be delivered as separate units for assembling on site or


completely assembled at the manufacturer's workshop. Transoms and mullions shall be
bedded on assembly in mastic cement, which shall fill all interstices completely.

Standard Steel Windows and Doors


Standard steel windows and doors are to be manufactured in accordance with B.S. 990
dipped one coat of anti-corrosion paint and are to be supplied with fixing lugs. Doors are
to have satin chrome plated handles and pig stays, and mortice locks to have brass
levels handles.

Steel windows are to be as specified in the drawings or other equal and approved are
deemed to comply with the foregoing standards.

2.14 PLUMBING AND MECHANICAL WORKS

All plumbing and piping of water and drainage systems within scope shall be installed
by CONTRACTOR in full compliance with the detailed design documentation provided.

Domestic systems shall include but not be limited to; Hot & Cold Potable Water, Fire-
Water & Sprinkler Systems, drains and gutters.

Workshops and labs may include Compressed Air Lines.

Domestic piping materials shall include but not be limited to; CPVC / UPVC–NSF-PW
(NSF-61) and Copper.

Specifications of all piping and plumbing systems shall be provided by CONTRACTOR


and shall be compliant with all National and Industry standards and best practices.

The CONTRACTOR shall be responsible for testing all piping installations with in scope
to satisfaction of COMPANY.

The CONTRACTOR shall be responsible for maintenance and repair or replacement of


parts until scope/facilities are handover to COMPANY. Reference subsection 2.19
Maintenance – Plumbing, for more details.

The prices for sanitary fittings shall include for assembling and joining together the
various parts in white lead and for plugging and brass screwing components to any
surface and for cutting and pinning brackets and making good all finishes. Joints to
WORKs and wastes are measured separately.

Galvanised steel tubing shall comply with BS. 1387 medium thickness and have
screwed and socketted joints made with yarn and boss white. Tubing shall be fixed with
two piece galvanised malleable iron brackets cut and pinned at 2.4m centres and made
good. For fixing to timber use back plate brackets with screws.

Fittings for steel tubing shall be galvanised bedded malleable cast iron to comply with
B.S. 143.
Copper tubing shall comply with BS 659. Tubing for sanitation shall comply with Table
2, the remainder with Table 1. Tubing shall be fixed with two piece standoff copper clips
screwed at 1.5m centres.

Draw-off taps and stop-valves shall comply with B.S. 1010. Draw-off taps shall be easy
clean pattern with cross taps. Stop-valves shall be normal pattern with wheel tops.
Traps shall comply with BS. 1184

Ball valves shall comply with BS. 1212 and have soldered copper flats.

Horizontal pipes shall be fixed to slight falls adequate enough to ensure the flow of
effluent in the case of sanitation pipes on the absence of air locks in the case of water
pipes.

Pipes, fittings, valves and accessories shall be inspected and cleaned before installation
and open ends of pipes shall be plugged during construction.

Pipes and nipples shall be cut evenly, burrs removed and reamed to full inside bore

All pipe fittings and valves are measured as separate items

Prices for tubing are to include for fixing to timber or brickwork and concrete (unless
otherwise described).

2.15 ELECTRICAL WORK

Electrical installation work for Major and minor civil buildings shall be carried out in
accordance with the detailed engineering design and ‘Approved for Construction’
electrical specifications and drawings .and shall comply with Electrical codes and
standards for Buildings (BS 7671 & IEC 30364).

All electrical equipment, materials, lighting fixtures, receptacles, cables, distribution


panels and other electrical accessories used for civil buildings shall be selected
according to detailed design requirements and shall meet BS or IEC International
standards. (No other materials or equipment shall be acceptable without COMPANY
approval).

CONTRACTOR shall be responsible for completing and testing all electrical systems
associated with this scope (excluding testing of Emergency generator system).
Inspection & test plans shall be developed to comply with both Electrical Building Code
Wiring Regulations (BS7671 / IEC 30364) and COMPANY HSE standards. Only
Competent approved inspectors & testing personnel shall be used for testing the
electrical installation(s) and associated apparatus.

2.16 PLASTER WORK AND OTHER FLOOR, WALL AND CEILING FINISHINGS

Cement shall be Ordinary Portland Cement as described in "Concrete Work"


Coloured or white cement of approved quality.
Sand is to be naturally occurring river or pit sand. It shall be washed and sieved on site
if directed by the Supervising Engineer.
Where applicable all materials shall be stored, measured, mixed and used in
accordance with recognised good practice set out in Construction Specifications.
In-situ granolithic and terrazzo paving shall be in accordance with the AGPC Standards
and Specifications.
Where granolithic or terrazzo paving is described as polished it shall be brought to a
mirror-like shine with a power driven grinding and polishing machine as follows: -
a) Preliminary grinding with graduated abrasives
b) Final grinding with lead 'Stones.'
c) Application on acid solution and washing off to remove
d) Buffing with polishing mops

For small areas, corners, margins, skirtings and the like a flexible drive grinding and
polishing machine, using shaped abrasive, will be used. Hand grinding will only be
permitted where it is impossible for a machine to operate.

