Summary

A planning application was submitted to Monmouthshire Council (MCC) for the


‘proposed reinstatement of an existing dilapidate house’.

As part of the planning process, Glamorgan Gwent Archaeological Trust (GGAT)


advised the planning department that the proposed work at the site could likely
impact on archaeological resources.

MCC in accordance with the guidance from GGAT imposed conditions requiring a
program of archaeological work to be undertaken prior to development and during
demolition.

The conditions imposed required a level III building recording survey, followed by
an archaeological watching brief.

APAC Ltd was contacted by the client in order to undertake the program of
archaeological work.

APAC Ltd produced a project design for the work, which was approved and the
survey was undertaken.

This document comprises the Level III building recording survey as required.

The survey was able to produce a photographic and documentary record of the
buildings and collate the limited amount of known documentation in order to
provide a firm early 19th century date, with the potential of an early 17th century
origin.

The survey also identified some areas of potential interest which will be impacted
upon during the proposed development.

Introduction
A planning application for the ‘Proposed Reinstatement of Existing Dilapidated Former House: Old Shop Cottage,
Star Hill, PL.App.No.:2012/00760; was submitted to Monmouthshire County Council, (MCC).

The proposed reinstatement work will involve changes to the standing fabric of existing buildings as well as
excavation of internal ground floors and both internal and external excavation for trenches, footings and services; all
of which may impact on any archaeological resources present.

As the current building remains are of historical interest and the site is situated in an area of known pre-historic and
historic activity, (MCC) were advised by Glamorgan Gwent Archaeological Trust (GGAT) Archaeological Planning
Services (APS); of a need for archaeological mitigation to cover both the recording of the present structures, (Level
III) and any ground disturbance, (Watching Brief) within the specified plot, (MON1991/JBHD).

GGAT advised that planning approval should carry two conditions worded similarly to those modelled in Welsh
Office Circular 60/96, Section 23:

No development shall take place until the applicant, or their agents or successors in title, has secured the
implementation of a programme of archaeological work in accordance with a written scheme of investigation which
has been submitted by the applicant and approved in writing by the local authority.
Reason: To identify and record any features of archaeological interest discovered during the works, in order to
mitigate the impact of the works on the archaeological resource.

MON1991/JBHD

The developer shall ensure that a suitably qualified archaeologist is present during the undertaking of any ground
disturbing works in the development area, so that an archaeological watching brief can be conducted. The
archaeological watching brief shall be undertaken to the standards of the Institute for Archaeologists. The local
planning authority shall be informed, in writing, at least two weeks prior to the commencement of the development
of the name of said archaeologist and no work shall begin until the local planning authority has confirmed, in
writing, that the proposed archaeologist is suitable. A copy of the watching brief report shall be submitted to the
local planning authority within two months of the fieldwork being completed by the archaeologist.

(WOC 60/69, 23).

No site works shall be undertaken until the implementation of an appropriate programme of building recording and
analysis has been agreed with the local Planning Authority, to be carried out by a specialist acceptable to the Local
Planning Authority and in accordance with an agreed written brief and specification.
Reason: As the building is of architectural significance, the specified records are necessary to mitigate impact

MON1991/JBHD

APAC Ltd was contracted by the client, to undertake the programme of archaeological recording work and in
accordance with the suggested model drew up a Written Scheme of Investigation, WSI: BS/OSL/15.

The written scheme of investigation was approved by GGAT as ‘fit for purpose’ allowing the survey work to
proceed.

This document is the report of the level III building recording survey.

Site location

The Property: Old Shop Cottage, Star Hill, Llanishen, Monmouthshire, NP16 6NT is located at NGR: 347466
201736, and can be gained from the B4293, Chepstow to Monmouth Rd, fig 01.

If approaching from the direction of Monmouth along the B4293, proceed through the village of Llanishen and after
passing the Carpenter’s Arms, Public House, the property can be found on the corner of the eighth right turn, which
leads to Star Hill and the Raglan Road.

Geology & Topography

The setting for the site is on the rounded top of a steep west facing ridge and backed by a shallow east facing ridge
at a height of about 340m OD.

The ground cover is open arable fields surrounded by woodland.

The property is cut into a low rise to the north; the ground slopes gently at about 17° towards the south west
levelling within the footprint of the building to a flat area bounded by two roads.

The geology of the area is sandstone and mudstone, (www.bgs, 2015), from which the building has been
constructed.

Brief archaeological and historical background

The HER report 5075 lists only one CORE and one EVENT within a 500km diameter search area of the property
and that relates to a derelict building on an adjacent plot.

