1. Popular Inc., Banco Popular (BPPR) International Services & Wire Transfers: Manage the selection and
procurement of an Electronic Wire Transfers system for domestic (FED) and International (SWIFT)
money transfers.
Acting as Business Analysts my duties included:
o Clearly identify and document the needs: The customer needed to update or replace their electronic
payments system, as it was becoming a discontinued unsupported product. The situation opened an
opportunity window to review business requirements and needs in order to consider available alternatives.
o Define and document the Requirements: The new system should support all previous system functionalities
improving them whenever possible.
o Obtain requirements document acceptance and sign off
o Procurement of new solution:
 Perform a software technology market research to support build or buy decision: Research on possible
solution providers. RFI and RFP document creation (6 participant providers).
 RFP/RFI response analysis and site visits to select the best candidates based on defined criteria:
Company background, Requirements fulfillment, Support offering, and Pricing. Create a comprehensive
recommendation support document.
 Software Acquisition negotiations: Obtained a favorable deal for BPPR including a fare implementation
support fee, competitive maintenance services, and supplementary software as well as support for

2. Popular Inc., Banco Popular (BPPR) Retail Banking: Manage the selection, procurement and
customized implementation project of a browser based Bank Teller System (Unisys Transactor).
As Project Manager I was involve in the project since the since the selection process. My duties
included:

o Clearly identify and document the needs: BPPR had an outdated teller system and they wanted to
implement a leading age system which could support BPPR highly dynamic and competitive banking
service market. Several information gathering techniques were used: Customer interviews and surveys, focus
groups, bank general business planning and strategies analysis, historic data analysis, etc.
o Define and document the Requirements: The new system should support all previous system functionalities
improving them whenever possible. New functionalities were requested to support new services. Several
peripherals devices would be supported: Laser Printers (reports and MICR on demand bank check printing),
receipt and validation printers, item scanners with OCR intelligent algorithms, card readers, pin pads, and
cash dispensers.
o Obtain requirements document acceptance and sign off
o Procurement of new solution:
 Perform a software technology market research to support build or buy decision: Research on possible
solution providers. RFI and RFP document creation (12 participant providers).
 RFP/RFI response analysis and site visits to select the best candidates based on defined criteria:
Company background, Requirements fulfillment, Support offering, and Pricing. Create a comprehensive
recommendation support document.
 Support Buy and Customize option: A browser based system was found to be the best choice as a
core base to build the system that could fulfill BPPR requirements.
 Software Acquisition negotiations: Obtained a favorable deal for BPPR including a fare implementation
support fee, competitive maintenance services, and source code availability for in house enhancements
and maintenance.
 Perform hardware technology market research and assessment to select the new peripheral devices.
o Review provider Statement of Work (SOW) and Agreement for changes and adjustments in order
to obtain management approval. Assemble project SOW and contract agreement and obtain sign
off.
o Implementation project planning from Development to System Pilot: Create a complete implementation
project plan including Staff, Scope, Risk, Schedule, Communication, Quality Assurance, Cost, Change,
and Test/Acceptance management.
o BPPR team selection and supervision (10 members: 4 tellers, 1 branch officer, 1 branch operations
manager, 1 business analyst, 2 developers, 1 systems engineer)
o Contracted consultants management (3 to 10 varying depending on project phase)
o Review the technical design documents prepared by the team. Complex interface requirements
with bank core systems (Deposits, Loans, CR/DB Cards, CIF, BSA Compliance) using a
middleware facility were considered.
o Continuously improve the functional requirements as the project progressed due to progressive
elaboration of the requirements.
o Monitor and Control project development: Niku Enterprise Project, MS-Project, and “Elementool”
were the tools of choice for project control and problem prioritization and tracking. Unisys
TeamMethod methodology was adopted.
o Certify and deploy system pilots: Three BPPR branches were converted and certified with the new
system.

3. Manage the selection, procurement and implementation project of a Customer Data Quality and
Address Standardization System with outstanding acknowledgments as a model implementation from
the system provider (Trillium Software). The system was successfully implemented and paid itself in
less than 12 months. Trillium Software used our implementation approach as a model for other
installations.
As Project Manager I was involve in the project since the selection process. My duties included:

o Clearly identify and document the needs: BPPR was concerned about the quality of the data on their
Customer Management System. Duplicate customer information on bank relationship and non-
standardized addresses were causing operational problems and provoking unsatisfactory service quality to
their customers. Mailing cost was also an issue due to a large amount of returned mail caused by
incomplete or non-standardized addresses. A customer data base de-duplication and standardization
system was required. After a comprehensive research and selection process, Trillium Software was
selected.
o Define and document the Requirements: The new system should identify duplicate customers on the
customer database based on our developed business logic parameters. Also an address standardization
USPS certified process must be put in place to reduce mailing costs. Both processes must be done on-line
real-time and in batch mode. On daily basis (new and modified records) and by request. For the whole
database of for a database subset.
o Obtain requirements document acceptance and sign off
o Procurement or new solution:
 Perform a software technology market research on possible solution providers. RFI and RFP
document creation (3 participants).
 RFP/RFI response analysis and site visits to select the best candidates based on defined criteria:
Company background, Requirements fulfillment, Support offering, and Pricing. Create a
comprehensive recommendation support document.
 Software Acquisition negotiations: Obtained a favorable deal for BPPR including a fare
implementation support fee and competitive maintenance services. Also obtained Trillium
Software commitment to get certified on Puerto Rico addresses without additional cost.
o Review provider Statement of Work (SOW) and Agreement for changes and adjustments in order
to obtain management approval. Assemble project SOW and contract agreement and obtain for
sign off.
o Implementation project planning from Development to System Pilot: Create a complete implementation
project plan including Staff, Scope, Risk, Schedule, Communication, Quality Assurance, Cost, Change, and
Test/Acceptance management.
o BPPR team selection and supervision (3 members: 2 developers, 1 business analyst)

4. Manage a Y2K Compliance project for BPPR Customer Systems in short length period with outstanding
reviews from auditors and top management. An IBM DB2 Customer Database (1.5 million customers with
12 million relationships) was converted to support Y2K requirements. BPPR M&I (Metavante) CIS customer
system was updated and upgraded. BPPR CICS Command Level in house developed CIS front end system
was converted.
As Project Manager I was involve in the project since the since the selection process. My duties included:

o Clearly identify and document the needs: BPPR needed to make their DB2 Customer Information System
Software and Database Y2K compliant. Due to its heavily interfaced nature this system has to be in place,
Y2K certified and available before all the other bank core systems, since most of then needed this system
for their certification process.
o Define and document the Requirements: Determination of programs/jobs affected, System
Certification
o Implementation project planning: Create a project plan including Staff, Scope, Risk, Schedule,
Communication, Quality Assurance, Cost, Change, and Test/Acceptance management.
o Interacting with system provider (Metavante) liaison to coordinate the changes made and testing
onsite.
o Team supervision (5 members: 3 developers, 1 database administrator, 1 systems analyst)
o Providing documentation to the users to explain the changes made and getting their approval
o Review the technical documents prepared by the team.
o Monitor and Control project development. Platinum Enterprise PM and MS-Project were the tools
of choice for project control and problem tracking. PMI PMBOK base methodology was adopted.
o Load the modules in Y2K special certification environment.

IBM Assembler language that wasn’t fully supporting BPPR highly dynamic and competitive banking service

o Define and document the Requirements: The new system should support all previous system functionalities
improving them whenever possible. New functionalities were requested to support new services.