Mosaic tiles of paving, skirtings and wall finish are to be unglazed ceramic of approved
colour. They are to be set in true and level on scratch finished screed or backing to
produce a smooth even surface. The joints shall be approximately 1.5mm wide, uniform,
accurately aligned and symmetrically arranged. All traces of mounting paper and glue
shall be cleaned off leaving tiles perfect on completion. Acid and harsh abrasives must
not be used for cleaning off.

Wall tiles shall be glazed ceramic with cushion edge, true to shape, free from
blemishes. Tiles are to be soaked in clean water and brushed on the underside with a
Portland Cement slurry twenty-four hour (24hrs) before fixing. They shall be bedded and
jointed with straight joint throughout in cement mortar (1:3) and pointed in white cement.
If the contractor so desires, he could fix the tiles on troweled backing with approved
adhesive.

Marble paving, skirting and wall finish shall be of approved colour and specifications.

Rendering

External and internal renderings shall be 12mm thick unless otherwise described.

Tyrolean finish is to comprise a 12mm backing and a finishing coat of one part of white
cement to five parts of fine aggregate as described in concrete work. The finishings is to
be applied with a splatterdash machine in three applications to a total thickness of 6mm.

Immediately before applying rendering the wall surfaces shall be thoroughly wetted with
clean water.

All arrises and angles in rendering are to be finished straight and true and arrises to
reveal or openings are to be "pencil" rounded. Rendering is to be kept damp for at least
seven days after being applied.

The mixes for rendering shall be used within fifteen minutes after mixing. No re-
tempering will be allowed.

No rendering shall be carried out on any one plane prior to the fixing of all pipes,
conduits, brackets, and the like. Making good will not be allowed around such items.
Reveals are to be plastered at the same time as the main surface.

Flooring
Prior to the laying of any floor covering where cement is not used in the fixing, the bed
shall be tested for moisture content and dried out if necessary to ensure permanent
adhesion.
Floor covering off different materials or colours occurring in adjoining areas shall be
jointed at centre line of door within opening or centre line of opening without doors.
Surfaces receiving thin flexible tiles or sheet coverings are to be clean, smooth, and free
from foreign matter. Tiles are to be placed in such a manner as to produce smooth,
even surfaces with joints tightly fitted, accurately aligned and symmetrically arranged.
Should the Contractor execute any defective work which at the end of the defects
Liability Period causes repairs to be made which affects the decorations of the building,
the contractor shall redecorate as necessary in order that repair is not visible or
apparent.

Prices for all work are to include for ends, angles, intersections, ramps and short
lengths to any item, flush joints between different finishings, fair, rounded and
chamfered edges, arrises, finishings up to and square cutting to or around anything
forming openings in sheet finishings, making good, cutting and fitting and dishing
around outlets; working to either concrete or blockwork base raking out joints or backing
concrete to form key temporary rules.

2.17 GLAZING

All glass shall conform to B.S. 952 and is to be uniform thickness and free from flaws.
Sheet glass is to be ordinary glazing quality.
All glass shall be as manufactured by Pilkington Brothers Limited, St. Helens,
Lancashire England or approved equal.
Glass shall be cut to correct sizes to allow for expansion.

Double glass shall be provided in all Air Conditioned Buildings
Glass louvre blades, where provided, shall have round edges and slightly chamfered
round arises to the two long sides and rounded ground corners.
Sheet glass shall be set with wages running horizontally.
Glass shall be front and back puttied and secured with wire clips in steel and springs in
wood windows.
Putty shall be knifed to leave a neat splay with sharp and accurate mitres.
Glass fixed with beads shall be bedded in putty unless otherwise described. Beads
have in all cases been measured separately.
Where metal beads are used, the glass shall be bedded in wash leather or plastic strips.
The prices are to include for cleaning down and the glass inside and outside on
completion and for replacing all cracked and broken glass.
Glass in wood doors, fanlights, screens and windows shall be bedded in non-hardening
mastic and secured with beads.
The rates for wired glass shall include for aligning the wires in adjoining panes in both
directions.
The rates for glazing with beads shall include for removing and subsequently refixing,
when beads are supplied with the units.
All rebates shall be painted one coat in addition to painting before the glass is inserted
and rates are to include for this.

All cracked and broken glass shall be cut and re-glazed to match and paintwork touched
up, at the Contractor's expense.