The property Old Shop Cottage would appear to be located in the parish of Llanfihange Tor Y Mynydd, although its
documentation; sparse as it is, is only traceable in relation to Llanishen, or Llangwm Uchaf.

To establish a relative chronology of the area; which GGAT advised may have been settled in medieval times,
(GGAT MON1991/JBHD), the only sources would appear to be ecclesiastical:

The closest church, St Michael, Llanfihangle Tor Y Mynydd w Llangunnog (Rees, R., p35 1836), has medieval
features although the present building was restored in 1853-4, (Newman p296, 2000).

Bradney suggested: ‘Langunnock is properly Llangynog, the church of St Cynog, who was one of the sons of
Brychan Brycheiniog, lord of the country now known as Becknockshire in the 5th century’, (Bradney p235, 1913).

If Bradney’s interpretation is accepted then he further establishes a tie to the Lordship of Usk and Gilbert de Clare in
1296, (ibid.).

The next closest church is in the village of Llanishen; which owes its existence to an early church dedicated to ST
Isan, (Rees, R., p257 1836), first mentioned in a grant to Llandaff by King Morgan Hen, dated to AD 980, (Rees,
W.J., p503, 1840).

The original church, probably a wooden construction has long gone, replaced by a second Norman Church, which
was itself replaced in (1854) by the current St Dennis church (1854), (www.churchinwales).

Bradney, cites early references to Llanishen in papal bulls from Honorius II to bishop Urban of Llandaff: AD.1128
& AD.1129, (Bradney., p241. 1913).

The property’s structure was first recorded on the first series Ordinance Survey map 1830, (35),
(www.visionofbritain); fig 02, a possibly misleading depiction, it shows the property as two quite clearly separate
buildings with a road along the south east of the buildings.

The later 1839 tithe map (GA 5646 27/80), fig 03, is a little clearer and shows the property as three separate but
adjoined buildings along the northern edge of an access road which opens both to the east and south west.

The apportionment lists plot 128, house and garden with arable land, as on the Beaufort Estate with tenant James
Thomas. (Unfortunately, the GA record has five missing sheets on which are adjacent plots 129 and 130).

On the later 1880-1881, 1st edition Ordnance Survey map Monmouthshire XX.15, fig 04, the property appears to be
shown as a long building fronting on to a road with a set of structures to the rear at the northwest corner.

Fields to the east are planted (possibly the current orchard), as is a field to the south west.

The 2nd edition, 1902, Ordnance Survey map Monmouthshire XX.SE, fig 05, shows less detail in general but
noticeable is the absence of the range of buildings to the north of the north west corner and the small vacant space
between the orchard and the easternmost building.

On the 3rd edition, 1922, Ordnance Survey map Monmouthshire XX.SE, fig 06, the property is shown separated
into two units, that on the west being the smallest, with an increase in the space between the orchard area and the
eastern building.

Later maps consulted during this research showed no further changes.

After considerable research, it would seem that the property, ‘Old Shop Cottage’, is listed nowhere under that name,
other than in the documentation received with this project.

The only shopkeeper listed in Kellys Directory for both 1895 and 1901 under Llanfihangle Tor Y Mynydd is an
Alfred Price, whose name is connected with plot 62 on the 1910 Domesday Survey: Duties on Land Values,
D1763.78, Langwm Ucha, fig 07.

The corresponding Land Value maps and apportionments for Llangwm Ucha, D1763.78 and Llansoy D1763.79;
which cover the area were consulted and neither had a plot 62.

Therefore, the implication that the name ‘OLD Shop’ infers to any former commercial nature must for the present
remain unconfirmed.

The land survey did reveal that the tenant of plot 82, ‘Old Shop Cottage’, at the time of the survey was Michael
Churchill with the owner Mr C.M.C Roberts.

Aims and Objectives

The aim of the level III survey is to preserve by record the structure of the building, prior to refurbishment and in so
doing’ provide a facility for understanding the building’s historic development.

The record produced can then be used to guide the determination of the planning condition as to the final design of
refurbishment.

Methodology

The building recording survey followed the methodology defined in 5.2, Understanding Historic Buildings; A Guide
to Good Recording Practice (English Heritage 2006). The methodology employed was also guided by the Standard
and Guidance for the Archaeological Investigation and Recording of Standing Buildings or Structures (CIFA
2014,).

Photographs were taking using tripod mounted, digital cameras: a Sony DSC F828 & Canon EOS Rebel T1i and
these were backed up with hi resolution smart phone cameras.

Images were recorded in both high resolution Jpeg & RAW formats.

