Summary

This document comprises the report of an archaeological watching brief


undertaken during ground work at a site identified as having potential
archaeological resources that may be impacted by any development.

The development proposed is for the construction of a new build residential


property on a plot of land, formerly a garden of an adjacent dwelling.

A planning application proposal was submitted to Caerphilly County Borough


Council (CCBC) and as part of the planning process, Glamorgan Gwent
Archaeological Trust (GGAT) Archaeological Planning Service (APS), advised the
planning department that the proposed work at the site could likely impact on
archaeological resources.

CCBC in accordance with the guidance from GGAT, APS imposed a condition
requiring a watching brief to be undertaken during any ground disturbance work
on the site.

This document is the report on the archaeological watching brief.

The watching brief undertaken during ground disturbance at the site found that
the work did not impact upon any archaeological resources.

Introduction

This Watching Brief Report has been prepared by Dr Neil Phillips, A.P.A.C. Ltd, in response to a proposed
programme of works, to construct a new build on land to the rear of 5 Church Meadows, Glyngaer, Gellgaer, CF82
8FP, NGR 313838 197034, fig 01.

The proposed work involved ground clearance and levelling followed by excavation of trenches for footings and
services which may have impacted on any archaeological resources present.

The clients, Mr & Mrs Jenkins, having requested Planning Permission from Caerphilly County Borough Council;
were granted Approval of Planning Permission, with conditions, (pl.app.no 11/0074/FULL; one of which required
that:

The developer shall ensure that a suitably qualified archaeologist is present during the
undertaking of any ground disturbing works in the development area, so that an
archaeological watching brief can be conducted. The archaeological watching brief shall
be undertaken to the standards of the institute for Archaeologists. The Local Planning
Authority shall be informed, in writing, at least two weeks prior to the commencement of
the development of the name of the said archaeologist and no work shall begin until the
local planning Authority has confirmed, in writing, that the proposed archaeologist is
suitable. A copy of the watching brief report shall be submitted to the Local Planning
Authority within two months of the Fieldwork being completed by the archaeologist
CAE0258/JBHD

At the client’s request, a Design Brief; (PD:WB/GAR/15) was prepared and submitted to GGAT, APS, prior to the
commencement of ground disturbance work.

The brief was approved as fit for purpose and the resultant watching brief was undertaken on the 8th, 10th and 16th of
April 2015 during which all ground disturbance likely to impact on any significant archaeological resources was
completed.

Site Location and Description

The location of the site can be best gained from the A465, Heads of the Valleys Rd:

At the Ebbw Vale roundabout, take the A4046 and then on to the A4047 to Tredegar and from the next roundabout
take the A4048 towards Blackwood.

Cross ‘Chartists Bridge’ and at the mini roundabout take the B4511, at the top of the hill and turn left onto the
A4049.

At a crossroads take a right onto the A469 and continue through the traffic lights on to the B4254.

Turn left on to Glyn Gaer Rd and then right into Commercial Street, right onto Church Meadows and the property is
at the end of the road.

The site comprises a small lawn area; fenced to the north and south, with its associated house to the east and a raised
bank for the B4254 to the west, PL01.

The estate of which this area is a part is a recent development.

A plan of the site is shown in fig 02 along with the foundation and drainage trenches marked.

Geology and Topography

The site is located on drift geology of boulder clay, to the east of the solid geology of the Cefn Glas, sandstone layer
(OS 1969).

The topography of the land to the east of the B4254 has been heavily developed for residential properties.

To the west of the road, the land appears to be poorly drained, waste ground.

The road itself may be the cause of the poor draining as it has been raised on a causeway effectively cutting off the
down slope to the land west of the road.

Brief archaeological and historical background

A 500m diameter search centred on the proposed site at NGR 313838 197034 was commissioned from the Historic
Environment Record, (HER) held by GGAT.

The HER search revealed 9 NMR records, 2 Listed Buildings, 2 Scheduled Ancient Monuments, 44 core records
and 6 event records: all to the west of the B4254, fig 03.

The search map, fig 03, shows that the B4254; built between 1922 and 1938, (APAC, p5. 2007) on a raised
causeway, almost completely defines an east west/divide.

The western area of the division is largely un-developed in comparison to the eastern side which has seen late 20
century, large scale housing construction.

The majority of the listings are associated with the Gelligaer Roman Site, SAM GM016, over 600m to the west of
the present site.

Slightly closer are the Norman motte SAM GM121 and NPRN’s Neuadd St Cattwg NPRN 409560, Mission Hall
14386, New Church Colliery 80424, Horeb Welsh Baptist Chapel 9578, Edward Lewis School 18620 and Old
Rectory 19527.