2.18 PAINTING AND DECORATING

All paints, priming and undercoats unless otherwise described shall comply with AGPC
Standards and Specifications and shall be obtained from one of the following approved
manufacturers:
• Dulux Paint
• International Paints (West Africa) Ltd.
• Luxul Berger (Nigeria) Ltd.
• Meyer Paints Ltd.
Materials shall be used strictly in accordance with the manufacturer's instructions and
shall be in tins selected by the Supervising Engineers. Materials will be used for the
purpose for which they are designed and as recommended by the manufacturer.
No materials made by one manufacturer shall be followed by a material made by
another manufacturer.
Materials shall be delivered to the site in the manufacturer's sealed containers, bearing
the manufacturer's name and mark.
The emulsion paint shall be vinyl emulsion or other equal and approved.
Knotting shall be of acceptable Standards.
Turpentine shall be genuine American or white spirit, complying with Standards.

Oil shall be refined lined linseed oil conforming to BS 242 or CEN Standard or
acceptable Standards.
Stopping shall be putty and paint (3:1)
All cut edges and fixing bolts, etc., shall be cleaned and primed before application of
subsequent coats.
Galvanised iron not pre-treated by the manufacturer or weathered by exposure for six
months shall be cleaned to remove grease, dirt, rust, etc.
All paints shall be thoroughly mixed or stirred before use. They shall be so stored as to
minimise exposure to extremes of temperature.
All door and window furniture, ironmongery, flush switch covers and the like shall be
removed before the preparatory processes are commenced and replaced when paint is
dry. Other surfaces which are not to be painted shall be marked where they adjoin
surfaces to be painted.
In these Bills of Quantities, preparatory work includes brushing to remove dirt, rubbing
down, cutting out and repairing cracks, knotting, stopping, applying strips of skin spot
priming, applying the specified number of priming or sealing coats, rubbing down to a
fine smooth surface between each coat to obliterate brush marks or other small scrim.
The priming coat, undercoats and finishing coats for all painted work shall be obtained
from the same manufacturer and must be those recommended by the manufacturer for
the type of surface. The various types of coats shall be of tints suitable for the selected
finishing coat.
Gloss paint shall be of the synthetic type, highly, fungus resistant, and suitable for
external use.

Red lead primer shall be used for all structural and other iron and steelwork. Zinc
chromate primer shall be used for galvanised steelwork. Primers for wood work shall be
as recommended by the paint manufacturer.
Plywood and block board surfaces shall be faced up after the first undercoat is dry with
a paste compound of equal of Alabastine filler and oil bound distemper. The facing shall
be well rubbed down before the application of the second undercoat.
No priming coats shall be applied until the surfaces have been inspected and the
preparatory work approved.
Primed or undercoats work shall not be left in an exposed or unsuitable situation for an
undue period before completing the painting process.

Plasterwork shall be brushed down to remove dust, washed if specified and shall be
stopped as necessary and rubbed down to a smooth surface. New plasterwork must be
allowed to dry out and all oxidisation, efflorescence and staining removed before
painting or papering.
All work to be decorated shall have all cracks, crevices, nail holes, levelled up with hard
stopping as described.
All hardwood work shall be brushed to remove dust and shall be treated with the
appropriate stains/clear varnish and preservative as directed.

2.19 DRAINAGE AND EXTERNAL WORKS

The Contractor is particularly referred to preambles of "Excavation and Earthwork",


"Concrete and Block Work" for all items covering excavation, earthwork concrete and
blockwork, which shall generally apply equally in all respects except for items dealt with
herein. All drainage pipework shall conform with AGPC Standards and Specifications.
Where cutting pipe is necessary, the Contractor must ensure that a proper flexible, yet
watertight joint is provided at the cut end and the cutting shall be carried out with the
proper chain cutter.
The rates shall include for laying and jointing strictly in accordance with the
manufacturer's instructions and for lubricating joints if required.
Granular Bedding
Granular beds and surrounds to flexible jointed pipes shall be broken stone or gravel
passing a 12mm sieve and retained on a 5mm sieve. The beds shall be laid to a
minimum thickness of 100mm under the barrel of the pipe. Socket holes shall be
excavated out and the pipe barrel rested firmly on the gravel and the gravel then packed
by spading to half the depth of the pipe on either side and then packed under the pipe
and sockets.

In gardens and similar areas where the pipes are laid at a depth of not less than
450mm, the pipe is to be covered with granular fill to a minimum thickness of 100mm
above the crown for the pipe and covered with a 50mm layer of concrete mix (1:2:4-
20mm aggregate).