The photographic record of the site includes general views of the exterior, the overall appearance of principle
structure and circulation areas, external and internal detail relevant to the property’s design and development.

All photographs include a scale rod where possible or practical.

Photographs illustrative of the survey are produced as annotated ‘photo cards’ in the report.

All photographs from the survey are included as a list with contact sheets in appendix I.

Rapid measurements were made during the building recording, using both hand steel tape and a Lecia Disto 510 the
data produced added to a scaled plan which was surveyed using a Topcon GPT3007 Refectorless Total Station.

The scaled plan was loaded into CivilCad, converted and processed in AutoCAD, and downloaded to Adobe
Illustrator final presentation.

This report comprises a written element as defined in 4.5 Understanding Historic Buildings; A Guide to Good
Recording Practice (English Heritage 2006).

In order to provide a brief background to the property the following sources of information were used:

Data Presentation

Annotated plans are given in fig 08.

General external description Old Shop Cottage, Llanishen.

The property presents as three separate buildings, PL01, (IMG-0097), originally thought to be longhouse style,
(MON1991/JBHD).

At the front of the property; south east elevation, is a raised road currently covered with onsite derived gravels, (pers
com Mr Prothero 2015), but originally surfaced with a mixture of pitched stone, and irregular flag paving, PL02, &
PL03.

Worth noting is the small 18th/19th ceramic finds assemblage that was collected from the road surface during the
survey, Appendix II.

To the north east of the house separating the site from the road is a small orchard, PL04, whilst to the north south
and west the ground is covered in coarse grasses.

All three buildings; 1, 2 & 3 see figs 08 & 09, that make up the property are built from rough coursed local
sandstone and each of the three units are independent butt jointed phases as will be discussed below.

In addition to the main property is a small lean to at the south west gable end, PL05 and along the north west
elevation is a subsurface structure of unknown purpose, PL06.

Only building 1 supports a roof which would appear to be a recent attempt to slow the dereliction, PL07, in general
none of the buildings have any fittings or show any evidence of services.

Building 1 was a one and a half storey construction and building 3 shows evidence of an upper loft area; however,
building 2 was probably single storey possibly a barn or shed.

External description building 1

Building 1, measuring 6.67m x 4.23m, is constructed from coursed local slab sandstone (red & green) with quoins to
all four corners making it a single structure, figs 08 & 09 and PL08, PL09, PL10 & PL11.

Originally lime mortared, but now mostly either racked or weathered out, the walls have patches of cement repair
and possible earlier lime cement repair or lime wash render.

The original roof has gone and has been replace with a temporary corrugated tin sheets on modern sawn timber
collared roof joints with single purlins, floating above the gale ends.

Building 1, front elevation has two ground floor windows W1 & W2 and two first floor windows W3 & W4 and a
single entry door D1, figs 08 & 09 and PL12; there are no further widows or entryways.

The arrangement of the openings were fairly symmetrical around a single 950mm wide by 1.7m high doorway;
however, all are offset south west from central by 500mm, possibly accommodating the increase in thickness of the
north east gable wall which accommodates the chimney stack.

All original ground floor window lintels; W1 & W2 and door D1, have a common height above floor level of
1.7mm, figs 08 & 09.

The lintel above the door has cracked and a repair has been made to support the wall above with a badly skewed and
inappropriate arch of questionable effectiveness.

The ground floor windows are roughly equal in width, 72mm but their heights differ; W1 550mm, W2 900mm as
does there distance from the door, D1: W1 600mm & W2 900mm, figs 08 & 09.

In comparison, the 1st floor windows W3 & W4 are identical, both 54mm wide are open to the eaves, both have a
common sill height and both are aligned directly above the outer edges of the windows beneath.

The south west gable end, PL13 is devoid of any features but is noticeable for its decay; bowed out at the southern
corner it has been severely undermined by mature ivy growth.

Abutted to the gable end is a small stone built lean-to with a single access point, D2, PL13, figs 08.

The lean-to; externally 2.2m X 1.2m, survives above ground only in front, PL14 and as buttress to the south west
and north west.

The north west elevation of building 1 has no features other than some possible ‘random rubble repairs’ towards the
eaves, PL15.

The bank at the rear of the property is some 1.25 m higher than in the front ground level, therefore 1.25m of the
north west elevation is not exposed; although neither is it built onto the raised bank.

Along the northwest elevation and possibly continuing to buildings 2 & 3 is a covered structure with a small access
opening to the south west, PL06.

The purpose of this structure is not understood at present.

External description building 2

Building 2 consists of two 5.54m walls: north west elevation, rear and south east elevation, front which effectively
bridge the gap between buildings 1 and 3, figs 08 & 09.

