Dear Chief Petitioner:
You filed a Prospective Referendum Petition, 6-2018-R-001, with my office on March 28, 2018 which was
found in compliance with Oregon Constitution, Article IV, Section, Article VI, Section 10 and ORS
250.166, ORS 250.205. The prospective petition was forwarded to the District Attorney, Mr. Paul Frasier,
for the creation of a ballot title, Enclosed is a copy of that ballot title,
A notice of receipt of the prospective petition and ballot title will be published in The World Newspaper at
its next available edition and will be posted on the county's website for a minimum of seven days.
During this time, electors of Coos County who may be dissatisfied with the ballot title may petition the
Circuit Court to review the ballot title issued by the district attorney. The deadline to file the petition to
review the ballot title is no later than the 7" business day after the ballot title is received by the elections
official which would be April 9, 2018.

Shall Coos County Ordinance 17-08-006L adopting amendments to the
North Bay Urban Renewal Plan be repealed?
Coos County in Coos County Ordinance 17-08-006L joined the cities of
Coos Bay and North Bend approving amendments to the North Bay Urban
Renewal Plan,
The adopted amendments modified the Plan as foliows (not an exclusive
list):
Updates history, zoning and projects within the boundaries of the
Urban Renewal Area (URA);
Updates the URA's relationship to other local plans;
Extends the current expiration date of the URA;
Updates the use of under-levy and discontinuation of special levy;
and
Updates the URA plan implementation, administration and
calculation of maximum indebtedness consistent with current state
law. i
The Coos County Board of Commissioners in the ordinance found that the
amendments conformed to Oregon law and the Coos County
Comprehensive plan.
A yes vote repeals the Coos County Ordinance adopting the amendments
and repeals any findings made by the Board of Commissioners in the
ordinance.
‘Ano vote leaves the ordinance in place.
This referendum does not affect the adoption of the amendments by the
cities of Coos Bay or North Bend.