Testing
The whole of the newly laid drains shall be tested by the Contractor in the presence of
the Supervising Engineer, or his representative with water and/or smoke, as may be
directed and the Contractor shall provide all necessary materials and appliances,
together with all necessary attendance for such tests and defect made good at the
Contractor's expense.

Testing shall take place both before filling in to trenches section by section and at
completion of the drainage work. Any portion of the drains failing to withstand the tests
shall be made good at the Contractor's expense and shall be re-tested.

Precast Concrete Paving Slabs and Bricks Precast concrete paving slabs shall be 600 x
600 x 50mm thick and shall comply with AGPC Standards and Specifications and laid
as described.

Road Kerbs
Precast concrete kerbs shall be laid as described in AGPC Standards and
Specifications.

Road Patching and Repairing Road Surfaces


All patches or repairs shall be squared up so that the surface of the area to be patched
is a rectangle and all work done to match existing as specified in the Contract and
drawings.

2.20 FURTHER DETAILS OF SOME GENERAL WORKS

Painting
The contractor shall provide painting services as required during the course of this
contract. Contractor shall paint a variety of surfaces including interiors and exteriors of
buildings, warehouses and workshops, outdoor and indoor furniture, play equipment,
roads and car parks, etc. The colour of paint for entire walls, rooms, exterior of
buildings, etc. shall be specified by or selected by AGPC. Contractor shall prepare
surfaces, mix paints, and apply initial and finish coats. Contractor shall provide
scaffolding where necessary to paint structures up to a height of 12m.

Painting tasks shall include:


Work on a variety of surfaces such as metals, wood and masonry
Repainting and touch up signs in place on buildings, structures, appurtenances, and
along roads
Paint interior and exterior walls, window casings and door units, wardrobes and kitchen
cupboards
Paint repaired surfaces. Paint used to touch up repairs shall blend with the colour and
texture of surrounding areas.
Tape, speckle and repair wall, ceiling and other surfaces
Strip, sand and refinish wood of various types
Move, reset and protect furniture and equipment and protect all AGPC and private
owned property during performance of work.
Strip, sand and refinish to preserve aesthetics of items.

Application of paint:
Application of paint shall be by brush, roller or spray. Interior paint shall be applied in
dust free conditions in accordance with the manufacturer specifications. Exterior paint
shall not be applied in rainy or windy days. Each coat of paint shall be of sufficient
thickness to completely cover the previous coat or surface. The finish shall be free of
runs, sags, or other surface preparation defects. Paint surfaces adjoining other
materials or colours shall be sharp and clean without overlapping. Windows, doors,
drawers etc stuck from being painted shall be freed to assure ease of operation.

Contractor shall comply with the following special considerations;
Damaged surfaces shall be repaired. Surfaces, which chalk severely, shall be prepared
with a conditioner. Windows shall be caulked as required.
Woodwork, including cabinets and doors shall be repaired. Surfaces painted with a
gloss or semi-gloss paint shall be dulled with a surface conditioner.
All ferrous metal surfaces shall be spot primed. These surfaces shall be scrapped wire
brushed and washed clean before painting.
Masonry and concrete surfaces shall be roughened were necessary to provide
adhesion. Previously painted areas shall be dulled with a surface conditioner. Surfaces,
which experience water leakage, shall be coated with epoxy paint.
Pipe coverings shall be brushed with a stiff fibre brush and “size” applied to bare
surface or covering for adhesion.
Electrical outlet covers, switches and fixture shall be masked before painting and
uncovered prior to completion of work.

Plumbing
The contractor shall execute all plumbing works in accordance with industry standards
and specifications provided by AGPC. The quality of workmanship shall always be
equal or better than the minimum specified by the applicable codes. Such plumbing jobs
shall include:

Install domestic hot water heaters and plumbing fixtures to include commodes, urinals,
kitchen and utility sinks, showers and bathtubs
Place or connect sewage and water fixtures and facilities such as water lines, waste
closets, lavatories, shower, sinks, and dish and clothes washing machines.
Cut or drill holes and openings in walls and floors, chases or slots and set sleeves,
thimbles or insets to provide passage and support for pipe and fittings to pass through.
Measure, cut and thread pipe, assemble pipe sections and hang or lay assemblies in
position.
Lay and join PVC, Copper or Galvanised pipes

Carpentry
Contractor shall provide carpentry work for construction of the buildings, structures or
facilities. Contractor’s work shall be planned and accomplished to offer maximum
resistance to harmful effects caused by the environment. All carpentry work performed
shall be consistent with the construction and appearance of the existing facility or
structure. Carpentry works shall include work required to maintain facilities or structures
such as structural wood, wooden floor covering, exterior screens, doors, door frames,
sills, trim and casings, locksets, etc. Contractor shall provide scaffolding where
necessary to carryout roof repairs and other works up to a height of 12m. The
contractor’s tasks shall include;
Construction and altering, removing and installing interior and exterior walls and doors.
Construction of entire minor structures such as guard huts etc. refurbishing rooms,
laying, varnishing and sealing wooden floors and installing closets.
Fabricating, installing, replacing and repairing kitchen cabinets, counter units, book
shelves, furniture, window frames and other wooden items including drawers and doors.
The contractor shall also fabricate frames and boxes used for packing.
Making and installing signs