Constructed of coursed stone as in building 1, it has a single access to the front D3 measuring 1.15m, which has a
single stone lintel, PL16, above a substantial threshold stone, PL17.

To the rear; bearing in mind the raised bank, is a single widow W6, fig 08, at ground height which retains its
wooden frame, PL18.

The surviving wall at the rear projects 300mm further north west beyond the adjacent gable end of building 1, PL11
& PL19.

As the wall continues towards the north east it has collapsed and stones appear to have been piled in front of it
however on close inspection the stones are tied in creating a small outward turn, PL20, (see D5 below).

The collapse obscures any jointing between buildings 2 & 3.

External description building 3

The 3rd building is currently a shell without a roof, slightly shorter than building 1 by 200mm but wider by 600mm,
figs 08 & 09.

It is constructed of coursed local stone with rough face quoins, PL21, as with building 1 but with only one window

W5 and one door D4; although a blocked north east gable window/door is identifiable internally, (see below), PL22.

The door, D4, width of 800mm and window W5, width 650mm are missing their lintels as the top of the elevation
has collapsed.

The north east gable end is in a poor state of repair resulting from mature vegetation which obscures the upper
portion from view, PL23.

A large portion of the north west elevation has also collapsed to ground level leaving only vague remains, PL24.

Internal description building 1

The internal space of building 1 measure 3.17m x 5.18m.

The floor has been patched with concrete to the west of the building, PL25, whilst broken flag stones and pitched
cobbles complete the rest of the floor up to the fireplace which has a sizable hearth stone PL26.

Squared holes to take ceiling joists are extant on both northwest PL27 and south east, PL28, elevations and taken
with the height of the wall plate would suggest an original one and a half storey configuration.

All four walls have remnants of lime plaster and the north west elevation has a cement chamfered edge some
220mm above the floor, of unknown purpose, PL29.

The south elevation has door D1 and windows W1 to W4 as were discussed above.

The upper windows were not easily accessible for the survey but offered nothing in the way of interesting features.

The two ground floor windows differed from each other in that W1 had a single splay and high sill 880mm from the
ground, PL30, whereas W2 had a double splay and window seat only 530mm from the floor, PL31.

Internal lintels for D1 and W1 & W2 were of wood, braced by temporary wooden supports.

Internally, the most interesting aspect was the north east gable which included the original chimney stack with stone
shelves (right), PL32, with a bread oven inserted into the recess for an original stone stairwell (left), PL33.

The fireplace itself consists of two squared rubble chimney cheeks supporting a wooden mantle from which the
stack continues to the roof; the pot is missing.

The smoke chamber is tapered on both sides and front with the back vertical, PL34.

The current grate and firebox PL35, would appear to be a modification to the original as can be inferred from the
butt construction of the lower side uprights and niches of the firebox and especially noticeable at the side uprights
and smoke shelves of the throat PL36, & PL37.

To the right of the chimney breast, PL 32, is an original, purpose built stone shelf which is tied in both to the stack
and the south east elevation.

To the left of the chimney breast are a few modifications:

Towards the top of the chimney breast and gable end, the junction of the two walls forms a distinct curve which has
been adjusted to a splay at a point level with the first floor; as indicated by the ceiling joists and support plate on the
chimney breast, PL38.

It is possible that the curve is the remains of a turned stairwell to the upper storey.

The possible stair has been removed and a bread oven inserted into the alcove, supported on a curved stub wall,
PL39, which is neither tied into the fireplace cheek nor the north west gable.

A flue has been added from the top of the bread oven into the smoke chamber of the chimney breast.

Internal description building 2

The internal space of building 2 measures 3.72m X 5m.

Building 2 consists of two elevations: the south east elevation with a single door D3, PL41 and the north west
elevation with window W6, PL42 and blocked door D5 PL43.

It is worth noting that W6 opens at current external ground level whereas D5 is about 50% below current external
ground level.

The two end walls are the outer gable ends of buildings 1 PL44 and 3 PL45, which on three occasions the elevation
walls have been butt jointed to: PL46 south west corner, PL47 north west corner and the south east corner, PL45.

The north east corner is different in that it passes beyond the north western, quoin built corner, of the south west
gable of building 3, PL48.

The northeast gable wall also has a centrally located, chamfered stone ledge of unknown purpose at about 2m from
the ground, PL45.

The south west gable has a few repairs, PL44 (right) a loose filled vertical hole behind the bread oven in building 1
and the central blocked hole which is behind the firebox of building 1.