It is unlikely that the work on the site will have any association with the known listings.

One event not listed was a watching brief that was carried out on the neighbouring house, no 6 during, for a similar
construction in 2007.

The 2007 report recorded that:

The area where the site is situated can be seen to have been small enclosed fields at the time of the
1886 OS map…

Sometime between 1922 and 1938 the mapping was modified to take account of a new road, the
present B4254, which had been constructed as a raised causeway…

The established housing development at Church Meadows has been built up to the raised causeway,
adopting some of the bank as garden property...

The findings were that no archaeological resources were disturbed, (APAC, p5. 2007).

Aims and Objectives

The aim of the watching brief was to preserve by record, within the resources available, any archaeological deposits
uncovered during groundwork.

The watching brief also ensured that: in the event of archaeological resources of significance, being discovered and
requiring treatment beyond the remit of the watching brief, that steps would be implemented to ensure that their
treatment would be undertaken within the standards recommended by the CIFA.

Watching Brief

The watching brief was undertaken over three days; 08th, 10th & 14th of April 2015.

All excavation was undertaken by mechanical digger, and little hand clearing was necessary as no archaeological
resources were impacted upon.

Excavation of the footings was undertaken over two days; restrictions of space at the site led to the spoil having to
be removed before work could continue.

Trenching for drainage was left until after the footings had been poured and the base wall erected, again restrictions
in working space dictated the order of work.

Initial recording

A record of the features and stratigraphy exposed during excavation was kept including written notes and
photographs.

Measurements were taken regularly using Leica Disto 510, laser measurement device.

A sample of finds were collected and processed but these were not retained due to their modern nature.

Post Ex

Following the watching brief, the field notes and photographs and finds were digitised to produce:

 Appendix I, the context record of the stratigraphy cross referenced to photographs and finds:
 Appendix II, an annotated list of the photographs and contact sheet
 Appendix III, a list of finds with photographs

This report was produced for the client, Caerphilly County Borough Council (CCBC) and GGAT as well as archive
copies for Glamorgan Records Office.

Watching Brief Results

Presentation Notes:
All contexts are denoted [#] in the text, photographs used in the text are listed Pl # and finds are denoted {#}.

Work began with the short length of trench 1 at the south western corner of the site.

The machine cut easily down through simple sequence of deposits; [100] topsoil, [101] grey sandy clay, [102]
mottled grey/yellow and red clay/sand to an intermittent layer of degraded sandstone consistent with an eroded
natural surface [105], PL02.

Finds assemblage {1} was collected from trench 1

Excavation then moved to the even shorter trench 2 where the same sequence was discovered before moving to the
long western trench 3.

The majority of trench 3 had the same stratigraphic sequence as trenches 1 & 2 as can be seen in PL03 and produced
a similar finds assemblage {2}.

However, at the southern end of trench 3, a change to the surface fill was encountered where [100] had been
replaced by a fill of black humic soil [104], PL04, cut [103] into [101], from a former garden plot and later patio,
PL05.

It was from this context that finds assemblage {3} was collected.

Before trench 4 was excavated the overburden of [100]/[101] was removed from the working area of the site and the
trenches re-marked out.

It was during this work that the land drain [108] was first encountered and removed.

Its former run can be seen in PL06, as the dark brown linear feature from the wheel-barrow which runs under the
shovel and through trenches 1 and the later dug, trench 4.

This initial excavation work and ground content soon suggested that the overburden of soil to be removed was
entirely made up ground, associated with the construction of the residential estate which was proved to be the case
with the subsequent 6 trenches, PL s 07, 08, 09 & 10.

The third day of the watching brief concentrated on the excavation of the service trenches, beginning at an existing
manhole to the east of the site, PL11.

This was found to have a pre existing run to a second manhole which had been lost under the patio; PL12 shows the
excavated run with the old manhole cover discarded to the right, (centre photograph).

The section between the newly re-discovered manhole and trench 1/3 for connection encountered a further section
of the old land drain [108].

The second drainage run to the north east side revealed the same sequence [100], [1001] with [102] only just being
reached.

Finds

The majority of the finds, assemblage {3} came from context [104] which was the imported black humic garden
soil.

The remaining two assemblages {1} and {2} were close to the surface in the landscaping layer deposited during the
development of the general residential site.

No finds were retained.

Interpretation

The entire site was covered with imported topsoil over a landfill containing modern materials which were easily
datable to recent development of the residential site

This finding is supported by an earlier watching brief undertaken at no 6 Church Meadows in 2007 (APAC. Ltd.
WB/03/GG/07.