Roof construction or repairs on timber members. Installation or repair of aluminium,
asbestos, corrugated iron and plastic roofing sheets.
Installation or repairs of ceiling structures in fixed or suspended ceilings. Fixing or
replacement of ceiling boards
Erection or repair of timber fencing
Installing/hanging miscellaneous items including picture frames, notice boards, mirrors,
bathroom cabinets, nameplates, curtain rails, pelmets etc.

Metal and structural steel works


Contractor shall provide metal components of buildings and erect same in line with
design drawings, standards and procedures. Metalworking shall include heating,
bending and cutting to form shapes, drilling, torch cutting, riveting, grinding, welding and
fitting metal parts. The contractor shall also weld all types of materials using electric,
acetylene and or inert gas shielded welding process. Welding shall be performed on
light, heavy gauge and hardened metals using flat, vertical, horizontal and overhead
positions. Processes include pre-heating, brazing, bead welding, tack welding, flame
cutting and heat-treating. Contractor shall provide scaffolding where necessary to
carryout metal / structural works up to a height of 12m. Metal work includes;
Fabricate, install, repair, replace parts or complete assemblies as required for metal
components of buildings (except door hardware), metal parts of installed building
equipment, utility systems, drainage etc.
Assemble and fasten fabricated parts by installing bolts, screws and welding.
Fabricate and install burglary protectors to doors, windows and other open spaces.
Fabricate and repair other metal structures like trolleys, beds, laundry poles, swings,
etc.
Fabricate and install or repair aluminium sliding windows and doors, projected windows,
notice boards etc.
Fabricate and install or repair steel casement windows and doors, roller shutters, etc.
Ironmongery
Contractor shall install, maintain, repair and adjust locks, latches, panic devices, door
closers and strikes of different makes, sizes and shapes. Ironmongery works include;
Open door locks, drawer locks, cabinets etc on emergency basis.
Remove broken keys in locks.
Replace or repair wardrobe, drawer, door and window locks etc.

Masonry
Contractor shall carryout masonry works to repair buildings, facilities and structures and
erect new ones. All work shall be consistent with the construction and appearance of
existing facilities and structures. Contractor shall provide scaffolding where necessary to
carryout masonry works up to a height of 12m.
Masonry work shall include;

Repair of walls, floor slabs, and diversion of water from exterior walls
Laying of hollow, solid and screen blocks, bricks etc.
Rendering of internal and external walls
Removal and laying of ceramic wall tiles, PVC floor tiles, mosaic, vitrified and ceramic
floor files etc
Mixing and casting concrete in lintels, beams, columns, floor slabs etc
Foundation works for new structures

mobilisation for this contract.

3.0 SITE PROVISIONS

3.1 General
CONTRACTOR shall perform any site surveys or investigations he deems necessary to
deliver the WORK, making those site preparations as pertain to excavations, erection of
temporary support structures, fabrications, assembly, construction works, testing, pre-
commissioning, site cleaning and restoration works, including, but not limited to:
1. Provision, mobilisation, construction and demobilisation of all facilities and
services including all offices, accommodation, workshops, fabrication shops,
facilities, construction plant, tools, equipment, support and land/water
transportation
2. Provision, mobilisation, construction and demobilisation of all temporary facilities,
structures, fences, signs and any other items that may be required temporarily to
facilitate construction services
3. Provision, mobilisation, maintenance, operation and demobilisation of all utilities
air, gas, electricity, water, fuel, oil/lubricants, and other consumables
4. Provision of all personnel required for the construction, support services and
supervision of the WORKS
5. Performance of all necessary site investigations and surveys
6. Provision of HSE, personnel to administrate Community Affairs and
supplementary Security services as required for the construction phase
7. Collecting and proper disposal of refuse from the Site at regular intervals in
accordance with DPR regulations and before demobilisation
8. Removal and disposal of scrap, debris and other items not required for the
permanent work in a safe and environmentally acceptable manner. As well as the
removal of CONTRACTOR’s plant, facilities and excess materials subsequent to
hand-over
9. Provide on-site services and access control to manage personnel Ingress and
Egress from the plant and prevent unauthorised persons entering Site.
10. Take all reasonable precautions to protect the Work as completed or partially
completed and materials from damage or deterioration by meteorological
conditions or construction activities
11. Demobilize all CONTRACTORs resources from Site including personnel, plant,
equipment and materials, leaving the Site clean, free of debris and all in
accordance with requirements of the design drawings and specifications
CONTRACTOR shall afford reasonable access and facilities for employees of
COMPANY and those of any other authorised body or CONTRACTOR personnel
engaged in connection with the WORK and co-operate with such persons and follow
instructions of COMPANY Site Representative in that connection.