Further remedial repairs, some cemented, can be seen towards the top of the gable end PL 49, possibly again
associated with the chimney.

The last feature of note in building 2 is a central division to the floor which is picked out by a line of pitched stone
slabs PL50.

Internal description building 3

The internal space of building 3 measures 3.73m X 6.42m.

Building 3 is in a poor state of repair with the south west end almost totally covered in wall collapse and the north
east end cluttered with tree cuttings, blocks and a gate PL 51.

It is difficult to confirm without removing some of the tumble but window W5 may have had a window seat, PL51
(left).

Other details worth noting were:

Possible joist holes along the north west elevation for some large beams, PL52, one of which may be seen bottom
right corner of PL 51.

A blocked window or recess in the north east gable at the height for a 1 st floor as suggested by the joist holes
mentioned above, PL53.

A cold shelf in the north west corner of the north west elevation, PL54.

One final detail of great interest required some clearing; in PL51, beneath the tree bole the tumble appeared to be
less random and a small amount of clearance revealed a coursed structure shown in PL55, PL56 & PL57.

The structure is quite substantial and appears to form a curved wall, possibly open at the front, currently of unknown
purpose.

Other structures

The lean to at the south eastern end exists, PL14, as a small enclosed space which is filled with the collapsed stone
from its south west, north west walls.

The extent and purpose of the subsurface structure PL06 along the north west elevation is unknown but it does
appear to be covered in slab to form an enclosed space.

The rubble walls to the north east of the building may be mostly site clearance against the north western revetted
bank.

Phasing.

It is not possible to date any of the buildings with any degree of accuracy from the structures themselves but the
mapping details a structure by the early 19th century, at the current location, figs 02 & 03 and confirms the current
configuration by 1880, fig 04.

If the identification of a stairwell to the left of the chimney stack in building 1 is correct then its typology as a two
room house with attic above a central doorway and gable fireplace and stairwell, similar to Fox & Raglan’s
submedieval houses 1550 – 1610, B1 & B2, is a possibility, (Fox and Raglan pp40-47, 1952).

Interesting the two figured examples given in the associated text are: B1 Church Farm Llanfihangle Tor Y Mynydd
and B2 Ty Wilson Llangwm Ucha; both quite close, (ibid, p47).

Arguably from the paucity of remaining features at the site, such an identification can be no more than an inference;
however, to give some weight to the interpretation the difference in windows W1 and W2 would suggest that they
were not in the same room and an early 17th century North Devon pot sherd was found during the survey on the
ground outside, see Appendix II.

The current fireplace is not the original feature as was noted above with the poorly built adaption to the chimney
throat and smoke shelf.

The bread oven is also not original and has been poorly inserted into the alcove to the left of the chimney breast.

Relative phasing of the various components of the buildings is a little easier to identify fig08:

Buildings 1 and 3 are two separate structures, but there is not enough detail in building 3 to establish which precedes
the other.

At some point the north west elevation of building 2 was added, butt jointed to building 1 and projecting beyond
building 3.

As the north west elevation has a door and a window, the ground level beyond must have been somewhat lower than
at present which may be connected with the subsurface structure.

The south eastern wall of building 2 is a standalone façade which may have produced a roofless enclosure between
the buildings.

The lean-to on building 1 looks to be the same construction period as the south east elevation of building 2.

Recommendations

The original advice given by GGAT suggested:

The developer shall ensure that a suitably qualified archaeologist is present during the undertaking of any ground
disturbing works in the development area, so that an archaeological watching brief can be conducted. The
archaeological watching brief shall be undertaken to the standards of the Institute for Archaeologists. The local
planning authority shall be informed, in writing, at least two weeks prior to the commencement of the development
of the name of said archaeologist and no work shall begin until the local planning authority has confirmed, in
writing, that the proposed archaeologist is suitable. A copy of the watching brief report shall be submitted to the
local planning authority within two months of the fieldwork being completed by the archaeologist.

The survey and research undertaken for this project has added to the background knowledge of this building and
also posed questions as to its origin and function.

These important questions may be answered by investigation during demolition/renovation of the relationship
between the adjoining buildings.

Of particular importance will be the structure behind the buildings and the internal structure under the rubble of
building 3.

The original archive will be retained by APAC. Ltd

Secondary archives consisting of a hard copy of the report with a digital copy of the complete data and photographs
be deposited with the County Records Office in Ebbw Vale and with The Royal Commission on Ancient and
Historical Monuments Aberystwyth.

Digital copies of the report will be forwarded to the client, planning and the HER, held by Glamorgan Gwent
Archaeological Trust.