3.2 Construction Organisation
CONTRACTOR shall establish a construction organisation with adequate skills,
experience, responsibility and authority to deliver construction activities in line with the
Project Schedule and submit his proposed organisation charts and method statements
for COMPANY concurrence or comment as per the Table at Section 2.7 of this Scope of
Work.
The construction organisation will ensure the WORK is conducted and tested in
accordance with the AFC drawings, specifications and agreed procedures. Herein, the
CONTRACTOR shall provide a Construction Manager (or equivalent) who will be his
Site Representative located at the Site and responsible for day-to-day running of the
Site. He shall liaise with COMPANY Site Representative (or his designate) onsite to
address construction matters including progress and quality of the work.
CONTRACTOR shall be responsible for ensuring all personnel, both his own and his
Sub-CONTRACTORs are qualified, experienced and competent to carry out the WORK,
and that all personnel and quality of the Work carried out is adequately supervised at all
times. CONTRACTOR shall ensure that all tests and qualifications such as welding and
NDE required by specifications and codes are satisfactorily performed and recorded.
CONTRACTOR shall maintain Project Organisation documentation including contact
information for the WORK to reflect the current status and shall submit all updates to
COMPANY. Documentation shall indicate clear lines of authority and responsibility for
Remote and Worksite, addressing as a minimum the following:
1. Overall Project Management Organisation
2. Interface Management Organisation including Interface Manager who will
coordinate all the various interfaces on the project
3. Subcontractor Management Organisation
4. Construction Organisation including field engineering, fabrication/installation,
material management, document control and support from quality, safety,
planning and schedule control
3.3 CONTRACTOR's Employees
CONTRACTOR’s Project Manager and all key project personnel including leads and
discipline engineers shall be assigned to the project for the duration of the WORK and
shall not be re-assigned to other projects without specific COMPANY authorisation.
CONTRACTOR’s proposed workforce for performance of the work through to
completion of the Project shall be submitted for COMPANY approval with
CONTRACTOR’s tender. COMPANY reserves the right to review the qualifications of
key project personnel and to reject any personnel considered as inexperienced to
perform the WORK. Project personnel who will not devote 100% of their time to the
project shall be identified within the tender. Shared personnel versus full time
CONTRACTOR employees, shall be indicated in the organisation chart. The following
shall form part of the requirements for CONTRACTOR’s employees and shall:
1. Provide the necessary skilled, unskilled labour and supervisory staff required for
execution of the WORK including passport and entry formalities and obtaining
residence visas and work permits for any expatriates.
2. Keep an updated list detailing the various categories and numbers of staff and
labour employed directly and by his sub-CONTRACTORs at Site and submit
such information whenever required by COMPANY.
3. Provide engineers and supervisors capable of speaking, reading, writing and fully
understanding English.

4. Fulfil normally accepted obligations in respect of Site accommodation, feeding,
safety, welfare and medical facilities for all personnel in his employ and as
necessary for the efficient execution of the WORK.
5. Ensure his employees are healthy and free from infection or contagious disease.
Any employee(s) suspected of being afflicted by, or harbouring an infection or
disease shall be removed from and not allowed re-entry to Site until pronounced
fit by a responsible Medical Authority.
6. Ensure any expatriate in his employ or invitation present on Site is in compliance
with Nigerian Immigration laws and acknowledges sole responsibility to meet this
requirement.

3.4 Site Facilities


CONTRACTOR shall provide details of all facilities and equipment proposed for the
performance of the WORK which includes shop fabrication layout including information
on shop fabrication work area, storage/laydown area, painting facilities, NDE, Isotope
pit, transportation

CONTRACTOR shall provide and maintain site based accommodation for the workforce
which shall afford similar amenities to that generally provided for his resident staff
throughout the WORK. Accommodation services will include purified water supplies for
drinking, three meals per day for workers, air-conditioned sleeping accommodation for
those resident, constant electricity supply, constant internet access, satellite TV System
in Senior Staff rooms (DSTV Compact as minimum), sanitation, fully-equipped kitchens
and air-conditioned messing facilities/ dining rooms, fire prevention and fire-fighting
equipment, air-conditioned, furnished offices, computer systems, furniture,
communications systems and all other requirements in connection with such
accommodation and amenities.

3.5 Office Facilities for Company Representatives


CONTRACTOR shall provide two (2) equipped air-conditioned offices, one for exclusive
use of COMPANY Site Representative complete with conference table and six chairs,
plus one open-plan office accommodating six (6) personnel. All offices shall, throughout
the Contract be maintained with provision of potable water and electricity supplies at
CONTRACTORs expense.
All offices shall be provided with wall-mounted air conditioning units 3.5 kW minimum
cooling capacity and access to kitchenette, toilet and washroom, all provided with
extractor fans. Six 13amp socket outlets shall be provided in each office and the
kitchenette.
The kitchenette shall contain a stainless steel sink bowl and drainer unit with suitable
storage cupboards and drawers. An electrically heated hot water storage cylinder shall
be installed for supplying the kitchen sink, wash hand basins and shower. As well, a
6cubic foot refrigerator, electric kettle, crockery, cutlery and such other items as
COMPANY Site Representative may reasonably require.

Office facilities shall include internet access of adequate bandwidth minimum of 10
Mbps each for 10 personnel, able to live stream from any common source in
demonstration; two power outlets per desk, desks, swivel chairs with armrests, table,
one lockable four-drawer filling cabinet, wall mounted white board, wall mounted pin
board, wastepaper basket per desk and a wall mounted water type fire extinguisher.
The CONTRACTOR shall provide a steward/messenger to service the above noted
offices throughout the Contract period, as well, adequate disposal facilities for waste
water, sewage and rubbish which CONTRACTOR shall ensure are well -maintained, in
a hygienic state and fit for use at all times.
CONTRACTOR shall at minimum provide WHO potable quality water for any and all
personnel engaged at Site for drinking purposes and clean raw water for other purposes
of the Contract.
CONTRACTOR shall supply sufficient electricity on Site for all purposes in connection
with the Contract.
CONTRACTOR shall provide, cleanse and maintain a sufficient number of sanitary
conveniences and washing facilities in proportion to the number of personnel employed
upon the site and ensure his employees make full and proper use of conveniences.
CONTRACTOR shall provide an enclosed drainage system within the SITE temporary
facilities for the disposal of waste water and sewage. The system shall be constructed
and installed in accordance with good building practice, maintained in a clean state at
all times and arranged so waste materials are disposed of in an environmentally
acceptable manner.
CONTRACTOR shall remove from the Site and dispose of waste materials as they arise
and upon demobilisation, clean and tidy Site to satisfaction of COMPANY Site
Representative.
CONTRACTOR shall provide a separate drainage system for surface water which may
be retained for use at CONTRACTORs discretion. Surface water run-off shall be
equipped with adequate oil interception facilities and CONTRACTOR will take
necessary steps to ensure contaminants are not permitted to enter the system.
CONTRACTOR shall establish, construct and maintain all necessary temporary roads,
pipeline crossings, access-ways, hard-standings and parking areas required for
construction traffic within confines of Site and in adjacent areas if needed.
CONTRACTOR shall advise if any temporary worksites be required outside of those
areas made available by COMPANY.
Any contact with Landowners, Community or Government Authorities will normally be
through COMPANY, however if such direct contact is made, it shall be advised to
COMPANY Site Representative at earliest opportunity.

CONTRACTOR shall provide a dedicated central fueling and servicing facility, set upon
an impermeable layer under the entire area (including the fuel storage tank). The area
shall drain to a holding tank to catch effluents for removal and treatment, all in
accordance with DPR requirements.
3.6 Site Safety Precautions
The HSSE requirements for this scope of work are covered within Section VI – HEALTH
SAFETY AND ENVIRONMENT
3.7 Access and Assistance for Inspection of Works
CONTRACTOR shall provide safe means of access to any part of the WORK as may be
reasonably required by COMPANY Site Representative to enable inspection of the
WORK and provide such staff or labour as reasonably necessary for assisting
COMPANY Site Representative measuring, testing and checking the WORK.
3.8 Medical Facilities at Construction Site
CONTRACTOR shall provide medical facilities on site for the duration of the
construction phase. The medical facility shall be manned with a qualified medical doctor
and Occupational Health nurses. The site medical facilities shall be equipped with
standard facilities to be approved by COMPANY Medical Team and shall be adequate
for the expected number of personnel on site including CONTRACTOR personnel.

4.0 SITE DOCUMENTATION

4.1 Drawings and Specifications


A hard copy of all approved drawings and specifications relating to ANOH Gas
Processing Plant Project construction work shall be kept at a convenient place on the
Site, available at all reasonable times for inspection and use by COMPANY Personnel
or any other person authorised by COMPANY in writing.
4.2 As Built Drawings
Red Line ‘As Built’ drawings shall be provided by the CONTRACTOR as part of the
commissioning documentation.
Back drafting of all required ‘As Built’ shall be completed by the CONTRACTOR
immediately after commissioning and shall form part of the final handover
documentation to COMPANY.
4.3 Construction Specifications
Construction works shall be carried out in accordance with the Project Specifications,
international codes and standards, and conduct detailed installation analysis to
determine execution requirements of the various aspects of the installation work and

specifications/standards.

4.4 Site Log
CONTRACTOR shall maintain a daily site log recording events of consequence through
progress of the WORK: including numbers, by category, of the resident work force;
arrival and departure of materials and equipment; construction equipment employed;
visitors to Site; site queries and instructions received; weather conditions and synopsis
of daily progress, issues and concerns.
4.5 Change Control
A deviation and technical queries system shall be developed by the CONTRACTOR
and submitted for approval and adoption by COMPANY within 30 days from award of
the Contract. The procedure, outlined below will be incorporated into CONTRACTOR’s
site procedures and Quality Management System for change control.
1. CONTRACTOR shall prepare Sample Site Deviation Request and Query Forms
for COMPANY agreement and adoption into the Project
Each Site Deviation Request and Query Form shall have a unique reference
number
2. Site Deviation Request and Query Form shall be marked as "urgent" if the
problem is likely to affect the WORK to be performed within five (5) working days
of being registered as received by COMPANY Site Representative, or "routine" if
this is not the case. Site Deviation Request and Query Form shall be marked
"mandatory action" if it requires resolution to permit WORK proceed or when the
CONTRACTOR believes the WORK cannot he accomplished in accordance with
engineering documentation.
4.6 Site Queries Procedure
CONTRACTOR and COMPANY shall raise technical clarifications via a Technical and
Site Query Form with associate procedure to be submitted by CONTRACTOR within 30
days from award of the WORK to formalize and log questions and responses.
CONTRACTORs Site Query procedure shall be designed to structure the manner in
which technical and site queries are raised, answered and recorded throughout
execution of the Contract. Herein the following shall be noted:
1. Site queries shall not in themselves authorise change to scope, delivery date or
price until, and unless a Variation Form follows that is authorised by COMPANY.
2. Technical and Site Queries are expected to cover, though not limited to:
I. Design intentions
II. Drawings
III. Specifications
IV. Interface
V. Construction issues

3. Technical and Site Queries shall not be used for:


I. Contractual matters
II. Material purchase requests
III. Organisational changes
IV. Planning matters

4. A Technical or Site Query cannot change the WORK

4.7 Deviation Request Forms


CONTRACTOR shall develop a Deviation Request & Query (DRQ) procedure for use
requesting deviation from technical specifications or drawings (including the
CONTRACTORs technical specifications or drawings). Deviations include:
1. Concession requests
2. Material substitutes
3. Minor design changes
A Deviation Request does not authorise change to scope, delivery date or price until,
and unless a Variation Form follows that is authorised by COMPANY.
4.8 Permit to Work
CONTRACTOR shall ensure all Work, but particularly that conducted in confined
spaces, on live plant or other potentially hazardous areas be executed under Permit to
Work (PTW) system and lock out tag out procedures which shall be submitted to
COMPANY for approval before Work commences at Site.
4.9 Handover of Facilities
Upon successful completion of all Performance Tests, CONTRACTOR shall
immediately hand-over the Facility to COMPANY who are thereafter responsible for its
operation, maintenance and staffing.

5.0 AS-BUILT DOCUMENTATION

CONTRACTOR shall compile the WORK As-Built Dossier for submission to COMPANY
within thirty (30) days from hand-over.
The dossier will include construction, inspection, testing, certification, commissioning
and survey records for Facilities constructed under this Contract, such as:

1. As-built Architectural drawings – Site plan, building layout plans, sections,
elevations, roof plans, windows/doors schedules, finishes
2. Structural drawings
3. Mechanical drawings
4. Electrical, IT and ELVS drawings, schedules, specifications - Master Layouts,
Key Single Line Diagrams, Cable Termination Schedules and Drawings, Area
Layouts (Electrical Equipment, HV Cable Route Layout, LV Cable Route Layout),
HVAC Layouts, HAC drawings, Safety Equipment Layouts
5. Procedures for installation, inspection and testing of all ME&IT equipment
6. Compilation of testing records and reports
5.1 Punch list
Punchlist records shall also be included as part of the systems handover
documentation. Systems Punch lists shall incorporate any items outstanding on vendor
equipment carried over at the time of release of the equipment from the vendor’s
premises. The CONTRACTOR shall be responsible, via the vendor for closing out such
items. All Punchlist items shall be closed out before hand over.
